It’s really hard to believe I am about to complete my second consecutive term as your Olympia Master Builder’s President. What some of you may not know is, I am actually concluding my 3rd term as your OMB President. My first term was back in 2001. A lot has changed over the years within our organization and to address the elephant in the room first…yes, I had hair and my beard wasn’t grey back then! Reading my 2001 President’s columns and other articles from Chalk Line back then really made me reminisce about the good old days, you know, 20 years before COVID-19 turned all our worlds upside down!

Back then I wrote about a lesson I learned from my mother as a child which was- “surround yourself with smart people--it rubs off.” Well, back in 1994, that is exactly what I did. I was invited to a Master Builder’s general membership dinner meeting by a custom home builder my father had introduced me to, Mike Cornforth. By the end of the dinner meeting, I was convinced joining Olympia Master Builders would, like my mother recommended, instantly surround myself with experienced professionals who were smarter than me. I was thinking and hoping it would rub off. There were so many OMB members who were influential in my professional journey and who I became friends with; I can’t possibly list them all, but I will mention a few.
I started by getting really involved in the Remodeler’s Council lead by Glen Kilburg. Glen was always happy to answer any question I had. He was the first one who really made me realize that although we were competitors, we were also allies in this crazy industry, and he truly wanted me to succeed. The more I got involved, the more professionals I was surrounded by, and I quickly learned that being part of, and involved in, OMB was absolutely the smartest thing I had done as a brand new business. I met my best friend of the last 20 years, OMB past President, Greg Amendala, at a council meeting. He was explaining a construction defect lawsuit he was caught up in. After the meeting I had some follow-up questions and, sure enough, he was more than happy to share information and the lessons he learned. The following year, I was running the Remodeler’s Council and then OMB president, Brian Panush, asked me to join the Board of Directors. Again, one of the best things I have done in my career was continuing to surround myself with professionals. I listened, learned and evolved into who I am today. The last couple of years have been very challenging for all of us with COVID-19. We all have tried to do our best dealing with government shutdowns, restrictions, labor and material shortages, and that’s an understatement. I don’t know how to quite explain it, other than every day is a challenge for us all. I am so thankful for our organization and all the members and staff over all the years. I have done my best to continue to promote the “pay it forward” attitude I had gotten when I was first starting out. The thing is, while I may be older and wiser, I have learned that the youth is our lifeblood, and us old dogs can learn new tricks from our younger, newer members. So, you see, learning never stops. I encourage all our members to get a little more involved - take an OMB class or join a committee; it might just be as life and career changing for you as it has been for me.

A WALK DOWN Memory LANE. As members you all know That Olympia Master Builders (OMB) is a professional trade association, formed in 1959, representing companies located in Thurston, Lewis, Grays Harbor, Mason and Pacific Counties. Members come from all sectors of the building trades.

What some of you may not know, is OMB was originally called the Home Builders Association of Greater Olympia, Inc. The original members listed in the Articles of Incorporation were A.B. Cuda, N. A. Paulsen, Kermit A. Patnude, Kermit H. Woods, Dexter V. Jensen, Don L. Johansen, and Earl Louderback. These founding members came together to form an Association that stood for homeownership and the notion that it should be achievable for all American families. They also made it clear that members would do this ethically with the highest standards of health and safety.
Still today, OMB’s primary goal is to provide affordable housing for all economic segments of society. This is achieved by improving the construction industry and the business climate in which our members operate. We do this through: ADVOCACY: Providing a voice before government. EDUCATION: Developing a professional building industry. PROMOTION: Marketing member services. I have spent some time going back and looking through old publications recently, and the one thing that stood out to me is, though the descriptive words have changed, the mission of the Association has been true since the inception! Please enjoy this issue of Chalk Line as you walk down memory lane!

Government Affairs Thurston County Thurston County is still in talks with the US department of Fish and Wildlife (USDFW) in order to create a Pocket Gopher Habitat Conservation plan.
Thurston County New Project Review Timeline
On September 1st Thurston County launched their new permit review timeline. Building permits and applications turned into the building department now follow a formal set schedule. https://www.co.thurston.wa.us/permitting/apps-forms/apps-home.html
Thurston County Shoreline Master Program
The Shoreline Master Program public comment period is now closed. The current SMP code was adopted in 1990. An update to the code is now underway. https://www.thurstoncountywa.gov/ planning/Pages/shorelines-updateopen-house.aspx

Lead Paint Inspections and Potential Fines are on Their Way
The EPA is currently in Eastern Washington doing inspections and giving out fines on job sites for crews who are not following the EPA’s lead-based paint removal standards. Western Washington will soon follow Eastern Washington. The purpose of the U.S. Environmental Protection Agency’s Lead Renovation, Repair and Painting (RRP) program is to minimize exposure from lead-based paint dust during renovation, repair, or painting activities. The RRP program requires anyone who is paid to perform renovation, repair and painting work that disturbs lead-based paint in homes and apartments (built before 1978) to be certified by a recognized EPA/Washington Department of Commerce accredited training program. Becoming a Certified Renovation Contractor requires taking a one-day training course that educates contractors on the best practices of handling lead-based paint. The course includes a short application to the EPA to become officially certified. Certified Renovation Contractors are then responsible for providing on-the-
job training in lead-safe work practices to their staff. EPA certification for both firms and individuals is good for five years. The Lead class must still be done in person and BIAW has trainings coming up. Contact BIAW for more information.
Pocket Gopher Habitat Conversation Plan
The HCP Draft Environmental Impact Statement (EIS) was released on Friday, September 24th. A 45-day public comment period opens with the publication in the Federal Register of a draft Environmental Impact Statement about the County’s Habitat Conservation Plan. The EIS was jointly prepared and released by the County and federal regulators at U.S. Fish and Wildlife Service. Federal approval of the County’s habitat plan will return permitting fully to the County. That means most permit applicants with gophers, or other federally-protected species can get answers year-round, and apply for permits anytime. No waiting for gopher inspection season. It will also mark the beginning of a more robust approach to habitat conservation at the County.
