About the Organisation for Economic Co-operation and Development OECD Publishing is responsible for disseminating the content of the OECD. OECD’s mission is to promote policies that will improve the economic and social well-being of people around the world. The OECD brings governments together to share experiences and seek solutions to common problems. We don’t just work with governments, but also with business, labour, academia, and other civil society organisations to understand what drives economic, social and environmental change. We analyse and compare data to predict future trends. And we set international standards on numerous issues, from the safety of chemicals to the quality of fruits and vegetables. We look, too, at issues that directly affect the lives of ordinary people, like how much they pay in taxes and social security. We compare how different countries’school systems are readying their young people for modern life, and how different countries’ pension systems will look after their citizens in old age. This information is published in books, journals and data services. All of them are available via our global knowledge base, the OECD iLibrary (www.oecd-ilibrary.org). The OECD is one of the most innovative publishers in it field, and one of the most prolific and reliable sources of internationally comparable economic and social data. OECD Core Values: • • • • • 2
Objective: Our analyses and recommendations are independent and evidence-based. Open: We encourage debate and a shared understanding of critical global issues. Bold: We dare to challenge conventional wisdom starting with our own. Pioneering: We identify and address emerging and long-term challenges. Ethical: Our credibility is built on trust, integrity and transparency.

OECD Better Life Index For more than fifty years, the OECD has been driving better policies for better lives. On its 50th Anniversary in 2011, OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question, “How’s life?” across 11 fundamental determinants of well- being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their own country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. In 2015, the portal was enhanced with updated data and the addition of an Italian interface. Visit the portal at www.betterlifeindex.org

How’s Life? describes the essential ingredients that shape people’s well-being in OECD and partner countries. It includes a wide variety of statistics, capturing both material well-being (such as income, jobs and housing) and the broader quality of people’s lives (such as their health, education, work-life balance, environment, social connections, civic engagement, subjective well-being and safety). The report documents the latest evidence on well-being, as well as changes over time, and the distribution of well-being outcomes among different groups of the population. This third edition of How’s Life? develops our understanding of well-being in new ways. A special focus on child well-being finds that children from poorer families often lag behind in life. The report introduces new measures to capture some of the natural, human, social and economic resources that support well-being over time. A chapter on volunteering suggests that volunteer work can create a virtuous circle: doing good makes people feel good, and brings a variety of other well-being benefits to both volunteers and to society at large. Finally, the report looks at inequalities in well-being across different regions within countries, demonstrating that where people live shapes their opportunities for living well. How’s Life? is part of the OECD Better Life Initiative, which features a series of publications on measuring well-being, as well as the Better Life Index (www.oecdbetterlifeindex.org), an interactive website that aims to involve citizens in the debate about what a better life means to them.

How’s life? The answer can depend on the region in which you live. Many factors that influence people’s well-being are local issues, such as employment, access to health services, pollution and security. Policies that take into account regional differences beyond national averages can therefore have a greater impact on improving well-being for the country as a whole. This report presents the OECD analytical framework for measuring well-being at the regional level, as well as internationally comparable indicators on 9 well-being dimensions for 362 regions across 34 OECD countries. It also sets out guidance for all levels of government in using well-being measures to better target policies at the specific needs of different communities. Drawing on a variety of practical experiences from OECD regions and cities, the report discusses methodological and political solutions for selecting regional well-being outcome indicators, monitoring the progress of regional well-being performance over time, and implementing a process of multistakeholder engagement to promote social change.

This book, a collaboration between the OECD, the OECD Development Centre and the CLIO-INFRA project, examines many of the variables found in the OECD Better Life Index from an historical perspective, going back to 1820. To an extent, it relies on historical economic data developed by Angus Maddison in his works on The World Economy. This book provides interesting international comparisons of well-being historically, along with a methodological framework used to carry the work forward.

The twenty-first OECD edition of the Agricultural Outlook, and the eleventh prepared jointly with the Food and Agriculture Organization of the United Nations (FAO), provides projections to 2024 for major agricultural commodities, biofuels and fish. Notable in the 2015 report is a special feature on Brazil. Real commodity prices are projected to resume their long-term decline on the basis of on-trend productivity growth and lower input prices. Brazil is poised to become the foremost supplier in meeting additional global demand, mostly originating from Asia. Opportunities exist to extend the benefits of Brazil’s growth to the poorest as well as to reduce pressure on natural resources. Innovation processes in agriculture require investing in knowledge that supports the adoption of environmentally friendly farm practices. However, impact evaluations and financial assessments of existing initiatives remain scarce despite dramatic changes in orientation, organisation and intervention. This report examines the role, performance and impact of farm advisory services, training and extension initiatives in the OECD area to foster green growth in agriculture. Based on a series of case studies, the report discusses a range of methodological issues and the merits of the different types of providers, and identifies best practices in sustainable agricultural management.

This report summarises the current situation in fisheries and aquaculture. While in many parts of the world these sectors are at risk and do not reach their full potential, the prospects for sustained growth are strong if governments undertake the reforms suggested by the OECD Green Growth Strategy. The report emphasises the need for a strong, science-based approach to stock management for resource sustainability, combined with a transparent and reactive policy development cycle to ensure that fisheries deliver maximum possible benefits. The report shows that improved regulation to deal with environmental externalities and space competition is key to unlocking the future growth potential of aquaculture.

Illicit Financial Flows The Economy of Illicit Trade in West Africa January 2016, number of pages ISBN 978-92-64-24520-4 www.oecd.org/bookshop?9789264245204
DEVELOpmEnT
West Africa is impacted by the growth of illicit trade and the resultant financial flows. This report explores the enabling factors, networks and political economies both within and outside of the region that have perpetuated the growth of significant criminal economies. It examines the way that illicit financial flows are generated, used and diverted from the region, and the impact that this has on security, governance and development, for states and for individuals. Often the volumes of illicit finance can be greater than the security budgets of the countries impacted by the problem, with crossborder transfers making West Africa’s experience an example of the bigger challenge of ‘global bads’. The report provides recommendations to authorities at the national and regional level and for the international community and argues for a reconceptualisation of the understanding and response to illicit financial flows in a West African context. It argues for a policy framework that is driven by regional priorities and concerns and which seeks to mitigate the impact on the most vulnerable.

In 2015, as the Millennium Development Goals (MDG) come to an end, the international community is embarking on a new global framework for sustainable development. The international community, including the OECD and its members, will need to adapt its policy instruments and working methods to successfully achieve the new Sustainable Development Goals (SDGs) by 2030. To contribute to this process, this report introduces the concept of Policy Coherence for Sustainable Development (PCSD), along with a proposal for monitoring coherence. Better Policies for Development 2015 provides an overview of the core actions involved in aligning separate – and sometimes opposing – policy objectives, as well as managing potential trade-offs and synergies between them. In particular, it applies a policy coherence lens to green growth, one of the priority areas for policy coherence identified in the OECD Strategy on Development. The report includes numerous contributions from intellectuals, member states and civil society.

Multilateral Aid 2015 identifies how bilateral providers can support multilateral organisations in implementing the necessary changes and fostering effective partnerships that (i) make best use of all resources available for development, including earmarked funding, and (ii) leverage knowledge and resources from partners beyond the “traditional donors”.
DEVELOpmEnT
This 2015 OECD report on multilateral aid contributes to the broader debate on how to implement the post-2015 development agenda. It argues that multilateral organisations have a fundamental role to play to forge and strengthen inclusive partnerships that will provide the collective, cross-border solutions needed to eradicate absolute poverty and foster a new era of economic progress, environmental sustainability, and peaceful and inclusive societies. But to be fit for purpose, multilateral organisations will need to implement a challenging reform agenda to both address the unfinished business of internal changes and respond to a fast-changing global environment.

This 2015 OECD report on fragility contributes to the broader debate on defining and implementing post-2015 Sustainable Development Goals (SDGs). It points out that addressing fragility in the new framework will be crucial to reducing poverty. It argues in favour of proposed SDG 16 – promoting peaceful and inclusive societies – which aims to reduce violence of all forms. The 2015 report differs markedly from previous editions as it seeks to present a new understanding of fragility beyond fragile states. It assesses fragility as an issue of universal character that can affect all countries, not only those traditionally considered “fragile” or conflict-affected. To do so, it takes three indicators related to targets of SDG 16 and two from the wider SDG framework: violence, access to justice, accountable and inclusive institutions, economic inclusion and stability, and capacities to prevent and adapt to social, economic and environmental shocks and disasters. It applies them to all countries worldwide, and identifies the 50 most vulnerable ones in all five dimensions. The group of countries most challenged on all five fronts differs little from the traditional list of fragile states and economies. Still, several middle-income countries with disproportionately high levels of crime-related violence, sub-national conflict or poor access to justice move into the spotlight. The report concludes that making headway on the targets will require building a new portfolio of tools and interventions, and an understanding of the role the international community should and can play in assisting this process.

The world has made significant progress in improving global livelihoods. More than two billion people have emerged from extreme poverty over the last four decades. Other notable improvements include real increases in wages for unskilled workers, better life expectancy, greater gender equality and more widespread literacy. However, a number of daunting challenges threaten to undo this progress, particularly on the demographic and environmental fronts. This report outlines the status of livelihoods today and examines the main emerging trends that will affect livelihoods in the near future. It looks at a whole range of issues: economy, technology, demography, environment, security and governance. After presenting five possible future scenarios for livelihoods, whose positive or negative outcomes depend on how several emerging challenges are dealt with, the book concludes with global, national and local action plans that could secure resilient livelihoods for all.

The Sahara-Sahel has seen recurrent episodes of instability. But the level of violence has intensified with the recent Libyan and Malian crises, which have restructured the region’s geopolitical and geographical dynamics, creating a need for new institutional responses. How can countries sharing this space - Algeria, Libya, Mali, Morocco, Mauritania, Niger, Chad and Tunisia and all related states such as Nigeria - stabilise and develop? Historically, the Sahara has played an intermediary role between North Africa and subSaharan Africa, yielding complex commercial and human exchanges that now include trafficking. This book interprets the structure, geographical and organizational mobility of criminal groups and migratory movements. It also provides strategies for the Sahel of the European Union, the United Nations, the African Union and ECOWAS (Economic Community of the States of West Africa) to create lasting peace.

Building on an initial assessment of constraints to development in Myanmar (Volume 1), this second volume provides analysis and policy recommendations in three key areas: structural transformation, education and skills, and financing development. It finds that Myanmar faces a crucial few years to shape growth towards a higher, more sustainable and equitable trajectory. To succeed, it will require a transformation of the economy from an agrarian base reliant on small-scale agriculture at present towards a broad range of modern activities. Building up the right skills in the workforce will be essential to support this structural transformation. Myanmar’s transformation will also depend upon how effectively the country can mobilise and allocate the financial resources needed to support its development, which could amount to as much as an additional 5-10% of GDP on average over the next two decades.

Education at a Glance: OECD Indicators is the authoritative source for accurate information on the state of education around the world. It provides data on the output of educational institutions; the impact of learning across countries; the financial and human resources invested in education; access, participation and progression in education; and the learning environment and organisation of schools. The 2015 edition introduces more detailed analysis of participation in early childhood and tertiary levels of education. The report also examines first generation tertiary-educated adults’ educational and social mobility, labour market outcomes for recent graduates, and participation in employer-sponsored formal and/or non-formal education. Readiness to use information and communication technology for problem solving in teaching and learning is also examined. The publication provides indicators on the impact of skills on employment and earnings, gender differences in education and employment, and teacher and school leader appraisal systems. With more than 100 charts, 150 tables and links to another 150 tables on line, the report covers all 34 OECD countries and a number of partner countries (Argentina, Brazil, People’s Republic of China, Colombia, India, Indonesia, Latvia, Russian Federation, Saudi Arabia and South Africa, and for the first time, Costa Rica and Lithuania). Young people around the world are struggling to enter the labour market. In some OECD countries, one in four 16-29 year-olds is neither employed nor in education or training. The OECD Skills Outlook 2015 shows how improving the employability of youth requires a comprehensive approach. Education, social, and labour market policies as well as coordination between public policies and the private sector are crucial. The publication, which builds on the results of the 2012 Survey of Adult Skills (PIAAC) presented in the first edition of the Skills Outlook, also presents examples of successful policies in selected countries.

The Education Policy Outlook is designed to help education policy makers with reform choices. It addresses the need for improvement in education in a comparative manner, while taking into account the importance of national context. Through a review of different countries’ experiences in implementing education reform, the publication offers directions and strategies to facilitate future changes. Given different national contexts, individual countries’ reform challenges cannot be simply transposed into a different country or system. Nevertheless, countries face many similar challenges and implement reforms in similar areas. The 2015 edition of the Education Policy Outlook provides a comparative review of policy trends. It explores specific reforms adopted across the OECD over the past seven years to help countries learn from one another and choose the reforms best adapted to their needs and context. The Education Policy Outlook will be of interest to policy makers, analysts and education practitioners alike.

While access to schooling has expanded around the world, many countries have not realised the hoped-for improvements in economic and social well-being. Access to education by itself is an incomplete goal for development; many students leave the education system without basic proficiency in literacy and numeracy. As the world coalesces around new sustainable development targets towards 2030, the focus in education is shifting towards access and quality. Using projections based on data from the OECD Programme for International Student Assessment (PISA) and other international student assessments, this report offers a glimpse of the stunning economic and social benefits that all countries, regardless of their national wealth, stand to gain if they ensure that every child not only has access to education but, through that education, acquires at least the baseline level of skills needed to participate fully in society.

Successful education systems are those that promote leadership at all levels, thereby encouraging teachers and principals, regardless of the formal positions they occupy, to lead innovation in the classroom, the school and the system as a whole. This report summarises evidence from the OECD Teaching and Learning International Survey and the OECD Programme for International Student Assessment that underpins the three themes of the 2015 International Summit on the Teaching Profession: school leadership, teachers’ self-efficacy and innovation in education. It also offers examples from around the world of how some schools are introducing innovative ways of teaching and learning to better equip students with the skills they need to participate fully in 21st-century global economies.

Today’s children will need a balanced set of cognitive, social and emotional skills in order to succeed in modern life. Their capacity to achieve goals, work effectively with others and manage emotions will be essential to meet the challenges of the 21st century. While everyone acknowledges the importance of socio-emotional skills such as perseverance, sociability and self-esteem, there is often insufficient awareness of “what works” to enhance these skills. Teachers and parents don’t really know whether their efforts at developing these skills are paying off, and what they could do better. Policies and programmes designed to measure and enhance socio-emotional skills vary considerably within and across countries. This report presents a synthesis of the OECD’s analytical work on the role of socio-emotional skills and proposes strategies to raise them. It analyses the effects of skills on a variety of measures of individual well-being and social progress, which covers aspects of our lives that are as diverse as education, labour market outcomes, health, family life, civic engagement and life satisfaction. The report discusses how policy makers, schools and families facilitate the development of socio-emotional skills through intervention programmes, teaching and parenting practices. Not only does it identify promising avenues to foster socio-emotional skills, it also shows that these skills can be measured meaningfully within cultural and linguistic boundaries.

Are there computers in the classroom? Does it matter? Students, Computers and Learning: Making the Connection examines how students’ access to and use of information and communication technology (ICT) devices have evolved in recent years, and explores how education systems and schools are integrating ICT into students’ learning experiences. Based on results from the 2012 Programme for International Student Assessment (PISA), the report discusses differences in access to and use of ICT – what are collectively known as the “digital divide” – that are related to students’ socio-economic status, gender, geographic location, and school. The report highlights the importance of bolstering students’ ability to navigate through digital texts. It also examines the relationship among computer access in schools, computer use in classrooms, and performance in the PISA assessment. As the report makes clear, all students must first be equipped with basic literacy and numeracy skills to participate fully in the hyper-connected, digitised societies of the 21st century.

Many countries have successfully closed gender gaps in learning outcomes. But even when boys and girls are equally proficient in mathematics and science, their attitudes towards learning and aspirations for their future are markedly different – a disparity with a significant impact on their decision to pursue further education and on their choice of career. The ABC of Gender Equality in Education: Aptitude, Behaviour, Confidence tries to determine why 15-year-old boys are more likely than girls, on average, to be overall low achievers, and why high-performing 15-year-old girls underachieve in mathematics, science and problem solving compared to high-achieving boys. As the evidence in the report makes clear, gender disparities in school performance stem from students’ attitudes towards learning and their behaviour in school, from how they choose to spend their leisure time, and from the confidence they have – or do not have – in their own abilities as students.

A Teachers’ Guide to TALIS 2013: Teaching and Learning International Survey
EDUCATIOn
How can countries prepare teachers to face the diverse challenges in today’s schools? The OECD Teaching and Learning International Survey (TALIS) helps answer this question by asking teachers and school leaders about their working conditions and the learning environments at their schools. TALIS aims to provide valid, timely and comparable information to help countries review and define policies for developing a high-quality teaching profession. It is an opportunity for teachers and school leaders to provide input into educational policy analysis and development in key areas. This report presents the results of the second cycle of the TALIS survey conducted in 2013.

The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality raises not only social and political concerns, but also economic ones. Inequality tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration; and the role for redistribution policies.

In an especially timely analysis, the 2015 edition of Energy Technology Perspectives (ETP 2015) examines innovation in the energy technology sector and seeks to increase confidence in the feasibility of achieving short- and long-term climate change mitigation targets through effective research, development, demonstration and deployment (RDD&D). ETP 2015 identifies regulatory strategies and co operative frameworks to advance innovation in areas like variable renewables, carbon capture and storage, and energy-intensive industrial sectors. The report also shows how emerging economies, and People’s Republic of China in particular, can accelerate a low-carbon transition through innovation in energy technologies and policy. Finally, ETP 2015 features the International Energy Agency annual Tracking Clean Energy Progress report, which this year shows that efforts to decarbonise the global energy sector are lagging behind.

As climate negotiators work towards a deal that would limit the increase in global temperatures, interest is growing in the essential role that technology innovation can and must play in enabling a transition to a low-carbon energy system. Indeed, recent success stories clearly indicate that there is significant and untapped potential for accelerating innovation in clean technologies once proper policy frameworks are in place.

Energy is a critical input factor in the production and consumption patterns that support economic and social well-being. However, many forms of energy use contribute to the environmental and climate challenges societies face today. To limit environmental impact, governments can influence energy use through the key tool of taxation. This report provides a systematic analysis of the structure and level of energy taxes in OECD and selected other countries, which together cover 80% of global energy use. This report builds on the 2013 edition of Taxing Energy Use, expanding the geographic coverage of the 2013 data set to include Argentina, Brazil, People’s Republic of China, India, Indonesia, Russian Federation and South Africa. The report describes energy use, taxation and pricing in these countries and presents detailed graphical profiles of the structure of energy use and taxation for each. The analysis reveals large differences in the taxation of energy across countries, although common patterns emerge. Transport taxes are considerably higher than in other sectors, where fuels that cause considerable harm for the environment and human health are often taxed at very low – or zero – rates. With few exceptions, countries’ energy taxes do not harness the full power of taxes to reduce pollution and combat climate change.

This report emphasises the problems that fossil-fuel subsidies cause in the context of broader policy efforts for mitigating greenhouse-gas emissions, and reviews the various reform initiatives that have already been taken at the international level (G-20, APEC, etc.). In addition, it presents the coverage, method and data sources used for constructing the online database, and further discusses caveats and data interpretation.
EnErGY
This publication is concerned with all policies that directly support the production or consumption of fossil fuels in OECD countries and in a selection of partner economies. It provides a useful complement to the online OECD database that identifies and estimates direct budgetary transfers and tax expenditures benefitting fossil fuels, and from which it derives summary results and indicators on support to fossil fuels, as well as policy recommendations.

This report focuses on the urban water management challenges facing cities across OECD countries, and explores both national and local policy responses with respect to water-risk exposure, the state of urban infrastructures and dynamics, and institutional and governance architectures. The analyses focus on four mutually dependent dimensions – finance, innovation, urban-rural co-operation and governance – and propose a solutions-oriented typology based on urban characteristics. Sustainable urban water management will depend on collaboration among different tiers of governments, local initiatives and stakeholders.

This report reviews trends and progress on climate change mitigation policies in 34 OECD countries and 10 partner economies (Brazil, People’s Republic of China, Colombia, Costa Rica, Indonesia, India, Latvia, Lithuania, Russian Federation and South Africa), as well as in the European Union. Together, these countries account for over 80% of global GHG emissions. The report covers three areas: 1) mitigation targets and goals, 2) carbon pricing instruments (such as energy and carbon taxation, emissions trading systems, and support for fossil fuels) and 3) key domestic policy settings in the energy and other sectors (including renewable energy, power generation and transport, innovation and R&D, and mitigation policies in the agriculture, forestry, industry and waste sectors).

Outside of countries’ core climate policies, many of the regulatory features of today’s economies have been built around the availability of fossil fuels and without any regard for the greenhouse gas emissions stemming from human activities. This report makes a diagnosis of these contradictions and points to means of solving them to support a more effective transition of all countries to a low-carbon economy.

This report provides a new detailed quantitative assessment of the consequences of climate change on economic growth. It focuses on how climate change affects different drivers of growth, including labour productivity and capital supply, in different sectors across the world. Given the strong indirect effects of climate change across sectors and economies, an integrated sectoral and regional analysis is used to shed light on the macroeconomic consequences of climate change. The analysis shows that while the impacts of climate change spread across all sectors and all regions, the largest negative consequences are projected to affect the health and agricultural sectors, with damages especially strong in Africa and Asia.

Social impact investment can provide new ways to more efficiently and effectively allocate public and private capital to address social and economic challenges at the global, national and local levels. While these innovative market-based approaches will not replace the core role of the public sector or the need for philanthropy, they can provide a powerful means for leveraging existing capital. This report provides a framework for assessing the social impact investment market and focuses on the need to build the evidence base, in particular for impact assessment compared to existing social service delivery models. The report highlights the importance of further international collaboration in developing global standards on definitions, data collection, impact measurement and evaluation of policies as well as experience sharing between players in the market. International organisations can play an important role in facilitating these collaborations and in conducting further analysis and data collection.

Government at a Glance provides readers with a dashboard of key indicators assembled with the goal of contributing to the analysis and international comparison of public sector performance. Indicators on government revenues, expenditures, and employment are provided alongside key output and outcome data in the sectors of education, health and justice. Government at a Glance also includes indicators on key governance and public management issues, such as transparency in governance, regulatory governance, public procurement and the implementation of employment and remuneration reforms since 2008. While measuring government performance has long been recognized as important for increasing the effectiveness and efficiency of public administration, after the economic crisis and fiscal tightening in many member countries, good indicators are needed more than ever to help governments make informed decisions regarding tough choices and help restore confidence in government institutions.

Government at a Glance: Latin American and Caribbean 2014 offers a dashboard of more than 30 indicators to help decision makers and citizens analyse and benchmark government performance, both within the LAC region and compared to OECD countries. The publication focuses on four broad areas: budgeting practices; public sector pay and employment; public procurement; and public finances. Furthermore, the Policy chapter examines the budgetary and fiscal innovations that have shaped the LAC region in the past years. Although the LAC region has not been too badly affected by the recent global and financial crisis, this book argues that the area’s governments need to become more inclusive, transparent, receptive and efficient. To do so, they must improve budgetary, employment and procurement practices, as well as their levels of transparency. Forthcoming edition to be released in 2016.

Regulations are the rules that govern the everyday life of businesses and citizens. In the hands of governments, regulations are an essential instrument to promote economic growth, social welfare and environmental protection. However, regulations can also be costly and ineffective in achieving their objectives. The Regulatory Policy Outlook is the first evidence-based analysis of the progress made by countries to improve the way they regulate. Examining results from a unique survey answered by all OECD members, the Outlook provides unique insights into the organisational structure and institutional settings in which countries design, enforce and revise regulation.

Women in Business 2014 summarises the progress made by the OECD-MENA Women Business Forum (WBF) since the publication of its first Women in Business report in 2012. In 2012, five groups of actions had been identified as priorities to be carried out by governments, international stakeholders, financial and business support organisations, and statistical agencies. In two years, the WBF has developed inputs for three of these areas of priority actions. The WBF’s contributions add to its growing reputation as a hub that spurs concrete improvements in the business climate for women entrepreneurs in the MENA region. Today, women’s entrepreneurship is all the more important as MENA governments face the colossal challenge of rebooting job creation to improve the well-being of an expanding workforce as well as confidence in the economy. Unemployment has increased, inflation is rising and public finances have deteriorated. In these countries, political uncertainties add to long-term structural difficulties, even though MENA countries undergoing a political transition have improved their economic prospects since 2012. In the Gulf Cooperation Council (GCC) countries, diversification of economies remains a major challenge.

Nuclear Energy Data is the OECD Nuclear Energy Agency’s annual compilation of statistics and country reports documenting the status of nuclear power in the OECD area. Information provided by member country governments includes statistics on installed generating capacity, total electricity produced by all sources and by nuclear power, nuclear energy policies and fuel cycle developments, as well as projected generating capacity and electricity production to 2035, where available. Total electricity generation at nuclear power plants and the share of electricity production from nuclear power plants remained steady in 2013 despite the progressive shutdown of all reactors in Japan leading up to September and the permanent closure of six reactors in the OECD area. Governments committed to maintaining nuclear power in the energy mix advanced plans for increasing nuclear generating capacity, and progress was made in the development of deep geological repositories for spent nuclear fuel, with Finland expected to have the first such facility in operation in the early 2020s. Further details on these and other developments are provided in the publication’s numerous tables, graphs and country reports. This publication contains “StatLinks”. For each StatLink, the reader will find a URL which leads to the corresponding spreadsheet. These links work in the same way as an Internet link.

The selection of indicators is based largely on the European Core Health Indicators (ECHI) shortlist, a set of indicators that has been developed to guide the reporting of health statistics in the European Union. ECHI is complemented by additional indicators on quality of care, access to care and health expenditure, building on OECD expertise in these areas. Compared with the previous edition, this third edition includes a greater number of ECHI indicators, reflecting progress in the availability of comparable data in the areas of non-medical determinants of health and access to care. This joint publication by the OECD and the European Commission presents the first broad international comparison across all EU and OECD countries of the outcomes for immigrants and their children, through 27 indicators organised around five areas: employment, education and skills, social inclusion, civic engagement and social cohesion (Chapters 5 to 12). Three chapters present detailed contextual information (demographic and immigrant-specific) for immigrants and immigrant households (Chapters 2 to 4). Two special chapters are dedicated to specific groups. The first group comprises young people with an immigrant background, whose outcomes are often seen as the benchmark for the success or failure of integration. This biennial publication analyses a range of pension policy issues and updates and extends a wide range of pension indicators, related both to public and private pensions. The 10-year anniversary edition of Pensions at a Glance highlights the pension reforms undertaken by OECD and G20 countries over the last two years. Two special chapters provide deeper analysis of first-tier pension schemes and of the impact of short or interrupted careers, due to late entry into employment, childcare or unemployment, on pension entitlements. Another chapter analyses the sensitivity of long-term pension replacement rates on various parameters. A range of indicators for comparing pension policies and their outcomes between OECD and G20 countries is also provided.

Alcoholic beverages, and their harmful use, have been familiar fixtures in human societies since the beginning of recorded history. Worldwide, alcohol is a leading cause of ill health and premature mortality. It accounts for 1 in 17 deaths, and for a significant proportion of disabilities, especially in men. In OECD countries, alcohol consumption is about twice the world average. Its social costs are estimated in excess of 1% of GDP in high- and middle-income countries. When it is not the result of addiction, alcohol use is an individual choice, driven by social norms, with strong cultural connotations. This is reflected in unique patterns of social disparity in drinking, showing the well-to-do in some cases more prone to hazardous use of alcohol, and a polarisation of problemdrinking at the two ends of the social spectrum. Certain patterns of drinking have social impacts, which provide a strong economic rationale for governments to influence the use of alcohol through policies aimed at curbing harms, including those occurring to people other than drinkers. Some policy approaches are more effective and efficient than others, depending on their ability to trigger changes in social norms, and on how well they can target the groups that are most at risk. This book provides a detailed examination of trends and social disparities in alcohol consumption. It offers a wide-ranging assessment of the health, social and economic impacts of key policy options for tackling alcohol-related harms in three OECD countries (Canada, the Czech Republic and Germany), extracting relevant policy messages for a broader set of countries.

The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike. Governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflect the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation, which may result from a dispute between two countries on the determination of an arm’s length remuneration for their cross-border transactions with associated enterprises.

Tax Administration 2015, produced under the auspices of the Forum on Tax Administration, is a unique and comprehensive survey of tax administration systems, practices and performance across 56 advanced and emerging economies (including all OECD, EU, and G20 members). The report’s starting point is the premise that revenue bodies can be better informed and work together more effectively given a broad understanding of the administrative context in which each operates. The information content is also likely to be of interest to many external parties (e.g. academics, external audit agencies, regional tax bodies, and international bodies providing technical assistance). The series identifies some of the fundamental elements of national tax system administration and uses data, analyses and country examples to identify key trends, comparative levels of performance, recent and planned developments, and good practices.

The publication shows this information for eight household types varying by income level and household composition. Reported results include the marginal and average tax burdens for one- and two-earner families and the total labour costs of employers. These data are widely used in academic research and in the preparation and evaluation of social and economic policy making.

Taxing Wages provides unique information on the taxes paid on wages in OECD countries. It covers personal income taxes and social security contributions paid by employees; social security contributions and payroll taxes paid by employers and cash benefits paid by in-work families. The purpose is to illustrate how these taxes and benefits are calculated in each member country and to examine how they affect household incomes. The results also enable quantitative cross-country comparisons of labour cost levels and the overall tax and benefit position of single persons and families on different levels of earnings.
Taxing Wages 2015 includes a special feature entitled “Modelling the tax burden on labour income in Brazil, China, India, Indonesia and South Africa”. Also available as a subscription: 2016 Online+Print Subscription (PC-73223): €181

The 2011 edition of the OECD Guidelines for Multinational Enterprises commits 42 countries to new, tougher standards of corporate behaviour. The updated Guidelines include new recommendations on human rights abuse and company responsibility for their supply chains, making the document the first inter-governmental agreement in this area. The Guidelines establish that firms should respect human rights in every country in which they operate. Companies should also respect environmental and labour standards, which they should hold themselves accountable for through appropriate due diligence processes. Firms should focus on issues such as paying decent wages, combating bribe solicitation and extortion, and the promotion of sustainable consumption. The Guidelines are a comprehensive, non-binding code of conduct that OECD member countries and others have agreed to promote among the business sector. A more stringent process for complaints and mediation has also been introduced.

Now more than ever, governments are striving to mobilise greater tax revenue domestically. To do so, they are increasingly reaching out to inform and engage today’s – and future – taxpayers. Governments aim to create an overall “culture of compliance” based on rights and responsibilities, in which citizens see paying taxes as an integral part of their relationship with their government. Taxpayer education, as the bridge linking tax administration and citizens, is a key tool to transform tax culture. Covering innovative strategies in 28 countries, this publication offers ideas and inspiration for taxpayer education, literacy and outreach. It helps revenue authorities in developing countries to strengthen the tax morale and tax compliance of their citizens.

OECD/G20 Base Erosion and Profit Shifting Project
Taxation
Addressing base erosion and profit shifting (BEPS) is a key priority of governments around the globe. In 2013, OECD and G20 countries, working together on an equal footing, adopted a 15-point Action Plan to address BEPS. Beyond securing revenues by realigning taxation with economic activities and value creation, the OECD/G20 BEPS Project aims to create a single set of consensus-based international tax rules to address BEPS, and hence to protect tax bases while offering increased certainty and predictability to taxpayers. A major goal of this work is to eliminate double non-taxation. However in doing so, new rules should not result in double taxation, unwarranted compliance burdens or restrictions to legitimate cross-border activity. These publications, which reflect the outputs of the OECD/G20 BEPS Project, were released in October 2015:

The spread of the digital economy poses challenges for international taxation. This report sets out an analysis of these tax challenges. It notes that because the digital economy is increasingly becoming the economy itself, it would not be feasible to ring-fence the digital economy from the rest of the economy for tax purposes. The report notes, however, that certain business models and key features of the digital economy may exacerbate BEPS risks, and shows the expected impact of measures developed across the BEPS Project on these risks. The report also describes rules and implementation mechanisms to enable efficient collection of value-added tax (VAT) in the country of the consumer in cross-border business-to-consumer transactions, which will help level the playing field between foreign and domestic suppliers. The report also discusses and analyses options to deal with the broader tax challenges raised by the digital economy, noting the need for monitoring developments in the digital economy over time.

The Aid for Trade Initiative has actively engaged a large number of organisations and agencies in helping developing countries—especially the least developed—build the infrastructure and supply-side capacity they need to connect to regional and global markets and improve their trade performance. The new development paradigm under the post-2015 Development Agenda requires an integrated approach to ensure that the Aid for Trade achievement leads to inclusive and sustainable development outcomes. Embedding trade cost at the centre of the Aid for Trade Initiative provides an operational focal point for such action among a broad coalition of stakeholders. The 2015 joint OECD/World Trade Organisation publication Aid for Trade at a Glance concentrates on how reducing trade costs will help achieve inclusive and sustainable economic growth. The publication contains contributions from the Enhanced Integrated Framework, the International Trade Centre, the United Nations Conference on Trade and Development, and the World Bank.

How do cities govern themselves as they grow bigger? The answer can shape the competitiveness and quality of life in those cities and depends on a number of factors, ranging from the country’s institutional framework to the cities’ specific socioeconomic dynamics. This report presents a typology of metropolitan governance arrangements observed across OECD countries and offers guidance for cities seeking more effective co-ordination, with a closer look at two sectors that are strategic importance for urban growth: transport and spatial planning. The report draws from international examples of metropolitan governance mechanisms, and includes a series of in-depth case studies in a selection of six large metropolitan areas: Aix-Marseille (France), Frankfurt (Germany), Athens (Greece), Daejeon (Korea), Puebla-Tlaxcala (Mexico), and Chicago (United States).

The report provides an outline of recent and likely future urbanisation trends and discusses the consequences. The world is in the middle of an urbanisation process that will cause urbanisation rates to rise from low double-digit rates to more than 80% by the end of the century. The Metropolitan Century argues that this trend is both a great opportunity and a great challenge, as decisions taken today will affect the lifes of people for a long time to come. The report aims to explain why cities exist and what can make them prosperous and well-functioning. It also discusses whether cities are good for residents, for the countries they are located in and for the global environment. The report argues that cities exist and grow because they are a source of economic prosperity and offer amenities that benefit their residents. It concludes that the urbanisation process needs to be shaped by policy makers to ensure that all benefit from it.

OECD Statistical Packages, 2016 Subscriptions
Therefore, access to these ready-made tables is now also included in the subscription to the databases, when available. These are indicated as “Packages”. In some cases, such as the IEA Statistical Databases, table files are not available, in which case the “Package” designation is not shown. Those subscribing to Online receive access to the online database as well as PDFs and tables files of current and back issues of related publications. Moreover, new annual CSV archives which provide a snapshot of databases as they appeared each year are now available.
OECD STATISTICAL PACKAGES
Following the same philosophy as for the annuals, we want to make sure our statistical data subscribers have the best possible options to find, access, manipulate, share and make the most out of OECD statistics. Now that database such as Main Economic Indicators and OECD National Accounts also have more recent data available in readymade tables in four formats (XLS, PDF, READ, and HTML), we want all database subscribers to benefit from these options as well.
