GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. For the last eleven years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin and 85,7% in Adana.

3.3. Organizing Committee for the 2013 Mersin XVIIth Mediterranean Games (OCMG 2013) Competitions The organizing committee for this sport shall be composed of a Turkish Technical Delegate, a Competition Manager and a Venue Manager who will be in charge of, under the supervision of Turkish Technical Delegate, the smooth execution of the competition, together with the Competition Support Unit. 4. COMPETITIONS, TIME AND VENUES 4.1. Competitions Basketball matches of the 2013 Mersin XVIIth Mediterranean Games will include Tournament both for Men and Women categories. 4.2. Time and Venues The Men’s Tournament will be held between 18-19 -21-22-23-24 and 25 June 2013 at the ‘’Servet Tazegül Sports Complex”. The Women’s Tournament will be held between 18-19-21-22-23 and 24 June 2013 at the “Tarsus Sports Hall”.
5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD The Basketball competition will take place on condition that six (6) Countries for Men and six (6) Countries for Women category register no later than the deadline of the entries by number form. If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the abovementioned number, the Chairman of the Technical Commission ICMG or his representative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2). Immediately following this date, the OCMG 2013 will notify the relevant National Olympic Committees (NOCs), by fax or e-mail, about the possible cancellations. Once confirmed, the competitions will be held and winners will be awarded with medals, regardless of the number of participants.
6. COMPETITION RULES Basketball Tournaments will be held in accordance with the FIBA (International Basketball Federation) rules in force as of 1 January 2013, excluding the special dispensations by the ICMG.

Any case not covered hereby will be decided as follows: • •
General cases will be settled according to the ICMG rules; Technical cases will be settled according to the FIBA rules.
7. TECHNICAL ORGANIZATION The TBF (Turkish Basketball Federation), under the supervision of the FIBA Technical Delegate, is responsible for the technical organization and management of the Basketball Tournaments of the 2013 Mersin XVIIth Mediterranean Games. 7.1. Special provisions for the holding of the Tournaments Any dispute occurring before or during the Tournament will be settled by the Competition Manager, in accordance with the ICMG and FIBA rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. Further information on the organization of the competition will be provided once the official number of participating teams is known. 7.2. Groups - Tournament organized with six (6) teams One group includes five (5) competition days. Each team will hold a match with all the other teams. Each team will have one (1) match in a day. The fifth- and sixth-ranked teams will not play any further. The teams ranking from first to fourth place will advance to the second phase and will be ranked and matched as follows: 1^ vs. 4^ 2^ vs. 3^ The winners of two matches will play the final for first and second place. Teams losing two matches will play the final for third and fourth place. - Tournament organized with seven (7) to ten (10) teams Teams will be divided into two (2) groups, A and B, of three (3) to five (5) teams each. The first phase will take a maximum of five (5) days during which teams will hold match with all the other teams within their groups. Break days will be determined based on the actual number of teams taking part in the Tournament. - Semi-finals The top two (2) teams of each group will play as follows:

- Tournament organized with eleven (11) teams Teams will be divided into three (3) groups: A, B and C. Group A will include three (3) teams and Groups B and C will include four (4) teams each. Each team will have one (1) match in a day. In each group, each team will have match with the other teams to determine the group ranking. The two (2) top teams of Group A and the three (3) top teams of Groups B and C (eight teams in total) will proceed to the following phase. Teams which are not qualified for the next phase will play for the ninth, tenth and eleventh place. - Quarterfinals The two (2) top teams of Group A and the three (3) top teams of Groups B and C (eight teams in total) will play as follows: Match 1 I A – II B

In each group, each team will have match with all the other teams only once to determine the group ranking. Top two (2) teams in each group will proceed to quarterfinals. 7.3. Drawing of lots and Composition of Team Groups According to the number of Countries to be registered no later than 19 March 2013 (24.00 hrs GMT+2) for the Basketball Tournament, the Competition Management will define the organization of the two Tournaments. The drawing of lots for the composition of groups will be carried out on 7 May 2013 and in accordance with the ICMG rules.

The Committee for the drawing of lots will be composed of the following members: • • • •
Chairman of the ICMG Technical Commission or a proxy; FIBA Technical Delegate; President of the Turkish Basketball Federation or a proxy; OCMG 2013 Sports Director or a proxy.
Whilst drawing lots, the Committee will take into consideration the level of the participating teams and the result of the below-mentioned Games, relatively: 1. 2. 3.
Mediterranean Games; Olympic Games; World Championship.
In order to achieve more balanced groups, the Drawing Committee will take into account the level and value of the participating teams, specifically in terms of results achieved during the latest Mediterranean Games held in Pescara, as well as data available to the Technical Commission for the seeding. The drawing of lots is open to representatives of the participating Countries, press and public. 7.4. Technical Commission The Technical Commission is composed as follows: • • •
Chairman: FIBA delegate; One (1) representative of the participating NOCs chosen by the FIBA delegate; President of the Turkish Basketball Federation or a proxy.
The Technical Commission is responsible for: • Checking and approving sports equipment and facilities; • Appointing referees and assistants; • The approval of the final result of each match; • The application of disciplinary sanctions if players, referees, trainers and competition officials display unsportsmanlike manners during the matches; • The final ranking of teams. 7.5. Ranking System 7.5.1. Scores assignment Scores will be assigned according to the FIBA rules. If two (2) or more teams finish with the same scores in the same group, their ranking groups will be determined according to the FIBA regulations. 7.5.2. Ranking It will follow the ranking system provided for in the FIBA official game rules.

8. COMPETITION VENUES AND EQUIPMENT Basketball Tournaments of the 2013 Mersin XVIIth Mediterranean Games will be held in the following venues: Men: •
Servet Tazegül Sports Complex with the capacity for 7500 spectators, approximately 3 km (5 minutes) away from the Mediterranean Village Complex.
Women: •
Tarsus Sports Hall (Tarsus) with the capacity for 1500 spectators, approximately 38 km (45 minutes) away from the Mediterranean Village Complex.
8.1. Competition area The competition area shall comply with the FIBA rules. The playing surface is made of hardwood. The competition area will be lit in accordance with the FIBA Lighting specifications in “Level 2”. 8.2. Equipment Official balls must be FIBA-approved. For the warm-up before the match, each team will be provided with six (6) balls which are the same brand and model as those to be used for the official match. All the balls will be provided by Turkish Basketball Federation (TBF). All the sports and technical equipment to be used in the Basketball Tournaments and events shall comply with the FIBA technical regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG. 8.3. Changing rooms Separate changing rooms for Men and Women will be available with showers, toilets, massage beds, flip chart and tactical board. 8.4. Mixed Zone and Press Conference Room Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after competitions. Athletes must leave the competition area via the Mixed Zone and they are requested to cooperate so as to answer questions from the press. At the end of each match, the OCMG 2013 official in charge of the press will escort the trainer and one player from each team to the Press Conference Room in order to answer the questions of the press.

9. TRAINING 9.1. Training Venues Besides the official Tournament venue, training venues will be available for teams, according to a program scheduled by the Competition Management. Training sessions for Men category will take place in the training hall at Servet Tazeg端l Sports Complex. Training sessions for Women category will take place at the Gelisim College Sports Hall that is approximately 8 km (20 min) away from the Mediterranean Village Complex. Balls provided to the teams for training will be the same model and brand as those to be used in the official competition. Training locations will be equipped with changing rooms, showers and massage beds. Water will be provided to teams both at the training and competition venues. 9.2. Procedures for the scheduling of training sessions The Tournament Management will assign to each team a daily training session of at least one hour at one of the designated facilities. Furthermore, a familiarization session of one hour will be assigned (only once) at the competition venue on one of the days preceding the start of the Tournament. The training session programme will be submitted to each NOC upon their arrival to Mersin. The NOCs must confirm the use of these training sessions no later than the designated date and time. Deadline for the confirmation will later be announced. All sessions not confirmed by the participating NOCs will be offered to the other teams. All participating NOCs must confirm the actual use of the training session by h. 17.00 of the day prior to the session itself. In the event that a session is cancelled, it will be assigned to the other participating teams. As a general rule, the Competition management will take into account all the submitted requests and will assign training venues and times by following a rotation system. If possible, extra training sessions will be assigned.
10. ELIGIBILITY All NOCs of the ICMG member Countries whose Federations are the FIBA members, are entitled to take part in the Basketball Tournaments of the 2013 Mersin XVIIth Mediterranean Games. Players must be nationals of the Country entering them at the time of preliminary registration and must comply with the ICMG and FIBA rules and regulations. Each NOC is entitled to register one (1) team for Men Category and one (1) team for Women Category. 11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based upon a document downloadable from the website: www.mersin2013.gov.tr Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries, which duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2). 11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2). 11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2). 11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain topics and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation.
12. TECHNICAL MEETING The Technical Meeting will be held at the Mersin Mediterranean Village International Zone meeting hall, on Monday 17 June 2013. 06.09.2012 / Basketball Sports Manual

The Meeting will be organized following the FIBA rules and under the supervision of the FIBA Technical Delegate. The meeting will be attended by: • • • • • • • •
FIBA Technical Delegate; A member of the ICMG Technical Commission; Judges Team Leader (one for each country); Team Physicians (one per team); Coaches (one for each Coutry ); OCMG 2013 Competition Manager of Basketball Tournaments and/or Turkish Technical Delegate; OCMG 2013 Venue Manager.
13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.
Mediterranean Village
The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.
Polyclinics, Laboratory and Diagnostic Imagining Emergency service (24 hours) Ambulance service (24 hours)
A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.
Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, FIBA and WADA rules and regulations.

All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned in accordance with the ICMG and FIBA rules and WADA Anti-Doping Code. Detailed information will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.
14. JURY MEMBERS, JUDGES AND REFEREES 14.1. Referees The Referees Team of the Basketball Tournaments of the 2013 Mersin XVIIth Mediterranean Games will be composed of: • • •
Two (2) referees appointed by the FIBA; Each participating NOC will be entitled to bring two (2) FIBA active referees, Competition secretaries and table officials will be appointed by the TBF.
Names of the referees to be designated by each participating NOC will be indicated on the entries by name form. 14.2. Appeals Committee In accordance with the technical regulations for each sports event to be scheduled in the Mersin 2013 XVIIth Mediterranean Games programme, an International Appeals Committee will be established. They will be responsible for the scrutiny of official complaints and appeals lodged. In the event that the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the international officials present at the competitions and through the Technical Delegate, the Appeals Committee President. Generally, excluding the special dispensations by the FIBA International Federation, the Appeals Committee will be composed of: • •
One (1) President; Two (2) permanent members and two (2) associate members selected among of participating Countries.
This list will be communicated by the FIBA Technical Delegate during the Technical Meeting. In the event of a complaint, the members of the Committee cannot be of the same nationality as the person lodging the complaint.
15. PROTESTS Protests will be evaluated according to the FIBA International Regulations.

The Technical Commission will pronounce on lodged protests in first instance, while the Appeals Committee will decide on appeals in second and last instance. All appeals will be submitted in written French, English or Arabic, along with a cash deposit, in accordance with the FIBA rules. If the appeal is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG 2013. All appeals against the decisions made by the Technical Commission will be lodged to the Appeals Committee in accordance with the FIBA rules. Decisions of the Appeals Committee will be communicated within six (6) hours from the lodging of the appeal. This decision will be considered as final.
16. SPORTS UNIFORMS 16.1. Uniforms of Athletes Athletes participating in the Basketball Tournaments of the 2013 Mersin XVIIth Mediterranean Games must wear uniforms complying with the FIBA rules. Each team shall have two (2) sets of uniforms of contrasting colors (light and dark). These colors will be communicated and confirmed during the registration. The athletes’ numbers must match with those indicated in the team registration form and those printed on the uniforms. Athletes must have the same number throughout the Tournament. No advertising will appear on the uniforms excepted the manufactory logos, on accessories or on all clothing and equipment worn or used by players except for the producer labels of the clothing or equipment, on condition that the latter are not displayed for advertising purposes, in accordance with the rules defined by the ICMG and FIBA. These rules also apply to award ceremonies. 16.2. Uniforms of Referees International Referees shall wear the FIBA uniform throughout the Tournament. Each referee must bring his own official uniform.
17. AWARDS Award ceremonies will be held at the end of the final match of each Tournament. Medals and diplomas In accordance with the ICMG rules, the following prizes will be awarded: First prize A gold medal and a diploma for each player belonging to the first- ranked team;

Second prize A silver medal and a diploma for each player belonging to the second-ranked team; Third prize A bronze medal and a diploma for each player belonging to the third-ranked team; Fourth to Eighth Places: Each athlete belonging to the Teams placed fourth, fifth, sixth, seventh and eighth in each competition will receive a diploma.
18. TIME TABLE Official Time Table will be available after drawing of lots and will be communicated to participating NOCs.
19. TECHNICAL OFFICES FOR THE COMPETITION Two offices will provide specific information on the Basketball Tournament: the Basketball Technical Information Centre is located at the competition venue and Sports Information Centre is located in the Mediterranean Village. These two Offices will provide information on competition times, training sessions, transportation, list of players and results. The two Offices will also provide technical information communicated by the FIBA and OCMG 2013.
20. APPROVAL OF THE REGULATIONS In case of disagreement on the interpretation of these regulations, the French version shall prevail. These regulations were approved by the President of Technical Commission and ICMG on 6 September 2012.
