GENERAL INFORMATION 2013 Mersin XVIIth Mediterranean Games The Mediterranean Games are sports competitions organized every four years among the athletes of the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized with the aim of contributing to the social and cultural approachment among the public of Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the competitions are completed within the period not exceeding 13 days. The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the preparations continue also in Adana, which will host 4 sports. The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the competitions, 17 for the competitions and training, 3 for warming up and one for the opening and closing. Mersin Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647 thousand 899 people according to the census of 2010 and it has approximately 16 thousand square kilometres surface area. Mersin makes important contributions with its own dynamics to Turkey's important initiatives in every area; it has important potential in tourism as well as commerce and economics. Providing important gains to the different cultures that it hosted; today, Mersin comes through the second fast urbanization process. Development of Mersin continues at a great pace with its modern port, free zone and all the commercial and industrial organizations carrying its own unique value. Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens smelling beautiful in each different season and with rooted cultural events, Mersin provides potentially important contributions to culture and tourism of Turkey. The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre. These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this area long before the establishment of the Mersin. Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman Empire. In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları, Seljuklians, Mogols, the crusaders, Memluks, Ramazanoğulları and Karamanoğulları had taken control of the region. From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land. Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves and contains different physical structure.

Climate Weather Conditions for Adana and Mersin in June Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters are mild and rainy. Mean yearly temperature is 18.7 째C and January-February is the coldest period. Temperature in Adana and Mersin reaches the maximum threshold in July and August. Daily Mean Temperature and Humidity Both cities are located in one of the hottest region of Turkey where hot and humid weather in the summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures for Mersin and Adana in June are recorded as 26,11 째C and 26,55 째C, respectively. 4. EVENTS, DATES AND VENUE 4.1. Events The Water Polo competition of the XVIIth Mediterranean Games will only be open to male teams. 4.2. Dates and Locations of Events The Water Polo competitions will take place on 19-21-22-23-24 and 26 June 2013 at the “Macit Özcan Swimming Pool”, Yenişehir (Mersin).
5. CONDITIONS FOR THE RUNNING OF THE GAMES AND CONFIRMATION The Water Polo competition will take place on condition that at least six (6) Countries register no later than the deadline for entries by number registration. If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the abovementioned number, the Chairman of the ICMG Technical Commission or his representative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2). Immediately following this date, the OCMG 2013 will notify the National Olympic Committees (NOCs) involved, by fax or e-mail, about the possible cancellations. Once confirmed, the competitions will be held and winners will be awarded, regardless of the actual number of participating teams.
6. REGULATIONS OF THE COMPETITION The Water Polo Tournament will take place in accordance with the FINA rules (Federation International de Natation) in force as of 1 January 2013, excluding the special dispensations by the ICMG. Any dispute not covered hereby will be settled as follows:
General cases will be settled in accordance with the ICMG regulations. Technical cases will be settled in accordance with FINA regulations.
7. TECHNICAL ORGANIZATION The Turkish Waterpolo Federation (TSF), under the supervision of the Technical Delegate of FINA, is responsible for the technical organisation and smooth execution of the Water Polo Tournament of the 2013 Mersin XVIIth Mediterranean Games. 7.1. Special Arrangements Any dispute possible to arise prior to or during the competition will be settled by the Competition Manager in accordance with the ICMG and FINA regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG. Any special arrangements concerning the organization of the Water Polo Tournament will depend on the number of participating countries.

7.2. Tournament with six (6) teams There will be only one group which includes five (5) competition days. Each team will hold a match with all the other teams. Each team will have one (1) match in a day. The fifth- and sixth-ranked teams will not play any further. The teams ranking from first to fourth place will advance to the second phase and will be ranked and matched as follows: 1^ vs. 4^ 2^ vs. 3^ The winners of two matches will play the final for first and second place. Teams losing two matches will play the final for third and fourth place. 7.3. Tournament with seven (7) or eight (8) teams The teams will be re-grouped into two rounds with a maximum of 4 teams each. Each team will play against all of the other teams within their own round in order to determine their classification. The time table of events will be decided through the drawing of the lots. 7.5. Tournament with more than twelve (12) teams In this case, the Competition Management, in accordance with the ICMG rules, will clarify the procedure of the Tournament confirmation. 7.6. Organisation of the competition system and drawing of lots Depending on the number of teams registrations to be submitted no later than 19 March 2013 (24.00 hrs GMT+2), the Competition Management will clarify the organisational system of the competition. Eventual drawing of lots for the Tournament will take place, conforming to the ICMG and FINA regulations, on 7 May 2013. The Committee in charge of the drawing of lots will be made up of as follows:

The President of the Technical Commission of ICMG or one of his representatives; The Technical Delegate of FINA; The President of Turkish Water Polo Federation (TSF) or one of his representatives; The OCMG 2013 Competition Manager or one of his representitives;
During the drawing lots, the Committee will take into consideration the level of the participating teams and the result in order of the previous edition of: 1. Mediterranean Games 2. Olympic Games 3. World Championship NOCs of the participating Countries, the mass media and the general public are permitted to attend the drawing of lots. 7.7. Classification System The awarding of points will take place conforming to the FINA regulations. Match won: 3 points / Match tied: 1 point / Match lost: 0 points In the event of a draw between two or more teams, within the same round, the following rules will apply: a) the highest number of points; b) the greatest difference of goals in the direct matches; c) the highest number of goals in the match won; d) the biggest overall goal difference; e) the highest number of goals in general; f) tie-breaking match. In the event of a draw between two teams, the order priority stated below will be as follows: a)the team that scores the highest number of points in matches where the teams agree to a second ballot; b) the team with the biggest goal difference in direct matches; c) the team with the largest number of goals in the direct matches with the teams involved; d) the highest number of goals in general; e) tie-breaking match.
8. COMPETITION VENUES AND EQUIPMENT The Mediterranean Water Polo Games will take place at the “Macit Özcan Swimming Pool”, “Yenişehir” (Mersin) situated at a distance of 15 minutes and 8 km from the Mediterranean Village Complex (MV1-MV2). The complex can offer an outdoor pool (24mX50m) with a seating capacity for 1500 spectators. All the competitions will be held in the outdoor pool. 8.1. Location of Competition The Water Polo competition of the 2013 Mersin XVIIth Mediterranean Games will take place over an area of play of 30m x 20m and with a depth of 2m. 06.09.2012 / Water Polo Sports Manual

8.2. Team equipment The official ball of the competition is approved and validated by the FINA. For the warm-up preceeding each match, the organisation will provide each team with six (6) balls of the same brand and model as the official one. Equipment will include two platforms for the referees, one for the secretaries of the competition, benches for the players and all the lanes defining the area of play. All the sports equipment and the technical equipment used during the Water Polo competition will comply with the FINA technical rules in force as of 1 January 2013, excluding the special dispensations by the ICMG. 8.3. Changing Rooms Separate changing rooms will be available for men and women with showers and toilet facilities. 8.4. Mixed Zone and Press Conference Hall Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after competitions. Athletes must leave the competition venue via the Mixed Zone and they are requested to cooperate so as to answer the questions of the press. Upon the request of accredited media, the OCMG 2013 official in charge of the press will escort the athletes of each team to the Press Conference Room in order to answer the journalists’ questions.
9. TRAINING 9.1. Location of Training The official training sessions will be held at the competition venue and additionally, training sessions will be held in the Mersin University Indoor Swimming Pool. Upon arrival, the teams will be informed about the training schedule by the OCMG 2013. The balls, nets and the rest of the sports equipment used in training will bear the same characteristics as those to be used in the competition. The facilities will be equipped with changing rooms and showers. 9.2. Procedure for Designation of Training Sessions The organizing team of the OCMG 2013, together with the Technical Delegate of FINA, will determine the designation of training sessions for all the participating teams through a rotation system. The teams will receive further information on the training sessions at the Sports Information Centre at the Mediterranean Village and at the Technical Office for Water Polo located at the competition venue. All the NOCs must confirm their requests for the training sessions assigned to them no later than h 17.00 of the day prior to the session allotted to them. Any cancellations will then provide opportunities for additional training for other teams.

10. ELIGIBILITY All NOCs of the ICMG member countries whose Federations are members of the FINA will be allowed to participate in the Water Polo Competition of the 2013 Mersin XVIIth Mediterranean Games. Athletes must be the nationals of the Country that enter them in the preliminary registration and must comply with the ICMG and FINA rules and regulations. Each NOC can register only one (1) team including maximum thirteen (13) athletes.
11. ENTRIES The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based on a document downloadable from the website: www.mersin2013.gov.tr Each NOC will receive a set code and password to access the document which is available in two languages (English and French). On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated. 11.1. Preliminary entries The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2). 11.2. Entries by number The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2). 11.3. Entries by name (Long List) The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (24.00 hrs GMT+2). 11.4. Final Entries by Name (Short List) The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2). 11.5. Entries confirmation Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain issues and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.). Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M. Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation. 06.09.2012 / Water Polo Sports Manual

12. TECHNICAL MEETING The Technical Meeting will take place at the Mersin Mediterranean Village International Zone, Tuesday 18 June 2013 (9.00 hrs). The Meeting will be organised according to the FINA rules and under the supervision of the FINA Technical Delegate. The following parties are expected to attend the meeting:
Technical Delegate of FINA; A member of ICMG Technical Committee; Team Leaders (one per Country); Trainers (one per Country); Referees / Judges; OCMG 2013 Competition Manager for Water Polo competition; OCMG 2013 Venue Manager.
13. MEDICAL SERVICES During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the Mediterranean Village and at all the competition and training venues for all accredited athletes and their officials. a.
Mediterranean Village
The Mediterranean Village Medical Centre will provide the residents with the below-listed medical services.
Polyclinics, Laboratory and Diagnostic Imagining Emergency service (24 hours) Ambulance service (24 hours)
A Medical Guide detailing the medical services will be available to the participating delegations during the Games. b.
Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all competition venues. Training Venues: First aid medical team will be available during the training sessions. An ambulance service (present or on-call) will be available at all competition and training venues. 13.1. Anti-Doping Services Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in accordance with the ICMG, IOC, FINA and WADA rules and regulations. 06.09.2012 / Water Polo Sports Manual

All athletes selected for doping control test will receive a written notification and the procedure for doping control will subsequently start. Any athlete who refuses to undergo doping control test or who has positive results will be disqualified from the competition and sanctioned in accordance with the ICMG and FINA rules and WADA Anti-Doping Code. Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be distributed to the participating NOCs.
14. JURY MEMBERS, JUDGES AND REFEREES 14.1. Referees The team of referees participating in the Water Polo competitions of the 2013 Mersin XVIIth Mediterranean Games will be as follows:
Two (2) referees appointed by the FINA;
One (1) international referee for each participating NOC.
Three (3) referees appointed by the Turkish Water Polo Federation (TSF).
Names of the referees to be designated by NOCs will be indicated on the entries by name form. 14.2. Referees appointment The Referees appointment for the Tournament will be carried out by the Technical Delegate of the FINA together with the nominated member of the WP FINA Technical Commission. A referees committee composed of the Technical Delegate and two (2) referees appointed by the FINA will rule any official protests in the first instance. 14.3. Appeals Committee According to the technical rules of each sport within the scope of the 2013 Mersin XVIIth Mediterranean Games, an International Appeals Committee will be established and be responsible for dealing with official complaints submitted. If the Technical Delegate is not the President of the Appeals Committee, the International Federation will appoint, among the inernational officials present at the competitions and through the Technical Delegate, an Appeals Committee President, to be named at the relevant time. In general, and unless there is a prior arrangement of the International Federation, the Appeals Committee will be composed of: One (1) President; Two (2) members selected from a list of six ( 6 ) qualified persons and chosen from a list of representatives from the participating countries. This list will be communicated by the Technical Delegate during the Technical Meeting as per section 12 of this regulation. In the event of a complaint, the members of the Jury cannot be of the same nationality as the person(s) lodging the complaint. 06.09.2012 / Water Polo Sports Manual

15. COMPLAINTS AND APPEALS The procedure for dealing with complaints and appeals shall be carried out according to the FINA International Regulations. The Technical Commission will pronounce on lodged complaints in first instance, while the Appeals Committee will decide on appeals in second and last instance. Each complaint must be submitted on an official match form and be written in French, English or Arabic within and no later than 30 minutes following the the match, and accompanied by a cash deposit, in accordance with the rules of the FINA. A decision will be made by the members of the FINA WP Technical Commission within three (3) hours of the submission of the official complaint. Appeals against the decisions of the Technical Commission must be brought to the attention of the Appeals Jury at the latest two (2) hours following the official announcement of the first decision. The decision of the Appeals Committee will be made within six (6) hours from this submission and shall be considered as the final decision. If the complaint is accepted, the cash deposit will be refunded. Otherwise the deposit will be acquired by the OCMG 2013.
16. SPORTS UNIFORMS 16.1. Uniforms for Athletes The athletes participating in the Water Polo competition of the 2013 Mersin XVIIth Mediterranean Games will wear uniforms in accordance with the FINA regulations. No advertising brand or logo may appear on uniforms, accessories or on items of clothing or equipment worn or used by players, except for the manufacturer’s labels, on condition that these are not displayed for the advertising purposes, conforming to the rules laid down by the ICMG and FINA. The award ceremony is subject to the same rules. 16.2. Uniforms for Referees The international referees, for the entire duration of the Tournament, will wear a polo T-shirt, provided by the Organising Commitee.
17. AWARDS The award ceremony will take place immediately after the final match for 1st and 2nd place. Medals and Diplomas In accordance with the rules of the ICMG, the following prizes will be awarded at the end of the Tournament: First Prize Gold medal and diploma for each athlete of the first-ranked team; Second Prize Silver medal and diploma for each athlete of the second-ranked team; 06.09.2012 / Water Polo Sports Manual

Third Prize Silver medal and diploma for each athlete of the third-ranked team; Prizes for fourth to eighth place: A diploma will be awarded to each athlete whose teams rank in fourth, fifth, sixth, seventh or eighth place.
18. TIME TABLE Time Table will be available after drawing of the lots and be communicated to the NOCs.
19. TECHNICAL OFFICE OF THE COMPETITION Two offices will provide specific information on the Water Polo competition: the first one is the Technical Information Office located at the competition venue and the second one is the Sports Information Centre in the Mediterranean Village. These two offices will provide information on the times of the games, training sessions, transportation, the list of players and the results. The two offices will also provide technical information originating from and issued by the FINA and OCMG 2013.
20. APPROVAL OF THE REGULATIONS In case of disagreement on the interpretation of these regulations, the French version shall prevail. These regulations were approved by the Present of the Technical Committee and ICMG on 6 September 2012.
