While the Government and the humanitarian community initially projected that IDPs would return in large numbers to their areas of origin, this has not transpired. Several factors such as poor living conditions, insecurity, limited provision of government services and livelihood opportunities as well as slow progress in the clearance of explosive hazards have been hampering the return of displaced people and have contributed to protracted displacement. Humanitarians are now evaluating how to best meet the needs of those affected by the protracted displacement.

As of 19 August, the Humanitarian Response Plan (HRP) has received US$347 million (61 per cent) of the requested $569 million. Some $202 million has been recorded outside the HRP. Although overall funding disbursements is generally on track with projections, some clusters are facing funding shortfalls against their HRP requirements which impact their operations. Multi-Purpose Cash Assistance (7 per cent funding against HRP requirements) and Emergency Livelihoods (18 per cent) are among those confronting the largest gaps in funding.

Iraq is currently facing a water shortage due to a decrease in the annual rainfall, an increase in average temperatures, and major infrastructure projects in neighbouring countries. During July, the Cash Working Group supported a total of 5,269 households (31,614 individuals) with multipurpose cash assistance, multi-month cash assistance and one-off transfers. The majority of individuals reached were returnees (42 per cent) and IDPs (49 per cent). The rest were identiďŹ ed either as host community or non-displaced. The top three governorates where MPCA was distributed were Kirkuk, Anbar and Ninewa.
