Greening the economy in Eastern Europe, the Caucasus and Central Asia The GREEN Action Task Force, hosted by the Organisation for Economic Co-operation and Development (OECD), is a unique platform for interested OECD and Eastern Europe, the Caucasus and Central Asia (EECCA) countries as well as development co-operation partners. The Task Force works to help EECCA countries develop policies that improve environmental quality and social well-being, while creating opportunities for strong economic growth and decent jobs. The Task Force helps to: develop human capital in the region for policy development and implementation; develop and exploit synergies with the wider resource and knowledge base of OECD member countries; and ensure work streams are synergetic with political processes involving the EECCA countries and the European Union as well as the Environment for Europe (EfE) Ministerial process. The Task Force has built up working relationships with individual countries in the region over many years. Since the 1990s, the OECD has supported EECCA countries in reconciling their environment and economic goals, and addressing the heavy environmental legacy of the Soviet model of development. Since its re-launch in 2016 building on the former EAP Task Force, an important feature of the GREEN Action Task Force is the greater engagement of the ministries of economy in its work and the strategic partnerships with other international organisations, especially the United Nations Economic Commission for Europe and the United Nations Environment Programme. In addition to policy dialogues and exchange of experience, which are the traditional OECD working methods, the Task Force has also built a reputation in the region for working closely with governments, development partners, businesses, and other stakeholders on the ground to support reform implementation. This includes implementation of pilot projects to demonstrate how policies and tools can be applied in practice, building ownership and consensus on policy principles and good practices through analytical work, and facilitation of cross-ministerial national policy dialogues on key aspects of green growth. COVID-19 and greening the economies of Eastern Europe, the Caucasus and Central Asia

As in many countries, the economies of Eastern Europe, the Caucasus and Central Asia (EECCA) have been negatively affected by the global COVID19 pandemic. Their governments responded by addressing the health impacts and providing relief to affected businesses and workers. Many EECCA countries have also implemented measures that will help advance environmental objectives as part of their rescue and recovery plans. Nevertheless, much more needs to be done to ensure that recovery plans accelerate a green transition, thereby building resilience against external shocks. This policy paper analyses measures related to COVID-19 in 11 EECCA countries based on their potential to advance the transition to a greener, climate-resilient and low-carbon economy. Recommendations suggest ways to ensure that governments align efforts to support economic recovery with their objectives on climate change, biodiversity and wider environmental protection.
