Clock ticks as lawmakers try to save Atlanta’s Ft. McPherson commissary By Valerie J. Morgan

at the Dobbins Air Reserve Base in Marietta. Now, however, those plans have been put on hold because of sequestration, including $37 billion in cuts to the Defense Department. “Veterans, active duty military personnel and their

Community invited to learn about City of Prosperity, City of DeKalb
D
By Valerie J. Morgan
eKalb County Commissioner Larry Johnson will hold a community meeting to discuss what a new DeKalb might look like as the City of Prosperity or City of DeKalb. Johnson is urging DeKalb residents and stakeholders to save the date—Sept. 26—for the “Cityhood” meeting, which will be held at 7 p.m. at Southwest DeKalb High School in Decatur. Johnson, who represents District 3, is the first DeKalb commissioner to hold a meeting to discuss proposals for the City of Prosperity and the City of DeKalb, which would include residents now living in unincorporated South DeKalb. Residents in Central and North DeKalb have had several meetings to discuss new cities proposed for those areas. “We want to put our options on the table, look at where boundaries might fall, and get feedback from the community,” said Johnson.

At the meeting, State Rep. Pam Stephenson and State Sen. Ron Ramsey will give an overview of the “place holder” bills that constituents have asked them to file , which include the City of DeKalb and the City of Prosperity. In addition to the City of DeKalb, Ramsey also has filed SB-278 to create the City of Stonecrest. The bills are among seven proposed cities that state lawmakers are expected to discuss during the 2014 Legislative
Ron Ramsey
session. The other proposed cities include Lakeside; Tucker; Briarcliff/ North Druid Hills and LaVista Hills. Interim DeKalb CEO Lee May doesn’t like the fact that so many proposed cities are popping up and he says he wants to slow down the process. “I would like a moratorium until legislation is crafted to allow cityhood to happen in a more balanced approach,” said May.
Meanwhile, the Stonecrest City Alliance has raised the $30,000 for the required feasibility study needed to determine if a City of Stonecrest would be viable. Plans call for 77,000 residents in a 61-square mile radius to be incorporated from a chunk of East DeKalb. Jason Lary, president of the Alliance, said his group is pushing forward to give residents the opportunity to govern themselves in their quest for economic development, more jobs and increased home values. “We’re the only group in South DeKalb that has fulfilled the cityhood requirements for the Georgia General Assembly,” said Lary. “What you’re seeing is a movement that shows people want to be in charge of their own futures. Those in government want more of the same and we don’t. It’s why we are working so hard to make a change.” It will be up to the General Assembly to put proposals for the new cities on the ballot for a statewide referendum.

T
wo veteran Democrats, Connie Stokes and Steen Miles, are starting grassroots campaigns via social media and meet-andgreets as they seek the offices of Governor and U.S. senator respectively. Stokes, with nearly two decades of political experience as a State Senator and DeKalb County Commissioner, has set up a “Connie Stokes for Governor” Facebook page. She said she plans to start a listening tour at the end of September to hear voter concerns. “If I say, I know what needs to be done. Here’s how you fix it. And this is my platform. That’s not what people want. What they want is, ‘Will you represent my voice?’ Let’s work on this platform together,” said Stokes, who lives and works in Lithonia. Stokes is the first Democrat to announce her candidacy in the 2014 race for Governor. State School Superintendent John Barge and Dalton Mayor David Pennington have thrown their names in the hat for the Republican primary. Miles, who served as State Senator for the 43rd
Connie Stokes for Governor
District from 2005 to 2007, is running for the U.S. Senate seat being vacated by Republican Saxby Chambliss. So far, Miles will face Michelle Nunn, whose father, Sam Nunn, is a former U.S. senator; Branko Radulovacki; Todd Robinson; and John Coyne in the May 20, 2014 Democratic primary. In addition to setting up a Facebook page, Miles has already done some early campaigning in Coweta, DeKalb and Fulton counties. She says she’s looking forward this month to serving as the guest speaker at a Democratic Party meeting in Franklin County, about an 80mile drive from her home in Decatur. “The campaign is going well,” Miles told On Common
Steen Miles for U.S. Senate
Ground News while heading out of the door to attend a Democratic Party meeting in DeKalb County. “I may be the underdog, I may not have all the money other candidates have, but we don’t focus on that. We knew this would be a challenge. Winners look ahead to the finish line.” Miles officially announced her bid for office on Aug. 28 in the city of Stone Mountain, where one of several observances took place commemorating the 50th anniversary of the March on Washington. “I have been engaged in our communities at every level for all of my adult life “as a journalist, an elected official and in community service. I’m fully plugged in
to the pulse of people from every walk of life,” said the Emmy award winning former Channel 11 Alive reporter/ anchor. Miles said she has received early support from Eugene Walker, former DeKalb School Board chair, DeKalb attorney Dione McGee and Democratic Delegates Barbara Campbell and Tobias A. JacksonCampbell. Rockdale Democratic Party Chair Doreen Williams says it is a great thing to see two women run for such important offices. “I think it is fantastic to see these women come out to run. Women offer a different perspective. We have a shortage of women in politics on both, the state and federal level,” said Williams, who had a chance to hear Miles’ platform at the Sept. 12 DeKalb Democratic meeting. “I think Steen’s platform is strong and she has some great ideas. We will wait until the Primary to endorse a particular candidate. Right now, we are just doing voter registration drives and urging people to come out to the polls. I am also working on getting elected officials from the 4th Congressional district together for a mass meeting to meet Democratic candidates.”

Stonecrest Library selected to showcase ‘Created Equal’ film series
D
By Joshua Smith
eKalb County’s Stonecrest library branch is one of 473 venues across the nation and Guam selected to showcase a collection of awardwinning documentaries on America’s civil rights struggle. The film series, “Created Equal: America’s Civil Rights Struggle,” is being funded with a grant from the National Endowment for the Humanities (NEH) and the Gilder Lehrman Institute of American History. The series kicks off at the Stonecrest library, one of 16 Georgia locations showing the film, in April of 2014. The month marks the 46th anniversary of the assassination of one of the nation’s greatest civil rights leaders, Dr. Martin Luther King, Jr., who was killed on April 4, 1968. “When you think of civil rights, you think of Martin Luther King, Jr.,” said Stonecrest library branch manager Teresa Totten. “When I applied for the grant to receive the film series, I wanted to show it during a month that would commemorate Dr. King’s work so that we could show that Dr. King’s work and his death was not in vain.” The series features four documentaries: “The Abolitionists,” a 2013 film that brings to life the struggles of the small group of reformers in the 1830s who launched the immediate emancipation of millions of enslaved African Americans; “Slavery by Another Name,” a 2012 film that follows after slavery, the new forms of forced labor which kept thousands of African Americans in bondage until the onset of World War II; “Freedom Riders,”

a 2011 film that offers an inside look at a pivotal moment in the Civil Rights struggle, when a brave band of activists challenged segregation in the Deep South; and “The Loving Story,” a 2011 film that chronicles the lives of Richard and Mildred Loving, who
were arrested in 1958 for violating Virginia’s ban on interracial marriage. “Freedom Riders” received an Emmy in 2012. “The Loving Story” and “The Abolitionists” have been nominated for Emmys in 2013. This isn’t the first time the
Stonecrest library has received a grant for an educational series. In 2012, the Stonecrest library received a grant from NEH to showcase the historic Arabia Mountain and Flat Rock communities through a series entitled, “Building Common Ground.” Beth Huffer, who assisted in choosing the locations for the film series to be shown, said the Stonecrest library will be a great place for the film series. “There were hundreds and hundreds of churches, libraries and other public facilities that applied to be able to show the series,” said Huffer, coordinator of Exhibitions at the Gilder Institute. “A place like the Stonecrest library is a place that is bringing in people to facilitate the films and is sparking conversations in the community. We know they will take it to the next level beyond just showing films.” Stonecrest branch manager Totten hopes to fill the library’s 175-seat auditorium when the series is shown next April. “We should know the exact dates of when we will show the films in December. We frequently get visitors from Gwinnett, Newton and Rockdale counties for programs, so we hope to pack out the auditorium with participants,” said Totten. “We are very excited to present these films. They chronicle the long and sometimes dangerous struggle in the Civil Rights Movement. They offer such an amazing way to engender discussion, understanding and appreciation for this period of U.S. history.” The Stonecrest library is located at 3123 Klondike Road, Lithonia. 770-482-3828.

MLK’s Alanmicheal Harkness plays through injury, named MVP
Commissary is life saver for local veterans continued from page 1
By Joshua Smith
LITHONIA—Sometimes, the game plan can change on and off the field. One minute, you’re chasing down quarterbacks. The next minute, you’re down. That’s exactly what happened when Martin Luther King High School senior Alanmicheal Harkness was injured when an offensive lineman fell on his thigh in the Aug. 31 season opener. But much like a good cliffhanger movie, Harkness was named the game’s Most Valuable Player—a title that many initially thought was going to another teammate, Wesley Green, who had three interceptions and a 48-yard punt return touchdown. The MLK lions ripped the Blanche Ely tigers of Pompano, Florida apart, beating them 41-15, in the “Battle of the Borders” classic, which was held at Hallford Stadium in Clarkston. “I was really surprised to get MVP. I thought he (Green) was getting it, too,” said Harkness, a defensive linebacker who is 6’3 and 230 pounds. Coach Cortez Allen praised Harkness and the rest of the team for the way they played. “I’m thoroughly proud of all my guys. Wesley Green put up some good numbers, but when you think about the commitment Harkness made to the team to keep playing, that’s why we decided to name him MVP,” said Allen. “We have a three-headed beast at running back (Robert Pritchett, Jamel Smith and Devin Williams), who played well also.” Harkness, who made two sacks and three tackles, one for a loss, during the course of the game, said he was motivated to continue in the second half and he’s just happy he could help lead the team to a victory. “I just tried my best all the way through the game. Once you get one sack, you just want another one and another one,” said Harkness. “When people were walking up with their phones and stuff to take pictures of the MVP, I made sure the whole D-Line
Alanmicheal Harkness
was in the picture cause that’s what we are about. I’m just glad I could help contribute to a great win.” Head Coach Allen, who grew up in South DeKalb, said he is trying to turn the program into greatness and efforts like Harkness’ can get them there. “This was my first game as head coach. It was a great win and a exciting game for all of us,” said Allen, who was the defense coach at MLK from 2002 – 2005. Last year, he was the head coach at Newton High School. “We will continue to work hard this season. Ultimately, you are working and competing to win a state championship. Winning region championships is great, an outstanding accomplishment, especially in a region as tough as ours. But ultimately, it’s about winning state championships, making sure your kids graduate and go to college, and become successful men in life.” The following week after representing Georgia well and taking down top talent from Florida, the Martin Luther King Lions would return to Hallford Stadium on Sept. 7 to defeat the Southwest DeKalb Panthers 48-10. Now the team is looking forward to taking on Mays High School in the “Inner City Classic” on Sept. 14 at Lakewood Stadium in Atlanta. “We are really looking forward to the game because a trophy and bragging rights are involved. We usually rise above Mays but that doesn’t mean anything. We have to go out on the field, play hard and be the better team,” said Harkness.
Johnson sent a letter asking the Defense Department to save the Ft. McPherson commissary, which offers deep discounts—up to 30 percent off groceries and other items—until the new one opens in Marietta, whenever that may be. “The commissary at Fort McPherson serves thousands of veterans and service members across northeast Georgia, including metro Atlanta,” the letter said. “These heroes have earned this benefit through service to our nation. In these difficult economic times, with veterans and service members facing the impact of sequestration, reduced benefits, and the effects of two recent wars, it is deeply disappointing that the Department would make the decision to deprive Atlanta-area veterans of a commissary.” In addition to Johnson, the letter was signed by Georgia Senators Johnny Isakson and Saxby Chambliss, and Representatives John Barrow, Sanford Bishop, Paul Broun, Doug Collins, Phil Gingrey, Tom Graves, John Lewis, Tom Price, Austin Scott, David Scott and Lynn Westmoreland. With Ft. McPherson closing its facility, the nearest commissaries to Atlanta are at Ft. Benning in Columbus, Robins Air Force Base in Warner Robins and Ft. Gordon in Augusta—all at least two hours away.
Willie Smith, Jr., a retired Navy veteran who lives in Stone Mountain, said he believes many vets and their families will lose what they would save in groceries if they have to drive that far. “That’s a lot of gas. You couldn’t make that trip on a regular basis,” said Smith. “One of the great things about having a commissary in the Atlanta area is being able to buy groceries cheap and not having to pay any taxes on them. You can buy three T bone steaks for $8 at the commissary.” Lenardo Owens, another veteran who lives in Stone Mountain, said taking away the commissaries are like taking away benefits from veterans. “I retired in Atlanta just so I could shop at Ft. Mac and Ft. Gillem,” Owens said. “I would have moved somewhere else, if I had known they were going to close the commissaries in this area.” The Ft. Gillem Commissary, which was located in Forest Park, south of Atlanta, closed in 2011. Owens said even though the odds don’t look promising, he appreciates the fact that Congressman Johnson and others are trying to keep the Ft.
