In August 2009, our Radiology Department opened the doors to our new MRI Unit, which houses a state-of-the-art GE 1.5 T MRI system. This new MRI offers a faster, more comfortable exam for patients with clearer and sharper images for physician. The GE 1.5 “T” MRI also provides Breast MRI studies for mammography follow-up, with no compression for enhanced patient comfort, and greater patient peace of mind. Raulerson Hospital is one of the only all-digital facilities in the State of Florida accredited by the American College of Radiology in all five modalities; CT Scan, MRI, Ultrasound, Nuclear Medicine, and Mammography. We also understand that coming into the Emergency Room can be stressful. We strive to make sure that each patient that comes to our Emergency Room has the best experience in the shortest time frame possible. One of the main goals of Raulerson Hospital is to reduce the time patients wait to see an Emergency Department physician. We have accomplished this by initiating processes and best demonstrated practices to ensure patients are cared for more efficiently and effectively. In fact, we have been so successful that our Emergency Department average wait times are now posted on our hospital website, electronic billboards and are available through iPhone applications. As our community grows, Raulerson Hospital will continue to recruit new physicians and offer the latest technology and services in order to provide a full spectrum of medical and surgical services. I am pleased to welcome you to Okeechobee The Magazine’s fourth year. This winter season has been a busy (and cold) one in our community. I have enjoyed meeting so many northern visitors this year. The lake has been full of boats and fishermen, both local and from out of town. It is a joy to see the restaurants and hotels so busy, and it was wonderful to have the fishing tournaments held in our community. Of course, this magazine isn’t the only local operation entering its fourth year. The Okeechobee County Fair will mark its fourth year when its gates open to the community on March 12. However, while the fair has been around for only a few years, its roots can be traced back to the mid 1990s when Okeechobee County Fair Association President Linda Syfrett first began working to make her idea a reality. Read about the fair’s beginnings in our interview with Syfrett. As regular readers of Okeechobee The Magazine know, history is a big part of our community. In this issue we offer a local history lesson from 101-year-old Eva Mae Williams, who shares her story of life in Okeechobee so many years ago. Also in this issue we get to know Brian Cartland. His job as executive director of the newly formed Business Development Board of Okeechobee was created to help diversify the local economy, and he plans to do just that. We have covered some very exciting events during the season, including the Bass ESPN Southern Open and the FLW Eastern Series fishing tournaments. These events had thousands of spectators. We also covered the Speckled Perch Festival, the Top of the Lake BBQ and the Top of the Lake Art & Music Fest. And I am proud to say that I chaired the inaugural Red Cross Ball in February. This “Red is for Love” gala was a sold-out event thanks to the talented committee and tireless help by local volunteers. You can check out photos of the event in this issue.

Each issue, Okeechobee The Magazine sends a local resident out into the community to visit local retailers on a $10,000 shopping spree. To help narrow the choices, each retailer selects three items for our shopper to consider. The shopping spree is imaginary; we don’t really fork over the cash. However, we do get a great look at what’s available at area stores.
Okeechobee County Fire-Rescue firefighter/paramedic Donny Arnold is no stranger to this community. A “native” Okeechobeean, Arnold graduated from Okeechobee High School in 1988. He enrolled at Indian River State College that same year and joined the OCFR Volunteers in 1989. Also in 1989, Arnold started working at HCA Lawnwood Regional Medical as a monitor technician. He transferred to HCA Raulerson Hospital in 1996, where he worked as a monitor technician, EEG tech and case manager, doing social work. In 1998 Arnold was awarded the Dr. Frist Donny purchased this hand-carved wooden ladder fire truck.
Humanitarian of the Year award, which was also Raulerson Hospital’s Employee of the Year award. The same year he received the Volunteer Firefighter of the Year award for OCFR. In 2002 Arnold was hired by OCFR full time as a firefighter/EMT. He continued his education at Florida Medical Training Institute and became certified as a paramedic in 2004. In 2009, Arnold joined Doctor’s Clinic of Okeechobee and developed a weight-loss and wellness program (known as Lifestyle Weight Loss and Wellness), where the all-paramedic team of himself, Ryan Hathaway and Shannon Gagliardi has seen more than 500 people come through their doors to become happier and healthier. Most are familiar with Arnold and his volunteer work

within the community. He started the Little Mr. and Miss Firecracker fundraiser beauty pageant, which is in its 15th year. In that time the event has raised more than $35,000 for fire-prevention materials for the children of Okeechobee as well as much-needed equipment for the volunteer firefighters. Some of Arnold’s other volunteer work is as follows: • Past board member of the American Red Cross and American Cancer Society (having served on the Relay for Life committee for three years). • Organized the 9/11 relief fund for Okeechobee County after the Sept. 11, 2001 terrorist attacks, raising $28,000. • Organized a cancer benefit for Gerald Hawthorne, a volunteer firefighter who lost his battle with cancer, raising $33,000. • Organized the Gene O’Neill benefit during O’Neill’s battle with cancer, raising more than $14,000. • Health and Safety Expo co-chair since 2008. • Okeechobee County Fair Association member since 2008. • American Red Cross “Heroes in the Park” Committee member. Arnold is married to Madonna Bryant Arnold, and they have two children: Ryan, four and a half, and Rylie, two and a half. Donny’s first stop was Rustic Style and Cabins (863-6344697) at 505 NE Park Street. Owned by Nita Salmon, Rustic Style and Cabins offers log cabins, custom rustic
furniture and vacation packages to the town of Phil Campbell, Ala. Although he was interested in the log cabin vacation in Alabama, Donny decided to purchase something he could use around his pool in Okeechobee. A unique teak root bar with four bar stools ($6,100 for all) was the perfect set. The unusual color and style of the solid heavyweight furniture was part of this one-of-a-kind set’s charm. Next, Donny chose a rustic armoire made of Tex-Mex pine with cowhide inlays. The piece has three shelves and three doors and would fit nicely in Donny’s home. Nita has a lot of unique items such as an autographed copy of Highwaymen murals by Gary Monroe ($59.95, signed by Al Black), something Donny just had to have. Donny went to his next stop, The Canvas Shop (863763-7500), thinking about a cover for a boat. After entering the store at 909 S. Parrott Ave., Ste B, Donny changed his mind. Owners Donna and Carl Gaiser greeted Donny and showed him the awning they were working on.
The couple has been in business for five and a half years, and make boat tops and covers as well as frames and awnings. Donna makes custom canvas bags with cloth interiors. After seeing one in red, white and blue, Donny ordered one for his wife in blue and orange with a Gators print cloth interior ($50).
With his bar and bar stools in mind, Donny thought a nice awning in Gators blue and orange would be better. The custom piece ($900 installed) would be constructed on a stainless steel or aluminum frame using Sunbrella acrylic fabric that does not fade, sag or bag. Guaranteed for five years, the awning would take three or four weeks to make and install.
The Canvas Shop is open 8 a.m. to 5 p.m. Monday through Friday and 8 a.m. to noon Saturday. Appointments are available also.
“Usually we try to get things out in under two weeks, but right now we’re slammed,” Donna said.
After leaving The Canvas Shop, Donny was off to his next stop, St. Lucie Battery & Tire (863-357-2431). Located at 198 Highway 98 N., the store carries auto and truck tires as well as accessories, buggy tires and tool boxes. Donny needed a set of tires for his 2005 Chevy pickup. Manager Cindy Nutter helped Donny choose a set of Cooper ATR all-terrain tires ($660 for four) that included free mounting and tire rotation every 3,000 miles for the

life of the tires. A new set of Pacer 17” chrome rims ($500 for four) and a black UWS diamond plate toolbox ($239) had Donny riding in style. “It’s all about me today,” Donny said.

Cindy noted that customer service is St. Lucie Battery & Tire’s number-one goal. With six locations and 24 hour roadside assistance, St. Lucie Battery & Tire is open 7 a.m. to 5 p.m. Monday through Friday and 7 a.m. to noon Saturdays.

With his shopping done, Donny headed to SkipJacks Southern Seafood Shack, (863-467-0470) a restaurant near and dear to his heart. SkipJacks, located at 105 SE 6th St., carries a slim-and-trim menu suggested by Lifestyle Weight Loss and Wellness Center (to which Donny belongs). The selections are proportionally correct and nutritionally sound. Donny worked with Director of Operations Joe Graisbery to incorporate the healthier menu. The eighth annual Top of the Lake BBQ Affair, held on Jan. 23 and 24, that combined local and national BBQ teams from as far away as Luck, Wis. was held while teams competed to earn trophies for best mouth watering BBQ. This contest was a qualifier for the national Jack Daniel’s championship and a part of the Florida BBQ Association Triple Crown. Individual awards, including People’s Choice, Sauce, Beer Can Chicken, Apple Pie and Home Boy, were presented as well as standard awards for Chicken, Ribs, Pork and Brisket. Triple S BBQ won the local Homeboy Award, and the winning local “Home Boy Reserve” team was Soggy Bottom Cookers and Brush Fire was second. The grand champion in the Pro division was Bub-Ba-Q from Georgia. The Woodhouse Grill placed second.

The Economic Council of Okeechobee held its 20th annual celebration on Jan. 16 at the Pine Creek Sporting Club. The founding members of the Economic Council and the current council members, along with many of the local business supporters, gathered at the Pine Creek Sporting Club for a lunch, celebration and history of the Economic Council. Congressman Tom Rooney sent a spokesman who thanked the council members for their continuing interaction with his office to promote the city and enhance its commerce.

Battle of Okeechobee The reenactment of the Battle of Okeechobee took place on Feb. 6 and 7 at the 145-acre Okeechobee Battlefield State Park. The event included many demonstrations, live music and 150-year-old replicas of settler, Army and Seminole campsites. The battle reenactment was held on both days and large crowds enjoyed all the festivities and interfacing with all the actors, vendors and historians. When the economy began its current downward path, it was clear to the average American family that financial sacrifices would have to be made. And the first thing on the chopping block was entertainment. Gone are remote vacations, replaced by local “staycations” much closer to home. Although Okeechobee is little more than an hour’s drive from the entertainment mecca that is Orlando, not everyone can afford a trip to Disney or Universal Studios this year. But then again, with the 2010 Okeechobee County Fair right around the corner, there’s really no need to leave town. The fair opens its doors on Friday, March 12 and will conclude its 10-day run on Sunday, March 21 at the Okeechobee County Agri-Civic Center. The theme of this year’s fair is “Hometown Family Fun,” and the focus is on delivering a day’s worth of top-notch entertainment that all ages can enjoy and all families can afford. As Okeechobee County Fair Association President Linda Syfrett points out, all entertainment is free with the $5 price of admission. “We’re really making every effort we can to make the fair affordable so people can stay in town, have a day with their family and not have to travel outside Okeechobee,” she said. New to the fair this year are horse-showing events and competitions, including the Parade of Breeds and exhibition (March 12), speed events (March 13), the Extreme Trail Challenge (March 14), and a 4-H Mounted Drill Team competition (March 20). Of course, the competitions aren’t limited to those that involve animals. Once again, a pageant will be held to crown one lucky young lady Miss Okeechobee County Fair. (Last year’s fair queen was Alexandria Ming.) Not only does the winner carry the title of fair queen for the next year, but she will also be eligible to enter the 2011 Miss Teen Florida USA pageant or receive a $1,000 scholarship, as well as representing Okeechobee at local and out-of-town events. However, this year’s winner won’t be alone; she’ll be joined by a “little sister” — the very first Little Miss Okeechobee County Fair. Whereas
the former pageant is for girls between the ages of 14 and 19, the latter is for ages nine to 13. The pageants will take place March 12 at 6 p.m. (Little Miss Okeechobee) and March 13 at 5 p.m. (Miss Okeechobee) in the entertainment tent. Another long-standing attraction is the annual Okeechobee Youth Livestock Show, a local tradition for more than 50 years. It features a swine show, a beef breeding show and steer show, dairy and lamb shows, as well as poultry and rabbit projects. Other features include Okeechobee Idol, karaoke contests, a magic show, Motors of the Midway, demolition derby, Hispanic band jamboree, live music by Eagles tribute act Hotel California and more. But the fair is not only about providing people entertainment for a day; there’s one feature that has a long-lasting impact — the annual college scholarships. It’s something Syfrett feels is a crucial element of the fair. In addition to her work with the fair association, she is also president of the Okeechobee Education Foundation and a member of the Indian River State College Board of Trustees. “The fair is dedicated to the community, and the students are a big part of that,” Syfrett said. “We benefit from their participation. I feel like we should give back to the community, and especially to the students in the form of scholarships.” Although the Okeechobee County Fair is only in its fourth year, Syfrett and the other officers and board members of the fair association have been working on the project for a lot longer. Having been involved in the South Florida Fair in Palm Beach County and the Florida State Fair in Tampa (Syfrett currently serves as secretary of the Florida State Fair Authority), she saw no reason why Okeechobee couldn’t have its own county fair. And in 1996, the Okeechobee Agri-Center and Fairgrounds Steering Committee was formed to explore the idea and present its findings to the Okeechobee County Commission. “We all got in my Suburban and went on tour,” Syfrett www.OkeechobeeTheMagazine.com

recalled, describing the group’s long and in-depth research. “We went as far north as Clay County, outside Jacksonville. We talked to people, looked at facilities and talked to experts, including a consultant with the Georgia National Fair in Perry. He told us we needed 150 acres.” From there, the process to purchase land began, and in 1999, a deal was made and the county bought the land. The groundbreaking was held in May 2003. Originally from Boston, Mass., Syfrett moved to Palm Beach County at age nine, having grown up in Jupiter. She graduated from the University of Florida College of Pharmacy in 1970 with a bachelor of science degree in pharmacy. That same year Syfrett started working at St. Mary’s Medical Center in West Palm Beach. In June 1971, she married Chuck Syfrett, who, with his father Charlie, owned a Lake Park-based feed business, Syfrett Feed Co. It wasn’t long before the needs of the business called for a move out west. “When all the cows moved from Palm Beach and Broward to Okeechobee, it made more sense to build a new, more modern plant in Okeechobee, so that’s what they did,” Linda said. The plant was finished in late 1976, and the Syfretts moved to Okeechobee in January 1977. However, business wasn’t the only thing the Syfretts were focused on. With the birth of their daughter Melissa — now 33 — the young couple had become parents. Another daughter, Jill, was born three years later, followed by a son, Charles, two years after that. With three children to take care of, Syfrett wanted to spend more time with them as they became involved in extracurricular activities, sports and, most important, 4-H. “Melissa got a dairy heifer to raise and show, and we joined 4-H,” Syfrett said. “You

By 1991, Syfrett had retired from her career as a pharmacist and became a full-time volunteer (as well as a full-time mom). Although volunteering lacks a financial incentive, Syfrett said there are other ways in which it pays off, citing her work as an IRSC trustee as an example. “Graduation is what trustees call ‘Pay Day,’” she said. “That’s where you really see the fruits of your labor. Seeing people getting degrees who otherwise wouldn’t have had the opportunity, who can’t afford to pack up and go away to school.” Watching others grow and develop, whether it’s an adult receiving her college degree or a youngster learning how to breed livestock, has always been motivation for Syfrett. And the more deeply one is involved, the greater the satisfaction, especially when it comes to 4-H.

“There are different levels to be involved with,” Syfrett said. “If you are able to be involved at a higher level and participate in giving demonstrations and speeches, it’s even more valuable because of the communication skills and experience you get with speech-making. All the advantages you have when you’re exposed to the world like that.” Syfrett said her children gained a lot of real-world experience before graduating from high school, noting that because of their involvement in 4-H they had been to Gainesville, Tennessee, Kentucky, Pennsylvania and even Madison, Wis., where they were part of the Florida dairy judging team at the World Dairy Expo. “They had a lot of opportunities to speak in front of people they never met, and meet other kids like them,” Syfrett said. “It really helped them. They’re much more worldly.”

The 4-H program in Okeechobee is especially strong, Syfrett said, pointing to the fact that several of its members were previously awarded 4-H Volunteer of the Year, including Syfrett herself in 2000. “4-H to me and a lot of people is the best youthdevelopment program in the country because it offers so many life-learning lessons, whether it’s keeping a record book, showing up on time or being responsible and organized,” she said, adding that because 4-H is open to all children, she has the opportunity to work with mentally challenged youths who otherwise wouldn’t have been able to take part in certain activities. And for Syfrett, inclusion is part of what the Okeechobee County Fair is all about. “It’s good for our community to have a family-oriented event people can afford,” Syfrett said. “They can come and not spend a lot of money but still be able to enjoy themselves and be together as family.” And that’s the whole idea this year — Hometown Family Fun. Eva Mae Williams and a Century Of Life In Okeechobee

The official state tree of Florida is the sabal palm, also known as the cabbage palm. Many locals know that the cabbage palm gives us the southern delicacy known as heart of palm or swamp cabbage. The sabal palm is known to be a very resilient and tough tree. It is not surprising to learn that when asked what the secret to life is, Eva Mae Williams quickly replied without hesitation, “swamp cabbage.” After all, her life is like that of a sabal palm — strong, resilient and tough. If there’s anyone alive today who can give a comprehensive account of Okeechobee’s history in the 20th century, it’s Eva Mae Williams. The 101-year-old lives quietly in a beautiful home off Eagle Bay Drive in southwest Okeechobee. In 1908, Theodore Roosevelt was president of the United States. Eva Mae Williams was born on Sept. 19 of that year. Born to Rev. Walter Whidden and Nellie Whidden of Crewsville, Fla., Eva Mae was one of five children. She had twin brothers named Maxie and Murl, another brother Emory and a sister named Ruth. Her father was a preacher with the Church of God. For many years, the family lived in Crewsville, a tiny town not far from State Road 27, off Highway 66 along the Hardee and Highlands County line. The landscape has changed quite a bit over the years, with orange groves filling much of the land now. Eva Mae said her family moved a lot in those days
and noted how her father would be called upon to preach in different areas. In the early 1900s, there were no established churches. “People came to our house, or we would meet them at other places,” Eva Mae noted. Eva Mae said the Church of God headquarters would notify her father of different meeting places, and they would just go where they were needed. She recalled having many friends as a child. “We moved a lot, so I had to get new ones,” Eva Mae said, adding that overnight trips to Fort Pierce would take days at a time. “We traveled on an old flatbed truck, and it was such a bad road and rough land.”

Eva Mae’s family had heard through word of mouth that there was such a thing as an airplane, and they finally got to see one. It was a great and historic memory for Eva Mae and her family.
Altogether, growing up in the early part of the century was pretty tough, Eva Mae said. “I remember our old broken plates we had, but hey — I was just glad to have dishes,” she said, adding that there were times when she had to chase chickens and pigs out of the outhouse and take outside baths.
Eva Mae met her husband Zibe Williams one night while her father held church services at their home in Crewsville. Zibe was a young man who had grown up in the area. The couple married in 1927 and about a year later started a family when Eva Mae gave birth to Haynes, her first of three sons. Today, Haynes Williams lives as a successful cattleman and businessman in Okeechobee. Eva later gave birth to sons Bill and Paul who are now deceased. (Paul died shortly after birth.) Eva Mae also has four daughters: Grace Taylor, now of North Carolina; Wanda Sue Wolford, now of Jacksonville; Mary Helen Fulford, now of Frostproof; and Okeechobee’s own Betty Hazellief.
The history books tell us that in 1899, the Wright Brothers designed an airplane, and in 1900 tested their new biplane glider in Kitty Hawk, North Carolina. In 1909, the U.S. government bought their first airplane. And it was in 1913 that Eva Mae, just five years old, was working in the field with her family when they noticed something that looked like a large bird. In fact, it turned out to

The Great Okeechobee Hurricane of 1928 is a memory that Eva Mae still recalls. Thousands of people were killed during the storm. It was one that walloped the town with 140-mile-per-hour winds. The history books tell us that it was one of the ten most intense storms ever to make landfall in the United States. Eva Mae was 20 years old then and her husband and father helped bury the dead. “I was young during the flood, but I remember the lake was in the town,” she said, adding that she had a good friend who survived the flood. “I had a friend who had very long hair, and during the flood, it got tangled in the trees. She almost never got out. She cut her hair short after that.” When Eva Mae and Zibe moved back to Okeechobee in 1940, they settled in a small home in the center of Okeechobee City. It was located behind what is now her son Haynes’ business. The building today is popular for its large mural of the Williams family cattle drive of 1937. Okeechobee Main Street dedicated its first mural project to depict an important part of the family’s history. The mural shows Zibe and Haynes driving their cattle through Okeechobee on their way to Martin County. Once settled in Okeechobee, Zibe ran an insurance company out of the old Southland Hotel and Eva Mae worked hard raising the children. Whether it was cooking, cleaning or sewing, she was busy. “Momma made a lot of the kids’ clothes,” Eva Mae’s daughter Betty said.

In addition to her own children, Eva Mae took in her younger sister Ruth so she could go to school. Ruth lived with them and was just another
member of the family. It was an interesting time in Okeechobee to say the least. Whether it be tending to her duties at home, enjoying hunting and fishing the land, or being on the lookout for Japanese fighter bombers, Eva Mae was busy. “It was rough during World War II,” Wanda Sue said. “Momma used to take her shift watching for Japanese aircraft on the second story of the old canning plant in the Markham building.”

The mid 1950s were good to Eva Mae and her family. She enjoyed the fact that she had planted her roots firmly in Okeechobee. “I used to fish and hunt a lot, and we camped out often in those days,” Eva Mae said. An avid hunter, Eva Mae once killed three turkeys in one shot. “She was tough. She could do it all,” her daughter Betty said. “Her and Aunt Ruth could outshoot most men,” Wanda Sue added. When not tending to the family ranch, Eva Mae was active in the community. She was a local Girl Scout leader as well as very active in the Eastern Star in Okeechobee. Back then, some called the Eastern Star a female version of the Masons. It has grown

over the years, and is now known to be one of the largest fraternal organizations in the world to which both women and men belong. Eva Mae was also very active in the American Cancer Society and was the first president of the local chapter. Life has slowed down considerably for Eva Mae Williams. She is a proud mother of seven, grandmother of 18, great grandmother of 35 and great great grandmother of 15. Her home is full of beautiful art and china she has painted over the last several years. “I don’t know how I learned to do these things, because I lived in the woods so much,” she said; to this day, Eva Mae still has artistry flowing out of her as she continues to make beautiful beaded jewelry. Outside of Eva Mae’s home, mixed in between the towering 100-yearold oak trees, stand several sable palm trees swaying in the wind — a testament to the toughness, resiliency and heart of Eva Mae Williams. W
ith its vast lake, lush pastures and strong heritage, Okeechobee County is an ideal place to live, play and work. But in these difficult times, jobs can be scarce. Enter Brian Cartland, the first executive director of the Business Development Board of Okeechobee. Since September, Cartland and the BDB have been working hard to expand the job market in Okeechobee. “The establishment of the BDB and hiring Brian as our executive director is an important step for Okeechobee’s economic future,” said Mark Smith, CEO and president of Seacoast National Bank-Big Lake Region and the BDB’s chairman. “Brian brings a great deal of experience and professionalism to the position and will be an asset to both existing and new companies.” In 2001, Okeechobee County was just under 79 percent of the state average wage, but in 2008 it dropped to 75 percent. However, Cartland and the board are striving to attract new businesses, expand existing companies, and provide a variety of higher-waged jobs. “The goal of the Business Development Board of Okeechobee is to help diversify the economy of Okeechobee,” Cartland said. “We have a great history in agriculture and tourism, but we need more manufacturing, logistic and distribution companies, and creative sources such as publishing, photography, web design and art.” In his first year, Cartland aims to identify businesses in the area that are looking to grow. Three years from now, he hopes to have secured 250 higher-waged jobs. “In five years we plan to make Okeechobee a premier business destination and to attract a greater diversity of high-wage employers to the area,” Cartland said. “I often am able to put companies in touch with resources to receive tax credits, hire and train employees, and find potential customers.” Cartland said he is already consulting with Galley-Maid, which makes products for luxury yachts, racecars and environmental technology, and is helping the company get into the international export market. He is also assisting Royal Concrete Concepts, Syfrett Feed Co., LS9 (a bio-fuels company from San Francisco) and B&D Biomedical Waste Services. “Okeechobee County has dynamic assets in Brian Cartland and the board,” B&D Biomedical Service CEO Jeff Davis said. “I would recommend that any business new or existing make it a point to contact Brian. have grants available, but he can guide companies toward loans and help them find alternative financing through the Small Business Administration. “The most important assets Okeechobee has to attract new businesses are its central location, abundance of reasonably priced industrial property, rail service and a great workforce,” Cartland said. “The quality of life here is a big plus. Many people are attracted to the relaxed atmosphere.” Although the board is primarily concerned with bringing manufacturing to Okeechobee, it also coordinates with tourism agencies and the travelplanning web site VisitFlorida.com to let people know what a great destination and working environment Okeechobee offers. “For example,” Cartland said, “recent fishing tournaments brought hundreds of people to our community from all over the country, many of them business people who saw what a great place Okeechobee could be to not only play in, but work in.” To find and target appropriate industries for Okeechobee, Cartland has joined national and regional organizations such as the National Association of Industrial Office Parks, the South Florida Manufacturing Association, Florida’s Heartland Rural Economic Development Initiative, Florida Research Coast, and Enterprise Florida. He keeps in close communication with industrial Realtors in the area. “It’s also important to get out and talk to existing businesses in the area,” Cartland said. Because Okeechobee’s central location could be very important to distribution and logistics companies, Cartland is a member of the Council of Supply Chain Management Professionals, whose members work in freight forwarding and include representatives of distribution companies
such as GE, Perry Ellis, Del Monte and Levi-Strauss. “We are not looking to poach industries from other parts of Florida, but if they can’t expand where they are currently located, we want them to know Okeechobee would be a good opportunity,” Cartland said. While conditions are still tough here economically, with an unemployment rate of 13.2 percent compared to 11.8 percent for the state average, there are signs of growth. Presently, Cartland is courting companies in the manufacturing, recycling and alternative energy industries. One of these manufacturing companies would create 50 jobs at about 160 percent of the average wage in Okeechobee. At present, he has nine active prospects. Although the BDB does not typically get involved with retail businesses, Cartland is coordinating with those in Okeechobee because they are so important to the economic health of the community. He lists Okeechobee Veterinary Hospital, Southern Style Fashions, Hampton Inn, Cowboy’s Bar-B-Q & Steak Co.and SkipJacks Southern Seafood Shack as some of Okeechobee’s new or expanded retail businesses. Cartland also noted the Shops on the Boardwalk, which will open soon. One aspect of industrial expansion is to encourage absorption of existing buildings and land. He is working with the city on redeveloping Commerce Park, as well as the Okeechobee Airport Industrial Park. The BDB will be coordinating with IRSC and Florida Atlantic University to provide training and workforce development. Cartland plans to meet with industry people locally to see what their needs are and communicate these concerns to the colleges. Workforce Solutions of Okeechobee also has a part-time person at the college to help transition students to the work place. “Training and workforce development are critical to the success of economic development,” Cartland said. Cartland brings a wealth of experience to his job as BDB executive director. He began his career in 1992 with the State of Florida in its international trade and tourism divisions and also managed incentive programs. Cartland has been employed in economic development positions in Tampa, Sarasota, Pinellas County and Charlotte County. “Having held positions in Pinellas County and Okeechobee County, I will have been employed in one of the most densely populated counties in Florida and one of the least,” he said. Born in Oak Park, Ill., Cartland moved to Pine Island, Fla., when he was 12. He and his wife Julia both graduated from Florida State University where their daughter Amanda now attends. They have four children: Alexis, 22; Amanda, 19; Casey, 16; and Matt, 12. “They are looking forward to the outdoor recreational opportunities in Okeechobee,” Cartland said. After serving in economic development for many years, in 2005 Cartland got out of the field and started his own business, managing condos and homeowners’ associations. But Cartland wanted to get back into economic development because he

Rylee’s Hope Chili Cook-Off This year’s Rylee’s Hope Chili Cook-Off was held on Feb. 6. Participants braved wind and cold weather to prepare some of the best chili in years. This year’s winners were Okeechobee Christian Church (third place), Rotary Club of Okeechobee (second place), and first place went to Highland Pest Control. The “Best Cooking Station Award” went to the Junkyard Chili Crew. The coveted “Tasters Choice Award” complete with gold-plated chili pot trophy went to Paul Rocka State Farm Insurance.

Why the “Y” by RayE Deusinger
W
hy the “Y”? Ask anyone under 30 and they’ll look at you wonderingly. Ask anyone over 30 and they’ll probably tell you stories of workouts in the gym, swimming lessons, sports teams, child care, mentoring, arts and crafts, summer camps and a place that’s family-oriented and Christianbased. With the help of the community, Okeechobee can one day be home to its very own YMCA. Under the co-chairmanship of Brandon Tucker and Teresa Chandler and a committee of caring and involved volunteers, the people of Okeechobee can help make it happen. In April 2008, a school assignment asked students to come up with the answer to “What does Okeechobee need?” Fertile young minds came up with many wonderful ideas, which were presented at a county commission meeting. Allison Chandler’s fully researched proposal for a local YMCA struck a chord with some in the audience, and the idea began to germinate. A call to John Lass, president and CEO of the YMCA in Stuart, stimulated other phone calls, which produced cooperation with many community leaders, business people and the Okeechobee County School Board. “As it evolved, I became more excited,” Tucker said. “We need a place which is fun, structured and positive — a place for our youth, our teens and our families to go.” Tucker noted that the YMCA’s 56 |

Christian approach sets it apart from other youth programs currently being offered. “The ‘Y’ works at building strong kids and strong families with a Christ-centered focus,” he said. Article III of the by-laws of the YMCA states that the YMCA “is dedicated to putting Judeo-Christian principles into practice through programs that build healthy spirit, mind and body for all.” The organization is open to any person, regardless of race or creed from two years to high school and the families surrounding them. Okeechobee has always been a community of ethnic, racial and economic diversity. Okeechobee’s YMCA will be like the organization’s facilities in other areas, Tucker said. “The YMCA is an association of people,” he said. “It is a movement of helping each other reach their highest potential and making communities better places to live. We have an opportunity to include programs that reflect our community, like horseback riding,
agriculture and others which will preserve our uniqueness.” Another point of similarity between the Okeechobee facility and other YMCAs will be the way it is administered. A local volunteer board of directors will be elected annually by the voting members. They set local policies such as membership dues or program fees, which are set at a level accessible for the majority of the people within the community being served. The location of the Okeechobee YMCA has not yet been determined, but it will be central and accessible to the community. With enough people involved and enough contributions it can be a success. TWO PROFESSIONAL FISHING TOURNAMENTS STARTED THEIR 2010 SCHEDULES IN OKEECHOBEE COUNTY Okeechobee County was the launch site for 2010 opening tournaments for the Bass/ESPN Southern Open and the FLW Eastern Series at C. Scott Driver Park. Both tournaments had a full field of registered anglers from throughout the United States. (Bass, 400 anglers, 200 boats: FLW, 316 anglers, 158 boats). Local restaurants, hotels and gas stations welcomed these anglers who stayed throughout the month of January.

Despite some ups and downs with the winter weather, the anglers brought impressive catches of Lake Okeechobee bass to compete in these tournaments and spectators by the thousands showed their support by attending the weigh-in events. Coverage of the FLW Eastern Series tournament will be televised on VERSUS, May 2, from 12:30 to 1:30 p.m. FLW Outdoors, hosted by Jason Harper, is broadcast to approximately 500 million households worldwide. Both tournaments were proudly hosted by the Okeechobee County Tourist Development Council. 1. Competition was tough as hundreds of anglers brought their catches to the scales. 2. Bass boats line the bank at C. Scott Driver Park to bring their catches to the scales. 3. An incredible number of fans came to the weigh-in events every day. 4. S
pring in Okeechobee, what a beautiful time! Mother Nature’s creatures are all bearing their young as the circle of life continues. In the pasture lands, brood cows are birthing baby calves, and in the lake momma gators are hatching out tiny baby gators. The air smells clean, and everything seems as if it has been renewed. It’s a great time of year. Springtime is when the bass are spawning on the north shore, shell crackers are spawning in Tin House Cove, blue gill are bedding on Observation Shoal and specks can be found in the Kissimmee River and the shallow grass lines that rim King’s Bar. It’s an angling smorgasbord of sorts. Our guided fishing trips become more diverse during this time of year. We start each morning catching bass, and then as the bite ebbs around mid-morning, we switch to blue gill or shell-cracker fishing. There are several ways to target Okeechobee’s large blue gill. We use a jig pole with eight-pound test line, a small bobber and either a cricket or worm for bait. Another method used to catch big blue gill is with a light fly rod with a popping bug, or small rubber-legged spider for bait. Blue Heron Golf Club Blue Heron Golf Club (1925 SE Ninth Ave.) has been revived by Ken and Keller Orender, two hardworking siblings in the g o l f man a g em e nt business. The Orenders’ newest project comes after 25 years of turning failing courses into profit earners. The ir g oal i s t o b r i n g the enjoyment of golf to the greatest number of people. As an agronomist, Ken Orender knows this subject well and has documented it in his book Golf Course Maintenance Made Easy. More than 40 courses in Florida closed last year and fully twice that many may close this year. The simple solution is the elimination of waste, using equipment and personnel to their maximum benefit. This 5,558-yard, par 71 course is 100-percent open to the public, no memberships, just reasonable green and cart fees. Two Local Girls Star in Tennis By Charles M. Murphy, WOKC’s Voice of the Brahmans
O
keechobee High School has a bright future in girls tennis as two freshman girls have stepped into the lineup this year and have already made a huge impression. Heather Lanning and Samantha Rivero play United States Tennis Association tournaments, and both girls credit that experience with helping them be more prepared for high school matches. Rivero said the USTA tournaments have prepared her for large crowds and the distractions that fans can bring. “I have the experience of having a lot of fans around,” she said. “I’ve learned to block that out.” Rivero and Lanning each have played tennis for years. They have gotten
tennis instruction from coaches and joined the USTA several years ago. Lanning started playing tennis at the age of seven. She took to the sport right away and has improved every year. Lanning said the future of Okeechobee tennis is very bright. “With all the freshmen on the team our next few years should be awesome,” she said. The USTA tournaments have also exposed the girls to higher levels of competition. Most of the time they play in the USTA tournaments, they are as good or better than the players they meet in high school matches. A number of girls on the Treasure Coast teams also play USTA matches. Rivero said her game revolves around strong ground strokes at the base-

line. She said she has worked hard to improve her serve, the pace of her shots, and her consistency. “The net game is not the strongest part of my game,” Rivero said. “I avoid the net if possible. I just like to focus on my baseline power ground strokes.” Lanning, who battled a shoulder injury at the start of the year, said she works hard to improve her serve and her return of serve. She also has enjoyed playing in front of Okeechobee fans this year. “I’m really excited about playing as the number-one seed for Okeechobee,” Lanning said. “I like the home matches a lot. Okeechobee is a lot more fun than the away matches.” Tennis Coach Bryan Van Camp said both girls have the potential to do some really special things over the next four years. “They’ve played in important tournaments,” he said. “I don’t think the pressure of a high school match will affect them too much. In the last several years that I’ve been here in watching other girls, they definitely have potential to do something.” O
