Better Policies for Better Lives: The OECD at 50 and Beyond

Anniversaries are moments for looking back and looking forward. The 50th Anniversary of the OECD is an opportunity to reaffirm what we stand for and what we are about. Since 1961, the OECD has been a policy advisor and pathfinder on important issues for our member countries. Evidence-based policy guidance such as our Jobs Strategy, our Programme for International Student Assessment (PISA) held in more than 70 countries, and our economic country studies have helped policy makers and stakeholders to pursue their reform agenda. Our pioneering work on climate change and the use of economic instruments to reach environmental goals provide useful tools to bring “green” and “growth” together. Over the past five decades the OECD has also become a global standard setter. Our Guidelines for Multinational Enterprises, our Global Forum on Transparency and Exchange of Information for Tax Purposes, our Anti-Bribery Convention, and our monitoring of aid flows are just a few examples of the ways in which we help to develop high international rules of the game in the interests of a stronger, cleaner and fairer world economy.

The OECD has proven that it is a relevant arena to discuss global challenges and to find common solutions. OECD Better Life Index For fifty years the OECD has been driving better policies for better lives. At its 50th Anniversary, the OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question “How’s life?” across 11 fundamental determinants of well-being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. The Millennium Development Goals set an ambitious target: to halve the number of people living in absolute poverty by 2015. That target may be met but many other MDGs will likely be missed, thus leaving the world with a development challenge beyond that which it had hoped to face. This book examines the scale of that challenge, and the role of development aid in helping to meet it. It shows that while development aid can help combat poverty and build foundations for economic growth, it is no magic bullet. For one thing, it is just one small part of the financial flows to developing countries. The global recovery from the deepest recession since the Great Depression is under way, but it remains overly dependent on macroeconomic policy stimulus and has not yet managed to significantly reduce high and persistent unemployment in many countries. Even in the midst of a global financial crisis, Latin American and Caribbean economies find themselves in better condition than in years past. It uses daily price data for electricity, gas, coal and carbon from 2005 to 2010, which encompasses the first years of the European Emissions Trading System (EU ETS), the world’s foremost carbon trading framework. The study shows that even with modest carbon pricing, competition for new investment in electricity markets will take place between nuclear energy and gas-fired power generation, with coal-fired power struggling to be profitable. The outcome of the competition between nuclear and gas-fired generation hinges, in addition to carbon pricing, on the capital costs for new nuclear power plant construction, gas prices and the profit margins applied. Strong competition in electricity markets reinforces the attractiveness of nuclear energy, as does carbon pricing, in particular when the latter ranges between USD 40 and USD 70 per tonne of CO2. The data and analysis contained in this study provide a robust framework for assessing cost and investment issues in liberalised electricity markets with carbon pricing.

The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. This publication examines the effects of taxation on employment, highlights the resulting policy challenges, and discusses the ways governments endeavour to address these challenges. Chapter One provides a broad overview of the effects of taxation on employment, examining how taxes on labour income can affect both the size of the labour force and the level of unemployment, and highlighting key areas of concern for tax policy makers. This analysis is then augmented in chapters 2-4 by the more detailed analysis of the effects of taxation on the employment of three groups where empirical research suggests that responses of labour supply to taxation may be relatively large: low-income workers, mobile highly-skilled workers, and older workers. As well as highlighting key areas of concern for tax policy makers, the report places a particular focus on the different measures that have been adopted by countries to attempt to overcome these problems, discussing, where possible, the main design features, and the advantages and disadvantages of the different approaches that have been adopted.

Therefore, access to those relevant periodicals is now included in the subscription to the databases. In order to facilitate the transition, we have not modified the titles, and have tried to keep the price increase as low as possible. These packages now include access to the HTML, XML and PDF versions of tables found in related publications, all accessible via the OECD iLibrary.

Following the same philosophy as for the annuals, we want to make sure our data subscribers have the best possible options in order to find, access, manipulate, share and make the most out of OECD statistics.
