I cannot believe that it’s been three years since I was given the humbling opportunity to represent you all in our awesome organization. It’s even more amazing that for the next year, I’ve been given the chance to lead this organization. While convention may be over, your OSFA Executive Board and staff are already hard at work laying out the future of this great organization. We will choose a new Executive Director to lead the OSFA as we go forward. The board is currently working on this project and expect a job posting for it soon. We are also evaluating our current office organization and looking at any changes that might be necessary to optimize the work flow. The board is striving to provide our members with the best in service, while still being as efficient as possible with your funds. Even with the pandemic that continues to alter our everyday lives, our OSFA membership numbers continue to grow. We have several new departments that have joined this year and we wholeheartedly welcome them to our organization. If you know of a department that’s interested in joining, please call the office and we can get them in touch with the right people and information. Speaking of the pandemic, our state is now a hot spot with hundreds of new cases each day, according to the Oklahoma State Department of Health statistics. We have to remain diligent in our efforts to keep our personnel safe. Our cleaning and disinfecting procedures shouldn’t be allowed to be relaxed at all. We must continue to take whatever steps are recommended in order to maintain safe service to our citizens, whether we fully agree with them or not. Remember to track any expenses related to your response to COVID-19. This includes personal protective equipment including gloves, gowns, safety glasses/ goggles, etc. These items are reimbursable via the federal CARES Act stimulus funding. Contact the Oklahoma Office of Management and Enterprise Services for more information on how to apply for reimbursement at www.omes.ok.gov. While many training events have been canceled or postponed due to the pandemic, there are still many going on, both in traditional and online delivery formats. Seek those out and encourage your firefighters to seek those out. Just because we are restricted in many ways, it doesn’t mean we need to slack off on our training. Social distance and wear a mask if necessary, but try and continue to train. We still have Firefighter 1 academies going across the state. Contact Sheri Nickel at sherin@osfa.info if you need information on these. In closing, please remember to wash your hands often and practice your social distancing when possible. We will get through this, but it will take time and effort on our part. Thank you again for the opportunity to lead our group throughout this difficult time.

OSFA’s new President was born and raised in Stroud. He attended Stroud HS and Oklahoma State University. While in college, Harlow joined Ripley FD as a volunteer and worked in Stroud for the local EMS service. He joined the Oak Cliff Fire Protection District, holding both volunteer and paid positions and rising to the position of Training Officer. He then became Assistant Chief at the neighboring Deer Creek Fire Protection District, a position he held until moving into his current position as Fire Chief for the City of Guthrie. During many of his years at both Oak Cliff and Deer Creek, Harlow also worked as an Airport Firefighter at Will Rogers World Airport in Oklahoma City. And he is currently a Reserve Police Officer for the Guthrie Police Department. In a recent question-and-answer session with Oklahoma Firefighter, Harlow, 40, shared the following: When did you know you wanted to be a firefighter? At a very young age. My parents tell me it was around 3 or 4 years old. How’d you go about getting into the fire service? I attended OSU, majoring in fire protection and safety engineering while also becoming a volunteer firefighter. What do you like best about being a Firefighter? I enjoy being able to be take care of a citizen on what may very well be the worst day of their life. Just having the opportunity to make a difference in someone’s life truly makes you have pride in your work. What have been some highlights of your fire service career so far? My favorite is having the opportunity to serve our organization and represent our fire service. The many large Oklahoma Wildfires will forever be etched in my memory. Our large downtown fire in Guthrie back in January 2019 will also stand out as memorable, even though it was a tragic loss. What are your hopes for the future? That we make the Oklahoma Fire Service and our organization better for those that will come after us. What was the highlight of the 2020 OSFA Convention for you? The amazing job the OKC group did at overcoming the COVID mess and putting on a stellar convention!

Well hello everyone! I hope everyone enjoyed convention. I know that is the goal of every board member that hosts one. I know that I enjoyed the Retirees convention and the golf tournament. And I was looking forward to enjoying brother Mike’s convention, but unfortunately I had other issues going on that caused me to miss it. From what I hear, everyone had a great time. I know personally that is what brother Mike had in mind for everyone. We are dealing with some very trying times. It was a wonder that we even had a convention. I would like to take a minute to congratulate a very good friend of mine, Mr. George Fina, on his David Bain Award. I can’t think of a more deserving person for this award. George works pretty much nonstop for the firefighters of Oklahoma. He is a great advocate for all of us who serve. Thank you, George, for all that you do. I can only hope that I have your energy and drive at your age. Also, I would like to congratulate another friend of mine, Mr. Tom Marcum, on being awarded the First in Last Out Award. I can’t think of a more deserving person for this award. Tom has served the members of the OSFA for many years and will continue to do so. I am very honored to call him a friend. This guy retired from one job and started a new career training firefighters. I would call that dedication. I hope all of you are doing well and I look forward to serving you all in the future. I have a lot of people to thank this year. First off is Jim Ed Nimmo for covering for me in my absence this year at convention. Brother, you are awesome. Thank You. I want to say a special thank you to Mike Kelley. It has been an absolute joy working with you in your year as president. Thank you for your dedication to the members of the OSFA and your dedication to the fire service. We are all very fortunate to have you represent all of us in the fire service. It has been a pleasure working with you, and I wish you the best with your retirement from Oklahoma City Fire. I want to also say congratulations to Eric Harlow as the new president of the OSFA. I know we are all going to be in great hand with you at the helm and I looking forward to working with you. I also want to welcome Tony Lopez to the OSFA Board. Congratulations on your win. I look forward to working with you in the future. And last but not least, thank you Dereck Cassady for your dedication to the OSFA and the fire service. I wish you the best of luck in the future. I want to say thank you to all of the board members and the OSFA staff for all your hard work this past year. We had one primary mission, and with the membership’s help, we got it done. On a final note, I want to wish Steve Lumry a welldeserved retirement. Thank you for your many years of dedication to the OSFA and Oklahoma fire service. jimnimmo7@gmail.com 918-557-8379 I never have liked the old fire service saying that goes something to the effect of, “### years of tradition unimpeded by progress.” Over my time, I have seen changes, as we all have -- some for good reason and some for no real reason at all. If I were to coin the phrase, I would say (depending on what date you attribute the beginning of the American Fire Service) the fire service is close to 300 years of tradition, generally unimpeded by change for the sake of change. I don’t think any of us should be ashamed of our traditions, especially the tradition of being resistant to hollow changes. It doesn’t mean that change isn’t necessary occasionally, but when necessary change walks through the door, I think everyone recognizes it. I can’t say that I’ve seen any real resistance to it. That is not the kind of change I’m talking about. The changes I’m talking about are the ones for the sake of change, and the change agents that push for those changes. We all know them. They often congregate in groups and are quick to recognize each other as leaders and innovators, regardless of the real impact of their innovations. When I first went to OSU-FST to get FFI in 1999ish, the SCBA I brought with me had an old aluminum or steel cylinder. It was heavy and big. Couple that with an old set of black bunker gear with the old saddle blanket liners, and it was a long hot week for me in Stilly. I know, I know, you old timers wore steel bottles around all day, uphill both ways, liked them so much you never even noticed them. I was on a volunteer department and there were some guys there from Muskogee FD who had some new composite bottles (I’m going to go ahead and call them bottles, because that’s what we call them; I don’t care what FST says, if that is even still a debate). In my mind looking back they were about the size of an O2 bottle. I’m sure they were bigger in reality. I was happy the first time I slung one on when I went to work at Muskogee. That was a change that I can say I never heard anyone complain about, but I haven’t

been everywhere and firemen do love to complain. A few years later, I slipped the same model on at the Academy in Tulsa. Fast forward 16 more years and yesterday I slipped on our current composite SCBA in Tulsa. It’s bigger, it’s heavier, it isn’t as bad as aluminum or steel, but I can’t say it was an improvement. It does hold more air so I can work a little longer without switching out bottles, but that’s about it. So how do changes like that happen? Were firemen asking for bottles that lasted longer, and when I say firemen here, I’m talking about folks riding trucks and getting dirty not the folks spec’ing out new equipment at HQ? I don’t think so, but there were a couple of tragedies that pushed it along, largely because air management was what was sighted as a contributing factor in a couple of fatality incidents. Policy wise, the idea was to create a reserve for escape, but culturally I don’t think I’m too far off the mark when I say the net effect has been members staying in longer and pushing deeper than their air supply. Who benefited? I’m not sure, but basically every fire department in the U.S. had to completely upgrade if they wanted to be NFPA compliant. That is a lot of money. My point is this: I’m sure a lot of work went into this change, and I think intentions for this change were positive, but intent and result are two different things. Sometimes being resistant to change is practical. Sometimes I think we could use more of it. If you are a formal leader in your department, I’d encourage you not to insulate yourself from naysayers by surrounding yourself with sycophants and cheerleaders. Get honest buy in from your naysayers, even though it is hard. If you do, you have a recipe for real cultural change, and you’ll have a pretty good reading on the value of that change. Be proud of our tradition. Hell, be proud of your pride in it. I am.

If you have not heard, OSFA Executive Director Steve Lumry retired as of the last day of the OSFA Convention. I would like to thank Steve for his years of service as the Executive Director. His leadership of this organization and direction will be felt for many years as his goals are achieved. He has helped build this organization to the highest membership of all time. He helped me prepare for this transition by letting me follow him for three weeks before his retirement. I hope he enjoys his retirement. I would like to thank the OSFA Board for the opportunity to service as Interim Executive Director. We are trying to make this transition as painless as possible. We have been able to keep the many parts of the organization moving to serve the membership. Just a little about myself. I was born in Guymon on March 1, 1951. I graduated from Texhoma High School in 1970 and attended Panhandle State in Goodwell, and I received a degree from Pike’s Peak University in Colorado Springs. I was the Fire Chief in Texhoma before joining the Moore Fire Department. I achieved the rank of Training Major for the Moore Fire Department. I spent 17 years working on my days off here at the OSFA doing all kinds of jobs -- from mowing grass all the way to being the comptroller for this organization. All total, I spent 31 Year and 10 months as a firefighter before retiring in 2009. After that, I went to work for Warren Caterpillar in Oklahoma City as Training Instructor II and became a Certified Cat Instructor, one of only 200 all time for Caterpillar Corporation. In 2019-2020, I served as the President of the ORFA and now I am also the Executive Director for the ORFA. We have been working hard to be able to start the first phase of the Museum Expansion which is the new building for storing fire apparatus and to be able to work on them. This will be a six-bay structure so we can make room in the museum for the children’s public fire education area. This building will be on the east side of the museum building and will have access from NE 50th Street. We will have a new parking area that will be part of this construction. The ORFA’s Cornerstone Committee has a sub-committee called the Museum Expansion Committee, and they are doing a fundraiser. We are raffling off a Kubota ATV side-by-side. One ticket can be purchased for $25 or you can get five (5) tickets for $100. Tickets can be purchased on the OSFA website under the museum heading. We will be giving this ATV away at the OSFA Convention next year in Guthrie. You do not have to be there to win! This fundraiser is to help your museum. Don’t wait until the last minute, buy tickets today! The OSFA Museum has been closed due to the coronavirus but the staff has been working to repair, clean and polish the floor in the building. This has been a good thing for museum and this will make thing look much better when we open back up. This time has also given the Museum staff time to paint, fix lights and work on cleaning things over at the Oklahoma Fallen and Living Firefighters Memorial. We hope to finish and fill the pool very soon. Sheri, Gene and I have been driving across this state to deliver all the 100 year plaques. This has been a great opportunity for us to visit with members of this association and to make new friends. I feel that any department that has been a member for that long is a very powerful statement of support of this organization and we need to thank them in person. The FDs we visited were Ada, Altus, Anadarko, Antlers, Ardmore, Atoka, Caddo, Chandler, Checotah, Coalgate, Davis, Fairfax, Hartshorne, Healdton, Henryetta, Hinton, Hobart, Hollis, Hugo, Kiefer, Marietta, Miami, Muskogee, Pauls Valley, Poteau, Ringling, Roff, Snyder, Stilwell, Tishomingo, Vinita and Wilburton. The board is working on committee selection for all the committees. We are starting up with the first committee ASAP. I would like thank everyone who signed up to be on one of these committees. The David Bain Memorial Golf Tournament is going to be held Sept. 16. in Oklahoma City. Please remember to sign up and play in this golf tournament, as it is always a fun time and great time to get to know other firefighters. First off, I would like to thank Mike Kelley and the Oklahoma City Fire Department for hosting this year’s convention. They did a great job at putting it together with all that has been going on. I would also like to thank everyone for their support in my run for 3rd Vice President. It was great to see four candidates running this year. I hope we will continue to see so many people wanting to be involved. And I want to thank all the candidates for running, as it was great to get to know you. I have already been busy. We have had three executive board meetings and two pension board meetings since I was elected. I have a lot to learn over my next five years on the board. During convention this year, our department had a tragic event occur and we lost an active member due to an accident. I would like to thank everyone for their support during this difficult time. Please continue to keep his family in your thoughts and prayers. Stay Safe and God Bless.

Q&A with Tony Lopez OSFA’s new 3rd Vice President was born in Moore and attended Moore HS, OSU-OKC and OCCC. He’s been with Midwest City FD for 30 years -- the only FDS he’s worked for. In a recent question-and-answer session with Oklahoma Firefighter, Lopez, 54, shared the following: When did you know you wanted to be a firefighter? I was 23 and sitting behind a desk working for Hibdon Tire Centers. I did not know anything about the fire service, but I had some friends that had been applying at different departments. So I look in the help wanted section and saw that Midwest City FD was hiring. I applied, tested and was fortunate enough to get hired my first try. Why did you decide to run for the OSFA Executive Board? I had thought about running for several years, but I finally decided to do so last December. I hope to do the best job possible as an executive board member and retire in five years.

We were able to hold the 126th annual OSFA Convention in June in Oklahoma City, and I would like to thank everyone who was able to attend. Despite the changing guidelines and moving targets, we had a successful convention due to the hard work of many. A big thank you to my convention committee, the sponsors, the OSFA staff, the Oklahoma City Fire Department and IAFF Local 157. All of these groups demonstrated what each of you do every day -- overcome adversity and create a successful outcome! Congratulations to Tony Lopez, your new OSFA 3rd VP! I was encouraged by the quality candidates and their willingness to serve. This is your organization and it is only successful because of the willingness of members to be involved. I’d like to personally thank Steve Lumry for his years of dedicated service to the OSFA. Enjoy your retirement brother! Thanks to Tippy Pierce for stepping in to the role of Interim Executive Director. Due to the ongoing pandemic, the board has decided to keep the museum and office closed to visitors at this time while your staff continues to work hard. The staff has been able to perform needed maintenance and complete projects that would be impossible during normal operations. They continue to make your Museum and Memorial one that we should all be proud to call our own. The legislative session, although altered, was a successful one. We were able to achieve our number one objective by securing a much-needed COLA. Although it wasn’t as much as we would have liked, it was a major victory in these uncertain times. Thanks to everyone that was instrumental in its passage! Stay safe and stay strong!

George Fina Oklahoma City FD Retired I would like to begin this article by telling you all how humbled I am to have received the David Bain Award. There are many people more deserving than I. I am very excited about this coming year. We have a lot of work ahead of us to do. Tippy left a great plan for the future with Corner Stone. He is a hard act to follow. These are hard times with the virus. We all need to stay safe, but that does not mean we can’t keep busy and stay in touch with firefighters, active retirees and volunteers. We are a powerful group and that power should be used to improve benefits for retiree’s, volunteers and active firefighters. When we attack a fire, we have one goal in mind and that is to extinguish the fire. Just what would happen if we did our own thing? Nothing, and that is just what has been happening. This year, we all worked together and received our long-deserved COLA. We have a good start and let’s keep it going. If you talk to a firefighter, retired firefighter or volunteer and he or she are not members of OSFA or ORFA, tell them how important this is for us to be together. We need more chapters. Chapters can be very beneficial to its members. I will have more information about this in the future. In closing , I want to thank you for the honor to serve. I will work hard to make ORFA stronger and better than when I got here.

Q&A with George Fina ORFA’s new President was born in Chicago and moved with his family to Oklahoma in 1955. He graduated from Northwest Classen in 1957 and was hired by the Oklahoma City Fire Department in 1962. During his 23 years at OCFD, Fina worked his way up from firefighter to driver to captain. He was active in Local 1524 IAFF and served two terms as president. In a recent question-and-answer session with Oklahoma Firefighter, Fina, 82, shared the following: Other jobs/titles/positions? Served as councilman and Mayor for the City of Piedmont for 20 years. On School Board of Canadian Valley Technology Center. Currently serving as President of Oklahoma City Retired Firefighters Association. Broke NHRA record three times in one day and was named 1969 World Drag Racing Champion. When did you know you wanted to be a firefighter? After learning about the job from a relative who was employed by the OKC Fire Department. I learned quickly that it was a way of life, not a job. What did you like best about being a firefighter? The Brotherhood! Why did you decide to run for the ORFA Executive Board? It gives me the opportunity to help leave things better for the fire service.

Hello, my name is Courtney Thompson and I am your new Junior Board Member for the OSFA 3RD VICE PRESIDENT Women’s Auxiliary. When Will It End? Despite the best efforts of the medical and scientific community, the Covid 19 menace is still with us. As I write this article, it appears that the second wave has hit with a vengeance. Leadership is struggling with impossible questions and decisions. While others debate the best solutions, you as first responders will continue to do what you have always done. You will get up, leave your homes and families and go to the station. From there, you will respond to help those in need. Whether the cause of crisis is natural disaster, man-made carnage, or medical pandemic, you will remain on the frontline of response. It is who you are there, and for that I am very grateful. On behalf those who fail to recognize the sacrifice you are willing to make, let me say THANK YOU. Thank you for accepting the challenge of the Fire Service. Thank you for the countless hours of training and study. Thank you for responding to the tone regardless of the hour, day or night. Thank you for responding, regardless of

how many calls you have already made on that shift. THANK YOU. While you did not become a fire fighter for praise, your devotion to duty makes you worthy of it. I titled this article “When Will It End?” I used the word “when” because I know that it will end. One of my favorite expressions is, “This, too, shall pass.” The day will come when they announce the defeat of Covid 19. Until that happens, I encourage you to stay the course. When we win this fight, you will still have a job. Mankind has a talent for getting into one crisis or another. I begin each day praying for divine protection for the personnel of the department I serve, as they respond to people in crisis in our community. Today I extend that prayer to all of you who serve in our great state.

FSIO 39th Annual Conference Oct. 1-3 It might be the middle of summer and the heat is blistering down on us, but we’re ready to kick off our annual fall conference in October. Enrollment begins Aug. 1. FSIO’s 39th Annual Conference is scheduled for Oct. 1-3 in OKC at the OSU-OKC campus and OKCFD training grounds. Cost to attend the event is $150 for all three days, a one-year membership and a banquet ticket. Daily tickets are also available for $75. To enroll, go to www.fsio.org and fill out your registration. By the way, you don’t have to be an instructor to attend! Get all the knowledge you can anywhere you can! We are excited to have several speakers, including several FDIC instructors. Thursday and Friday will be a general session instruction at OSU-OKC. And Saturday at OKCFD training grounds, we will have HOT for VEIS and Fire Ground Saws A-Z. So bring your gear. A train the trainer for Instructor 1 and Resource One will also be offered. Friday night, we have our banquet and announce the instructor of the year. So, if you know someone who you believe is worthy of nominating for the instructor of the year award, submit your nomination at the FSIO website. You must be a member of FSIO to nominate someone, but that is an easy fix. Just join up today for $20. What an honor you‘ve bestowed on them by just recognizing their work. Coordinator Four years ago, when the great minds came together and turned a vision into reality, it is doubtful that they even considered having to administer a grant in the midst of a global pandemic. To say it is challenging to spend $740,000 this year on training, bunker gear and physicals is perhaps an understateYear-4 of SAFER Grant ment. If you take a class, you will have your temperature scanned and you must sign a document assuring that you are asymptomatic. Paddy and his gang of trainers has kept the ball-a-rolling while we are all in quarantine and got Firefighter 1 classes completed in Durant, Poteau and Ponca City. We currently have classes in Dewey and Shawnee and another one to begin in El Reno in August. Firefighter 2 classes are coming soon to an area near you thanks to the 2018 SAFER Grant that the OSFA was awarded, with the first one beginning in Ardmore on July 20. In order to qualify for the free tuition, you must be an Oklahoma Volunteer Firefighter who has completed Firefighter 1, Haz-Mat Awareness and Haz-Mat Ops. Great things are happening in the Oklahoma Fire Service and because of your dedication to your respected department, we will continue working for everyone. Stay safe and wash your hands!

The firefighters listed at right are considered new recruits as defined by the terms of the FY2015 SAFER grant and have completed the requirements to receive bunker gear for their fire departments. Some of these students have since moved into positions in career fire departments, but thanks to the bunker gear benefit, the gear remains in the fire department that they were associated with at the time of receiving the award. There is still time left to receive this benefit for your volunteer fire department.

National Fire Protection Association NFPA Resources and Changing of the Guard Hello OSFA! I hear that your Convention in June was a great event, and congratulations to all the award winners! Unfortunately, I was not able to attend because of travel restrictions associated with COVID-19, and I’m sorry to hear that the number of cases in Oklahoma is rising. I hope everyone is staying safe, and thank you again for all your efforts throughout this pandemic. Just a reminder that NFPA has a full page on our website dedicated to providing useful COVID-19 resources for fire departments and other agencies, located at www.nfpa.org/ coronavirus. Another resource available on our website is the newly-released NFPA annual report titled “Firefighter Fatalities in the U.S. – 2019”, which can be found on the NFPA website at www.nfpa.org by following these steps: www.nfpa.org > News-and-Research > Dataresearch-and-tools > Emergency-Responders > Firefighter-fatalities-in-the-United-States. The page where this report is located also includes the older copies of this annual report from previous years. The 2019 report reflects some significant milestones in the continuous effort to reduce the number of firefighter fatalities each year. In 2019, there were 48 firefighters who died while on-duty in the United States, which is the lowest number of deaths reported since NFPA began conducting this annual study in 1977. In addition, there were no multiple-fatality incidents, which also represents a first for the report. Other important achievements include the lowest number of deaths of volunteer firefighters, deaths in road vehicle crashes and cardiac deaths. Unfortunately, we are already approaching that number of firefighter fatalities in

2020, however, the overall number of onduty firefighter fatalities has been moving downward for several years. It is important to note that the data reported in the annual NFPA report does not include deaths that occurred when the victims were off-duty, which is a different reporting process than those used by other organizations including the U.S. Fire Administration and the National Fallen Firefighters Foundation. Lastly, I wanted to explain a “Changing of the Guard” occurring at NFPA. Recently, NFPA has re-structured its Regional Operations Division, and with that re-structuring comes a change that affects Oklahoma. Effective July 1, 2020, Kelly Ransdell is your new NFPA Regional Director. Many of you know Kelly from her previous role for several years as the NFPA Regional Education Specialist for OK, and her work with the OSFA Public Education Committee. She now joins our Regional Operations staff as the Regional Director for our new South Central Region, which includes the State of Oklahoma. Please offer a warm welcome to Kelly as she takes the reins, and she will also be writing this monthly NFPA article in the Oklahoma Firefighter newspaper from now on. With this change, I will still be the NFPA Southwest Regional Director, however, my region will no longer include Oklahoma, and therefore, this is my final article. I will miss working with all of you. I have enjoyed the opportunity to meet many of you and participate on various projects over the past few years. OSFA Unit Citation Presented to Oklahoma City FD’s E15B Crew For their actions on New Year’s Eve 2017, OCFD’s crew of Engine 15B were presented with the OSFA Unit Citation. They worked together to help deliver a set of premature twin girls. The mother of the twins had just found out hours earlier that she was pregnant with twins. The twin girls were born 13 weeks premature (3.25 months). The firefighters of E15B were the first to arrive on scene immediately after the babies had been born and discovered two tiny little babies with a purple appearance, and they immediately assessed the twins and began CPR. They knew that the babies needed to get the NICU as soon as possible. Working in conjunction with EMSA, E15’s crew members wrapped the babies in blankets to keep them warm on that cold night and Corporal Timothy Radford held one of the babies all the way to the hospital, keeping her close to his body for the warmth. There were many miracles in the survival of these twins that began with the actions of E15B. Your OSFA State Fire School 2021 Committee was just selected and will be meeting soon to pick up where last year’s non-school committee left off! I say non-school because, like most everything else in 2020, it was forced to cancel. Don’t let that get you down, though, because we are going to do our best to make up for it in 2021. We have already been in contact with the great group of instructors we had lined up, and they are all excited about pushing forward. That being said, be proud of yourselves and your fellow firefighters for attending and being great students. You are the reason these national level instructors keep coming back! Not only do they ask to come back, but they do it for free! That’s what the Oklahoma Fire service means to them. This school being free to all firefighters is extremely important to the OSFA. in memoriam Charlie Brice, Midwest City FD

The Final Fire Alarm sounded for Retired Midwest City Fire Chief Charlie Brice on July 5. He was 93. Shortly after graduating from Coalgate HS (the first of his siblings to do so), Charlie moved to the bustling town of Midwest City seeking employment. He was directed to the local fire house where he was granted a bed in exchange for responding to emergencies. A few months later, he joined MWC FD as a full-time paid firefighter. Charlie worked his way through the ranks, holding almost every position within the fire department, and he retired as Fire in 1968. But his civil duty was not yet finished, as he then joined the Tinker Air Force Base Fire Department as a firefighter. He again worked his way through the ranks to become a Fire Investigator with the Tinker Fire Department. After being medically retired from Tinker due to hearing loss, Charlie became the Oklahoma County Civil Defense Director, retiring in 1995.

Byron Keely, Dibble FD The Final Fire Alarm sounded for Dibble firefighter Byron Keely on June 2. He was 45. Byron owned and operated B&T Automotive for many years and was an ASE Certified Technician. He attended Dibble Free Will Baptist Church. Byron was a Captain on the Dibble Volunteer Fire Department and served for 10 years. In his spare time, he enjoyed hotrods, racing cars, and fishing.

Eddie Ellis, Midwest City FD The Final Fire Alarm sounded for Midwest City firefighter Eddie Ellis on June 12. He was 42. Eddie (a.k.a. Cousin Eddie) began his career with MWC FD in September 2003. He was promoted to the position of Apparatus Operator and worked most of his career on red shift. In October 2014, he was promoted to Lieutenant. When Eddie was away from the fire department, he enjoyed spending time with his wife, girls, family and friends. His skills for carpentry and home-building were the genesis of his company, Redstone Construction. His eye for design could be seen in the highlight of a project as large as someone’s home or in ta personal project for a loved one. Eddie had a heart of gold and was always willing to lend a helping hand even at a moment’s notice; he continued that in death through the gift of organ donation.

Larry Benson, Wann FD The Final Fire Alarm sounded for Wann volunteer firefighter Larry Benson on May 21. He was 62. Larry lived his whole life in rural Wann where he made his way in life as a rancher. He also spent numerous years serving on the Wann Volunteer Fire Department. Larry was a man of strong Christian faith. He worked at Watco for 20+ years. He enjoyed fishing and having a yearly hunting trip in Colorado, talking with family and friends and loved being surrounded by his grandchildren.

Hello Everyone! The Museum is still closed to the public due to COVID 19. We are unsure when we will reopen. The Board will discuss it next board meeting in August. While we are closed we will keep working on your Museum and Memorial. We have been working on repairing all the lights at the Memorial, as well as painting around the Memorial. We will also plant new shrubs around the Memorial to replace the trees that were removed. And we are still working on the 54 LaFrance. It is coming along slow but sure. We expect to fire it up and drive it soon. ORFA is having a fundraiser for the Museum Expansion. They are raffling off a Kubota RTVXG850 Side By Side. The winds of change have adjusted life at the office lately – between a virus and a retirement, things look and feel a little different. However, we have done our best to continue serving our members and provide help and resources to all of our essentials out there. We hope those of you who made it to the ORFA and OSFA Conventions found them informative and beneficial to confer with comrades. We hope we can resume events as usual soon, but “soon” is certainly a relative term as more and more months go by. As for our Executive Director Steve Lumry retiring, I cannot thank him enough for his years of dedication to not only the OSFA, but also the Oklahoma fire service in general. It is so difficult to know how much work goes into that job unless you are the one in it – even sitting at my desk right outside his office door, I couldn’t even tell you everything. It’s hard to convey the hours of work he put in every day, both he and Gene Brown arrived much earlier and stayed much later than I. Of course, we didn’t always see eye to eye on matters, but that didn’t stop him from asking for my input or respecting me.

2019 OSFA Convention

Steve and I first met many years ago when I was helping out with the local fire department’s annual calf fry fundraiser. He remembered a kid running the food from the bays where it was cooked to the food line, and I remembered when “the boys from the city” arrived. I didn’t connect the dots until I was talking to my mom about my upcoming interview with Steve Lumry at the OSFA and she said, “You know who that is, right?” Thankfully, he and Phil Ostrander seemed impressed with my background in food-running (or maybe it was something else) and hired me. I have them to thank for the opportunity to work for the great firefighters of Oklahoma. Although my role and responsibilities have slightly changed each year, Steve never became frustrated at my endless amounts of questions or my struggle to manage multiple roles at once. I want to thank him for his patience, his loyalty and for believing in my strengths when I was only learning to use them. I will do my best to keep my red pen sharp! I know this won’t be a goodbye and I am always thankful for the opportunities to gather with former Executive Directors and Past Presidents I have served. Steve, I hope you enjoy your well-deserved retirement! Until we meet again, your friend Radar.

David Bain, who succumbed to cancer in 2003 at age 47, spent 22 years on the Midwest City Fire Department. He served in many roles at OSFA, including 1996 OSFA President, Memorial Committee Chairman and Director of Administration. “My dad’s passion for this profession and how me and Joel were brought up around it and both ended up in the same career (Joel at Midwest City FD and Jesse at Broken Arrow FD) is pretty awesome,” Jesse said. “There’s no better feeling than having a servant heart and knowing what you’re doing can truly make a difference in someone’s life.”

I hope that all of you have survived the COVID 19 Pandemic so far. Our department does medical first response and we have not yet had to respond to any COVID 19 patients. We fortunately have been able to obtain medical PPE from FEMA through Oklahoma Emergency Management and TEMA. For volunteer departments like us with limited budgets, the PPE supplied has been a blessing. For years, medical first responders have been taught to assume that any patient they treat, when bodily fluids contact might take place, has both AIDS and Hepatitis and protect themselves accordingly. Now we must also protect ourselves against potential COVID 19 exposure and we will have to continue to do so in the future. The long-term weather forecast for August does not look good for the summer wildland fire season. Even though some areas received beneficial rain the second week in July, the very high temperatures forecast for most of the rest of the month, coupled with dry conditions, could produce ideal conditions for wildfire spread. Review your plans and training and prepare for the worst while hoping for the best. Do not unnecessarily tear up your equipment off road when you can utilize natural breaks such as roads, streams, plowed fields, etc. to help contain the fire. With the hot ambient temperatures, carry lots of drinking water to keep firefighters hydrated. Avoid high caffeine drinks and provide for breaks to let firefighters cool down. A break can be as simple as the time a truck goes to fill up with water and the firefighters are away from direct contact with the fire for a few minutes. Always remember that your personal safety and that of your fellow firefighters is the most important consideration! Things can be replaced but people cannot. On wildland fires, the grass and trees will grow back relatively quickly when rain returns. Always fight fires by thinking and planning ahead rather than just rushing in to put the wet stuff on the red stuff. Take the time on any incident to size it up and make a workable plan to control the situation before going in to action. Stay safe and work smart.

CoVid-19 Protocols for in-person training delivered by Oklahoma State University Fire Service Training General Protocols: OSU FST will follow protocols from the CDC, while conducting in-person course delivery to include: health screening of students, maintaining recommended social distancing measures of 6’ or greater with exception of equipment training requiring participants and instructor be within 6 ft. distance, enforcing self-hygiene, and cleaning and sanitizing shared equipment between each use. If masks and gloves are recommended by CDC at time of delivery, we will ensure adequate supplies are available for students and instructors. Many locations where we train, host agencies are EMS providers and have equipment and supplies to assist in supporting these precautions. When no local resources are available, OSU FST will provide the resources necessary. Health screening questionnaire and response protocols have been developed with OHD. This process will be updated as required according to CDC guidelines and/or other best practices. Faculty must agree to participate with no instructor assignments made without consent. Class sizes vary, with as few as 8 students and up through 20 on average. Classes where the combination of students and instructor are greater than 10 must be subdivided into smaller cohorts. Situation 1: Field delivery courses Statewide locations – local delivery. No course would be delivered where local restrictions are in place, unless approved by the local authority. No more than one concurrent delivery at any location. Protocol: Classes would follow general protocols as outlined above. Interaction required on site: This will vary dependent upon the course to include classroom and hands-on sessions. We will continue to follow general protocols as outlined above. Situation 2: Live Fire and Rescue Training No course would be delivered where local restrictions are in place, unless approved by the local authority. Courses would be delivered to first responders who have passed both health survey and pre-screening exam. Protocol: Classes would follow general precautions as outlined above. Only one staff member/ Instructor would be required to transport props and will be restricted to one per vehicle to reduce exposure. Vehicle interior surfaces will be cleaned and sanitized between use at end of each workday. Interaction required on site: All safety briefings would be conducted outside maintaining 6’ CDC social distancing guidance. Training requires live fire activities where full firefighting gear is required. Firefighters are assigned to small groups of 3-6 with one instructor per group. Since we are a state agency task to serve all of the state, we will respect the local municipalities decision to move in and out of the phases of the pandemic response. Safety & Health Committee Greetings! I hope every-

one is well and staying safe in these uncertain times. There are many challenges we face as firefighters. Some have been in existence for a long time and others are newer and evolving. Changes in social attitudes and beliefs have forced us look at how we respond to incidents, and questions have become necessarily raised about firefighter safety, crowd control and how we keep the public from interfering with or endangering firefighters during calls. This isn’t a political article. It is the reality of what is happening now and raises new concerns about how we train for and are prepared to deal with unruly crowds at responses in the event it happens.

Our safety and health are important topics and deserve our attention. It is easy to become complacent and not keep an eye on our own health or not be cautious and do things in a safe manner. Our jobs are obviously not without risk, and continued training to mitigate risks and become competent in our abilities to do our jobs is vital. If we aren’t continually training and trying to learn, then we need to ask ourselves why not? There are constant updates in technology and materials used in our everyday lives that can have an impact on how we respond to an incident and what we do in our decision-making processes once we get there. There are so many opportunities to learn and grow our skill sets. Are you taking advantage of them or are you sitting on the sidelines and hoping you will know what to do when the need arises? If you are sitting on the sidelines, fix it. Do something to increase your knowledge and skills. There are multiple risks to our health and well-being in the fire service. A heathy diet and exercise are important as well as taking precautions and pre-screening for health issues. The Healthcare Provider’s Guide to Firefighter Physicals is a great resource you can give your physician that aids in creating testing and baselines for your health care plan. If you are able to get baseline data on your health, then you are able to find deviations or diagnosis earlier verses later. In a lot of cases, early detection of disease can lead to better outcomes and recovery verses allowing diseases to wreak havoc on our systems. Cancer prevention is something that needs to be implemented in your departments if it hasn’t been already.

Does your department have a cancer prevention SOP or SOG? Does your department have ways to decontaminate after calls or trainings? Do you shower within at least an hour of your call ending? Studies show that even showering post call can reduce your risk factors for cancer. If you don’t have showers at your station, do you have somewhere to shower before returning to work?

For volunteers, we need to be cautious of returning to work after a call without showering and putting on clean clothes. You spread contaminates to those you work with if you don’t shower following calls. There are sample SOPs or SOGs you can use to help your department create their own cancer prevention program. Most things are fairly simple to do but require effort on our part to make them a consistent habit that we follow after each call or training. I have had the privilege of becoming friends with Vicki Quint and speaking to Dr. Graham Peaslee. They are both leading the way in research and getting information to fire departments and firefighters about the risks of PFAS (Per- and polyfluoroalkyl substances). Dr. Peaslee has released his studies on PFAS in fire fighting foams and has just released his study on PFAS in our fire fighting gear. If you aren’t aware, PFAS are forever chemicals. They don’t degrade or go away. PFAS have been in use since their invention in the 1930s. They are found in many products because of their water resistant and heat resistant properties. Studies find that even mothers are passing these contaminates to their unborn children. PFAS has been linked to causing testicular and thyroid cancers among other diseases. We are at an increased risk due to the use of PFAS in our equipment and fire fighting foams. There have been studies on non-fluorinated foams and their efficacy. Findings have been released on non-fluorinated foams that work just as well as non-fluorinated foams except in petroleum type fires.

Studies are on-going and continue to give us details on our cancer risks and ways we can mitigate the risks. OSFA’s Safety & Health Committee has been working on gathering information on these topics and more. We are viewing ways we can utilize the information to protect ourselves and our fellow brothers and sisters. Risk reduction, injury prevention, physical and mental health are the primary topics the Safety & Health Committee researches and provides to assist with firefighter safety and wellbeing. Our goal is to be able to vet the information and pass it on to others in the fire service so that we can all Live Long and Prosper. May you stay safe, train continually and enjoy long careers in the fire service.

the award amount in the near future. Museum Report: Brown Staff completed multiple maintenance projects, including removing dead trees around the grounds and rewaxing floors. Lumry commended the Museum staff for their hard work in maintaining and enhancing the Museum, both inside and out.

Museum Expansion Committee: Lumry Committee met and reviewed the proposal for storage building that included multiple bids, along with potential fundraising efforts and recommended to the Board to pay 2⁄3 of the proposal with the least expensive bid up front and finance 1⁄3. Bower and Minx expressed their support of the plan and the forward progress in the expansion project.

Volunteer Recruitment & Retention Report: Lumry FST has resumed some classes with social distancing in place; Poteau, Ponca City, and Dewey have started the book work with their Firefighter 1 classes and will complete the skills later. More gear will be delivered soon and recipients are very grateful and proud of the gear funded through the grant.

Legislative Report: Armes, Jernigan-Smith The House and Senate overrode the Governor’s veto of the budget bill that includes the loan involving the pension. Armes and Jernigan-Smith are encouraged that the COLA will be supported in the Senate. There have been a lot of displeased comments from members about the association’s support of the budget bill. Rankin discussed the Pension System’s perspective on the budget and concurred that while there were concerns over the interest rate of the loan, they are appreciative the legislature will be paying the two-year loan back over the following five years. Rankin estimated the impact of COLA on the funding ratio would be less than 1%, which should be the same impact as the loan. FST Report: Reed The office is semi-closed and they are processing grants and bracing for another budget hit. Firefighter 1 blended classes are being accomplished by completing the online portions of the class first and will complete the skills portions once available. Reed thanked the Board for their support letters on an AFG grant. Committee Reports: The Stavros Scholarship committee met and approved five scholarships for $1,000 each and anticipate being able to increase

NVFC Report: Lumry, Davidson NVFC has given out over $35,000 to Oklahoma volunteer firefighters in emergency stipend funding; if a volunteer member of the OSFA has lost their job due to COVID-19, they can get a stipend from NVFC. Davidson suggested making a donation to NVFC for their support. The spring board meeting will be held virtually, and there will be a subcommittee formed to help identify goals that the NVFC would like addressed in NFPA 1001, which is a direct result of OSFA representation and participation at the NVFC. There will be a committee helping to identify goals for the wildland committee to work towards, and also offer training for the central part of US. OFCA Report: Lumry The OFCA held a virtual board meeting to accept Sean Douglas’ resignation and appoint new officers; the new 3rd Vice President is Richard Kelley from Oklahoma City. The Conference is scheduled for August 12-14. ORFA Report: Pierce All efforts have been focused on preparing for the ORFA Convention. Correspondence: Thank you card from Ione Brown; informational letter from American Income Life regarding $4,000 accidental death and dismemberment policy. FST Report: Reed FST is pursuing several grants, including one in partnership with Tesla to address extrication and hazards with alternative fuels and alternative fuel vehicles. Reed requested a letter of support from the OSFA in regards to the new training; Board reached consensus to provide support letter. Museum Report: Brown The centennial clock is ready and is now pending completion until originator updates clockworks. Updates around the grounds include painting pieces at the memorial and some building doors. Brown will work on gathering quotes for the lights in the memorial and will present to Board for approval. Davidson suggested gathering quotes to fill empty spaces around memorial landscape with more of the current boxwoods. Museum Expansion Committee: Pierce Pierce passed along information received about water retention plans, permits needed, and placement of sewer lines in anticipation of the full expansion. Board reached a consensus that Brown will be the main point of contact for the expansion on behalf of the OSFA, with assistance by Pierce. Volunteer Recruitment & Retention Report: Nickel There is a large balance remaining that is allotted for this grant year; Nickel requested a budget addendum to transfer funds from travel expenses to contractual/equipment expenses in order to utilize funds. There are 75 sets of bunker gear allotted for each year; 72 sets were used the first year, 57 sets were used the third year. Firefighter I classes finished include Durant and Poteau classes, ongoing include Ponca City and Dewey classes, starting include a class in Shawnee, and arranging include one set in El

New Business Meritorious Service Award Nomination: Mike Mallory, Kelly Mull, and Heath Tye of Tulsa Fire Department for the efforts in designing and supporting a mobile disinfection system around the state at no cost. Reno. Nickel has received a contract for approval with SSM Clinic to help with firefighter physicals and requested Nimmo’s help to locate a clinic in Tulsa to assist. The first year of the second grant ends July 1. There are two Firefighter II blended learning classes scheduled; one in Ardmore and one in Enid. Motion to approve SSM Clinic contract by Davidson, seconded by Kelley. Motion carried. NVFC Report: Nickel, Davidson NVFC gave $24,850 of their emergency funds to 71 Oklahoma applicants; Board discussed a donation, plaque, or certificate in recognition, no action taken. Nickel has been reading AFG-S and SAFER grants and was approved for appointment to the NFPA 1000 committee, which will have virtual meetings for the remainder of the year. Davidson and Nickel both participated in a wildland committee meeting. Nickel’s proposal was accepted to present at the Recruitment and Retention Experience in Cleveland, OH September 24-27. The fall board meeting will be in Wilmington, NC October 14-16. NVFC will be disbanding 1800-FIRELINE on December 31. OFCA Report: Norton Norton thanked Kelley for hosting a great OSFA Convention. Due to scheduling complications, the OFCA Board has cancelled the OFCA Conference that was postponed to August. The Board will be meeting in July and will be discussing the 2021 Conference, scheduled for April in Midwest City and the Winter Workshop, scheduled January 20-22, 2021 in Stillwater. ORFA Report: Fina The ORFA Board is working on expanding chapters and focusing on the organization’s political future. Fina thanked the OSFA Board for presenting him with the David Bain Award. Pierce thanked the OSFA Board for attending the ORFA Convention and supporting the organization. The ORFA Board has named him their Executive Director this year and has voted to continue to the golf tournament in October. Financial Report: Hamilton Motion to approve May 2020 financial report by Kelley, seconded by Nimmo. Motion carried. subscriptions. Board reached consensus to keep the museum and offices closed to public and will revisit the topic next month. Harlow reported there has been no correspondence on the FST certification committee. Event registrations: ORFA convention includes 58 delegates and 40 guests for 98 total registered, OSFA Convention includes 207 voting members and 315 total registration. Convention registration showed 44 golf teams, 22 poker run attendees, and 42 white water rafting attendees. Pierce, Brown, and Nickel are working on disbursement of the 100 year plaques that were not picked up at the 2019 and 2020 Conventions. Nimmo offered to attend the presentation of the Webbers Falls department citation. Legislative Report: Armes, Jernigan-Smith Lobbyists discussed the passage of the C.O.L.A., and would like to address state funding for firefighter training in future legislation. Recommendation to be vigilant about legislation regarding law enforcement. New Business Board discussed adding rules for 3rd VP candidates to follow during Convention, due to concerns that were brought to staff. No action was taken. MASA enrollment was for OSFA staff was discussed; no action taken. Formed in late 2012, the department serves an area of 15 square miles and approximately 600 residents. Chief Lin Newton has headed up the organization since the very beginning. In eight short years, VVFD has gone from an ISO rating of Class 10 to a Class 3 -- a very impressive accomplishment!
