GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. Organizing Committee for the 2013 Mersin Mediterranean Games (OCMG 2013) Competitions The organizing committe for this sport shall be composed of a Competition Manager and a Venue Manager who will be in charge of the smooth execution of the competition, together with the Competition Support Unit.

4. COMPETITIONS, DATES AND VENUES 4.1. Competitions Artistic Gymnastics competitions at 2013 Mersin XVIIth Mediterranean Games include the following events: MEN Team Competition Individual Competition Apparatus Finals: Floor exercise Pommel horse Rings Vault Parallel bars Horizontal bar

WOMEN Team Competition Individual Competition Apparatus Finals: Vault Uneven bars Balance beam Floor exercise

4.2. Dates and Venues Artistic Gymnastics competitions will be held between 19-22 June 2013 at “Mersin Gymnastics Hall� that is 2 km (5 minutes) away from Mediterranean Village Complex (MV1/MV2).

5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD Artistic Gymnastics competitions will be held on condition that at least eight (8) Countries for Men category and six (6) Countries for Women category register no later than the deadline for the entries by number registration. Artistic Gymnastics competitions will be held if minimum twenty (20) gymnasts register no later than the deadline for the entries by number form. If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the abovementioned number, the Chairman of the ICMG Technical Commission or his represenatative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2). Immediately after this date, the OCMG 2013 will notify to the National Olympic Committees (NOCs) involved, by e-mail or fax, about the possible cancellations. Once confirmed, the competition will be held and winners will be awarded with medals, regardless of the actual number of participating teams.

6. COMPETITION RULES Artistic Gymnastics competitions will be held in accordance with the FIG (International Gymnastics Federation) rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. Any case not covered hereby will be decided as follows:  

General cases will be settled according to the ICMG rules; Technical cases will be settled according to the FIG rules.

7. TECHNICAL ORGANIZATION The TGF (Turkish Gymnastics Federation), under the supervision of the FIG Technical Delegate, is responsible for the technical organization and management of the Artistic Gymnastics competitions of the 2013 Mersin XVIIth Mediterranean Games. 7.1. Special provisions for the Holding of the Competitions The competition programme, the random draw and scores codes will comply with the FIG technical rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. -

General Team Competition: Competition I

In this event, gymnasts (men and women) will perform all apparatus to qualify both for Team Competition and Individual Competition. -

Individual Competition: Competition II

The top twenty-four (24) gymnasts of the Team Competition (Competition I) will take part in the final for the Individual Competition (Competition II). In the event of a tie for two (2) or more gymnasts placing 24th in the Team Competition, they will advance to the Individual Competition (Competition II) by following the run-off system as defined by the FIG technical rules. Only two (2) men gymnasts and two (2) women gymnasts for each Country will be entitled to take part in this Competition. The composition of the groups of gymnasts, as well as the starting order for each event, will be decided according to the FIG technical rules. Apparatus Final: Competition III The top eight (8) men gymnasts and eight (8) women gymnasts holding the best scores on apparatus in the Team Competition (Competition I) will take part in the apparatus final (Competition III). In the event of a tie for 8th place for one apparatus event in the Team Competition (Competition I), the tied gymnasts will take part in the apparatus final (Competition III) by following the run-off system as defined by the FIG technical rules.

Only two (2) men gymnasts and two (2) women gymnasts for each Country will be entitled to take part in this Competition. The starting order for the apparatus final will be decided through random draw according to the FIG technical rules. 7.2. Ranking -

Team Competition: Competition I

The ranking for the Team Competition will be determined by adding the scores of top three (3) male and three (3) female athletes on each apparatus. -

Individual Competition: Competition II

The ranking for Competition II will be decided by adding the scores of the athletes (men/women) for all apparatus. -

The ranking for the apparatus final will be decided based on the scores obtained by the gymnasts (men and women) taking part in this event. 7.3. 7.4. Random draw The random draw of groups to determine the starting order for the competition will be carried out two (2) days before the competitions, on 16 June 2013 during the Technical Meeting and in the presence of the participating Countries. 7.5. Numbers Gymnasts (men and women) taking part in the Artistic Gymnastics competitions shall wear the numbers provided by the OCMG 2013. 8. COMPETITION VENUES AND EQUIPMENT Artistic Gymnastics competitions of the 2013 Mersin XVIIth Mediterranean Games will be held at Mersin Gymnastics Hall which is about 2 km (5 minutes) away from the Mediterranean Village Complex (MV1/MV2). 8.1. Competition area The competition area is a 12m obstacle-free area and has the size of 60.30 X 44.30m. Competition area will be equipped in accordance with the FIG regulations. Lighting will be 1500 Lux and maximum sound is 80 db. Environment temperature will be fixed on 20 degrees. It will be possible to warm up in the official competition facility, in accordance with the FIG regulations. 8.2. Equipment All sports and technical equipment used in the Artistic Gymnastics competitions and training must comply with the FIG technical regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG. 8.3. Changing rooms Separate changing rooms for male and female athletes will be provided with facilities including showers, toilets and massage beds. 8.4. Mixed Zone and Press Conference Room Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after competitions. Gymnasts must leave the competition area via the Mixed Zone and they are requested to cooperate in order to answer the questions of the press. At the end of each competition, the OCMG 2013 official in charge of the press will escort the athletes to the Press Conference Room in order to answer the questions of the press.

9. TRAINING 9.1. Training venues The training gym is located inside the Mersin Gymnastics Hall.

This area will have two (2) training halls. Each of them will be 29.60mx44m. All the apparatus inside the facility will be of the same type as those used for the men’s and women’s competitions. The number of apparatus will be adequate for the number of registered athletes. The training area will be available starting from 15 June 2013 on, according to the training program scheduled by the OCMG 2013. Training sessions will not be open to the media or the public. 9.2. Procedures for scheduling training sessions Countries will be informed about their training program upon their arrival in Mersin. The training program will comply with FIG technical regulations. The above mentioned program will be decided by the OGMG 2013, together with the FIG Technical Delegate.

10. ELIGIBILITY All NOCs of the ICMG member Countries whose Federations are the FIG members are entitled to take part in the Artistic Gymnastics competitions of the 2013 Mersin XVIIth Mediterranean Games. All gymnasts(men and women) participating in the competitions must be the nationals of the Country that enter them in the preliminary registration and must comply with the ICMG and FIG rules and regulation. Each NOC is entitled to register maximum one (1) Men’s team and one (1) Women’s team for the Artistic Gymnastics competition. Each Team will be composed of five (5) male and five (5) female gymnasts, four (4) of which will take part in apparatus events. In order to be entitled to take part in the Artistic Gymnastics competition, gymnasts should be born in 1997 and previous years for the men’s and for the women’s competition.

11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based upon a document downloadable from the website: www.mersin2013.gov.tr Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2). 06.09.2012 / Artistic Gymnastics Sports Manual

11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2). 11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2). 11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain issues and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation.

12. TECHNICAL MEETING The Technical Meetings will be held at the Mersin Gymnastics Hall on Sunday 16 June 2013. The Meetings will be organized in accordance with the FIG rules and under the supervision of the FIG Technical Delegate. The meetings will be attended by:      

FIG Technical Delegate; Member of ICMG Technical Committee; Team Leaders (one for each Country); Judges; OCMG 2013 Competition Manager for Artistic Gymnastics Competitions; OCMG 2013 Venue Manager.

The Meeting may also be attended by the trainers (one for WAG and one for MAG).

13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.

Mediterranean Village

The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.   

Polyclinics, Laboratory and Diagnostic Imagining Emergency service (24 hours) Ambulance service (24 hours)

A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.

Competition and Training Venues

Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, FIG and WADA rules and regulations. All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned in accordance with the ICMG and FIG rules and WADA Anti-Doping Code. Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.

14. JUDGES 14.1. Appeals Committee In accordance with the technical regulations of events of each sport scheduled in the 2013 Mersin XVIIth Mediterranean Games program, International Appeals Committees will be estabished. They will be responsible for the scrutiny of official complaints lodged, as well as of appeals. If the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the international officials present at the competitions and through the Technical Delegate, the Appeals Committee President.

In general, excluding the special dispensations by the International Federation, the Appeals Committee shall be composed of: • One (1) President • Two (2) members will be designated by Technical Delegate at the Technical Meeting and be selected among six (6) qualified people who have been chosen from the representatives list of participating Countries. This list will be communicated by the FIG Technical Delegate during the Technical Meeting. In the event of a complaint, the members of the Committee cannot be of the same nationality as the person lodging the complaint. 14.2. Members of the Apparatus Jury The FIG Technical Delegates will appoint six (6) people one for each apparatus in the men’s competition and four (4), one for each apparatus in the women’s competition who will be in charge of all apparatus. Their tasks will be defined according to the FIG technical rules and score codes. Each participating NOC is entitled to propose two (2) judges for the men’s competition and two (2) judges for the women’s competition. Names of the judges will be indicated on the entries by name form (long list) to be filled and returned to the OCMG 2013 no later than 19 April 2013. If the number of judges appointed by NOCs is not sufficient, the Turkish Gymnastics Federation, together with the FIG Technical Delegate, will select the number of international judges required for the valid and correct execution of the competition. Competition scores will be assigned following the FIG technical rules and scores codes. The FIG Technical Delegate will indicate the composition of the “D” Jury and judges for each event, by random draw carried out before the competition. 14.3. Information Meeting for Judges Before the competitions, judges will meet for an information session to be held under the supervision of the FIG Technical Delegate on Monday, 17 June 2013 at the Mersin Gymnastics Hall. During the meeting the following issues will be clarified: • • •

The composition of each jury; Uniformity in the enforcement of rules; Conditions for complete execution of the competition.

During the competition and one (1) hour before the start of each event, judges will meet in the judges’ hall to ensure the presence of all jury members, as well as to report any further information about the organization of events. All judges must take part in these meetings, according to the FIG technical rules and their relative score codes.

15. COMPLAINTS AND APPEALS Complaints and appeals will be examined according to the FIG International Regulations in force on the date when the events take place. 06.09.2012 / Artistic Gymnastics Sports Manual

Any complaint must be submitted in written French, English or Arabic in accordance with the FIG regulations and accompanied by a cash deposit. If the complaint is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG 2013.

16. SPORTS UNIFORMS Gymnasts (men and women) taking part in the Artistic Gymnastics Competitions of the 2013 Mersin XVIIth Mediterranean Games must wear uniforms complying with the FIG rules. No advertising logos may appear on uniforms, accessories or on clothing and equipment worn or used by gymnasts (men and women), except for the manufacturer’s labels, on condition that the latter are not displayed for advertising purposes, in accordance with the rules defined by the ICMG and FIG. These rules also apply to the award ceremonies.

17. AWARDS Award ceremonies will be held after the final. Medals and diplomas In accordance with the ICMG rules, the following prizes will be awarded to the athletes taking part in the Individual and Team Competitions of Artistic Gymnastics events. First prize A gold medal and a diploma to the first-ranked athlete; Second prize A silver medal and a diploma to the second-ranked athlete; Third prize A bronze medal and a diploma to the third-ranked athlete; Fourth to eight place: Each athlete of the Teams placing fourth, fifth, sixth, seventh and eighth in each competition will receive a diploma.

19. TECHNICAL OFFICES FOR THE COMPETITION Two offices will provide specific information on the Artistic Gymnastics Competition: First one is the Technical Information Centre (TIC) at the Competition Venue and the second is the the Sports Information Centre in the Mediterranean Village. These two Offices will provide information on competition times, training sessions, transportation, list of athletes and results. The two Offices will also provide technical information communicated by the FIG and OCMG 2013.

20. APPROVAL OF THE REGULATIONS In case of disagreement on the interpretation of these regulations, the French version shall prevail. These regulations were approved by the President of the Technical Committee and ICMG on 6 September 2012.
