Vernon Jones bows out of House District 94 race Vernon Jones has bowed out of the race for House District 94, leaving four challengers vying for the seat. The new district covers parts of DeKalb and Rockdale counties. Jones issued a statement to Georgia Secretary of State Brian Vernon Jones Kemp on May 29 that reads: “Since qualifying for state office, it was brought to my attention by a client that I represent, there may be a potential conflict of interest for me to hold state office. This is due to my client having business interest with the state of Georgia.” Jones said although he meets the qualifications to hold the office, he is suspending his campaign to avoid any appearance of impropriety.

It’s Election Season A s a crowd of supporters chanted “Four more years! Four more years!” DeKalb County CEO Burrell Ellis became DeKalb’s first local candidate to qualify at the Democratic headquarters, which was set up at the Doubletree Hotel in Atlanta May 23-25. The hotel was a hub of activity on the first day of qualifying as several other candidates arrived that morning with their own supporters chanting slogans and snapping pictures. Ellis’ wife, Philippa, joined him for the big day, cheering with the crowd. Ellis is seeking a second term in office and is campaigning on a platformthat includes creating thousands of jobs for residents through One DeKalb Works, a job stimulus program. Pine Lake re-opens lake to let the good times begin

By Joshua Smith

PINE LAKE—The aroma of grilled hotdogs and hamburgers filled the air as DeKalb County’s smallest city officially opened its lake for the summer season. The lake’s grand opening on Memorial Day weekend was long anticipated after being closed since April 2011 for dredging. Residents happily flocked to the picturesque site to swim, canoe, enjoy the smoke-free beach and picnic. “The opening of the lake is a long-standing tradition in our city. It’s always a lot of fun to get to know your neighbors better and to just fellowship under the sun,” said Mayor Kathie deNobriga. With the dredging project completed, the city is working on restocking the lake with 1,000 baby brim and catfish in order to bring back fishing next year. For Pine Lake, which has a population of about 800, the 10-acre lake is the lifeblood of the city. Residents enjoy the lake and its amenities for free, while non-residents pay $50 for an annual park card. Several events are held at the lake every year, including an arts festival and tour of homes. Roughly one out of 10 residents who live in the

small city, which is located off of Rockbridge Road between the city of Stone Mountain and Atlanta, are artists, musicians or writers. The eclectic community is comprised of craftsman bungalows, log cabins, lakeside cottages and custom chalets. “The people of Pine Lake have such a strong sense of community. This is a beautiful place that welcomes everyone with open arms,” said Sen. Steve Henson, District 41, who stopped by the lake’s grand opening, munching on hotdogs with ketchup. Pine Lake, incorporated in 1938, is planning to

mark its 75th birthday with a yearlong celebration that will include recording stories of its residents, making a coffee book of the city’s history, creating a detailed history timeline for Pine Lake’s website and a Facebook page dedicated to the anniversary. deNobriga says the city is looking for input from former and long-time residents for its archiving process. the change that is taking place to wipe out blight in Rockdale one foreclosed home at a time. The couple purchased their 2,194-square-foot home through the county’s Neighborhood Stabilization Program for $79,500. The home, the Lowes said, had been sitting vacant for at least a year. “For us, getting in this home was like winning the Publishers Clearing House Sweepstakes. You see it on T.V. You know it has to be real, but when you actually win and they’re knocking at your door, the feeling is amazing,” said Monette Lowe. Rockdale’s Neighborhood Stabilization Program (NSP) marked its one-year anniversary in May. Since its beginning, the program has received more than $4.5 million in federal funding to purchase and repair foreclosed homes in Rockdale and create affordable home ownership opportunities for those who qualify. So far, 27 homes have been rehabilitated and sold. Three are under contract. Currently, two homes are

Registration underway for Stephenson honored as ‘Most Hoops for Health event Athletic Middle School’ By Valerie J. Morgan

s your team ready to get its game on? Organizers are registering teams of youths between the ages of 10 to 16 for the Hoops for Health charity basketball tournament, which will be held July 21 at the Samson Health and Fitness Center, 6400 Woodrow Road, Lithonia. The DeKalb-Rockdale Employer Committee is sponsoring the event with the DeKalb Workforce Development and several others. A health fair and job fair will be held on July 19 at the same venue in connection with the tournament. “We are excited about these events. We’re promoting healthy lifestyles to combat childhood obesity and breast cancer, as well as providing free health screenings and employers who will offer job opportunities,” said Jerry Myers, who chairs the DeKalb-Rockdale Employer Committee. Myers said proceeds from the tournament will be used to assist J.A.B.S.T.E.P, Inc., a local non-profit, in its fight against childhood obesity; the Susan G. Komen Foundation in its mission to fight breast cancer; and to award educational scholarships to deserving high school seniors in DeKalb and Rockdale counties. Myers is encouraging coaches throughout the metro area to register their youth teams for the tournament. “This is really a worthwhile cause. Youths will have the opportunity to help make a great impact in their community while exercising through the game of basketball,” said Myers. Myers said the DeKalb/Rockdale Employer Committee came up with the idea of a two-day event to target the entire community— young and old alike. “Everyone will have a chance to come out and support this event—whether they are playing in the tournament, watching it or participating in the health fair or job fair,” Myers said. The DeKalb/Rockdale Employer Committee is a group of local business representatives who establish and maintain a working relationship between the employer community and the Georgia Department of Labor (GDOL). The committee provides input and guidance in the development of policy and legislation by the Department of Labor as it impacts Georgia employers and employees Registration for the tournament is $200 per team (8 to 10 players). For our school to win this award two times in such a short period, shows that everyone here is buying into the A2 system,” said Dr. Bryant Thomas, the school’s athletic director. “We place academics first, athletics second. Our student-athletes know their grades have to be maintained before they can put on a jersey. We check on their grades on a daily basis to make sure everything is in order.” The All-Sports Award is given based on a point system in which the number of championships, regular season points, playoff points and both, regular season and playoff wins, are cumulated. “What a way to finish the school year, Jaguars,” said Director of DeKalb County Athletics Horace Dunson told the athletes a few days before the school year ended. “This award shows that Stephenson’s athletes were the best of the best this year and we look forward to seeing the future athletes Dr. Thomas and Principal Hall will mold and develop in the future.” Stephenson Middle School won the award with a score of 75. The Stone Mountain school just squeaked by rival Chapel Hill Middle School in Decatur, who scored 73 points. “They did all the work, so I can’t take all the credit,” said Principal See Stephenson, page 7

Downtown Decatur ushers in summer with family fun Downtown Decatur is alive again and ready for tons of summer fun. The City of Decatur and the Decatur Business Association, which hosted its free Saturday “Concerts on the Square” and Wednesday “Blue Sky Concerts” in May, are gearing up for the Decatur Beach Party on June 15. The Zydeco band, “Zydeco T,” which performed during the May music series got people on their feet as they danced on the square. Atlanta Swamp Opera player Larry English founded “Zydeco T” in 2000. Equipped with an electric-purple accordion, stainless steel rub board, drums, guitars and a flute, the band blasted good time Mardi Gras style music. The city is gearing up for its annual Beach Party. The party will be held June 5, 5 to 11 p.m., in downtown Decatur, 101 East Court Squarer. The streets will be transformed into “Ponce Beach,” which features 60 tons of sand. There will be a kids’ boardwalk with games, two live bands, dancing on the plaza, a food court and cold beverages for sale. The Beach Party welcomes headliner Yacht Rock Schooner. For the younger set, Douglas Brake and the Sizzle, Hiss, Pop Band will be on hand to perform for a kids’ concert. The cost to attend is $7 for adults in advance or $10 at the gate. Children’s tickets are $5 for ages 3 – 12 years old. The $5 fee includes all games and activities. Children ages 0 – 2 are free. DeKalb NAACP youths need support for Texas trip The DeKalb NAACP is seeking community support to send nine youths to the National NAACP convention, which will be held in Houston, TX July 5-8. The DeKalb County Schools’ students will be competing in the ACT-SO (Afro-Academic, Cultural, Technological and Scientific Olympics) academies at the convention. DeKalb NAACP President John Evans says the organization needs about $9,000 to send the students and three adults to the convention. Evans says he is hoping the organization will have some Gold Medal winners in the competition. He would like to see those youths remain at the convention through July 12 to hear and see President Barack Obama. “The DeKalb branch cannot afford to pay for the expenses, so I am asking civil and human rights minded persons to help with the expenses,” Evans said. Evans said any amount contributed is appreciated. Donations may be sent to the DeKalb NAACP, 3011 Rainbow Drive, Decatur. For more information, call 404-241-8006.

Rockdale’s Neighborhood Stabilization Program celebrates one year. continued from page 1

available: 2938 Lighthouse Way and 1001 Falls Brook Drive. About $2.5 million remains for hopeful homeowners. “It has truly been a rewarding experience to see the families that I’ve worked so closely with move into homeownership and a new way of life,” said NSP Coordinator Tanesha Lanier. “I’m excited about helping more families and what’s to come in another successful year.” NSP’s homes range from $65,000 to $140,000. Eligible buyers, including those who are single with an annual income of up to $57,000 to larger families with an annual salary of more than $105,000, can apply. “This first year with the NSP has been an incredible example of what can be accomplished when all levels of government work together with the private sector to help our communities,” said Rockdale County Commission Chairman Richard Oden. “This is another jewel in the crown of many successful programs we have in the county.” Oden said he is pleased with the success of the program in Rockdale. “This program is re-writing the rule book for renewing America’s urban and suburban neighborhoods, because NSP is a comprehensive effort to transform foreclosed homes into attractive homeownership opportunities in Rockdale County,” said Oden. The program has received about 200 applications from potential homeowners. The number of people in the household and the household income level determines eligibility for the program. Applicants may live inside or outside Rockdale County. NSP also provides eligible applicants up to $14,500 in homebuyer assistance, plus five percent in closing costs. Qualified borrowers must complete

Wayne and Monette Lowe say the Neighborhood Stabilization Program process took about four months.

a homeownership education and counseling program required by the U.S. Department of Housing and Urban Development. They also must live in the house for at least five years once they purchase it. “Potential homeowners must complete eight hours of homebuyer education, six hours of other forms of homebuyer education and two hours of home counseling,” said Lanier. “We want our homeowners to be fully prepared for what will probably be one of the biggest moments their family will remember, buying their home.” Lanier said neighborhoods for stabilization are targeted by census tract and the amount of foreclosures within that census tract. Neighborhoods in the Heritage High School District, such as Windridge and Crescent Moon, are among the communities that have benefited from the program. Other areas of Rockdale will benefit from NSP as well. Initially, the county was looking at the Census tract along the eastern portion of Interstate 20, labeled 603-06. However, 2011’s foreclosure notice count showed a higher rate of notices in Census tract 603-

02, bordered by Ga. Highway 212 to the south, Ga. Highway 138 to the east, and Smyrna and Ebenezer Road, so that area became a place of focus. Now NSP also looks at and uses neighborhoods along the Salem Road corridor, Census tract 603-07, one of the highest foreclosure listing areas, and part of the northern half of the city of Conyers, Census tract 603-08. Rockdale had 1,041 foreclosures through May of this year. The largest number—263—was advertised in January, with the smallest number—153—in April. “This program isn’t the end-all, be-all to foreclosures in Rockdale, but it is definitely helping. Foreclosures are going down. A sense of pride trickles down, too,” said Lanier. “When we move someone in a foreclosed home, the neighbors around them seem to take more pride in their property, which then makes the neighborhood as a whole improve in value.” Rockdale NSP uses local contractors to renovate the properties purchased by NSP. An average of $25,000 in repairs and improvements is invested in each home, county officials say. As the repairs are completed, the houses are marketed and sold through participating local real estate professionals. The Lowes’ home was originally built in 2005. It took them about four months to go through the NSP process and make the home their own. The couple, which will celebrate 30 years of marriage on June 7, said living in an apartment in Conyers was somewhat of a benefit because they were able to stop by and check in on improvements as they occurred. “We got everything brand new. From the refrigerator to the microwave, to the oven, light fixtures, fans, you name it, it was installed brand new. We also really appreciated how nice the work crews were,” said Wayne, Sr. For more information on NSP, call 770-278-7141 or visit www.rockdalecounty.org.

Commissioner Gannon receives ‘Friend of 4-H’ award

uper District 6 DeKalb County Commissioner Kathie Gannon was honored with the Friend of 4-H award by the DeKalb County 4-H Club at its 2012 awards ceremony, which was held at the Manuel J. Maloof Auditorium in Decatur. The 4-H youth members vote for mentors who support their mission and present them with the Friend of 4-H Award. The 4-H members chose Commissioner

Gannon for her work supporting children and environmental causes. “We’ve got a great 4-H program here in DeKalb. I’m so proud of the beautiful young people that participate in our 4-H programs and I know they will keep up the good work in DeKalb,” said Gannon, who represents the western half of DeKalb with approximately 350,000 residents.

Stephenson named “best of the best” in DeKalb County Middle School athletics continued from page 3

Obelia H. Hall. “We appreciate our athletes and we enjoy nurturing them to the next level of success both on and off the field.” Former student Geoffrey Woods, who served as head coach for the middle school, led his team to a 9-0 season and the 2011 - 2012 championship for the school. Coach Woods says he considers his work anything but a regular job. “I enjoy working as a coach in this system. When you get the chance to create plays and make linebackers and defenses better for a living, that’s more fun really than a job,” said Woods, who left the middle school to serve as one of the coaches at Stephenson High School. “We have a good system here and we will continue to work hard to make good student-athletes.” Other Stephenson athletic accomplishments include the girls’ basketball team finishing with a record of 12 – 4 and the boys’ track team earning second place in the 20-school region.

Gannon serves on the National Association of Counties (NACo) Steering Committee for Environment, Energy and Land Use and in 2010, she was appointed as an advisory board member to the NACo Green Government Initiative. Gannon also provides leadership on environmental and sustainability issues through the establishment of the DeKalb County Green Kathie Gannon Commission.

Voices of Faith Ministries to host huge tailgate party for Jesus By Valerie J. Morgan

With the warm weather ushering in family reunions across America, Voices of Faith Ministries is having a reunion of its own on Sunday, June 10. The church, under the leadership of Bishop Gary Hawkins, Sr., is planning a Sunday reunion that will feature one of the largest church tailgate parties ever. Voices of Faith is bringing its Baton Rouge, LA congregation to its main campus in Stone Mountain for the event.

The church’s congregations in Conyers, Jonesboro and Gainesville, GA also will be participating. For many, the event will mark the first time that all of the congregation members have come together in one place. “We’re inviting all of our congregations and anyone who has ever worshipped or been a member of the church to come and join us for this celebration,” said Bishop Hawkins. “We want everyone to come to our Stone Mountain campus, the Mother church, for the tailgate party just as

Bishop Gary Hawkins, Sr

they would go to their Mama’s house for a family reunion.” The church plans to have its three worship services at the usual times on that day— in Conyers at 9:30 a.m., and at 8 and 11:30 a.m. in Stone Mountain. There will be a

grand prize—a flat screen television—for the member who brings the most people to worship that Sunday. Kenley Waller and his wife, Myra, who are faithful members of Voices of Faith, have had the highest numbers of visitors on four occasions. One year, the Wallers brought 165 people and rented buses to bring their guests to church during Family and Friends Day. The Wallers’ biggest prize has been a Land Rover. “I did it because I just enjoy inviting people to our church. It’s about serving and

worshipping,” said Kenley Waller, who owns Kenley’s Catering and Sandwich Shop in downtown Atlanta. The tailgate party will follow the 11:30 a.m. worship service with church members and various ministries setting up their own tents and food at the Stone Mountain campus. Activities for children, music and fellowship will all be part of the day’s events. Voices of Faith is located at 2500 Rockbridge Road S.W., Stone Mountain. For more information, call 770498-5850.

Rockdale Chamber marks countdown to China

W

ith a little more than a month away for payments due, the Conyers-Rockdale Chamber of Commerce is preparing to take the public to China to discover its culture, food and history. Those who want to go must register by July 2 and make their total payments by July 16. The travelers joining the Chamber are ordinary citizens who are from diverse backgrounds, coming from Georgia, New York, New Jersey and even California. DeKalb County resident Harold Roberts is among those who are going. Roberts has traveled to Asia before, but the circumstances were much different. He’s looking forward to sightseeing and shopping. “I fought in the Vietnam war in 1971. I haven’t seen Vietnam, Thailand or the Far East since then. When I saw the opportunity in the paper (On Common Ground News) to visit China for such an unbeatable price, I jumped on it,” said Roberts, who served in the U.S. Army as a Transportation Officer. “I almost couldn’t believe the price. ” The Chamber is making the nine-day trip available through steeply discounted rates it receives as a Chamber. The trip, scheduled Oct. 14 – 22, includes round-trip airfare from JFK in New York, hotels, three meals per day and tours with English-speaking guides for $2,199 per person, double occupancy. Single rooms are available for an additional $450. So far, the Chamber has signed up more than 40 people for the China trip. Chamber President Fred Boscarino describes China as “the trip of a lifetime.” “Last year, we took 65 people to China in October. “This really is a great way to take an international vacation. There will be planned activities and plenty of free time for sightseeing and shopping. “We want to expose people to commerce and culture. We have a lot of exciting events planned.” Pearl M. Parker, who is also a DeKalb resident, will be joined on the trip to China by her sister, Iona Stuart, who will be traveling from California. Parker says the trip will serve as a time for bonding and healing. “I’ve always wanted to visit China and now I get to take my sister and bless her with something I know she wouldn’t have done on her own,” said Parker. “She’s been through a lot this year. She lost her husband of 45 years. We’re both so excited. It seems like we talk about the trip almost everyday.” This year marks the Chamber’s third trip to China. “We’ll be staying at luxurious 4-and 5-star hotels and all of the attractions are included. You just can’t beat this deal,” Boscarino said. The Chamber also is traveling toTuscany, Italy, Nov. 7 – 15. The nine-day journey, at a cost of $2,695 per person, includes stops in Lucca, Pisa, Florence, Siena, San Gimignano, Cinque Terre and the costal town of La Spezia. Travelers can enjoy world-renowned spa treatments at the Montecatini resort, art galleries and museums, the Leaning Tower, and a wine tasting in the Tuscan countryside. For more information on China or Italy, call the ConyersRockdale Chamber of Commerce at 770-483-7049.

o one perhaps knows better than Doreen Carter what it takes for an entrepreneur to stay afloat during tough times. With the downturn of the economy drying up her contracting opportunities, the Lithonia financial educator put to work the principles she has been teaching others for years: Eliminate and reduce expenses. Identify new revenue streams. Nurture resources. Carter is one of the featured contributors in the May issue of Black Enterprise magazine. In the magazine’s segment on “Women and Money,” Carter shared tips from the book she has authored, “The MisEducation of the Christian… on Money and Giving,” an in-depth look at what the bible says about money and giving. Carter and her three sons managed to not only survive the recession using those principles, but she completed a 10-month training program with Leadership DeKalb, finished an intense program with the Atlanta Regional Commission’s Regional Leadership Institute

Doreen Carter

and she earned her MBA, traveling to London and Romania in 2011 to learn firsthand how to do business globally. “The recession actually helped me, if you can believe that. This time in my life has taught me resilience and faith. Life happens, but what we do with it determines where you will be in the end,” said Carter. Carter said the first thing she did was to lease a building that she owned to help cut her monthly expenses. She successfully obtained a loan modification on her home at a 2 percent interest, deferring

$30,000 from her mortgage principle. And she took a parttime job to generate income, along with her work as a tax preparer. “You can’t be too proud to work for someone else, even if you have worked for yourself,” said Carter, who is hoping to use her MBA to land an executive position. Carter also is committed to growing the Greater Lithonia Chamber of Commerce, where she serves as president, and she’s running to represent the newly-created Georgia House District 92, which covers parts of DeKalb and Rockdale counties. Carter credits her MBA, experience as a former member of the Lithonia City Council and completion of the Leadership DeKalb program and the ARC’s Regional Leadership Institute with helping to prepare her for her bid as a state representative. “You learn how to think regionally about issues such as water and education and how these issues will impact Georgia’s ability to compete,” said Carter.
