Better Policies for Better Lives: The OECD at 50 and Beyond

Anniversaries are moments for looking back and looking forward. The 50th Anniversary of the OECD is an opportunity to reaffirm what we stand for and what we are about. Since 1961, the OECD has been a policy advisor and pathfinder on important issues for our member countries. Evidence-based policy guidance such as our Jobs Strategy, our Programme for International Students Assessment (PISA), held in more than 70 countries, and our economic country studies have helped policy makers and stakeholders to pursue their reform agenda. Our pioneering work on climate change and the use of economic instruments to reach environmental goals provides useful tools to bring “green” and “growth” together. Over the past five decades the OECD has also become a global standard setter. Our Guidelines for Multinational Enterprises, our Global Forum for Transparency and Information Exchange for Tax Purposes, our Anti-Bribery Convention and our monitoring of aid flows are just a few examples of the ways in which we help to develop high international rules of the game in the interests of a stronger, cleaner and fairer world economy.

The OECD has also proven that it is a relevant arena to discuss global challenges and to find common solutions. OECD Better Life Index For fifty years the OECD has been driving better policies for better lives. At its 50th Anniversary, the OECD is launching the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question “How’s life?” across 11 fundamental determinants of well-being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. The Millennium Development Goals set an ambitious target: to halve the number of people living in absolute poverty by 2015. That target may be met but many other MDGs will likely be missed, thus leaving the world with a development challenge beyond that which it had hoped to face. Going for Growth 2011 highlights the structural reforms needed to restore long-term growth in the wake of the crisis. This is the seventeenth edition of the Agricultural Outlook and the seventh co-edition prepared jointly with the Food and Agriculture Organization of the United Nations (FAO). This report provides world market trends for biofuels, cereals, oilseeds, sugar, meats, dairy products and, for the first time, the fisheries sector over the 2011-20 period. This edition also includes an evaluation of recent developments, key issues and uncertainties in those commodity markets. Increasingly, overall support to farmers is being driven by changes on world markets. After an increase in 2009, producer support in the OECD area declined to the lowest level since the mid-1980s and confirms the downward trend in support to farmers in the OECD area. The trend in emerging economies shows some increase in the level of support, although it stays well below the OECD average.

This report shows that the decline has largely been due to a narrowing of the gap between domestic and world agricultural commodity prices, which were buoyant in 2010.Progress has been made in decoupling support from production, but production-linked support is still significant. There are wide variations in the levels and composition of support across OECD countries, while the variations among emerging economies are less pronounced.

As part of the OECD Green Growth Strategy, this new series aims to provide in-depth reviews of the green growth issues faced by different sectors. The agriculture and fisheries sectors have an important role to play in contributing to greener growth, in particular through facilitating the uptake of green technologies and management practices and reducing waste in the food chain. This will involve a range of policies, including: the reform of environmentally harmful subsidies that distort efficient resource use; freer international trade; shifting towards targeted policies that will support poor and vulnerable farmers; rewarding the provision of ecosystem services; and encouraging R&D, technologies and management practices that improve the productivity of resource use. The final chapter provides country-by-country summaries of what countries are doing.
