EXCITING TIMES ON THE HORIZON Even though it has been an extremely challenging year that has forced us to think outside of the box as professionals and as an Association, one of the results of those challenges, that I am also very excited about, is the upcoming Virtual Tour of Homes.

of Chalk Line comes out at the very end of October, just in time for the elections, but this year, we decided to shift the Guide to September to allow plenty of time before the elections, to share the OMB TAHC recommendations to our membership. The Affordable Housing Council (TAHC), OMB’s political action committee, focuses on endorsing candidates who understand and value the impact of the home-building industry and small business on our local and state economy. We know how politically involved many of our members are and we hope that you will use this as a guide to research and choose candidates that align with the OMB mission. We also encourage you to consider joining in the The Affordable Housing Council (TAHC) and let your voice be heard! The more politically diverse members we have on the council, the truer the Council can speak on behalf of the entire membership. challenges & Accomplishments EXECUTIVE OFFICER ANGELA WHITE
The past few months have provided many challenges and many accomplishments for OMB leadership and staff. I want to thank the OMB Board of Directors, committee members and the staff for the time and effort they have put in keeping OMB going during these unprecedented times. It has been a year for tough decisions and harder work! As I type this, I have been receiving reports of the price of lumber rising exponentially because of the lack of supply due to COVID-19. As we all know, this will have a negative impact on housing affordability. OMB will be working to educate elected officials on this outcome of COVID-19 and how it will impact housing.
The Tour of Homes Committee has made the decision, with the support of the Board of Directors, to hold the 2020 Tour of Homes completely virtual. The committee, led by Barb Whitlow, along with staff is working hard to put together a fantastic virtual event. The date of the event has also moved to October 10th and the virtual Tour will remain active for a year. There are sponsorships available if you would like your company recognized along side this excellent showcase of homes. We are currently in election season. See pages 9-11 for information concerning The Affordable Housing Council endorsements. Please do not hesitate to reach out to let me know what is happening with your business as the year progresses. VOTERS GUIDE The following candidates have been endorsed by The Affordable Housing Council (TAHC), OMB’s political action committee. TAHC focuses on endorsing candidates who understand and value the impact of the home-building industry and small business on our local and state economy.

Thurston County CommissioneR Seat #1 – Incumbent Please retain me as your county commissioner so I can continue addressing the complex issues facing our greater community, businesses and families. I want to continue progress towards reducing regulatory roadblocks for small businesses and home builders and improved access to county services for the public. My goal is to ensure this is the best place to live and work for generations to come. As a dedicated public servant for over 30 years, I have worked with all segments of our community and will continue to do so. If we bring efficiencies to government, it will benefit local businesses and residents. My priorities include working to focus on economic recovery, public safety, addressing mental health and addiction in the homeless community, reducing regulatory roadblocks for small businesses and home builders, and continuing to oppose the planned courthouse downtown. From the beginning, I stood against all the bureaucrats from the City of Olympia and Thurston County to openly oppose the building of a new courthouse in downtown Olympia. Thurston County deserves a leader who will speak out against bad ideas and stand up for our citizens.

So, while we are all focusing on doing what we can to stay safe and healthy, here at OMB we also are looking forward to election day. The presidential election might be in all the headlines, but we know that local elections have the most immediate impact on our day to day lives. The most important thing we can do is vote – for every race on the ballot. If you are not already registered to vote, you can register online or by mail until October 26th. Government Affairs Thurston Climate Mitigation Plan As we have seen over the years in housing policy, broad reaching policies and planning efforts often have unintended consequences. Sometimes, those consequences are difficult to predict. But other times, its easy to see when a plan will have implications for almost every aspect of our daily lives. The Thurston County Mitigation Plan is a plan, currently being developed, which will impact us all. Thurston County and the cities of Lacey, Olympia, and Tumwater are working with the Thurston Regional Planning Council to craft a strategic roadmap for reducing climate polluting greenhouse gases. This plan is called the Thurston Climate Mitigation Plan. In 2018, these jurisdictions set targets to reduce carbon pollution emissions 45% below their 2015 baseline by 2030 and 85% below their 2015 baseline by 2050. This plan proposes multiple policies that will impact everything from Buildings, Transportation, Land Use, Water & Waste to Agriculture and Forestry. The plan also includes sector-cutting recommendations like: “Develop and adopt policies that require the use of a ‘social cost of carbon measure’ in zoning, development, construction, and transportation decisions”. The goals of the Thurston County Mitigation Plan are important but the scope is concerning and the impact to our local economy will likely be substantial.

Here are some of the policies listed within the plan that will directly affect construction and the housing market:
• B6 Covert to Cleaner Fuel - Natural Gas Ban: Ban all new natural gas connections in new buildings.
• 5.1 (B1) Existing Buildings - Residential Energy Audits: Develop and adopt policies that require residential properties to undertake an energy audit at the time of sale or during a substantial remodel. Work with financial institutions to develop mortgage products that incorporate audited energy efficiency recommendations.
As we all struggle with a ‘new normal’ as a result of a pandemic completely beyond our control, we must pay attention to plans that are so expansive they will create another ‘new normal’ in the ways we build, travel and live. There will be opportunities to provide community feedback through the fall and councils/commissions will likely move towards adoption this winter. Please continue to watch for updates about the Thurston County Mitigation Plan. • 5.1 (B2) Commercial Buildings -Performance Standards: Set energy efficiency performance standards for commercial buildings with gross floor areas smaller than 50,000 square feet. • 5.1 (B4) New Construction Grid-Connected Appliances: Require smart appliances in new construction, especially water heaters that control timing of demand. • B6 Covert to Cleaner Fuel - Electric Appliances in New Construction: Update municipal code to require electric appliances in new construction.

YOU WORKING Due to the advocacy efforts of OMB and BIAW, Gov. Inslee authorized the residential construction industry to get back to work a full five weeks earlier than other business sectors.
OMB & BIAW WORKING TOGETHER TO KEEP YOU WORKING! Home building is essential to Washington’s economy and communities. Together, the Olympia Master Builders (OMB) and Building Industry Association of Washington (BIAW) are working relentlessly to keep the home building industry operating – safely building homes and creating communities – during the Governor’s “Stay Home, Stay Healthy” order. Since the Governor’s Mar. 24 original order that shut down construction activity, OMB and BIAW have: • Successfully petitioned the Governor to get you back to work • Provided webinars to help members implement required jobsite safety plans and protocols • Provided up-to-the-minute jobsite safety plans, templates, and forms • Identified reliable providers of PPE resources • Worked with cities and counties to create digital submission options for permits and allow virtual inspections • Helped to pass ordinances extending vesting for active permits • Championed tax relief for small businesses, including a deferral for B&O and property taxes • Successfully advocated to the State Building Code Council to delay the start of the 2018 Building Codes • Provided 24/7 support to troubleshoot questions and concerns on stalled projects
