Better Policies for Better Lives: The OECD at 50 and Beyond
Anniversaries are moments for looking back and looking forward. The 50th Anniversary of the OECD is an opportunity to reaffirm what we stand for and what we are about. Since 1961, the OECD has been a policy advisor and pathfinder on important issues for our member countries. Evidence-based policy guidance such as our Jobs Strategy, our Programme for International Student Assessment (PISA) held in more than 70 countries, and our economic country studies have helped policy makers and stakeholders to pursue their reform agenda. Our pioneering work on climate change and the use of economic instruments to reach environmental goals provide useful tools to bring “green” and “growth” together. Over the past five decades the OECD has also become a global standard setter. Our Guidelines for Multinational Enterprises, our Global Forum on Transparency and Exchange of Information for Tax Purposes, our Anti-Bribery Convention, and our monitoring of aid flows are just a few examples of the ways in which we help to develop high international rules of the game in the interests of a stronger, cleaner and fairer world economy.

The OECD has proven that it is a relevant arena to discuss global challenges and to find common solutions. Today, as the global economic landscape changes and we build the new institutional architecture of global governance, the OECD will become even more important: through our contributions to the G20 in the fields of strong, sustainable and balanced growth, employment and skills, trade and investment, price volatility, food security, innovation, anti-corruption and development. OECD Better Life Index For fifty years the OECD has been driving better policies for better lives. At its 50th Anniversary, the OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question “How’s life?” across 11 fundamental determinants of well-being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. The Millennium Development Goals set an ambitious target: to halve the number of people living in absolute poverty by 2015. That target may be met but many other MDGs will likely be missed, thus leaving the world with a development challenge beyond that which it had hoped to face. This book examines the scale of that challenge, and the role of development aid in helping to meet it. It shows that while development aid can help combat poverty and build foundations for economic growth, it is no magic bullet. For one thing, it is just one small part of the financial flows to developing countries. For another, the contexts of aid – for example, donors’ intentions and recipients’ quality of governance – help determine whether or not it works. This book also looks at the evolution of the aid-effectiveness debate and the potential impact of South-South co-operation on the development agenda.

OECD Factbook 2012 is the OECD’s comprehensive and dynamic statistical annual. More than 100 indicators cover a wide range of topics. The global recovery from the deepest recession since the Great Depression is under way, but it remains overly dependent on macroeconomic policy stimulus and has not yet managed to significantly reduce high and persistent unemployment in many countries. Going for Growth 2011 highlights the structural reforms needed to restore long-term growth in the wake of the crisis. For each OECD country and, for the first time, six key emerging economies (Brazil, China, India, Indonesia, Russia and South Africa), five reform priorities are identified that would be most effective in delivering sustained growth over the next decade. This report covers for the first time both the OECD member countries (including the new members who joined during 2010 – Chile, Estonia, Israel and Slovenia) and selected key emerging economies: Brazil, China, Russia, South Africa and Ukraine. It is a unique source of up-to-date estimates of support to agriculture. Increasingly, overall support to farmers is being driven by changes on world markets. After an increase in 2009, producer support in the OECD area declined to the lowest level since the mid-1980s and confirms the downward trend in support to farmers in the OECD area. The trend in emerging economies shows some increase in the level of support, although it stays well below the OECD average.

Progress has been made in decoupling support from production, but productionlinked support is still significant. As part of the OECD Green Growth Strategy, this new series aims to provide in-depth reviews of the green growth issues faced by different sectors. The agriculture and fisheries sectors have an important role to play in contributing to greener growth, in particular through facilitating the uptake of green technologies and management practices and reducing waste in the food chain. This will involve a range of policies, including: the reform of environmentally harmful subsidies that distort efficient resource use; freer international trade; shifting towards targeted policies that will support poor and vulnerable farmers; rewarding the provision of eco-system services; and encouraging R&D, technologies and management practices that improve the productivity of resource use. This has led to a number of private entities establishing eco-labels and certification schemes that claim to provide credible information to the consumer. In particular, governments must reduce inequalities in income, public-service delivery and opportunities, as well as promote the diversification of economies, often concentrated on a few primary-product exports. Improved efficiency of public administration is crucial to address both the short-term and long-term dimensions of these challenges. The real change, however, will come if Latin American and Caribbean states carry out meaningful fiscal reforms, making them not only more efficient but also more effective. The increased effectiveness of fiscal policy holds the promise to provide resources needed to address the key challenges of economic development. Three key priority areas for investing additional resources have been highlighted by many governments in the region for their potential to raise competitiveness and social inclusion: education, infrastructure and innovation. In each of these areas, more efficient administration and more effective strategic action is needed from states.

Given that sub-national governments in OECD countries carry out more than two thirds of total capital investment, they have played a key role in executing national stimulus packages during the global crisis. The effectiveness of recovery strategies based on public investment thus depends largely on the arrangements between levels of government to design and implement the investment mix. This report provides an overview of challenges met in the recovery and highlights good practices and lessons learned, focusing on eight country cases: Australia, Canada, France, Germany, Korea, Spain, Sweden and the United States. As stimulus packages are being phased out since 2010, many countries have moved toward fiscal consolidation and targeted public investment as an adjustment variable. Co-ordination between levels of government was essential to implement recovery measures, and it is equally important to better prioritise reduced public investment and make the most of it for sustainable growth.

This study assesses the competitiveness of nuclear power against coal- and gas-fired power generation in liberalised electricity markets with either CO2 trading or carbon taxes. It uses daily price data for electricity, gas, coal and carbon from 2005 to 2010, which encompasses the first years of the European Emissions Trading System (EU ETS), the world’s foremost carbon trading framework. The study shows that even with modest carbon pricing, competition for new investment in electricity markets will take place between nuclear energy and gas-fired power generation, with coal-fired power struggling to be profitable. The outcome of the competition between nuclear and gas-fired generation hinges, in addition to carbon pricing, on the capital costs for new nuclear power plant construction, gas prices and the profit margins applied. Strong competition in electricity markets reinforces the attractiveness of nuclear energy, as does carbon pricing, in particular when the latter ranges between USD 40 and USD 70 per tonne of CO2. The data and analysis contained in this study provide a robust framework for assessing cost and investment issues in liberalised electricity markets with carbon pricing.

The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflect the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation that may result from a dispute between two countries on the determination of an arm’s length remuneration for their cross-border transactions with associated enterprises. This publication examines the effects of taxation on employment, highlights the resulting policy challenges, and discusses the ways governments endeavour to address these challenges. Chapter One provides a broad overview of the effects of taxation on employment, examining how taxes on labour income can affect both the size of the labour force and the level of unemployment, and highlighting key areas of concern for tax policy makers. This analysis is then augmented in chapters 2-4 by the more detailed analysis of the effects of taxation on the employment of three groups where empirical research suggests that responses of labour supply to taxation may be relatively large: low-income workers, mobile highly-skilled workers, and older workers. As well as highlighting key areas of concern for tax policy makers, the report places a particular focus on the different measures that have been adopted by countries to attempt to overcome these problems, discussing, where possible, the main design features, and the advantages and disadvantages of the different approaches that have been adopted.

In order to facilitate the transition, we have not modified the titles, and have tried to keep the price increase as low as possible.
