The balance of economic power is shifting. Countries that were once poor are becoming economic powerhouses. Yet poverty persists worldwide, depriving billions of people basic necessities and the prospects of creating a better life. How are we responding to this challenge? This book explores the multi-faceted world of aid and development co-operation – a range of global, and sometimes contested, efforts aimed at reducing the impact of poverty. It traces the history of these efforts, explains where they come from and where they are going, and asks whether they are achieving as much as they could. It also examines some of the ways in which development efforts can be made more effective through good governance and the creation of a deeper partnership between developed and developing countries. And it looks at how the economic emergence of countries like China and India is bringing a new dynamic to development co-operation.

The main impacts on water availability and use are due to human activity. Economic expansion and rising living standards will continue to drive the demand for water in the years to come. Over 90% of the projected population growth by 2050 will be in developing countries, often in regions which already are water scarce. OECD Insights: Water looks at how issues ranging from infrastructure financing to climate change influence water resources, as well as the importance of water in activities ranging from energy production to agriculture.

Going for Growth is the OECD’s annual report highlighting developments in structural policies in OECD countries. It identifies structural reform priorities to boost real income for each OECD country and key emerging economies (Brazil, China, India, Indonesia, Russia and South Africa). The Going for Growth analysis also regularly takes stock of reform implementation in all the countries covered. This report provides internationally comparable indicators that enable countries to assess their economic performance and structural policies in a wide range of areas. This issue also has several thematic studies covering how structural reforms can kick-start the recovery, help reduce income inequality and help spread macro-economic risk.

EDUCATION
Recognising both the complexity of skills policies and the potential for peer learning, the OECD has developed a global Skills Strategy that helps countries to identify the strengths and weaknesses of their national skills systems, benchmark them internationally, and develop policies that can transform better skills into better jobs, economic growth and social inclusion. This book presents a strategy that will help countries reach the goal of having and making the best use of a high-quality pool of skills. The OECD Skills Strategy shifts the focus from traditional measures of skills, such as years of initial education and training or qualifications attained, to a much broader perspective that includes the skills people can acquire, use and maintain–and also lose–over a whole lifetime. Without sufficient investment in skills, people languish on the margins of society, technological progress does not translate into economic growth, and countries can no longer compete in an increasingly knowledge-based global society. In addition, the book points out that for skills to retain their value, they must be continuously maintained and upgraded throughout life so that people can collaborate, compete and connect in ways that drive economies and societies forward.

Most parents know instinctively that spending more time with their children and being actively involved in their education will give their children a good head-start in life. But since most parents have to juggle competing demands at work and at home, there never seems to be enough time or they feel ill-equipped to help. This book from OECD’s Programme for International Student Assessment has some good news for stressed and concerned parents: it does not require a PhD or unlimited hours for parents to make a difference in their children’s education. In fact, many parent-child activities that are associated with better reading performance among students involve relatively little time and no specialised knowledge. What these activities do demand, though, is genuine interest and active engagement.

This book uses PISA data to show that a substantial proportion of students in OECD countries now attend schools that have high degrees of autonomy in different areas of decision making. But effective school autonomy depends on effective leaders, including system leaders, principals, teacher leaders, senior teachers and head teachers, as well as strong support systems. That, in turn, requires well-distributed leadership, new types of training and development for school leaders, and appropriate support and incentives. Also just out!

Chapter 1 offers an overview of recent developments, focusing on how marginalised groups (youth, the low skilled, women, the chronically unemployed) have fared during the crisis. Chapter 2 looks at what structural factors may contribute to labour markets being able to weather economic downturns with limited social costs. Chapter 3 examines the relationship of labour compensation to domestic output. Chapter 4 looks at the policy challenges posed by green growth and jobs. The chapters are complemented by a comprehensive statistical annex.

Electricity use is growing worldwide, providing a range of energy services: lighting, heating and cooling, specific industrial uses, entertainment, information technologies, and mobility. Because its generation remains largely based on fossil fuels, electricity is also the largest and the fastest-growing source of energy-related CO2 emissions, the primary cause of human-induced climate change. Forecasts from the IEA and others show that “decarbonising” electricity and enhancing end-use efficiency can make major contributions to the fight against climate change. Global and regional trends on electricity supply and demand indicate the magnitude of the decarbonisation challenge ahead. Titled Climate and Electricity Annual last year, this book provides an authoritative resource on progress to date in this area, with statistics related to CO2 and the electricity sector across ten regions of the world. It also presents topical analyses on meeting the challenge of rapidly curbing CO2 emissions from electricity, from both a policy and technology perspective.

Humanity has witnessed unprecedented growth and prosperity in the past decades; the size of the world economy has more than tripled and the population has increased by over 3 billion people since 1970 to 7 billion today. This growth has, however, been accompanied by environmental pollution and natural resource depletion that could ultimately undermine human development. While protecting the environment and conserving natural resources remain key policy priorities, many countries are also struggling with slow economic growth, stretched public finances and high levels of unemployment. Tackling these pressing challenges while coping with a population of over 9 billion projected for 2050 requires new, greener sources of growth.
ENVIRONMENT
€80
The OECD Environmental Outlook to 2050 asks “What will the next four decades bring?” Based on joint modelling by the OECD and the PBL Netherlands Environmental Assessment Agency, it looks towards 2050 to envisage what demographic and economic trends might mean for the environment if the world does not adopt more ambitious green policies. It also looks at what policies could change that picture for the better. This Outlook focuses on the areas of climate change, biodiversity, water and health impacts of pollution, the four key environmental challenges identified in the OECD Environmental Outlook to 2030 (OECD, 2008) as “Red Light” issues requiring urgent attention. 17

OECD governments are facing unprecedented challenges in the markets for government securities as a result of continued strong borrowing amid a highly uncertain environment with growing concerns about the pace of recovery, surging borrowing costs, sovereign risk and contagion pressures. The OECD Sovereign Borrowing Outlook provides estimates for 2011 and projections for 2012. Higher than anticipated gross borrowing needs of OECD governments are expected to reach USD 10.4 trillion in 2011 and USD 10.5 trillion in 2012, including a strong increase in longer-term redemptions in 2012. Against this backdrop government debt ratios are expected to remain at high levels. Raising large volumes of funds at lowest cost, with acceptable roll-over risk, remains therefore a great challenge for a wide range of governments, with most OECD debt managers continuing to rebalance the profile of debt portfolios by issuing more longterm instruments and moderating bill issuance.

Additional challenges for government (and corporate) issuers are the complications generated by the pressures of a rapid increase in sovereign risk, whereby the market suddenly perceives the debt of some sovereigns as risky, as well as euro areainduced contagion effects. As financial markets put more and more pressure on governments to reduce their deficits and debts, sub-central levels of government are a key player in the implementation of national strategies. The room for manoeuvre to implement consolidations strategies co-ordinated across levels of government highly depends on the institutional structure of intergovernmental relations, and the effectiveness of their multi-level governance structure. This was already the case for recovery strategies, in the beginning of the crisis. This report provides an overview of the institutional and financial relations across levels of government that enables policy makers to evaluate their position and identify good practices for mobilizing sub-central governments for national growth, equity and stability objectives. It is divided into two parts: the first is analytical and the second provides institutional and quantitative country information and comparisons.

This book describes and examines reforms of fiscal federalism and local government in ten OECD countries implemented over the past decade. The country chapters identify common patterns and factors that are conducive to reforms of the intergovernmental fiscal framework, using a common methodological approach. The summary chapter highlights the cross-cutting issues emerging from the country chapters and shows the key factors in the institutional, political, economic and fiscal areas that are supporting reform success. The report’s approach results in valuable insights for policy makers designing, adopting and implementing fiscal federalism and local government reforms.

Access to finance represents one of the most significant challenges for entrepreneurs and for the creation, survival and growth of small businesses. As governments address this challenge, they are running up against a major and longstanding obstacle to policy making: insufficient evidence and data. Better data is needed to understand the financing needs of SMEs and entrepreneurs and to provide the basis for informed institutional and public policy decisions. This first edition of Financing SMEs and Entrepreneurs 2012: An OECD Scoreboard represents a major step in addressing this obstacle by establishing a comprehensive international framework for monitoring access to finance over time. Comprising 18 countries, including Canada, Chile, Denmark, Finland, France, Hungary, Italy, Korea, the Netherlands, New Zealand, Portugal, Slovak Republic, Slovenia, Sweden, Switzerland, Thailand, the United Kingdom and the United States, this report presents data for a number of debt, equity and financing framework condition indicators.

The Internet is now a fundamental infrastructure supporting the economy and is firmly in its second stage of development, having evolved from a data network connecting PCs with wires to a much broader network of new portable devices from mobile phones to tablet computers. It is also on the cusp of a much larger expansion to objects that typically did not have communications capabilities: the “Internet of things” is projected to have more connections than the people using them. This raises many important socioeconomic and political issues for stakeholders to consider, as economies and societies become increasingly inter-meshed. Supported by time series data, this publication begins with an overview of trends and highlights how the Internet sector has proven to be resilient during the recent economic crisis. It then examines the various drivers and impacts of Internet use and deployment, as well as emerging technologies, e-health, digital content, security and privacy, and reflects on a methodology for measuring the Internet economy.

TRADE
Illegal trade in environmentally sensitive goods, such as threatened wildlife, timber, hazardous waste and ozone-depleting substances, has been a long-standing issue in the international trade and environment agenda. The nature of such illegal trade makes it difficult to fully understand its extent and impact on the environment. Developing effective policies to reduce illegal trade requires a clear understanding of what drives this trade and the circumstances under which it thrives. In this report, evidence based on customs data and information from licensing schemes is used to document the scale of illegal trade. The report also identifies the key determinants of illegal trade, as well as the economic and environmental impacts of such trade. National and international policies have an important role to play in regulating and reducing illegal trade and the report highlights a range of measures that can be taken at both levels.

The report compares urbanisation trends in OECD countries on the basis of a newly defined OECD methodology that enables cross-country comparison of the socioeconomic and environmental performance of metropolitan areas in OECD countries. The methodology is presented and results from its application to 27 OECD countries are discussed, together with the policy implications both for national growth and for the governance of cities. The report also includes three original papers that present the urbanisation dynamics and prospects in China and South Africa and the governance challenges resulting from the new policy agenda on cities in the United Kingdom.

This publication highlights the importance of promoting growth in all types of OECD regions particularly in underdeveloped ones. Helping underdeveloped regions to catch up will have a positive impact on a country’s national growth; in some cases more so than in already well-developed regions. Furthermore such growth helps to build a fairer society, in which no territories and their people are left behind. An important question is whether this potential to catch up is possible? The evidence suggests this is the case. Examinations of patterns of growth reveal that underdeveloped rural and intermediate regions tend to grow faster. Their catching-up potential largely depends on human capital development, infrastructure and innovation related activities but also largely on institutional factors and polices. This publication is based on analysis among all OECD regions and 23 case studies regions from ten OECD countries over the period 19952007.
