In the first nine months of 2018, humanitarian partners reached 2.2 million people with some form of humanitarian assistance; that is 66 per cent of the 3.4 million people targeted under the Humanitarian Response Plan. Over half of current IDPs (1.9 million persons) have been displaced for more than three years. Women and children with perceived affiliations to extremist groups continue to be identified as among the most vulnerable. The geographical clustering of the high and very high severity hotspots for returnees is concentrated within Ninewa, Salah al-Din, Kirkuk, Diyala and Anbar governorates.

Iraq’s southern governorates face the prospect of an emerging public health crisis due to a scarcity of clean, safe water caused by a combination of aging infrastructure, climactic factors, high salinity and contamination. Humanitarian actors and government counterparts have a preparedness plan in place for potential cholera outbreaks.

As of 17 October, the Humanitarian Response Plan (HRP) has received US$370 million (65 per cent) of the requested $569 million. More than $218 million has been recorded outside the HRP. Although overall funding disbursements are generally on track with projections, some clusters are facing funding shortfalls against their HRP requirements, which impact their operations.

Emergency Livelihoods (10 per cent funded) and Food Security (13 per cent funded) are among those clusters confronting the largest gaps in funding. Food Security cluster informed partners in late August 2018 that there would be interruptions in rations disbursed to IDP camps for the month of October.
1. There is no obligation of donors to report funding on FTS and while projects are funded, they are not necessarily reported. This results in FTS not always accurately reflect funds received by agencies. Cluster level funding may change when funding not yet allocated to any cluster is assigned to the relevant cluster.
