All, so you can get back to what you live for, enjoying your horses.

HORSE ASSOCIATION
OHIO QUARTER
WELCOME FROM THE PRESIDENT
It is my honor to welcome each and every one of you to the 2024 All American Quarter Horse Congress. This year marks the 57th Congress put on by the Ohio Quarter Horse Association and it promises to be better than ever. The All American Quarter Horse Congress has a rich tradition of creating legends in the show pen and this year will be no different. This year’s theme: “Where Legends Are Made”
To all the OQHA Officers, Directors, Staff, Tri-Chairmen, Professional Horsemen, and countless Volunteers, THANK YOU! It is your passion for the American Quarter Horse, our Association, and the future of our industry that will continue to make the All American Quarter Horse Congress the most elite show in our industry. I am excited for our future and am dedicated to do my part to continue to grow our Association and the Congress.
To all of our exhibitors, WELCOME! This is your show, and we want it to be a great one! The 2024 class entries are strong, as are the futurity entries. OQHA is committed to growing and adjusting to the needs of our industry and our customers, so don’t hesitate to stop any OQHA board member and share your thoughts and feedback for the future.
A big Thank You to our Corporate Partners, Sponsors and Vendors; both new and long-standing. Your commitment and partnership with the Congress are recognized and truly appreciated and I encourage everyone to thank them and support them. We welcome three new corporate partners this year: Boot Barn, Perri’s Leather, and the National Reining Horse Association We also welcomed All Star Reining Stakes and VS Code Red as major sponsors of the event!
We are happy to be awarding over $4.25 million dollars in cash and prizes at this year’s Congress, and over $1.7 million dollars in cash payouts in the Congress Futurity and Stakes classes. We are also excited to be hosting Professional Bull Riding, Freestyle Reining, and top-notch Futurity classes We remain focused on bringing together the best horses in the industry across all disciplines so that you can continue to experience a horse show unlike any other.
The State of Ohio and the Expo Center are in the process of a $500 million Expo Center renovation and improvement project. You will notice upon arrival that some of the buildings you were familiar with no longer exist and construction of new exciting buildings is in progress. As expected, with change comes short term inconvenience, which we will all experience during the 2024 and 2025 Congresses. When completed, the improvements will be well worth the inconvenience.
Whether you are a trainer, an exhibitor, a parent, or a visitor, I hope you can experience and enjoy all that the Congress has to offer! The 2024 Congress is going to be exceptional! Bring a little extra patience, pack for all the seasons, and get ready to create memories of a lifetime. Thank you for allowing me to be your President and welcome to the All American Quarter Horse Congress!
Sincerely,
George D. Seanor OQHA President 2024
WELCOME FROM THE GOVERNOR
Welcome to the 2024 All American Quarter Horse Congress, where visitors and participants have the opportunity to admire thousands of horses and take part in 30 full days of horse-related displays and programs. Celebrating its 57th year, the world’s largest single-breed horse show is proudly hosted by the Ohio Quarter Horse Association at the Ohio Expo Center
When visiting the Ohio Expo Center this year, you’ll notice that this dynamic facility is undergoing a transformation. Our Expo 2050 master plan will carry the Ohio Expo Center from its historic past well into the future, meeting the needs of individuals and organizations like the All American Quarter Horse Congress. Changes currently underway include replacing outdated facilities with a modern building that will hold more than 500 stalls and feature modern wash stalls, a welcoming dining space, and more. We are also widening pathways and improving the overall flow through the fairgrounds, in addition to upgrading utilities and infrastructure, benefiting campers and vendors.
Ohio is thrilled to host the All-American Quarter Horse Congress each year, and we anticipate that the changes to the Ohio Expo Center will help us continue our tradition of rolling out the red carpet for each of you for years to come.
The All American Quarter Horse Congress contributes $429 million per year to Ohio’s economy. We are grateful for our partnership with the Congress, which allows this event to grow and expand year after year.
I hope the 2024 All American Quarter Horse Congress provides you with many opportunities to explore Columbus and the state of Ohio, enjoying the many attractions, restaurants and more that we have to offer you.
Our very best wishes to all who are competing or enjoying the All American Quarter Horse Congress as spectators. Once you’ve returned home, we hope you’ll plan to visit us again soon, enjoying another stay in Ohio, the Heart of It All!
Very respectfully yours,
Mike DeWine Governor
WELCOME FROM THE MAYOR
OFFICE OF THE MAYOR
Dear Friends,
On behalf of America’s Opportunity City, I am honored to welcome you to Columbus for the 2024 All American Quarter Horse Congress. Each year, we are especially proud that you have chosen our community as the location for the greatest and largest single-breed horse show in the world.
While you are here, I encourage you to explore all that Columbus has to offer. As the 14thlargest metropolis in the country and one of U.S. News & World Report’s best weekend getaways in the Midwest, you’ll find Columbus to be a dynamic destination, one filled with diverse neighborhoods, top-notch attractions and high-quality experiences geared toward every interest.
Within one mile of the Greater Columbus Convention Center near Downtown, there are more than 300 restaurants with exciting culinary concepts and innovative menus. You’ll also come across numerous entertainment options, local businesses and more within the Short North Arts District, part of the Five on High: five neighborhoods within a five-mile stretch of High Street – our city’s main thoroughfare.
Travel mere steps to the west to the Arena District, packed with sports events, enthusiastic fans and popular local sports bars. Or head into the heart of our city to explore top-ranked museums and cultural arts centers, another tremendous way to involve the whole family. Those are just a few examples of how to make the most of your visit to Ohio’s capital city.
Again, welcome to the great City of Columbus! Please enjoy your time here and have a terrific Congress
Sincerely,
Andrew J. Ginther Mayor, City of Columbus

Quarter Horse Congress Program
Adam Heffron Draft Message – 2024
On behalf of the entire team at the Ohio State Fairgrounds, I am thrilled to extend a warm and heartfelt welcome to this year’s All American Quarter Horse Congress As the new executive director of the Ohio Expo Center & State Fairgrounds, it is my distinct pleasure to welcome you to this extraordinary event that celebrates the grace, strength, and spirit of Quarter Horses from across the nation and beyond.
For more than a year, our team has been working closely with the Ohio Quarter Horse Association to make sure we can minimize the impacts of our Expo 2050 construction projects on your experience, while paving the path for a brighter future here at the fairgrounds. As we move forward, you’ll begin to see this plan come to fruition, with beautiful new buildings on the horizon, opening in 2026. I believe that these facility upgrades will benefit not only the Quarter Horse Congress and its exhibitors, but also the Ohio State Fair, and the hundreds of other events held at our facility each year.
I look forward to seeing the hard work all of you put into helping to make this great show such a worldrenowned success. The dedication that goes into participating in the Congress, and organizaing it, is astonishing. Thank you for your participation and for making the All American Quarter Horse Congress a premier event in the equestrian world. We look forward to an incredible show and to celebrating the remarkable talent and dedication of everyone involved.
Best wishes for a successful and exciting show, and good luck to all those who participate in this esteemed tradition. Cheers to a fantastic Congress!
Warm regards,
Adam Heffron Executive Director Ohio Expo Center & State Fair
Welcome to the All American Quarter Horse Congress: “Where Legends Are Made!”
I hope that your experience at this year’s Congress is nothing short of legendary. While some things may look different than years past, I hope that you can feel the same energy of prestige and tradition that has been built over the last 57 years, as well as the excitement of the many new improvements to come. After spending the last year traveling across the country promoting the Congress, I am so incredibly excited to finally see everyone here on the show grounds.
The Quarter Horse Congress is the largest single-breed horse show in the world, and its many incredible features allow for a wonderful experience for attendees of all types. Whether this is your 1st or 57th time attending, you are sure to find enjoyment in the high-caliber equestrian classes and competitions, shopping at the expansive trade show, indulging in delicious items from the food vendors, and making memories with fellow Quarter Horse enthusiasts.
WELCOME FROM THE CONGRESS QUEEN
Be sure to mark your calendars for the following special events at this year’s show: Friday, October 4th, boasts the Open and Non-Pro Freestyle Reining presented by dac Vitamins and Minerals. October 11th is sure to be an exciting day as it begins with the Queen’s Contest Horsemanship, followed by the Heroes on Horses ceremony and class. Later that day, I will crown the next Congress Queen at the Queen’s Booth in the Congress Marketplace. The new queen will then make her first appearance at the Congress PBR Bull Riding event presented by Western Edge! Later in the show, other marquee events like the Congress Super Sale on October 19th and the Open Versatility Stakes on October 26th, promise to excite!
Should you see me at the All American Quarter Horse Congress, please stop and say hello! I love connecting with Congress-goers of all ages! The exhibition and celebration of our beloved Quarter Horses provides us with this incredible opportunity to come together. I wish a most sincere “good luck” to each exhibitor at this year’s All American Quarter Horse Congress, and I hope that everyone attending will be able to enjoy it to the fullest extent!
Joyfully,
Jessica Blevins
Your 2023 All American Quarter Horse Congress Queen
In December 2022, Ohio Governor Mike DeWine and members of the Ohio Expositions Commission reviewed the master plan framework for modernizing and enhancing the 360-acre Ohio Expo Center and State Fairgrounds. Today, the vision outlined in that plan is coming to life.
The story begins before 2022. In July 2019, Governor DeWine established the Expo 2050 Task Force to collaborate on and develop a long-term vision for the Ohio Expo Center. After engaging the third-party consultant Wellogy to assist with the planning, the Master Plan was completed and released in late 2022.
In 2023, the focus shifted from strategic planning to architecture, design, and construction, with work ongoing to this day. The project is planned to unfold over several years, and we are currently in the initial phase.
Working in conjunction with Congress leadership is newly installed Executive Director of the Ohio Expo Center & State Fairgrounds, Adam Heffron.
“As we embark on the largest improvement project in fairgrounds history, attendees from around the world will soon be able to enjoy approximately $460 million in facility upgrades, offering distinct advantages to events like the Congress,” says Heffron. “We eagerly anticipate sharing two new, state-of-the-art buildings with you that will house dining and stalling options for the Congress in 2026 and beyond.”
These changes provide the All American Quarter Horse Congress with new opportunities for growth and innovation. This includes exploring new traffic patterns and camping options, in addition to utilizing buildings in different ways to make the Congress experience even better for exhibitors and spectators.
Pictured right: New Town Square Space Image Credit: Wellogy
Multi-Purpose Agricultural Education Facility
Slated for completion in 2026, this innovative building will merge the functions of the former Taste of Ohio Café and the Agriculture & Horticulture Building. Spanning over 100,000 square feet of multi-use space, it will offer approximately 500 stalls for the Congress, along with wash racks at the east end. Additionally, the building will be versatile enough to host a variety of events, fairs, and sporting competitions throughout the year.
Ohio Showcase Building
Estimated Completion: 2026
This facility will serve as the centerpiece of the Ohio Expo Center, located near the new “Town Square” gathering area, which includes both indoor seating and outdoor shaded spaces. The building has two main functions: showcasing Ohio’s history through a dedicated exhibit and offering extensive dining and event spaces on its first and second floors. Featuring a glass “jewel box” exterior, along with patio and outdoor balcony areas, it will provide a welcoming environment for visitors to gather and enjoy the Congress and other year-round events upon its completion in 2026.

North Entry Gate
Scheduled to debut in 2025, the North Entry Gate will be a state-of-the-art landmark, marking the entrance between the parking and camping areas near Historic Crew Stadium and the northern side of the grounds. This upgraded feature will create a memorable first impression and serve as the gateway for visitors arriving at the All American Quarter Horse Congress.
In addition to structural upgrades, the Ohio Expo Center has been focused on enhancing crucial underground infrastructure. These improvements aim to boost internet connectivity, upgrade water systems, and provide flexible electrical access to support events across the grounds.
Estimated Completion: 2025
Since its inception in 1967, the Ohio Expo Center has been the longstanding home of the All American Quarter Horse Congress and continues to be a key partner in the event.
Justin Billings, CEO of Ohio Quarter Horse Association, says it best when he states, “Embracing a new era for the Congress at the Ohio Expo Center, we look forward to the transformation of the facility. While we acknowledge the challenges the Expo 2050 project brings in the near term, we remain dedicated to producing the world’s premier equine event. We look forward to continuing our tradition of exceeding expectations and always working to improve the world’s largest horse show!”
The Ohio Quarter Horse Association Board of Directors, Congress Tri-Chairmen, and staff are excited to collaborate with the Ohio Expositions Commission and OEC staff to enhance the facility for our exhibitors, vendors, spectators, and guests. We will keep everyone informed on the progress of the Expo 2050 project!

The All American Quarter Horse Congress would not be a success without the strong ties that exist between the Ohio Quarter Horse Association and our show partners.
Together, OQHA and its show partners strive to complete the goal of promoting the American Quarter Horse breed. Their enthusiasm and dedication to not only the Quarter Horse, but to the Congress itself, is much appreciated.
AQHA
Headquartered in Amarillo, Texas, the American Quarter Horse Association (AQHA) maintains pedigree and registration records for more than six million registered American Quarter Horses. AQHA also oversees showing, racing and recreational activities that promote the Quarter Horse. Since 1967, AQHA has played a large role in the show, offering a full slate of AQHA-approved classes.
NRHA
The National Reining Horse Association (NRHA) was formed in 1966 with the mission of promoting the sport of reining worldwide and was originally headquartered in Coshocton, Ohio. One of the NRHA’s most popular events, the NRHA Futurity, was held at the All American Quarter Horse Congress for 19 years before moving to Oklahoma City, when NRHA moved its headquarters. A full slate of NRHA-approved reining events, makes the Congress a popular show for reiners across the country.
NSBA
Promoting the pleasure horse has been the mission of the National Snaffle Bit Association (NSBA) since it was founded in 1983. To accomplish this mission, NSBA approves futurity horse show events, including dual-approval with AQHA events. Since the association’s beginnings, it has worked closely with the All American Quarter Horse Congress, which offers a full slate of NSBA approved events at the Congress.
CHRISTIAN HORSEMEN ANNOUNCING THE MESSAGE OF PRECIOUS SAVIOR
SUNDAYS @ 9:00 AM
MEZZANINE
The All American Quarter Horse Congress will continue offering worship services held each Sunday, beginning at 9:00 a.m. in the Voinovich Mezzanine (upstairs of Voinovich Barn).
Since 1967, Congress has provided worship services to attendees during the show where spectators and workers join together to worship with other horse-loving Christians at services provided by Christian Horsemen Announcing the Message of the Precious Savior (C.H.A.M.P.S.).
Christian Horsemen Announcing the Message of the Precious Savior
IN VOINOVICH
C.H.A.M.P.S. was formed in 2002 to facilitate fundraisers for injured or sick horsemen who are in financial need or without health insurance.
C.H.A.M.P.S. is devoted to Godly encouragement and support of all individuals within the equine industry. Their goal is to encourage people to worship in their own way.
C.H.A.M.P.S. is a volunteer ministry and all donations are used to help people in need or to sponsor worship services at horse shows. For more information about C.H.A.M.P.S., visit their website: c-h-a-m-p-s.com.
The services will be led by Scott Brown, of Hilliard, Ohio.

Congress Pro Horsemen Perspective Series
Presented by PulseVet
The All American Quarter Horse Congress is teaming up with PulseVet to bring you the two-part Pro Horsemen Perspective Series and raise money for the Crisis Fund through the Ohio Quarter Horse Foundation.
New for 2024 is a video series, narrated by AQHA Professional Horsemen, that walks you step-by-step through the Hunt Seat Equitation, Western Horsemanship, and Showmanship patterns for this year’s show.
For a $23 donation, you will receive access to all of the pattern videos for each discipline. These became available in September and can still be purchased at www.quarterhorsecongress.com/pro-horsemen-perspective.
In keeping with tradition, the Congress will also host an in-person Pro Horsemen Perspective series onsite at the show, covering a variety of topics, including ranch events, reining, hunter under saddle, western pleasure, hunter hack, and barrel racing, all presented by Professional Horsemen. That full schedule can be found online at www.quarterhorsecongress.com/pro-horsemen-perspective.
Through it all, PulseVet has generously agreed to MATCH your donations!
Thank you to our Professional Horsemen who provided their time and expertise, along with our title sponsor, PulseVet!
You can find more information about both the digital and in-person Pro Horsemen Perspective Series online by scanning this QR code.

2 Reining Majors...1 Location
All Star Reining Stakes Join the Congress
In only its second year, the All Star Reining Stakes has successfully united breeders, stallion owners, and exhibitors in the reining industry. Their initiatives aim to foster connections between top stallions and owners, as well as enhance the purses for exhibitors, all while producing a major reining event on the East Coast.
The program is owned by Shannon Rafacz, Vincienzo Santos, and Chris Wiley, and held its initial freestanding competition in July 2023 at the World Equestrian Center in Ocala, Fla.
Rafacz comments on the program’s achievements, stating, “The industry is thriving, and All Star is dedicated to showcasing that success.”

Earlier this year, the All American Quarter Horse Congress and All Star Reining Stakes teamed up, bringing 2 majors to 1 location. The Congress now hosts both the All Star futurity and derby stakes programs, with the futurity running concurrently with the existing Congress NRHA futurity, and the derby running alongside the ancillary open and non-pro classes. This will be the inaugural derby event at the Congress.
The Congress has deep roots in the reining industry, with many of its founders and those from the Ohio Quarter Horse Association (OQHA) having significant stakes in the industry. The National Reining Horse Association (NRHA) was established in 1966 and held its inaugural NRHA Futurity in Columbus, Ohio. When the Congress launched in 1967, the NRHA Futurity was part of its schedule until it moved to Oklahoma City in 1986.
“What better location to host our classes concurrently with theirs, given their rich history in the reining horse industry,” says Rafacz.
Given that many of the key supporters of the All Star Reining Stakes also back the Friends of the Congress Reining and both events share exhibitors, it was a natural step to link the two. This collaboration will provide an estimated $750,000 in added money to NRHA classes at the 2024 Congress.

The All Star Reining Stakes classes are scheduled concurrently with the NRHA Open Futurity and the ancillary open and non-pro classes at the All American Quarter Horse Congress. The reining segment of the show will take place from September 29 to October 8.
You can find the schedule on page 86.
“Our team at OQHA is thrilled to collaborate with the All Star Reining Stakes to offer this exciting opportunity at the Congress for our exhibitors,” says Justin Billings, OQHA CEO. “Our shared goals of providing a premier facility, exceptional competition, and substantial purses align perfectly with those of the All Star Reining group. We look forward to seeing how this partnership evolves in the coming years.”

The Southern Belle Program has been a “shining star” in the Quarter Horse industry since its inception in 1994. The Southern Belle Breeders Program, as well as the Southern Belle Horse Show, experienced unprecedented growth and success due to the dedication of its founder, Connie Hill, and show manager, Chris Darnell. The support of stallion owners and the exhibitors have allowed the footprint of the Southern Belle Program to reach major shows throughout the country.
lead the transition team, and is currently the direct contact for stallion owners and breeders through the OQHA office.
2024 Breeder’s Classes are open to offspring of stallions that have “SOLD” in the 2024 Southern Belle Breeder’s program. Stallions that do not sell can make their offspring eligible by paying up their breeding at 1/2 the advertised breeding fee plus $100 administrative fee. The minimum a breeding is sold for is $600 which includes the $100 administrative fee.
In an effort to perpetuate the Southern Belle Program, and due to its strong ties with the Ohio Quarter Horse Association, administration was transitioned in late 2012. Eager to continue the tradition and partnership, OQHA gladly accepted.
Chris Darnell served the Southern Belle Program, both as show secretary for the Southern Belle Invitation and the administrator of the Southern Belle Breeder’s Program. She over saw the transition, while Congress show secretary, Rhonda Harter,
The Southern Belle Breeder’s 3 Year Old Open Western Pleasure Futurity has an estimated purse of $35,000. The Limited division will receive 40% and the Open division 60%. This class will still run concurrently with the NSBA 3 Year Old Open Western Pleasure Futurity, but all horses must also be eligible for Southern Belle Breeder’s classes as well.

HALL
The All American Quarter Horse Congress is the world’s largest single-breed horse show. People travel from not only all across the country, but from around the world to compete at this event. Without the dedication and hard work of a few individuals, the masses would not be here. Established in 1987, the Congress Hall of Fame recognizes those individuals who dedicated their lives to helping the Congress become the success it is today. Originally, four people were inducted, but inductions do not necessarily occur every year. The OQHA’s Hall Of Fame Committee reviews potential candidates for inclusion into the Hall of Fame every year.
Paul
Brown (inducted in 1987)
The late Paul Brown of Newark, Ohio served as the president of OQHA in 1972 and 1973. Brown created and developed the Congress National Youth Activity Team Tournament in 1968 and served as its first chairperson for many years. Brown worked diligently to promote the tournament among AQHA affiliates. Brown also coordinated Congress awards ceremonies for several years.
W.P. “Pete” Drake (inducted in 1987)
The late Dr. W.P. “Pete” Drake of Tucson, Ariz. (formerly of Richwood, Ohio) served as OQHA president during the first three years of the Congress, 1967-69. Dr. Drake tirelessly promoted the Congress in its early years, even keeping paperwork at his house (which filled three entire rooms before he rented office space). Later, Dr. Drake became the unofficial historian of the All American Quarter Horse Congress.
Blair
Folck (inducted in 1987)
The late Blair Folck of Springfield, Ohio served as OQHA president in 1963 and 1964, as well as 1970 and 1971. Folck developed the concept of the All American Quarter Horse Congress and worked with Dr. Drake during the show’s early years to promote it. He also owned National Equine Sales, the company that managed the Congress Super Sale from the first year in 1967 through 2008.
Earl
Lambert (inducted in 1987) Rounding out the first four inductees, the late Earl Lambert of Columbus, Ohio served as one of Ohio’s first show secretaries. He managed the popular Midwest Livestock Show and Rodeo in the 1950’s and 1960’s and was then recruited to become the Congress Show Secretary in its early years because of his horse show management expertise.
OF FAME
Bailey “Stretch”
Bradley (inducted in 1988)
The late Bailey “Stretch” Bradley of Plain City, Ohio served as an OQHA director, and many people still remember his tall frame sitting on the tractor dragging the Coliseum dirt between classes. Bradley also showed his champion Halter horses at Congress to numerous awards.

Since its first year, the All American Quarter Horse Congress has encouraged participation by future generations of the Quarter Horse industry through a variety of youth activities. Aside from competing on a horse, there are many skills professional horsemen and women must possess. These youth activities help prepare young participants for a bright future, in or out of the equine industry.
For more information about these contests, please contact: Dr. Kimberly Cole at 614-292-2625 or cole.436@osu.edu.
Horse Bowl - Tuesday, October 15th - Rhodes Building
In Horse Bowl, contestants are asked to answer equine-related questions in a competitive atmosphere, reminiscent of a game show. Questions are asked in two manners: one-on-one and toss-up bonus questions. Questions involve everything from the evolution of the horse to current equine management practices and equine disease.
Communications - Tuesday, October 15th - Rhodes Building
The Congress Communications Contests were created to help develop public speaking skills and self-confidence in youth. Theses contests require contestants to craft a speech that illustrates a step-by-step procedure and explains why each step is essential to the overall product. Demonstrations go along with the speech, and include visual aids that enhance the topic discussed. Contestants’ speeches are judged on their organization, content, accuracy, stage presence, delivery and desire to communicate.
Hippology - Wednesday, October 16th - Rhodes Building
Hippology covers many of the same topics as Horse Bowl, but asks students to apply their knowledge. Points are awarded in three separate segments. The first is examination, which can include a written test, as well as slides that must be identified. The second segment requires team members to travel to different stations where they must correctly identify different equine-related items, such as types of grass or bones in the horse. The final segment requires contestants to judge four horse show classes, much like the judging contest. Once all three segments are completed, each team is given a single question to answer, which may require an impromptu answer or preparation and explanation.
Collegiate and Youth Judging Contest
- Wednesday, October 16th - Coliseum
Each year, students from across the country compete in the All American Quarter Horse Congress Collegiate and Youth Judging Contests. College, 4-H, FFA and Quarter Horse affiliate associations form judging teams that converge to the Congress to find out who has the best eye for horseflesh. Teams range from three to four members for youth or four to five members for intercollegiate. Teams judge both halter and performance classes. Classes can incorporate mares, stallions, or geldings and any number of performance classes, including Western Pleasure, Hunter Under Saddle, Reining, Western Riding, Hunter Hack, Pleasure Driving, Trail, Horsemanship or Equitation. Specific classes will be announced as ‘oral reasons’ classes. Oral reasons are a chance for contestant to explain their placings.
Both divisions award individual and team high-point awards in Halter, performance and oral reasons categories, as well as overall awards. Scores are determined based on the accuracy of contestants’ placings as compared to the placings of a panel of approved judges.
YOUTH DUMMY ROPING
THURSDAY OCTOBER 10TH
The CINCH Dummy Roping Contest allows young cowboys and cowgirls a chance to showcase their roping skills on the big stage of a Congress show arena. Contestants are divided into two age groups: 8 & under and 9-12 years old. Contestants compete by roping a bones heel o matic.
The competition begins with round one, where two loops are thrown. Contestants who catch the steer both times advance to round two, if they are 8 & under. Contestants in the 9-12 division who make it past round one advance to the next round. In the finals, a distance line is marked and increases until a winner is crowned. Horn size may also be changed to determine a winner.
Three legal catches will be used in the 8 & under division. “Slick horns” only will be used for the 9-12 division. Boundary lines will be used in all rounds. Contestants may not rope the entire dummy and no fishing is allowed.

NATIONAL YOUTH ACTIVITY TEAM TOURNAMENT
The All American Quarter Horse Congress hosts the largest National Youth Activity Team Tournament (NYATT) competition in the world. The NYATT brings together many youth from state and regional Quarter Horse association across the United States and Canada and promotes horsemanship and sportsmanship in a one-day event.
Teams consist of 1-16 members and must be sponsored by a state or regional Quarter Horse association. Teams can have no more than two members compete in each of the eight NYATT classes: Barrel Racing, Horsemanship, Hunt Seat Equitation, Hunter Under Saddle, Ranch Riding, Reining, Showmanship, and Western Pleasure. Oftentimes, NYATT is so competitive that youth must fight for a spot with their associa tion’s team in the spring.
At the end of the day, contestants do not go home empty handed. Medallions are awarded to the top 15 individuals in each class, with class winners receiving the coveted Don Bell Congress bronze trophy. To determine overall team standings, points are awarded for each individual’s efforts in every class, with first place receiving 10 points, second place nine points, and so on.
The 2024 NYATT competition will be held Sunday, October 20. The day will conclude with NYATT awards, where every team is recognized for the accomplishments of participating in the tournament, as well as honoring the top overall teams in each division.

QUEEN YEAR IN REVIEW
2023 ALL AMERICAN QUARTER HORSE
CONGRESS QUEEN
JESSICA BLEVINS
Stay confident but curious, and above all, Be Kind!
PHOTOGRAPHER : SARAH JOHNSON fig 1
2023 CONGRESS QUEEN : JESSICA BLEVINS
I cannot believe it has been a year since I heard my name announced as the 2023 All American Quarter Horse Congress Queen! This was a dream of mine that started as early as I can remember, and it grew each year as I looked forward to seeing the glamorous Congress Queen’s Booth, new queen “outfit of the year”, coloring contest pages, and the candidate photos in the Congress Program. While at times this dream of becoming the Congress Queen felt very distant, I am so thankful for every step of my journey that led me to my dream being realized.
While I attended the Quarter Horse Congress and other horse shows each year, I did not spend every year as a youth competing in Quarter Horse classes. During my time in college, I renewed my passion for showing Quarter Horses, and teamed up with my mare “Potential Winner” in the Level 1 Amateur Western Pleasure class. We found immediate success in the show pen, and the warmth and support that I felt from the Quarter Horse community re-ignited that dream I had for many years as a child – to compete for the title of All American Quarter Horse Congress Queen.
In June of 2022, I participated in and won the Indiana Quarter Horse Queen Contest and then competed in the 2022 Congress Queen Contest, where I earned the 2nd Runner-Up honors. After this high placing and having such an enjoyable experience, I was more determined than ever to prepare for the 2023 Contest. After many hours of studying and riding, I headed to Columbus at the end of September feeling both nervous and confident, as well as thankful for all the support I had received.

2024 ALL AMERICAN QUARTER
Arriving at the show a few days before the Queen Contest, I was already filled with excitement as I made my final preparations, studied the 2023 Official Congress Program, and got my hats reshaped. The contest kicked off with a pajama pizza party which was made even more fun by receiving goodies from sponsors and then a gift exchange between the girls. I listened as the 2022 Congress Queen, Kylie Good, recounted some of her favorite memories of her past year, and I looked forward to the upcoming competition. Over the next few days, my fellow contestants and I completed the scored portions of the contest that included an in-depth test over the AQHA rulebook and Congress facts, a dinner and interview with panel judges, and a horsemanship class.
CONGRESS
In between those components, we thanked the gracious vendors that sponsored the contest and then had a fun-filled excursion to the bowling alley. The last event before the crowning was the Heroes on Horses ceremony, where we presented the flags and awarded decorated veterans after their class. When it came time for the coronation, I was so honored to have represented my home state association of Indiana as I fulfilled my childhood dream of becoming the 2023 All American Quarter Horse Congress Queen!
During the following two weeks after my crowning, I congratulated hundreds of finalists, top ten exhibitors, and Congress Champions. I got to connect with businesses and individuals who sponsored the Queen Contest and express my gratitude. I also met with various special groups including horse judging teams and children from the Discovery Riders Program. From taking photos with little girls, to meeting horse enthusiasts from other continents, or meet-and-greets with western celebrity influencers, every day was filled with wonderful interactions. It was an experience that was truly remarkable!
The final day of the 2023 Quarter Horse Congress was bittersweet for me, but I was also so excited to represent the Congress and the Quarter Horse industry during the year to come. My first official trip ended up not being to an equestrian event at all, but instead the North American International Livestock Expo. I enjoyed relating to animal showmen of llamas, cattle and hogstheir love for their animals reminded me of what I see in the Quarter Horse industry!
In November, my mom, dad, cat, and I drove to Oklahoma City to attend the Nutrena AQHA and Adequan Select World Championship Show. I enjoyed presenting the iconic globe trophies, as well as watching one of the most anticipated classes of the show, the Pleasure Versatility Challenge.
As the new year rolled around, I was able to extend my gratitude to my longtime supporters at the Indiana Quarter Horse Association Banquet. A few weeks later, I enjoyed being back in the capital of the Buckeye state as I was an emcee at the Ohio Quarter Horse Association Banquet. In March, I hit the skies to travel to the Arizona Sun Circuit. In front of the beautiful desert background, I enjoyed watching upwards of 12 arenas of classes showing concurrently! Back in my home state, I attended the Indiana Equine Round-Up, where I chatted with rodeo queens as we tossed t-shirts into the crowd before the ranch rodeo.
As sunny skies brought warmer temperatures, I headed to the Virginia Maiden and Spring Breakout. While my mom may have not appreciated the steep mountain descents on the drive to Virginia, we definitely appreciated the talented horses, large payouts and friendly hospitality that the show offered! Shortly thereafter in Wilmington, Ohio, the AQHA Level 1 Championships East provided a competitive environment and the opportunity to bond with this year ’s state association queens. I returned a few weeks later to the same facility for SOQHA’s The Madness, an AQHA Top Ten show circuit. A few days later, it was once again time for wheels up as I made my way to the AQHA Level 1 Championships West in Las Vegas. I feel so honored to have awarded winners at the largest Level 1 West show to date!

In the exciting heat of the summer, I landed on the East Coast to award Top 3 exhibitors at the AQHA Region 5 Championship in New Jersey, where I was graciously hosted by 2022 Congress Queen Kylie Good and her mom, Denise.
At the OAQHA ‘not so’ Little Buckeye, one of the highlights of the show was the Lead Line class with 30 impressive entries! I awarded giant elephant stuffed animals and beautiful champion neck ribbons to every adorable participant.
After a quick trip to the 4-H Horse and Pony Show at the Indiana State Fair, my mom, cat, and I made the drive to Oklahoma again for my final jaunt before the Congress this year - the AQHYA Youth World Show and the NSBA World Show.

I was often asked if I ever got tired of smiling for win photos, but I can honestly say that my excitement for the many exhibitors I congratulated was genuine. Before earning this title, my respect and love for the industry was already very great, but each day, I became more appreciative of what the Quarter Horse industry has to offer, and I feel beyond blessed to have been a part of it.
Everyone that I have encountered this year has held a role in making this the best year of my life. I extend my sincerest gratitude to the Ohio Quarter Horse Association, the Congress Tri-Chairs and Dr. Scott Myers and Justin Billings for giving me the platform and resources to serve as the spokeswoman for this magnificent event. That job was made easy, because I truly believe this is the best horse show on earth!
The Congress Queen Team of Jaymie Drury, Jess Elsass, and Brittany Hostetler, as well as photographer Sarah Johnson, made competing for and then becoming the Congress Queen the most enjoyable experience, and I greatly appreciate their hard work. After a year of looking up to Kylie, I was so thankful for the help and guidance she offered as I became Queen and she moved into her new position on the Queen Team.

Year after year, the generosity of Congress Queen Sponsors helps the Queen Contest boast a prestigious prize package, and their support and very generous donations throughout my reign have meant so much to me. Also, I would like to give a special thank you to Berry Fit for outfitting me with the iconic “Queens’ Closet” for all of my events.
fig I am not sure everyone realizes the amount of hard work it takes to produce successful horse shows, but there are many individuals across the country who work tirelessly to do so. I so greatly appreciate the kindness these people showed me as they welcomed and accommodated me. In particular, I have a new respect for and many fond memories with awards staff members.
To the many friendly faces at shows, like Gordon Downey, whose outgoing nature and love for the industry helped me connect with even more people, I thank you.
23
I will be forever thankful for my many friends, IQHA members, and sponsors who supported me and helped me prepare for the contest - I couldn’t have achieved this without you! Thank you, Justin Strain, for helping me become a better horsewoman and Jenell Pogue for helping me prepare for the horsemanship class. 24 fig
I have been blessed with wonderful parents that have served as an incredible support system - thank you Mom and Dad for all of your sacrifices in helping me achieve my dreams!
As I prepare to pass on my crown to the next deserving young woman, I am filled with gratitude for my incredible time as the 55th All American Quarter Horse Congress Queen.
“Stay confident but curious, and above all, be kind!”
Gratefully, Jessica Blevins

Since 1968, young women from all over the world have made the trip to Ohio for the chance of a lifetime. Annually, affiliate Quarter Horse associations send contestants to compete at the Congress for the title of All American Quarter Horse Congress Queen. The Congress Queen serves as an ambassador of the show, welcoming spectators and exhibitors alike. In fact, the Congress Queen does so much during the show that she becomes one of the most memorable faces each year.
The Queen’s reign, however, does not end on October 27th. She makes appearances at many national events, including the AQHA Convention, AQHA World Shows and other major horse shows throughout the entire year. Aside from horse shows and AQHA events, the Congress Queen shares her love and knowledge of the American Quarter Horse with students, youth teams, 4-H and FFA groups. Past Queens have also been involved
with charity groups, such as Special Olympics and handicapped riding programs.
All queen candidates that compete at Congress must represent a state, regional or provincial Quarter Horse association. Candidates compete by participating in a three-part test. The first portion, worth 30 percent of the contestant’s total score, is a written examination of the AQHA Official Handbook of Rules and Regulations. Next is an oral interview, which is also worth 50 percent. In this section, contestants are judged on their poise, appearance and personality. Finally, the last 20 percent of the competition is based on a Horsemanship pattern, in which contestants are judged by a panel of AQHA-approved judges on their performance. The goal of the Horsemanship class is to demonstrate excellent riding ability and horsemanship skills. The candidate who receives the highest overall score is crowned the All American Quarter Horse Congress Queen.
The 2024 Congress Queen Contest begins on Wednesday, October 9th with a queens dinner with OQHA officials, interview judges and written exam, and oral interviews on Thursday, October 10th. The Queen’s Horsemanship class will be held on Friday, October 11th.
The 2024 All American Quarter Horse Queen will be crowned Friday, October 11th in Congress Marketplace.
