By the end of June, humanitarian partners in Iraq reached 1.8 million (47 per cent) of the 3.4 million people targeted under the HRP with some form of assistance. This achievement was in line with the level of HRP funding received (52 per cent). However, funding distribution and response coverage varied across clusters and governorates. While the humanitarian response continually focused on Ninewa governorate, where 148 per cent of the people targeted under the HRP were reached, some governorates in severe need of assistance were left behind; in Kirkuk governorate, for example, only 25 per cent of the targeted population was reached. In Iraq’s southern governorates, which were assessed to be in less severe need under the HRP, only 4 per cent of the 0.74 million people targeted received humanitarian assistance. This could be due to the limited number of partners operating in these governorates and less funding allocated to their activities.

Health and Protection are considered service clusters while in-kind assistance clusters are WASH, Shelter-NFIs and Food Security. The CCS, Logistics and ETC do not report activities directly targeting people. 6. Some UN agencies and their direct implementing partners report toward HRP targets, which might reflect a higher number of reporting partners.

The capacity-building of psycho-social services and the prevention of gender-based violence programs need to be prioritized. In addition, awareness-raising trainings on housing, land and property rights, including inheritance-related issues, need to be conducted for vulnerable people, particularly for widows and female headed households. Provision of adequate specialized services for vulnerable children and parents remains an underachievement. Funding is required for the clearance of explosive hazard.
