Hope AND normalcy ARE on the horizon

With the launch of covid vaccines already in the works, I finally have Hope that normalcy is on the horizon. Hope is a daily reminder of showing gratitude, in which I couldn't be more grateful for the friends, WHO have become family, at OMB. So, what better way to show gratitude than to praise some of the very cool projects that our members are currently working on? That is just one of the many benefits of membership with OMB getting you in front of your community! Even though it took more time than usual, I am grateful we landed on a final confirmed event calendar, and am eager to get moving on the planning of our 2021 events, which will include an inperson Home and Garden Show and Tour of Homes!
Now accepting 2021 Scholarship Applications! The OMB Education Foundation is currently accepting applications for 2021 vocational scholarship grants to college or vocational/technical school-bound students, who currently reside within Thurston, Lewis, Mason, Pacific or Grays Harbor Counties. OMB has been offering scholarships to assist students who plan to further their education in the building industry since 1993, now through the OMB Education Foundation. Applicants must be a U.S. citizen and intend to pursue studies leading to a career in the building industry, such as (but not limited to): Engineering, Architecture, Drafting, Industrial Design, Carpentry, Plumbing, Electrical, HVAC and Construction Management. We made very quick and successful adaptations in 2020 to stay engaged with the public through virtual events, but there is nothing like standing faceto-face to discuss projects to members of our community. Seeing the Artisans' Group predesigned and approved ADU plans project in conjunction with the City of Lacey (on page 8) and the guest column submitted by Jennifer Davis of Thurston County, reminds me of all the progress we have made in the industry as an association over the past couple of years as well. It is direct proof that by working side-by-side with our local jurisdictions, we are able to create viable options that allow for affordable housing. One more benefit of your membership hard at work. I encourage you to take this opportunity, in the face of hope, to show gratitude in your daily work, to your family, friends, employees, and colleagues - and I can't wait to see you (in-person) in 2021!

hen Jill first pitched the idea of having an issue of Chalk Line covering what projects you, the OMB Members, are working on, I was really excited! I love seeing all the COOL projects, and hearing about the products, countertops, flooring, technology, etc. you are utilizing in all of your projects. Being surrounded by home building artists WHO love what they do is one of the perks of my job! It is also one of the reasons that keeping housing affordable for all economic segments of society is so important to me.

On another note, this year is going to look a bit different than other years as far as OMB’s event calendar goes. The Board of Directors chose to move some of the big OMB public showcase events around to give them the best possible chance of taking place due to Covid-19 restrictions. See page 13 for the 2021 calendar. The BIG Home and Garden Show has moved to September 11 and 12th and will be taking place at the Thurston County Fairgrounds! This decision was not taken lightly, and we are looking forward to making the most of each and every one of them. If we learned nothing in the last year, we’ve learned to pivot and adjust! I look forward to seeing you all this year!

Artisans Group has been working overtime Lately to provide citizens of the South SOund, City of Lacey Approved ADU plans.
Initially begun as a pilot project with the City of Lacey, the South Sound ADUs were further developed in partnership with the cities of Lacey, Olympia, and Tumwater in an effort to help bring down the cost of small home development in one of the United States’ fastest growing regions. Government Affairs Thurston County Permits Rural ADUs GUEST COLUMNIST JENNIFER DAVIS Community Planning Manager Thurston County Community Planning and Economic Development Department
Accessory dwelling units, or ADUs, have long been identified as an important source of housing in Thurston County communities. For years, ADUs have been permitted in the cities and urban growth areas, but not in rural, unincorporated areas of the county. In December 2020, the Thurston County Board of County Commissioners changed that by adopting new rural ADU regulations. The goal of adopting the new rural ADU regulations is to allow more homeowners to meet their needs, or the needs of their families, with an additional housing option. Accessory dwelling units, or ADUs, have long been identified as an important source of housing in Thurston County communities. For years, ADUs have been permitted in the cities and urban growth areas, but not in rural, unincorporated areas of the county. In December 2020, the Thurston County Board of County Commissioners changed that by adopting new rural ADU regulations. Thurston County now permits three types of ADUs in all rural zoning districts where residential uses are permitted: · Attached ADUs: Units built to share a wall with the primary residential structure and are limited in size to 50% of the main house.

· Detached ADUs: Units subject to both size limits (maximum 1500 sf or 40% of the principal structure, whichever is less), and density limits (new detached ADUs count as an additional dwelling unit under rural density limits). · Conversions of existing structures into ADUs: This may include an attic or basement space, or an accessory structure. An accessory structure, such as a garage or outbuilding, must have been legally permitted and in place for at least one year to qualify for conversion. Conversions must also remain within in the same footprint of the existing structure. It is important to note, rural ADUs are generally not served by city water and sewer infrastructure and are subject to county water supply and septic permitting standards. Building an ADU may require an expansion of an existing septic system or additional well or water system connection, which may not always be feasible. All other building and critical areas regulations also apply. The Olympia Master Builders, in coordination with The Building Industry Association of Washington, HOSTED A Virtual Hill Day on March 15th, 16th, and 17th. This WAS a great way FOR OMB MEMBERS to meet with OUR local Legislators and discuss issues the industry is facing. This was the first virtual session and speaking to legislators has never been easier thanks to these meetings taking place on zoom.
Virtual Hill Day participant, Debbi Boyd of Real Estate of the South Sound as well as 2021 OMB State Associate and 2021 BIAW National Associate Director, adds, "I am so looking forward to being able to have a few minutes to meet and discuss issues with our local legislators. 2020 sure changed the way that we communicate, coming into 2021 and looking at the upcoming legislative session being mostly virtually, I was a little concerned about how we were going to be able to meet with our local legislators and talk about our local concerns and issues. I was thrilled when BIAW presented this new virtual format that allowed more of our members to attend by not having to take time away from their businesses to be in front of our legislators and talk about how their decisions affect our day-to-day businesses."

Committee members oversee OMB's government affairs activities and advocacy programs by prioritizing emerging issues on their ability to make an impact, and recommending association policy on legislative, regulatory and procedural issues.
On this committee you will have access to key elected officials and policymakers, as well as AN OPPORTUNITY TO position yourself to take a leadership role regarding legislation and regulation that directly affect your business!

At OMB, advocacy runs deep. Three levels deep. Your membership supports not only action at the local level, but at the state and nation levels as well. Here is a quick glimpse at ADVOCACY IN ACTION at all three levels of government!
LOCAL LEVEL Whether an issue is about zoning, building codes or permitting, the Olympia Master Builders works to protect the interests of our industry and our members. Our objectives are to be proactive in the policy and regulatory process, make sure lines of communication are open between the industry and local government, fight unfair and costly regulation, and develop predictability in regulatory requirements so that businesses can operate as effectively as possible.
STATE LEVEL BIAW’s Government Affairs Program exists to defend affordable housing for the citizens of Washington state. BIAW’s team of lobbyists work on members’ behalf to pass pro-housing legislation and defeat bills harmful to the housing industry. BIAW and BIAW’s political action committee, the Washington Affordable Housing Council, play an active role in Washington state elections, pouring a significant amount of time, energy and resources into ensuring the election of pro-small business and pro-housing candidates that support the building industry and the continued economic growth of the state.
NATIONAL LEVEL NAHB has the grassroots strength of over 235,000 members to defeat excessive regulations and defend affordable housing initiatives on Capitol Hill. During the 115th Congress, we are asking federal policymakers to move forward on a number of important issues. Chalk Line • 11
The Value of a Career in the Skilled Trades IT'S OUR DUTY TO PROMOTE THE VALUE OF CAREERS IN THE BUILDING INDUSTRY! A chronic labor shortage in the housing industry is resulting in higher construction costs, increased home prices and lower economic growth. It is now more essential than ever for professionals working in the sector to communicate the value of a career in the skilled trades. Below we have outlined a few key points about the benefits of working in residential construction: The Housing Industry is Hiring. During the pandemic, the home building and
remodeling industry have remained relative bright spots for the overall economy. And, with residential construction deemed an essential business across the country during COVID-19, there were very few layoffs in the construction sector.
Strong Earning Potential. The home building industry offers more than just
another job, it is a pathway to earning a great salary. The top 25 percent in most construction trade professions earn at least $60,000 annually. Women in the construction industry earn 97 cents for every dollar a man earns, compared to 80 cents in other industries.
A Solid College Alternative. In 2018-19, the average amount borrowed by
bachelor’s degree recipients who took out loans to pay for college was $28,800, according to the College Board’s Trend in Student Aid 2020 report. The skilled trades offer an alternative to the 4-year college track without the burden of sky-high student loan debt.
A Variety of Training Programs Available. HBAs across the country can connect students to apprentice programs or other job training programs. Contact OMB today to help locate training programs in your area.
