OECD Better Life Index For more than fifty years, the OECD has been driving better policies for better lives. On its 50th anniversary in 2011, OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question, “How’s life?” across 11 fundamental determinants of well- being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their own country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. The second edition of How’s Life? provides an update on the most important aspects that shape people’s lives and well-being: income, jobs, housing, health, worklife balance, education, social connections, civic engagement and governance, environment, personal security and subjective well-being. It paints a comprehensive picture of well-being in OECD countries and other major economies, by looking at people’s material living conditions and quality of life across the population. In addition, the report contains in-depth studies of four key cross-cutting issues in well-being that are particularly relevant. First, how well-being has changed during the global economic and financial crisis. Second, gender differences, showing that the traditional gender gap in favour of men has reduced but has not disappeared. It also finds that women and men do well in different areas of well-being and that they are increasingly sharing tasks and roles. Third, it looks at the quality of employment and well-being the workplace. The report presents evidence on the main factors that drive people’s commitment at work and are key to strengthening their capacity to cope with demanding jobs. Finally, the last chapter of the report studies the links between current and future well-being. It looks at ways to define and measure sustainability of well-being over time.

The answer to the question “how’s life?” may depend on what region you live in. Since factors that determine well-being can vary dramatically across the same country, national averages may not provide the full picture of how life is being lived in all regions. As a result, policies based only on national indicators may not be as effective as originally intended. Evidence shows that some of the factors that most influence peoples’ well-being are local issues, such as employment, access to health services, pollution and security. Thus, policies taking regional differences into account may have a greater impact on improving well-being for the country as a whole. This book, a collaboration between the OECD and the International Institute of Social History, responsible for the Clio-Infra project, examines many of the variables found in the OECD Better Life Index from an historical perspective, going back to 1820. To a certain extent, it relies on historical economic data developed by Angus Maddison in his books on the world economy. This edition of Better Policies for Development focuses on illicit financial flows and their detrimental effects on development and growth. Every year, huge sums of money are transferred out of developing countries illegally. The numbers are disputed, but illicit financial flows are often cited as outstripping official development aid and inward investment. These flows strip resources from developing countries that could be used to finance much-needed public services, such as health care and education. This report defines policy coherence for development as a global tool for creating enabling environments in a post-2015 context. It shows that coherent policies in OECD countries in areas such as tax evasion, anti-bribery and money laundering can contribute to reducing illicit financial flows from developing countries. It also provides an update on OECD efforts to develop a monitoring matrix for policy coherence for development, based upon existing OECD indicators of “policy effort”. The report also includes contributions from member states. Most illustrate national processes to deal with policy coherence for development beyond 2015.

Dramatic changes in our understanding of the nature of learning over the past century have resulted in a shift in focus from “what” to “how”. In particular, how to enhance students’ abilities to solve complex, unfamiliar and non-routine tasks (CUN). Teaching basic skills in innovative societies is necessary but not sufficient. This report looks at a number of published studies that try to understand which education and skills are appropriate for innovative societies. It focuses on mathematics education, a subject that is highly emphasized worldwide, but nevertheless still considered to be a stumbling block for many students. While there is almost a consensus that the mathematics tasks appropriate for the 21st century have to be complex, unfamiliar, and non-routine, most textbooks still include only routine problems based on the application of ready-made algorithms. We need to introduce innovative instructional methods to enhance mathematics education and in particular students’ ability to solve CUN tasks. These methods will require the application of metacognitive processes such as planning, monitoring, control and reflection. Training students to “think about their thinking” during learning will be critical.

Each year, the OECD circulates a survey on the borrowing needs of member countries. Despite the enormous burden that mental ill-health imposes on individuals, their families, society, health systems and the economy, mental health care remains a neglected area of health policy in too many countries. The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike. Governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflects the economic activity undertaken therein. This joint OECD-WTO publication puts a spotlight on aid for trade to assess what is happening, what is not, and where improvements are needed. The analysis is focused on trends in aid-for-trade policies, programmes and practices. It shows that the Aidfor-Trade Initiative is delivering tangible results in improving trade performance and bettering people’s lives, notably those of women, in developing countries. The report highlights that aid for trade plays an important role in enabling firms in developing countries to connect with or move up value chains. In fact, the emergence of value chains strengthens the rationale for aid for trade. Stakeholders remain actively engaged in the Aid-for-Trade Initiative. The 2013 monitoring exercise was based on self-assessments from 80 developing countries, 28 bilateral donors, 15 multilateral donors, and 9 providers of South-South co-operation.
