n just one short week, O’Fallon will have a municipal election. The O’Fallon Chamber of Commerce would like to encourage each and every voter to let their voice be heard through our democratic process, and VOTE! In order to make an informed decision, the O’Fallon Chamber has put together this short newsletter with information gathered from the candidates seeking your vote.

At the beginning of the month a letter was

sent to all of the Mayoral and Councilman candidates in O’Fallon asking a few simple questions; basically, who are you, what are you running for, and why do you deserve the vote of O’Fallon residents. It is our hope that you will use this information as just one tool in becoming educated about the upcoming election. For more information on how and where to vote on April 2nd see page 7.

DAVE GOEWERT

I am 43 years old and moved to O’Fallon in 1980 and graduated Fort Zumwalt High school in 1987.

I am married to my wife Dawn and have three children: Tyler-16, Zach-14, and Emily-7.

I am an O’Fallon Police Officer currently on leave (policy) as I run for Office of Mayor.

I am a small business owner of Acclaimed Professionals – Corporate Security Company.

I contract instruct for the Army in “Critical Incident Peer Support”, an effort to help service members deal with critical stress and PTSD. I contract work for Regal Meeting in Orlando, FL as a Travel Director.

My primary reason for running for office is to keep O’Fallon an Outstanding Place in America to live through lowering taxes, upgrading our Public Safety resources at no cost to the City and keeping our streets from falling into disrepair.

My favorite thing about O’Fallon is the people. We have great citizens who have invested a great deal in our city by living here, buying here, schooling here, working here and playing here. Government is not attracting the businesses and developing the land consistent with keeping our property values high, our neighborhoods valuable and our citizens’ opportunities to raise families to fulfill their American Dreams. Commercial

investments will keep O’Fallon competitive with our neighbors and allow for progressive resources for public safety, provide for parks for families to enjoy, provide a needed benefit to our great schools, and create opportunities for our residents.

I want to create a city that when you tell your family, friends and co-workers you live in O’Fallon they say ‘that’s a great city to live in’ and we proudly smile.

I have a proven record of fixing problems, of fixing problems in a fair and impartial manner and giving answers that are straightforward. We are missing that in our Mayor and I want our residents to be able say We have a Mayor of action’ and not words.

My name is Bill Hennessy. I am currently running for reelection for the office of Mayor in O’Fallon, MO. I have been married to my wife Debbie for 34 years. I am blessed to have three wonderful children, Erica, Bruce, and Tony, my daughterin-law Emily and my grandson Jack.

My family and I have been a part of the O’Fallon community since 1981 and over the last 32 years, have witnessed the expansion and development of our city. For the past 14 years, I have proudly served O’Fallon as both a citizen and as an elected official. I would be proud to continue to serve you, as Mayor.

My top priority is public safety.

According to a recent survey, O’Fallon has been ranked one of the safest cities in the country. I will continue to advocate for more patrols in the subdivisions to cut down on speeding and work with the Police Department to make sure all residents and business owners always feel safe. Plans are also in the works for a new Justice Center, as O’Fallon has outgrown City Hall.

Our Economic Development Team is working with business owners to attract new businesses and jobs to O’Fallon. We welcomed 200 new businesses into the city in 2012, with the addition of 1000 jobs. Sales tax revenue has

I have been a Public Advocate and Community Activist before the City Council for the past three (3) years fighting and testifying for the rights of citizens and the future direction of our City. Now it is time that I have a vote on the Council and represent Ward One (1) Residents wishes, always Putting People First over any Special Interest.

My Goals for the City Council: Public Safety, adding seven (7) police officers on the road and patrolling our diverse neighborhoods with community based-policing initiative for establishing and fostering lasting relationships city-wide. Addressing the issues and field grievances of Police Department Employees. Will move that the Council meet and confer to hammer out a

Memorandum of Understanding between the City and the O’ Fallon Police Officers Association. Enhanced D.W.I. Traffic Enforcement with a “No Tolerance Policy.” Police Officers deserve a pay raise for the important and dangerous work that they do.

Capital Improvements and Street Repair Program. Cutting budgets in other areas and adding funds for long-term street repairs on our aging infrastructure.

Better traffic control plan and additional street lights. Current street light bulb replacement and maintenance program with tracking documentation to make sure that it gets completed. I will work on improving our Citizens First Response Bureau.

I will mandate balanced yearly budgets, annual audits and will work closely with the City Auditor to find savings and indentify waste of tax monies. I will also work hand in hand with the Purchasing Agent, Finance and Budget Staff.

I will be the peoples “Watch-Dog” over all City Finances and will question out of line expenditures, watching out for and keeping a keen eye on tax-dollars. I will eliminate all waste; provide efficient public services and no increases in taxes.

To increase the revenue streams into the city to pay for the services to the residents without increasing taxes.

What’s your favorite thing about O’Fallon?

Small town feel with the big city conveniences. O’Fallon is one of the safest cities in the country.

What is the biggest problem you see in O’Fallon?

Drawing additional businesses and revenue sources to the city.

I am currently working with the economic development staff on plans to address these needs.

What is your vision for O’Fallon?

While we are the largest city in St. Charles county, I want to see the city become a destination draw. This should include more

businesses to the High Tech area, improved business development in the north city including a grocery store.

If an incumbent, why do you think you should retain your seat? If you are challenging an incumbent, what do you think qualifies you for the position more than the incumbent?

In the 7 years on the council, O’Fallon’s portion of the property tax is down almost 30% from .785% in 2006 to .5512 % in 2012. All of this while in a tough economy, I have helped to improve and increase the services provided to the residents during this time. There is more that can be done and I am working on plans that I want to see thru to completion.

My name is Kevin Wattelet and I am running for O’Fallon Ward 1 City Council.

I am dedicated, loyal, passionate, highly competent and very selfmotivated. My professional career currently has me working as a Program Engineer with FlightSafety International. I have worked for this company for 16 years. FlightSafety trains pilots and aircrews for any airline in existence, worldwide. I have traveled the world and worked with many international government agencies for simulator aviation certification. Most recently, for the past 3 years, I have worked exclusively with our United States Air Force, Marine Corp, Navy, Army and Coast Guard to provide our country’s finest pilots with the tools they need to survive in our ever changing military environment.

I also love to volunteer my time to this community. I have served on O’Fallon’s Public Works Commission (2009-present) and Traffic Commission (2007-

2009), serving as vice chairman on each for a number of years. I have also been involved with the HomeField Master home owner’s association for the past 6 years, serving as the president 3 of those years. I participate in a multitude of community service projects, including anything from creek clean ups to working on Habitat houses.

You will also find me investing in and mentoring our youth, whether it is manual labor or chaperoning at an annual youth retreat.

Speaking of youth, I have to mention that I have two of the most amazing ones in existence.

My amazing step-daughter Trinity Williams and inspiring step-son Riley Williams are a Junior and Sophomore at Fort Zumwalt North.

I can’t wait to see what amazing things they both do with their lives.

I also have my rock and inspiration for the past 9 years, my beautiful wife Debra Williams-Wattelet.

I believe in a need to be as proactive as possible in welcoming

new business units to our city, all while helping our existing entrepreneurs succeed. O’Fallon is a great place to live and feel safe.

I want O’Fallon to also be a great place for growing and expanding new and existing businesses. I plan work to ensure the “red tape” at city hall is minimal. I recognize an amazing base of talent living within our boarders. I intend to do what we can to facilitate great paying jobs for that talent. I believe in, and actively participate in the “Keep it in the O” program. The concept is to spend in O’Fallon; thereby, your tax dollar stays in O’Fallon. This is all the more reason to welcome prospective businesses with open arms.

When elected, I promise you that I will watch over the expenditures of our city with a very guarded eye.

You moved to O’Fallon, however long ago, to improve your quality of life. The city must maintain and grow the value of its most valuable assets: you, our citizens, and your property.

The look of O’Fallon when someone enters the City. That being said, the CLIP program is a major start to improving it.

For O’Fallon businesses and residents to grow and prosper and ZERO unemployment.

I have actively fought for limited government and keeping private property rights, ensuring government doesn’t over step its authority. I also have succeeded in reducing animal abuse. I also believe that government wages should not outdistance those in the private sector along with salaries being based on performance measurement criteria.

My desire to run for re-election is to ensure O’Fallon remains committed

What will be your single most important priority if you are elected?

In addition to increasing our budgeting for Street Repairs in Ward 3’s aging subdivisions, I want to concentrate my efforts on aligning our economic development initiatives by significantly increasing our outreach to our existing businesses.

The development of O’Day Park, with a lodge facility for our residents to utilize will be instrumental influencing property values on Highway DD just south of Highway 40. Nature and fitness trails throughout the park may connect our residents with the parks and future business development in the area.

Those who make up our community.

The involvement of our citizens makes this a great city to live and raise a family. People genuinely care about one another!

My vision for O’Fallon is to sustain growth and attract responsible development to areas of our city that has been stagnant for years.

Attractive park systems that connect the community to nature and each other. Ensure property and businesses are well maintained.

O’Fallon has a vast array of services anchored by a well-funded police department. That being said, we must always do more to ensure we maintain our ranking as one of the Safest Cities in America in which to live. Complacency is not a good thing; we should strive and challenge each other in a collaborative environment with integrity and mutual respect.

My name is Carolyn Yelich and I am running for City Council representing Ward 3 in the City of O’Fallon. My family and I have been residents of the city for 16 years. My husband Jeff and I are the proud parents of a daughter Kelsey and son Cole. In addition to being an O’Fallon resident I am also employed in our community.

I am a paraprofessional with the Fort Zumwalt School District at West Middle School where I work with special needs children. Prior to working for the school district I was a Program Director at the O’Fallon Family YMCA. I have also served on the O’Fallon Parks Board and was a 2005 graduate of the Leadership O’Fallon class.

I am a full time resident of the city, and will strive to represent the citizens with honesty and integrity. I will treat all residents with courtesy and respect since elected officials work for them, not the other way around. It is the fiduciary duty of elected officials

to meet their obligation to attend regularly scheduled meetings and to not do so is a violation of the trust that the voters bestowed on them when they were elected.

I pledge to be a voice for the citizens to ensure that their concerns are heard. My priorities include working to ensure that our police department is fully funded so that they have the tools, training and equipment necessary to continue to make our city one of the safest in the country with an emphasis on traffic patrol personnel. I believe maintaining roads and infrastructure is a key part of our quality of life here in O’Fallon as well as an important part in economic development for our city. I will make sure that the city is using taxpayer money wisely and that we are good stewards of the city’s resources.

I am in favor of repealing the recently passed 58% pay raise for elected officials that the current City Council approved. I will also keep the residents informed

on the status of the upcoming Page Avenue Extension project to ensure that all necessary information is available to help alleviate the construction and traffic issues that may cause inconveniences and delays for the residents.

I am not a career politician and have no desire for any other office. I am running to represent my neighbors, friends and co-workers with honesty and integrity. I have not sought or accepted any campaign contributions. I will be an independent voice for the residents of Ward 3.

O’Fallon is a great community and I want our city to continue to grow and prosper. As a fellow resident and someone who cares about our city I ask for your vote on April 2nd. Please vote Carolyn Yelich for City Council in Ward 3.

What’s your favorite thing about O’Fallon?

It is a wonderful place to raise a family and to call home. (Big city, small hometown feel) What is the biggest problem you see in O’Fallon?

As a current Councilman the issue I believe we struggle most with is speeding in subdivisions.

This has been reinforced by many of my constituents during HOA meetings.

What is your vision for O’Fallon?

As a City that has grown since our first resident in 1856, and then when we incorporated in 1912 with 600 residents, and now today with our borders expanding 30 square miles and a population of 80,000, I want to take to the voters a full time mayor. And my reason for this is in 2009 when we we ask the residents of O’Fallon if they wanted to go to a charter city they said yes, giving more power to the people. I believe asking the voters to take it a step further and go to a full time Mayor will give even more power to the people of O’Fallon with a huge savings in money from a full time City administrator. I will always believe in the peoples voice!

The Fort Zumwalt School District is asking voters to approve a no-tax-increase $15 million bond issue for districtwide improvements on April 2, according to STLtoday. com.

According to the article, improvements would include: A new center for students with autism/behavioral issues Expanding music education rooms at Zumwalt West Middle Improving parking lots, heating, air conditioning, painting, etc.

Additional security cameras in middle and elementary schools A bond issue is a loan made by the district with permission of the registered voters in the district. General obligation bonds must pass with four-sevenths of the majority vote.

In 2011, 66.49 percent of local voters approved Fort Zumwalt’s Proposition 1. The proposition requested $18.5 million in general obligation bonds with no tax increase for residents, to help pay off a leasehold revenue bond issue passed in 1997, and free up between $3 million and $4 million per year in the district’s operating fund.

My husband and I have raised our family here.

Organizations: I currently serve on the Board of Directors for the Boys and Girls Clubs and am a member of the 1904 Worlds Fair Charitable Foundation and Home Builders Charitable Foundation. I was named Woman of the Year in 1996 and 1998 for the Leukemia Society and Woman Entrepreneur of the Year for Winning Women in 2009. Former memberships include the Cancer Society, Judevin Center for Autism, Leukemia Society and St. Louis Ambassadors.

What is the primary reason you are running for this office?

As a Former Stare Representative, I have had the experience of making a difference in people’s lives. Serving on several charitable organizations has also allowed me to touch the lives of many. It is my desire to be able to help others and serve our community again as Councilman.

What will be your single most important priority if you get elected?

The state of our current local economy will by my first priority.

With my experience in the construction industry, I see first hand how important the state of the economy is. Bank regulations, bailouts and excessive mandates have made it increasingly difficult for businesses to grow and develop. It is time to help the businesses of our community grow and succeed with providing good paying jobs.

What’s your favorite thing about O’Fallon?

running six generations deep. As a family, the community provides continued growth through many civic minded programs. O’Fallon truly is a Live, Work, Play Community!

What is the biggest problem you see in O’Fallon?

Economic development and job growth is a concern. Our economy and growth potential is dependent on attracting investors and developing new business. We have the potential to do great things here in O’Fallon yet we are currently not in a position to do so.

What is your vision for O’Fallon?

Having a common sense solution to Local Government and applying proven leadership to today’s issues so that the future growth of the city is done with responsibility to the residents, business and civic leaders of today and tomorrow to the future is continually bright.

MICHAEL SNOWDEN WARD 5: CITY COUNCIL CANDIDATE mikeforofallon@yahoo.com 636-439-6924

My name is Michael Snowden and I was appointed to serve Ward 5 on the O’Fallon City Council in January 2012. When the former councilman resigned in mid-term, I was one of a dozen applicants for the job. After being interviewed by the Mayor, President Pro-tem and Councilmember Pheney, I was nominated by the Mayor and ratified by a majority of the council.

One of the first things I noticed when I came onboard was the lack of historic preservation on the municipal level here in O’Fallon. I immediately started working with Councilmember Pepper and city staff to address that issue and I am very happy to announce that the Historic Preservation Commission was seated earlier this month and has started its important work of identifying historic structures in our great city.

As for me personally, my wife, son and I move to O’Fallon in

2005 and live in Hampton Woods Subdivision. My son became an Eagle Scout, graduated from North High and worked as a Junior and Volunteer Firefighter for the fire district before moving out of the area last year. My wife is a retired school teacher who works part time at Lutheran High School as a teacher’s assistant now. We are very lucky to live in a great subdivision and have some of the best neighbors a family could ask for.

I have worked in public safety for my entire career, including working in emergency communications for the last 16 years. I am currently the Training and Quality Assurance Officer for the fire and EMS dispatch center here in St Charles County.

To help me with my career, I earned a Bachelor’s Degree in Human Resource Management from Lindenwood University and a Masters Degree in Public Administration from SIU-E.

Coincidentally, those two degrees have also perfectly prepared me for a position on the city council. I am able to quickly grasp complex issues and to raise appropriate questions when something isn’t quite right.

I have been asked why I want to remain on the City Council. The answer is very cliché, but it is also very true. I enjoy helping people.

It is what I have been doing all of my life and it is a very rewarding experience. I think that I bring common sense and knowledge to the council and I think that we need that as we tackle more and more complex issues facing our great city every day.

I pledge that, when elected, I will not seek any other elected office during my term. I humbly ask for the support of the citizens of Ward 5 as we continue to move forward to keep O’Fallon a wonderful and vibrant community to live, work and raise our families.
