FY-2015 Appropriations

A year ago, the FY-2015 budget agreement was announced as a total of $7.12 billion in appropriated state spending. The recently announced FY-2016 budget agreement totals more than $7.13 billion. The FY-2016 budget agreement includes $48.7 million in supplemental appropriations for FY-2015—the previous fiscal year—but those FY-2015 supplemental funds have yet to be approved or spent. Supplemental appropriations for FY-2016 have yet to be proposed and will not likely be discussed for months. Consistent with historical Oklahoma executive- and legislative-branch publications (which compare state appropriations), supplemental figures were not included in this comparison of appropriations for FY-2015 vs. appropriations for FY-2016.

Comparison of One-Time Revenues These one-time revenues come from state agency fees, revolving funds, and other sources not typically factored into the amount of certified revenues available for legislative appropriation. Prior use of one-time revenues was largely to blame for what Oklahoma media outlets have widely referred to as a $611 million revenue shortfall for FY-2016.

In the announced FY-2016 state budget agreement, eight Oklahoma government agencies receive appropriations increases, while 49 agencies receive reduced appropriations ranging from 0.75 percent to 7.25 percent. In addition, 12 agencies receive no reduction in appropriations, including the Oklahoma House of Representatives, the Oklahoma Senate, and the Legislative Services Bureau.
