GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. For the last eleven years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin and 85,7% in Adana.

4. COMPETITIONS, DATES AND COMPETITION VENUES 4.1. 4.2. Dates and Locations of Events Athletics competitions will take place at Nevin Yanıt Athletics Facility (Mersin) from Wednesday, 26 June 2013 to Saturday, 29 June 2013.
5. CONDITIONS UNDER WHICH THE COMPETITION WILL BE HELD Each men’s and women’s event shall be held provided that at least eight (8) nations for the men’s competition and six (6) nations for the women’s competition register in the respective event no later than the deadline set for the entries by number forms. If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the abovementioned number, the Chairman of the ICMG Technical Commission or his represenatative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. After the decision is made, the OCMG 2013 shall notify the relevant National Olympic Committees, by fax or e-mail, about the potential cancellation of any event. Once the competition events are confirmed, they will be held regardless of the number of actual participants.
6. COMPETITION RULES Athletics competitions will take place in conformity with the IAAF Competition Rules 2012-2013, excluding the special dispensations by the ICMG. All issues not addressed in the present regulations will be resolved in the following manner: • •
General cases will be settled in accordance with the ICMG Rules. Technical cases will be settled in accordance with the IAAF Rules.
7. TECHNICAL ORGANIZATION The Turkish Athletic Federation (TAF), under the supervision of the IAAF Technical Delegate, is in charge of managing the athletics competitions of the 2013 Mersin XVIIth Mediterranean Games. 7.1. Special Arrangements concerning the competitions Should any problem arise before or during the athletics competitions, it will be solved by the IAAF Technical Delegate in accordance with the ICMG and IAAF Competition Rules 2012-2013, excluding the special dispensations by the ICMG. The timetable of the athletics competitions will depend on the number of participating athletes and it will be confirmed during the Technical Meeting. 7.2. Call Room Call Room will be located under the spectator stands. The procedure will be as follows: The athletes must gather at the designated zone, adjacent to the relevant warm-up area. Both the throwing events warm-up field and the running/jumping events warm-up area will have separate “gathering zone”. The gathering times are indicated on the Call Room time table. Reporting to the gathering zone is compulsory. The athletes are liable to make themselves present at the gathering zone at the scheduled time. The athletes shall then be escorted to the Call Room. Athletes taking part in combined events shall only be present at the Call Room for the first event in each session (morning and afternoon). Those athletes should report to the respective gathering zone at the scheduled time. It is the responsibility of each Team Leader to inform all the athletes about the Call Room time table and the procedures. In accordance with the IAAF Rules, should any athlete fail to go to the Call Room, he/she will be excluded from the event in question and also from all the other events for which he/she has registered. 02.11.2012 / Athletics Sports Manual Page 14 / 28
Once inside the Call Room, the athletes will be identified by their accreditation number as well as their competition number. The accreditation cards of the athletes will be collected by the Call Room judges. In accordance with the IAAF Rules, the Call Room judges will check the following: • • • • • •
Bib numbers, Spikes, Uniforms, Bags, Personal belongings (athletes are strictlyforbidden to use video recorders, radios, CD players, radio transmitters, cellular phones and other items of a similar nature within the track area); Advertisements.
Any item that does not comply with the Rules will be kept by the judges, who will provide a receipt. The items can be claimed at the end of the event upon presentation of the receipt at the Technical Information Centre (TIC). Once the control procedure is over, a judge will accompany the athletes into the field. The Call Room timetable is as follows: Event

7.3. Combined Events Athletes taking part in combined events must report to the Call Room for the first event in each session (morning and afternoon). Those athletes must follow the abovementioned procedures (Chapter 7.2). There will be a Combined Events Resting Room under the spectator stands so that the heptathletes and decathletes may rest between their events. OCMG 2013 will provide all athletes with fruits and refreshments. Athletes can be accompanied by trainers or physicians at the Resting Room.

Results of the combined events will be displayed inside of the Resting Room at the end of every event. 7.4. Competition Area After completing the control procedures in the Call Room, at the scheduled time to enter the infield, the athletes will be accompanied by a judge to the start line or to the relevant sector. Throughout the competition, no athlete will be allowed to leave the area without the permission of the Referee of the event. In the event that the permission is granted, the athlete must be accompanied by a judge. The athletes will leave the track through the exit closest to the finish line and go through the Mixed Zone before going to the Post Event Area, where they will be able to collect their personal belongings. During the qualification rounds of jumping and throwing events, the athletes who achieve the qualification standards must leave the competition area accompanied by a judge. During the finals of the high jump and pole vault competitions, the athletes who finished will be allowed to leave the competition area immediately, provided that they are accompanied by a judge, with the exception of the first, second and third classified athletes, who will leave the area together at the end of the event. 7.5. Starter’s Commands The starting commands will be given in English. • •
In races up to and including 400 m, the commands will be “On your marks” and “Set”. In races longer than 400 m (except 4x400 m), the command shall be “On your marks”.
All races shall be started by the report of the Starter’s gun. 7.6. Announcing the Results From the moment when the results become available, they will be posted on the board at the Technical Information Centre (TIC). The results will be considered official as soon as they are posted on the board. The results will also be displayed on the videoboard in the stadium. Once a new result appear on the videoboard, the announcement will be made in English, French and Turkish. Each National Olympic Committee taking part in the athletics competitions will be allocated a pigeonhole where results and other information regarding the competition will be placed. The pigeonholes will be situated within the TIC at the Nevin Yanıt Athletics Facility, and at the Sports Information Centre in the Mediterranean Village.

7.7. Qualifying Marks The composition of the groups and qualification criteria as well as the starting height of vertical jumps will be determined by the IAAF Technical Delegate following the closing of entries. The team leaders will be informed about these decisions at the Technical Meeting. 7.8. Throwing implements The OCMG 2013 will provide the implements for the throwing events complying with the IAAF Rules. Those athletes wishing to use their own implements should deliver the implements at the TIC at the stadium at least twenty four (24) hours before the official start time of the event. Such implements must comply with the IAAF Rules and be IAAF-certified. During the events, personal implements will be made available to the athletes. 7.9. Race walk The race walk events will take place on the road, starting and finishing at Adnan Menderes Boulevard. The athletes will complete 10 laps of two (2) km loop course. The course is flat and completely asphalt. A time display will be placed near the finish in order to allow the competitors to view the intermediate times of each lap. A Posting Board will be placed near the finish to keep the athletes informed about the number of Red Cards that have been sent to the Chief Judge for each athlete. Three (3) race walking judges will be appointed from the IAAF Panel of International Race Walking Judges and Area Level Judges. 7.9.1. Refreshment areas Water and other suitable refreshments will be available at the start and finish of the races. Along the race walk circuit, there will be refreshment areas as follows; • •
A Refreshment Station, Two Drinking/Sponging Stations.
Notices will be posted 50m before the refreshment areas. 7.9.1.1. Refreshment Station The Refreshment Station will be provided at every lap. OCMG 2013 will arrange tables separately for each participating National Olympic Committee with • • • •

Race walkers may provide personal refreshments. The team representatives will be responsible for placing the personal refreshments to their dedicated table at the Refreshment Station. A maximum of two officials from each National Olympic Committee may be stationed behind the refreshment table, and may hand the refreshments to the athletes. Those participants who are not accompanied by any team official must inform the TIC at the stadium or the Sports Information Centre in Mediterranean Village at least one day before the event to request assistance. The OCMG 2013 will provide participants with bottles and labels for their supplies. Bottles and labels will be distributed at the Sports Information Centre in the Mediterranean Village. Athletes will be permitted to use their own bottles as long as they don’t display any commercial labels. All of the bottles must be clearly identified with the following information: • • •
Name of the athlete; Number of the athlete; Three-letter code of the athlete’s National Olympic Committee (NOC).
All of the tables will be identified by the name of the NOC. 7.9.1.2 Drinking/Sponging Stations Besides the Refreshment Station, two drinking/sponging stations will be set up to provide: • •
Water, Sponges.
A signboard will be located 50m before these stations. 7.10 Half-marathon The start and finish lines of the half-marathon of the 2013 Mersin XVIIth Mediterranean Games will be situated at Adnan Menderes Boulevard and the course will follow an asphalt route. Both men and women taking part in the half maraton will start from the same point. Men and women taking part in the half maraton must have been born before 31 December 1993. 7.10.1 Refreshment stations There will be four refreshment stations located at 5 km, 10 km, 15 km and 20 km. Each of these stations will comprise of two areas: • •
Personal refreshment tables, Collective refreshment tables.
Signboards will be placed 100m before the refreshment stations.

7.10.1.1 Personal refreshment tables Half marathon competitors may provide personal refreshments. All personal refreshments must be deposited at the Sports Information Centre in the Mediterranean Village until 20.00 and 24 hours before the competition. The organizers will then transport the bottles to the tables at the indicated distances along the course. 7.10.1.3 Drinking/Sponging Stations Drinking/sponging stations will be placed approximately midway between the refreshment stations, i.e. located at approximately 7.5 km, 12.5 km and 17.5 km. Signboards will be placed 100m before the drinking/sponging stations.
8. COMPETITION, VENUE AND EQUIPMENT Athletics competitions of the 2013 Mersin XVIIth Mediterranean Games will be held at Nevin Yanıt Athletics Facility in Mersin which is situated at a distance of 8 km (15 minutes), away from the Mediterranean Village Complex (MV1-MV2) with a spectator capacity for 3000 spectators.

8.1 Competition Area The Nevin Yanıt Athletics Facility accomodates the following facilities;
One (1) 400m track of 8 lanes with a synthetic Conipur MX surface, Two (2) long and triple jump sectors, One (1) high jump sector, One (1) pole vault sector, One (1) shot put circles, One (1) javelin throw runways, One (1) cage for hammer throw and discus throw.
8.2 Warm-up area The warm-up area for the athletes taking part in the competition is situated in the area adjacent to the Nevin Yanıt Athletics Facility. 8.3 Equipment All sports equipment and technical apparatus used during the Athletics competition shall comply with the IAAF Competition Rules in force as of 1 January 2013, excluding the special exceptions by the ICMG. 8.4. Changing Rooms The participants will have access to separate changing rooms, for men and for women, equipped with showers, toilets and massage beds. 8.5. Mixed Zone and Press Conference Hall Accredited media will be allowed to hold short interviews with athletes at the end of each competition, in the Mixed Zone. Athletes must go through the Mixed Zone when leaving the competition area and their cooperation is requested to answer questions from the press. Additionally, at the end of each event, the press officer of the OCMG 2013 will invite medalist athletes to the press conference hall for interviews.
9. TRAINING Information regarding the location and time of training sessions will be made available at the TIC and at the Sports Information Centre of the Mediterranean Village. The training sessions will be held from the 21 June 2013 until the end of the competition at the Nevin Yanıt Athletic Facility approximately 8 km (15 minutes) away from the Mediterranean Village (MV1/MV2).

10. ELIGIBILTY All NOCs of the ICMG member countries, whose Federations are members of the IAAF, are eligible to take part in the Athletics competitions of the 2013 Mersin XVIIth Mediterranean Games. Athletes must be nationals of the country entering them at the moment of the preliminary registration and must comply with and follow the ICMG and IAAF rules. Each country has the right to register for the Athletics competitions two (2) male and two (2) female contestants for individual events, with the exception of the half marathon. For the half marathon, each country can register three (3) male and three (3) female competitors. The host country of the 2013 Mersin XVIIth Mediterranean Games can register fifteen (15) male competitors and fifteen (15) female competitors. Only three (3) male and three (3) female contestants of the host country will appear in the official list of the competition. These three (3) male and three (3) female competitors will be designated prior to the Technical Meeting. Relay Races: Each country has the right to register relay teams in the athletics events. Six (6) competitors can be registered for each relay race. Once the relay team has been named, two (2) additional athletes can be chosen as replacements. These replacements shall be specified on the list of competitors already registered for the Athletics competitions of the 2013 Mersin XVIIth Mediterranean Games. The precise composition of the team and the order of running of the relay athletes must be announced in the Call Room before being called, no later than one hour before the start of the Call Room entry time.
11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based upon a document downloadable from the website: www.mersin2013.gov.tr Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by the each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2). 11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2).

11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC, must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2). 11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC, must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain topics and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation.
12. TECHNICAL MEETING The Technical Meeting will be held at the Nevin Yanıt Athletic Facility two days before the beginning of the event, i.e. on Monday 24 June 2013 (16.00 hrs). All the questions related to the Technical Meeting must be submitted in written English or French to the TIC at the stadium and the Sports Information Centre in the Mediterrenean Village and before 13.00 hrs on 24 June 2013. The meeting will be held in English. The Meeting will be organized according to the IAAF rules and under the supervision of the IAAF Technical Delegate. The meeting will be attended by: • • • • • • • •
IAAF Technical Delegate, A Member of ICMG Technical Committee, Chief of Delegation (1 per delegation), Competition Officials, Team Leaders (one per country) Team doctors (one per team), OCMG 2013 Competition Manager of the Athletics competitions, OCMG 2013 Venue Manager.
The meeting may also be attended by the Trainers (one per team).

13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.
Mediterranean Village
The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.
Polyclinics, Laboratory and Diagnostic Imagining Emergency service (24 hours) Ambulance service (24 hours)
A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.
Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, IAAF and WADA rules and regulations.

All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned, in accordance with the ICMG and IAAF rules and WADA Anti-Doping Code. Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.
14. JURY AND COMPETITION OFFICIALS 14.1 Jury of Appeal In accordance with the technical rules of the events of each sport of the program within the scope of the 2013 Mersin XVIIth Mediterranean Games, International Jury of Appeals will be set up. These will be in charge of scrutiny of the official appeals that may be lodged. In the event that the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the international officials present at the competitions and through the Technical Delegate, the Appeals Committee President and two (2) appeals committee referees. In general, except for special arrangements by the International Federation, the Jury of Appeal will be made up of: • One ( 1 ) Chairman; • Two ( 2 ) members selected from a list of six ( 6 ) qualified persons and chosen from a list of representatives from the participating countries. This list will be communicated by the Technical Delegate at the Technical Meeting, as established at section 12 of the present regulations. In the event of an appeal, the members of the Jury shall not be of the same nationality as the person lodging the appeal. 14.2 Competition Officials The Turkish Athletic Federation will appoint all the competition officials with regard to the Athletics competitions of the 2013 Mersin XVIIth Mediterranean Games. For the race walk competitions three (3) judges will be appointed from the IAAF International Walking Judges Panel or from Area Associations Panels.
15. PROTESTS AND APPEALS Each athlete or an official representative of their own NOC shall have the right to make an oral protest as per the IAAF Rule 146.3.

Protests concerning the result or conduct of an event must be made within 30 minutes following the official announcement of the the result of that event. In the event of an appeal, this shall be presented within the 30 minutes following the official announcement of the referee’s decision. In accordance with the IAAF Rules, it should be submitted in written and either in French, English or Arabic and signed by the athlete or by an official representative of the relevant NOC, along with a cash deposit of USD 100 or equivalent. If the appeal is accepted, the deposit will be returned, otherwise it will be acquired by the OCMG 2013. All appeals must be communicated to the TIC at the Nevin Yanıt Athletics Facility, which will communicate them to the secretary of the Jury of Appeal.
16. SPORTS UNIFORMS 16.1. Uniforms of the Athletes Athletes participating in the Athletics competitions of the 2013 Mersin XVIIth Mediterranean Games will wear sports attires in accordance with the IAAF Rules. No commercial brands shall be displayed on any uniform, accessory or, more generally, clothes and equipment used by athletes, with the exception of the producer’s brand name of the item or equipment itself. This shall be valid provided the same brand names are not shown for advertising purposes, in accordance with ICMG and IAAF Rules. The award ceremony is subject to the same restrictions. 16.2 Numbers At the Technical Meeting, the OCMG 2013 will provide same four (4) numbers for each athlete participating in the Athletics competitions: two for the competition vest, one for the track suit and one for the bag. These numbers must not be cut, folded or covered by any item in any form. All athletes must wear their numbers on their chest and on their back, with the exception of the high jumpers and pole vaulters who may wear a single number on their back or chest. All the competitors of the running events will receive two self-adhesive hip numbers to be attached to each side of their shorts or legs.
17. AWARDS Award ceremonies will be carried out according to the ICMG rules and IAAF regulations and the daily program for the awards. Athletes occupying the first three ranks in each event will receive medal and diploma, first eight in each event will receive diplomas. Information provided in the Draft Time Table is subjected to change at any time, depending on the number of participating athletes. Official daily Time Table will be confirmed by the IAAF Technical Delegate at the Technical Meeting.
19. TECHNICAL OFFICES FOR COMPETITIONS Two offices will provide specific information on Athletics competitions: the first one is Technical Information Centre (TIC) located at the competition venue, whereas the second one is the Sports Information Centre located at in the Mediterranean Village. These two offices will provide information about competition times, training sessions, transport, start lists and results. The two offices will also provide technical information and announcements issued by the IAAF and OCMG 2013.
20. APPROVAL OF THE REGULATIONS Should any dispute arise over the interpretation of the present regulations, the French version shall prevail. These regulations were approved by the President of the Technical Committee and ICMG on 6 September 2012.
