One of the things we take great pride in is serving our members well. From serving reliable electricity to providing exceptional member service, our mission couldn't be carried out without those who connect our members to solutions in a friendly, knowledgeable manner. One of our goals has always been to have a local, friendly, live team of people answer our phones and direct members' calls where they need to go. This important role is sometimes the first to be outsourced to companies in another part of the country or even across the world. Sure, we could save a few bucks by doing this, but we believe our members are best served by those we have trained to know our system best. After all, keeping it local is what we're all about, and we're happy to celebrate National Customer Service Appreciation Week this month with our very own team of experts. We couldn't claim to be your trusted energy advisor without our member services team's ability to take care of our members' needs with knowledge and compassion day after day. They do a phenomenal job, constantly offering members solutions and helping them any way they can. We sometimes talk about evolving with technology, and I've never seen a team evolve more quickly than this one. From billing systems and phone systems to electronic meters, new software and everything in between, the training it takes to do their job well never really stops. While some of you have a face to put to OEC’s name, our member services team represents the voice of the co-op, and we couldn't be more proud of the job they do. Likewise, we treat all OEC Fiber subscribers like members — most of them are — and there's an additional level of support there. While we do outsource the first tech support call to another cooperative in the United States, we have invested in a large team of tier 2 support, who, like our member services team, are local and are skilled and ready to help solve the issues our fiber subscribers may have. We've worked with an evolving membership since 1937, but one thing always stays the same. When calling us, you appreciate having someone here in Norman who can help you find a solution, whether it's your electric account or fiber account. MAIL OEC board of trustees approves $2 million in capital credits to be paid to members from 2009 Unlike investor-owned utility companies that strive to generate profits for shareholders, electric cooperatives like OEC operate on an at-cost basis. Any profits made by OEC — referred to as margins — are returned to the consumermembers. Capital credits represent these dividends.

OEC’s board of trustees has authorized the distribution of over $2 million in capital credits to members of the cooperative who purchased electricity during parts of 2009. [534211805] Capital credits are somewhat similar to the dividends paid to shareholders of investor-owned utilities, except the co-op’s “shareholders” are the members it serves, and the “dividends” are the capital credits. It is one of the things that makes the cooperative business unique. Some who were members in 2009 might no longer be members but are still owed capital credits. Please visit www.okcoop.org/capitalcredits and, if you see a name you recognize on the list who could’ve been an OEC member during 2009, please have that person submit the online form and any accompanying documents. All address updates must be received in writing. If you see the name of a family member who is deceased and you are the rightful heir, you can download the form from www.okcoop. org/capitalcredits and return it along with the appropriate paperwork to transfer all remaining capital credits into your name. Checks will not be issued for less than $25 unless a member has no further refunds due for future years. Refunds of less than $25 are retained until and added to the next distribution. COOPERATION among

COOPERATIVES Oklahoma’s electric cooperatives send mutual aid assistance crews to assist Louisiana in the aftermath of Hurricane Ida Upon Hurricane Ida's landfall in Louisiana on Sunday, Aug. 29, Oklahoma's electric cooperatives promptly stepped up to offer their help. The storm left more than 1 million people in Louisiana without power and about 130,000 in Mississippi before moving on to affect those in the northeast parts of the U.S. OEC was among seven distribution electric cooperatives in Oklahoma who sent mutual aid assistance crews to assist with restoration efforts in the weeks following the storm's destruction. Oklahoma co-ops are working under the coordination of the Association of Louisiana Electric Cooperatives and have been assigned to assist sister cooperative DEMCO, based in the East Baton Rouge parish, a hard-hit area. DEMCO is the largest electric cooperative in Louisiana serving more than 113,000 members; its service area is comprised of 8,887 miles of line. As of Aug. 31, DEMCO reported 78,058 outages — nearly 69% of its membership remained without power. [8231390101] Given the extended nature of the restoration period, line crews are likely to rotate in upcoming weeks, according to Derec Janaway, safety and loss control director for the Oklahoma Association of Electric Cooperatives.

According to the Edison Electric Institute (EEI), Oklahoma’s electric cooperatives join the mutual aid effort alongside crews from 32 states and the District of Columbia. In addition to the industry standard safety protocols, line crews will follow CDC guidelines in light of the ongoing COVID-19 pandemic. Additional safety measures will be put in place to ensure crew members and consumers stay safe during restoration efforts. OEC sent 13 of its lineworkers and a variety of trucks and equipment to assist DEMCO. They worked alongside 30 other Oklahoma lineworkers in Louisiana. “Cooperation among cooperatives is one of the principles that guide electric cooperatives,” says Chris Meyers, general manager of the Oklahoma Association of Electric Cooperatives. “We are proud of the co-op crews that are lending a hand in this difficult time to help a sister cooperative. RURAL LIVING MADE MODERN OEC Fiber connects country living with reliable internet services

As more and more people move from the city to the country, the need for rural broadband continues to increase. People are looking to enjoy the wide-open spaces without giving up the comforts of modern living. That is precisely what OEC Fiber is here to do. “[People] like the one-acre lots. They like this kind of thing where you’re not really close to each other. When people are buying $300,000 homes, they want the stuff that goes with that. One of the pieces that was missing was high-speed internet,” said Walter Kula of Choctaw. Walter is a former Chief Master Sargent Sergeant with the United States Air Force. He retired from the service after 27 years with numerous awards and decorations. He went on to teach Aerospace Science for the Air Force Junior Reserve Officer Training Corps (AFJROTC) before fully retiring in July of 2021. His wife, Judith, retired from teaching 6th grade at Choctaw Public Schools in May. The fastest speeds they could hope for with their previous provider was only 10 Mbps. Most virtual learning platforms require at least 25 Mbps for the two of them to teach from home. Walter and his wife now enjoy up to 100 Mbps on OEC Fiber. Getting connected with OEC Fiber made sharing screens and engaging with their students from afar a breeze. Walter could even continue serving his community by conducting online meetings with Oklahoma City’s Traffic and Transportation Commission, where he has 405.217.6868

served as chairman since January of 2012. Online learning and work-from-home meetings are only the beginning of the fiber revolution happening in the Kula’s home. The mobility offered by OEC Fiber TV’s smartphone app has changed how Walter watches TV. Enjoying an evening in the backyard by the fire pit no longer means missing out on his favorite forms of entertainment. Our enhanced services mean Walter can enjoy the scenic views of his property while still rooting for his favorite team. “I watched the NBA Finals on the back porch. You can go anywhere,” he said. Fiber’s reliability became an even more significant asset when Walter found himself on bed rest this summer. A slight pain under his left breast that morphed into back problems and shoulder pain turned out to be a heart attack. OEC Fiber gave him the freedom to move about his home and property without losing connection while he recovered. The only thing he needed to focus on was getting better. “[It’s] the best way to provide TV and internet services,” said Walter. ACE Hardware, State Farm, REI, Land O’Lakes and OEC all share something in common: we’re all cooperatives. We may be in different industries, but we all share a passion for serving our members and helping our communities to thrive. In fact, all cooperatives adhere to the same set of seven principles that reflect our core values of honesty, transparency, equity, inclusiveness and service to the greater community good. October is National Co-op Month, so this is the perfect time to reflect on these principles that have stood the test of time but also provide a framework for the future. Let’s take a look at three of the seven cooperative principles. VOLUNTARY AND OPEN MEMBERSHIP Just like all co-ops, OEC was created out of necessity––to meet a need that would have been otherwise unmet in our community. So in 1937, a group of neighbors in the Lexington, Slaughterville and Noble area banded together and organized our electric co-op so everyone in our community could benefit. For a modest membership fee to the co-op, any farmer could get electricity brought to his farm. Neighbors came together to tackle a problem that they all had but couldn’t solve alone. They worked together for the benefit of the whole community, and the newly established electric lines helped power economic opportunity in our community. While this history may be forgotten, key parts of that heritage remain — the focus on our mission and serving the greater good. In this, we include everyone to improve the quality of life and economic opportunity for the entire community. Membership is open to everyone in our service territory, regardless of race, religion, age, disability, gender identity, language, political perspective or socioeconomic status. DEMOCRATIC MEMBER CONTROL Our co-op is well suited to meet the needs

of our members because we are locally governed. Each member gets a voice and a vote in how the co-op is run, and each voice and vote are equal. OEC’s leadership team and employees live right here in the community. Our board of trustees, who helps set long-term priorities for the co-op, also live locally on co-op lines. We know our members have a valuable perspective, and that’s why we are continually seeking your input and encourage you to weigh in on important co-op issues and participate in co-op elections. Our close connection to this community ensures we get a first-hand perspective on members’ priorities, thereby enabling us to make more informed decisions on long-term investments, such as high-speed broadband, solar programs, equipment and technology upgrades, electric vehicle programs, etc. MEMBERS’ ECONOMIC PARTICIPATION As a utility, our mission is to provide safe, reliable and affordable energy to our members. But as a co-op, we are also motivated by service to the community, rather than profits. Members contribute equitably to, and democratically control, the capital of OEC. At least part of that capital remains the common property of the cooperative. Members allocate surpluses for co-op programs, initiatives, capital investments and supporting other activities approved by the membership. Because we are guided by seven cooperative principles, it’s not just about dollars––it’s about opportunity for all and being fair when engaging with our members. The cooperative way is a values-based business model. OEC is a reflection of our local community and its evolving needs. We view our role as a catalyst for good and making our corner of the world a better place. And by the way, that sums up two other cooperative principles, “cooperation among cooperatives” and “concern for community”.

Western Farmers Electric Cooperative (WFEC), OEC's wholesale generation and transmission power provider, has an impressive renewable portfolio that includes wind, hydro and solar. OEC's Solar Garden, located at Interstate 35 and Highway 77 in Norman, began producing power in February 2017, and Tuttle's 40-acre Solar Farm began operation in March 2017. As more solar facilities come online, expect to see it added to WFEC's generation report, increasing the already robust mix of renewable energy sources.

Dutch Oven Mac & Cheese

Ingredients

1 (12 ounce) package seashell pasta 4 tablespoons salted butter 4 tablespoons all-purpose flour 1 cup milk 1 cup heavy cream 1 cup shredded sharp Cheddar cheese   1 cup shredded medium Cheddar cheese

1 cup grated Parmesan cheese, or to taste   1 cup panko bread crumbs, or as needed   ½ teaspoon salt   ½ teaspoon garlic salt   ½ teaspoon ground black pepper   ¼ teaspoon onion powder   ¼ teaspoon taco seasoning mix

Directions Preheat the oven to 400 degrees F . Bring a large pot of salted water to a boil. Add shells and cook, stirring occasionally, until tender yet firm to the bite, about 9 minutes. Drain and set aside. Heat an oven-safe Dutch oven over medium heat. Melt butter and flour in the hot pot, stirring, until blended; pour in milk and heavy cream, whisking continuously, until mixture comes to a boil. Continue to boil, stirring continuously, for 2 minutes. Reduce heat to medium-low; continue to stir until sauce thickens, about 10 minutes. Slowly fold in cheeses until melted and smooth. It is okay to raise the heat if you have to, just remember to keep stirring while the heat is on. Fold in cooked pasta until it is coated with cheese. Combine panko bread crumbs, salt, garlic salt, black pepper, onion powder, and taco seasoning in a bowl. Sprinkle macaroni mixture with just enough of the bread crumbs to coat most of the surface; you should still see some pasta underneath the bread crumbs. Bake in the preheated oven for 20 minutes. Turn on the oven's broiler and continue to cook until crust is golden brown and crisp, about 10 minutes. Remove from the oven and let sit for at least 15 to 20 minutes before serving.
