GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramazanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. For the last eleven years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin and 85,7% in Adana.

4. COMPETITIONS, DATES AND VENUES 4.1. Competitions Handball competitions of the 2013 Mersin XVIIth Mediterranean Games include a Men’s and a Women’s Tournament. 4.2. Dates and Venues Competitions for Men category will be held from Sunday 23 June 2013 to Sunday, 30 June 2013 2013 at the “Lütfullah Aksungur Sports Hall” (Adana). Competitions for Women category will be held from Saturday, 22 June 2013 to Saturday, 29 June 2013 at the “Yüreğir Serinevler Sports Hall” (Adana).
5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD Handball Tournaments for Men and Women will be held on condition that that six (6) Countries for Men category and six (6) Countries for Women category register no later than the deadline for the entries by number form. If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the abovementioned number, the Chairman of the ICMG Technical Commission or his representative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2). Immediately after this date, the OCMG 2013 will notify the National Olympic Committees (NOCs) involved, by fax or e-mail, about the possible cancellation of one Tournament. Once confirmed, the Tournament will be held and athletes will be awarded with medals, regardless of the actual number of participating teams.
6. COMPETITON RULES Handball competitions will be held in accordance with the IHF (International Handball Federation) rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. Any case not covered by the Technical Book will be settled as follows: General cases will be settled according to the ICMG rules, Technical questions will be settled according to the IHF rules. Should any problem arise before or during the competitions, it shall be solved by the Competitions Management in accordance with abovementioned regulations, excluding the special dispensations by the ICMG.
7. TECHNICAL ORGANIZATION The THF, together with the IHF Technical Delegate, is responsible for the technical organization and management of the Handball Tournaments of the 2013 Mersin XVIIth Mediterranean Games.

7.1. Special provisions for the holding of the Tournaments Any dispute occurring before or during the Tournament will be settled by the Competition Management, in accordance with the ICMG and IHF rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. Additional information on the organization of the Tournament will be provided once the official number of participating teams becomes definite by the deadline for entries by number form. 7.2. Groups -Tournament organized with six (6) teams Teams will be grouped in one group: each team will hold match with every other team. The top two teams of the group will play the final. Teams ranking third and fourth will play for the third and fourth place. The time table of competitions will be determined by random draw as specified by the IHF regulations. -Tournament organized with seven (7) to ten (10) teams Teams will be divided into two (2) groups, A and B and each one is composed of three (3) to five (5) teams. In each group, each team will hold match with every other team in order to determine final ranking for that group. Semi-finals The top two (2) teams in each group will play as follows: 1st Semi-Final 1st A-2nd B

Matches to determine the final ranking from fifth place and onward will be organized depending on the number of participants. -Tournament organized with eleven (11) teams Teams will be divided into three (3) groups: A, B, and C. Group A will include three (3) teams and Group B and Group C will include four (4) teams each. In each group, each team will hold match with every other team in order to determine final ranking for that group. The top two (2) teams of Group A and the top three (3) teams of Group B and C will advance to the next group.

Each group will be played according to the championship system: all teams will play with every other team on a group robin basis. Teams unable to qualify to the next round will play for ninth, tenth and eleventh place. 7.3. Random Draw and Composition of Groups Depending on the number of countries to be registered for the Handball Tournament by Tuesday 19 March 2013 (24:00 hrs GMT+2), the Competition Manager will define the organization of the two Tournaments. The random draw for the composition of rounds will be carried out in accordance with the ICMG rules on 7 May, 2013 (24:00 hrs GMT+2). Whilst drawing lots, the Committees will take into consideration the level of the participating teams and the result in order of the previous edition of: 1. 2. 3.

The Committee for random draw will be composed of the following members:
Chairman of the ICMG Technical Commission or a proxy IHF Technical Delegate President of the Turkish Handball Federation or a proxy OCMG 2013 Sports Director or a proxy.
The random draw is opened to the participating countries, press and public. In order to achieve more balanced groups, the Commission for random draw will take into account the level and value of the participating teams, specifically in terms of results achieved during the

previous Mediterranean Games held in Pescara, as well as data available to Technical Commission for seeding. 7.4. Technical Commission The Technical Commission is composed as follows:
Chairman IHF Delegate, Two (2) representatives of the participating countries chosen by the IHF Delegate, President of the Turkish Handball Federation or a proxy.
The Handball Technical Commission is responsible for: -
Supervision and approval of sports equipment and facilities Appointing referees and assistants Approval of final result of each match Disciplinary sanctions for unsportsmanlike acts Conduct of players, referees and trainers during matches and teams final ranking.
7.5. Ranking System Scores will be assigned in accordance with the IHF rules:
Won match: 2 points Tied match: 1 point
Lost match: 0 points
If two (2) or more teams finish with the same score in the same round, their round ranking will be determined according to the IHF technical regulations. In the event of a tied match, at the end of matches played by direct elimination, rankings will be conveniently determined in accordance with the IHF technical regulations.
8. COMPETITION VENUES AND EQUIPMENT The Handball Tournament of the 2013 Mersin XVIIth Mediterranean Games will be held in the following venue: Men: “Lütfullah Aksungur” Sports Hall (Adana), which is about 1.5 km (5 minutes) away from the Adana Mediterranean Village Complex (MV7) and has a capacity for 1.500 spectators. Women:
Adana Yüreğir Serinevler” Sports Hall (Adana) which is about 7.4 km (15 minutes) away from the Adana Mediterranean Village Complex(MV7) and has a capacity for 2.500 spectators. 8.1. Competition area The competition area shall comply with the dimensions and the characteristics defined by the IHF regulations. The competition venue will be lighted with an intensity of 1000 lux.

8.2. Equipment The official balls for the competitions will be chosen and approved by the IHF: For the warm-up before the match, organizers will provide each team with twelve (12) balls of the same brand and model as those used in the official competition. All sports technical equipment used in the handball competitions and trainings shall comply with the IHF Technical Regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG. 8.3. Changing rooms Separate changing rooms (for men and women) equipped with showers, toilets and massage beds will be provided for the athletes. 8.4. Mixed Zone and Press Conference Room Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after competitions. Athletes must leave the competition field via the Mixed Zone and they are requested to cooperate so as to answer the questions of the press. At the end of each match, the OCMG 2013 official who is in charge of the press will escort the trainer and one athlete from each team to the Press Conference Room in order to answer the questions of the press
9.
TRAINING
9.1. Training Venues In addition to the official tournament venue, training facilities will be available to teams, according to a programme scheduled by the Competition Management. Training sessions for Men and Women Tournaments will be held at “Sakıp Sabancı Sports Hall” (Adana). During semi-finals and finals period, training sessions will be held at “Yenişehir Sports Hall” with 7500 seats. Court size shall comply with the IHF standards. Balls provided to teams for training will be the same model and brand as those used in the official competition. Training venues will be equipped with changing rooms, showers and massage beds. Natural mineral water will be provided to teams at the training and competition venues. 9.2. Procedures for scheduling training sessions The Tournament Management will assign to each team a daily training session of at least one hour and 30 minutes, at one of the chosen facilities. In addition, a familiarization session of one (1) hour will be assigned (one time only) at the competition venue on one of the days preceding the start of the Tournament. The training area (Sakıp Sabancı Sports Hall) will be available, starting from 18 June 2013 for all participating teams upon their arrival to the Mediterranean Village. Competition Management their request for pre-match training, through fax or e-mail, following this date so that the latter can establish the training schedule. The Official training sessions will be announced by Competition Management no later than 20 June 2013. Therefore, all NOCs shall confirm their attendance for official training sessions no later than 19 June 2013 by 17:00, via e-mail of competition manager. In the event that a session is cancelled, it will be assigned to the other participating teams. As a general rule, the Competition Management will take into account all the submitted requests and will assign training venues and times by following a rotation system. Training sessions will be assigned by the Tournament Management along with the IHF Technical Delegate. In addition to the official training sessions that will be held on 21-22 June 2013, extra training sessions will also be available for the participating teams.
10.
ELIGIBILITY
All NOCs of ICMG Member countries whose Federations are IHF members can take part in the Handball Tournaments of the 2013 Mersin XVIIth Mediterranean Games. The Athletes must be nationals of the country entering them at the moment of preliminary registrations and must comply with the ICMG and IHF rules and regulations. Each NOC can register one (1) team for each tournament (Men’s and Women’s Tournaments). Each Handball team can be composed of maximum sixteen (16) players.
11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based on a document downloadable from the website: www.mersin2013.gov.tr Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2). 11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2). 11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2).

11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain topics and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation.
12. TECHNICAL MEETING Technical Meeting for Women Tournament will be held at the Adana Mediterranean Village International Zone on Friday 21 June 2013 (h 15:00) and Technical Meeting for Men Tournament will be held at the Adana Mediterranean Village International Zone on Saturday 22 June 2013 (h 17:00). The Meeting will be organized following the IHF rules and under the supervision of the IHF Technical Delegate. The meeting will be attended by:
IHF Technical Delegate A member of the ICMG Technical Commission Team Leader (one for each country) Trainers (one for each country) Team Physicians (one for each country) Judges OCMG 2013 Competition Manager for Handball OCMG 2013 Venue Manager.
13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.

The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.

A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.
Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, IHF and WADA rules and regulations. All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned in accordance with the ICMG and IHF rules and WADA Anti-Doping Code. Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.
14.
JURIES AND JUDGES
14.1. Referees The Referees Team for the Handball Tournaments of the 2013 Mersin XVIIth Mediterranean Games will be composed of:
Two (2) referees appointed by the IHF, Two (2) international referees for each participating NOC, Six (6) referees appointed by the THF.
Names of the referees designated by participating NOCs will be indicated on the entries by name form. 14.2. Appeals Committee In accordance with the technical regulations of each sports event to be scheduled in the 2013 Mersin XVIIth Mediterranean Games programme, an International Appeals Committee will be established. It will be responsible for the scrutiny of official complaints lodged, as well as of appeals. In the event that the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the international officials present at the competitions and through the Technical Delegate, the Appeals Committee President. 07.09.2012 / Handball Sports Manual

Generally, excluding the special dispensations by the International Federation, the Appeals Committee will be composed of: One (1) President, Two (2) members selected among six (6) qualified people who have been chosen from the representatives of participating Countries. The list will be communicated by the Technical Delegate at the Technical Meeting. In the event of a complaint, the members of the Committee cannot be of the same nationality as the person lodging the complaint. The Competition Secretary Members and the timekeepers will be appointed by the Turkish Handball Federation.
15.
COMPLAINTS AND APPEALS
Complaints and appeals will be evaluated according to the IHF International Regulations. The Technical Commission will pronounce on lodged complaints in first instance, while the Appeals Committee will decide on appeals in second and last instance. Any complaint shall be recorded on the official match report and shall be submitted, in written French, English or Arabic within and no later than 30 minutes after the end of the match and be accompanied by a cash deposit in accordance with IHF rules. If the complaint is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG 2013.
16.
SPORTS UNIFORMS
Athletes participating in the Handball Tournaments of the 2013 Mersin XVIIth Mediterranean Games must wear uniforms complying with the IHF rules. Each team must have two (2) sets of uniforms of different colors (light and dark). These colors must be communicated and confirmed during the registration. Players must wear the number indicated in the team application form also matching the number on their uniform. Uniforms can be numbered from #1 and #99. The players must use the same number throughout the Tournament. The team to be listed first on the match programme (host team) will change its uniform if the team to be listed as second (guest team) has a uniform with the same colors. No advertising logos may appear on uniforms, accessories or on all clothing and equipment worn or used by players except for the manufacturer’s labels, on condition that the latter are not displayed for advertising purposes, in accordance with the rules defined by the ICMG and IHF. These rules also apply to the award ceremonies.

17.
AWARDS
Awards ceremonies will be held after final match of each Tournament. Medals and Diplomas In accordance with ICMG rules, the following prizes will be awarded: First prize A gold medal and a diploma for each player of the first ranked team; Second prize A silver medal and a diploma for each player of the second ranked team; Third prize A bronze medal and a diploma for each player of the third ranked team; Fifth to Eight A diploma for each player of the forth ranked team; Fifth to Eighth Place Each athlete belonging to teams fifth, sixth, seventh and eighth will receive a diploma.
18.
TIME TABLE
Time Table will be available after drawing of the lots and will be communicated to the NOCs.
19.
TECHNICAL OFFICES FOR THE COMPETITION
Two offices will provide specific information on the Handball Tournament, the Handball Technical Office located at the competition venue and the Sports Information Centre in the Mediterranean Village. These two Offices will provide information on competition times, training sessions, transportation, list of players and results. The two Offices will also provide technical information to be communicated by the IHF and OCMG 2013.
20. APPROVAL OF THE REGULATIONS In case of disagreement on the interpretation of these regulations, the French version shall prevail. These regulations were approved by the President of the Technical Committee and ICMG on 7 September 2012.
