The Grant Scheme implementation on climate change adaptation. 2016
The framework for implementation of Grant Scheme During 2014-2015 y.y. two grants calls under ADA/UNDP Project Grant Scheme were accompanied by awareness and information campaigns undertaken by PMU, national and international consultants having as target group members of District Councils, Local Public Authorities, private businesses, NGOs of the districts. PMU also strived to maximize the value of the overall portfolio of pilot projects by targeting 2 districts of 3 Regional Development zones of Moldova: North Development Region - Sîngerei (Singerei+Fălești) Central Development Region - Nisporeni (Călărași + Nisporeni) South Development Region - Leova (Basarabeasca + Leova) and including the prioritized by District Councils agriculture, energy, water sectors as thematic areas for pilot projects application. The agenda of organized awareness and information events for participants included the topics: climate change as a phenomenon, climate change scenario on a global level, regional level and in Moldova; resilience and adaptation to climate change at the community level. Recommended actions to reduce vulnerability. Innovative adaptation measures to address the CCA at the community level; Promoting NAP Project Grant Scheme and the call for proposals. GS call was promoted also through the Project web.site, www.adapt.clima.md, www.clima.md, Regional Development Agencies North http://www.adrsud.md/, Central http:// www.adrcentru.md/ and South http://adrnord.md/, local Radio and local newspapers. During the calls for proposals, 25 concept ideas were submitted by the applicants. As a result of projects ideas assessment during the reviewing process, seven project ideas from agriculture, energy and water resources sectors have been top ranked according to established criteria and developed into fully fledged project proposals submitted for funding. After reviewing and evaluation procedure completed, seven project proposals have been awarded.

The Project “Resilience Capacity development to climate change effects using new technologies in the soil processing”
Beneficiary: „Abilitate-Agro” LLC, Fălești district, Călugăr village. The overall objective of the project is to develop resilience capacity of the household to climate risk factors (drought) using conservation tillage systems and precision machinery. „Abilitate-Agro” LLC processes over 870 hectares surface area with the cultivation of field crops (wheat, corn, barley, sunflower, sugar beet, etc.) In order to achieve this objective it was purchased equipment which implements conservation agriculture techniques: ripper that allows processing of soil without turning furrow, replacing thus the traditional plowing and thus contributing to increasing capacity to store and conserve soil moisture. It was also purchased a seeder that allows sowing more efficiently, reducing the need for additional work thinning, which will help reduce the degree of compaction and soil erosion, lower consumption of fuel and that a lesser degree of environmental pollution. The Project ”Expansion of irrigation surface through the reconstruction of a resevoir by capturing rainwater and ground water under the management of a household
Beneficiary: ”Burcovschi-Grup” SRL, Singerei district, Alexandreni commune, Ţîpleşti village. The overall objective is to develop resilience capacity of the household to climate risk factors (drought) through the reconstruction of the existing reservoir in order to capture rainwater and groundwater. Burcovschi-Grup” LLC manage agricultural land with total area of 558 hectares. Water trapped in the current lake (pond) can be used for irrigation for 30 hectares of agricultural area. Reconstruction of the existing irrigation reservoir allows to irrigate the entire surface of crops. The Project ”Renewable Energy for entrepreneurship”
Beneficiary: PE ”Business Incubator Singerei”, Sîngerei. The overall objective of the Project is to use renewable energy sources in order to ensure stable and independent supply of electricity for 17 economic operators in IP‚ Business Incubator Sîngerei’. Electricity production using photovoltaic panels is an opportunity to exploit solar energy potential of localities in Moldova. Implementation of modern technologies for producing energy is a way to adapt based on local renewable resources, ensuring consumer autonomy, stability of supply in the medium term, economic profit. IP "Business Incubator Singerei" purchased and installed a photovoltaic system with an output of 13 kW to produce about 15 600 kWh annually to offset the amount of power consumed by the business incubator residents and businesses within it. Thus it was obtained economic cost effectiveness of the business incubator residents by reducing annual electricity consumption by 40% The total amount of the Project: 43.150 USD Grant amount: 30.000 USD, Beneficiary contribution: 13.150 USD
The Project ”Increase of adaptive capacities to climate change by promoting new agricultural technologies”.
Beneficiary: ”Sadac Agro” SRL, Basarabeasca district, Sadaclia village. The overall objective is to develop resilience capacity of the household to climate risk factors (drought) using conservation tillage systems and to increase the efficiency of pesticides and mineral fertilizers administration by implementing an automatical GPS navigation system. Agricultural household has branch management field crops, livestock, farming, beekeeping, fish farming and raising pigs. The largest area of land growing crops processed occupies the field, about 2500 hectares. In order to combat water shortage it’s was purchased a ripper, which will process the soil to a depth of 40cm. This work will increase the capacity of soil to store water accumulated from rainfall by destroying the hard layer from the plow sole. Also it was implemented automatic GPS navigation system for managing the introduction of mineral fertilizers and pesticides, which will allow us such works at night when there is no heat, and the ambient temperature is optimal. The Project ”Using a tillage conservation system”
Beneficiary: „Vasile Baciu" Peasant Farm, Basarabeasca district, Sadaclia village. The overall objective of the Project is developing resilience capacity to adverse weather conditions (soil droughts and atmospheric heat waves) by implementing conservative minimizing soil basic works. According the Project It's was proposed to use a ripper, combiner and roller. Ripper is a machine that can be used as a substitute for plowing furrow without turning on fertile land with low profile, low infiltration capacities. Combiner simultaneously satisfies four operations: fragmentation remains plant, soil loosening, breaking clods and leveling the soil surface. The roller improves the uniformity of crop emergence, is a procedure against soil erosion, strong winds and harmful birds and retains moisture in the soil. By applying conservation tillage system is expected to reduce household dependence and that the inhabitants of the region limiting climatic factors, particularly rainfall. The Project: ”Ensure the growth and preservation of gooseberries plantation by using alternative electric energy source” Beneficiary: ”Ocară Ștefan Dumitru” Peasant Farm, Nisporeni district, Marinici village. The overall objective of the Project is focused on using renewable energy to ensure the growth gooseberries plantation productivity due to the use of irrigation and extended expiry date of the berries by keeping them in the refrigerator which will operate using electricity produced by solar panels The project consists in the installation of 54 solar panels with power of 10.5 kW including all related equipment and adjusting of the refrigeration unit to the existing distribution network venture. This facility will provide 10.5 kW of electricity for refrigeration needed preserving of a fruits and gooseberry, also for pumping of water accumulated as a result of melting snow and falling precipitation. Standing water will be used for irrigation during the growing season when the territory of the village are recording the lack of rainfall. The Project: ”Construction of a reservoir for "Agapie Radu" household by capturing rainwater and groundwater ”. Beneficiary: „Radu Agapi” Peasant Farm, Călărași district, Buda village. The overall objective is to develop resilience capacity of the household to climate risk factors (drought) through the reconstruction (extension) of a reservoir by capturing rainwater and groundwater. The company manages a land with a total area of about 8 hectares where grow vegetables in greenhouses and outdoor. The water captured in the current reservoir with a capacity of 5200 cubic meters can provide for irrigation only for 2.6 hectares of agricultural area. To irrigate the whole area of 8.0 ha of greenhouses and open field it's necessary for about 16 thousand m.c. of water. In the framework of this project was performed extension of the current lake (pond) to this capacity. Capturing of rainwater will serve as a reliable source of irrigation of crops during heat waves and droughts. Also the collected water will reduce soil erosion. ADA / UNDP Project ”Supporting Moldova’s National Climate Change Adaptation Planning Process " The project "Supporting Moldova’s National Climate Change Adaptation Planning Process" is funded by the Austrian Development Cooperation Agency (ADC/ ADA), the Federal Ministry of Agriculture, Forestry, Environment and Water Management of the Republic of Austria. The aim of the project is to ensure that Moldova has a system and capacities in place for medium-to long term adaptation planning and budgeting with the overall aim to reduce vulnerability of the population and key sectors to the impacts of climate change. The main project objective is to support Moldova to put in place its National Adaptation Planning (NAP) process contributing to and building upon existing development planning strategies and processes and to implement priority adaptation actions. The National Adaptation Plan (NAP) is based on the Climate Change Adaptation Strategy of Moldova (CCASM), approved by the Moldovan government on 08.10.2014, and is developed through a country-driven, gendersensitive and participatory process.
