elcome to the May/June issue of Chalk Line Magzine. In this issue we get the chance to look inside each of the five counties that make up Olympia Master Builders. From permitting trends to government affairs, each of our counties are

continuing to thrive and grow! This issue also marks the start of summer! For most if us, summer is our busiest time, as construction and remodeling projects flourish along with the weather. But for me, this is one of the most exciting times of the year because of the OMB Education Foundation Auction, which is on June 14th at the Hotel RL.
Last year, the Auction proceeds were moved under the OMB Education Foundation budget. The Education Foundation is very near and dear to me, as I am very passionate about our Education and Scholarship efforts and outreach in all five of our county communities. This year, we have received 12 scholarship applications from students throughout all five counties, which are currently under review, and we have $12,000 allotted to distribute. Please join me this year for good food, great drinks, fun with friends and the chance to contribute to tomorrow's future at the 2019 "Old Hollywood" themed Education Foundation Auction!

pring is here, the days are longer and OMB leadership and staff are hard at work serving the members! This issue of Chalk Line Magazine highlights the five counties served by Olympia Master Builders. Take a look through these pages and you will learn a bit about what is happening locally and gather information on the breadth of issues OMB is monitoring and/or involved in on behalf of the membership. Just a few of the interesting topics included are: COUNTY E-PERMITTING Several local jurisdictions are in some stage of implementing E-Permitting. OMB is serving as a resource to provide input from the end user side and on best practices for roll out.
COUNTY GOPHER INSPECTION Thurston County is in the process of refining the 2019 Interim Inspection process. PORT OF CHEHALIS PROJECTS The Port of Chehalis has several exciting projects in the works that will provide employment in Lewis County. As you’ll see, OMB has a lot going on throughout the five counties we serve. We continue to advocate for housing affordability every day and we are looking forward to working hard on behalf of the membership in 2019. CURRENT EVENTS IN CONSTRUCTION COUNTY GOPHER INTERIM INSPECTION AND HABITAT CONSERVATION PLAN: On July 25th the Board of County Commissioners approved a final draft HCP to be sent to USFW for consideration. The County anticipates an official response on the proposal midyear. Ongoing meetings have occurred with stakeholders to discuss communication and outreach strategies once approval has occurred. In the meantime, the County is working with OMB to refine the 2019 Interim Inspection Process to allow more flexibility and timeliness of inspections. OLYMPIA MISSING MIDDLE HOUSING: Missing Middle Housing refers to a range of housing types that can provide more than one housing unit per lot in a way that is compatible in scale with single-family homes. The Missing Middle ordinance was supported by OMB for its potential impact to both the quantity and diversity of available housing options in the city. The final ordinance was adopted by the full City Council on November 5, 2018 and became effective December 17, 2018.

COUNTY TITLE 14 BUILDING CODE AMENDMENTS: Thurston County worked with OMB in 2018 to review the Title 14 Building Code as it relates to minor permits, including permitting for exterior siding, windows and doors which do not require reframing, electric water heaters and flag poles. As a result of this review, the County passed an amendment to no longer require permits for several minor building activities, making it easier and more efficient for citizens to repair and remodel their properties. TUMWATER BUSH PRAIRIE HABITAT CONSERVATION PLAN: In order to allow for development in areas populated by the Olympia Pocket Gopher, Tumwater, the Port of Olympia and consultants have worked with USFWS to begin the process of creating a Habitat Conservation Plan. Over the past year, they have created a map of likely gopher occupancy to begin estimations of plan funding requirements. The Service has provisionally agreed to exclude lands with a tree-canopy from gopher soil calculations, substantially decreasing the potential mitigation acreage. Public meetings and small-stakeholder group meetings will continue through 2019 to identify early problems with plan scope and implementation. The current timeline for this project runs in 2020. CURRENT EVENTS IN CONSTRUCTION CHEHALIS SCHOOL CONSTRUCTION
Beginning in 2017 plans for two new schools, Jim Lintott Primary and Orin Smith Elementary, in Chehalis were developed. Jim Lintott Primary opened in August 2018. Construction on Orin Smith Elementary is nearing completion and the school district anticipates that students could move into the building as early as May 2019.
COUNTY GIS WEBSITE IMPROVEMENTS
In late 2018, the County launched several updates to its interactive GIS web map, with improved usability for phones/tablets. The new site includes the latest 2016 high resolution aerials photos, all the County's mapped critical areas (except for sensitive/protected data), links to the Auditor's scanned survey & plat documents and the ability to make high quality PDF export maps for viewing, saving, or printing. The updated website is an important tool for the building community and all associated professions. 10 • Chalk Line
EXPANSION PLANNED AT THE PORT OF CHEHALIS
Several projects are ongoing at the Port of Chehalis. This spring, construction will start on the Port’s first new building in 20 years - a 20,000 SF multi-tenant building, being built by Kaufman Construction, which will target small businesses. Later this summer, construction will start on a new rail reload facility, which will allow businesses to transload cargoes from truck to train, and vice versa. The Port has also begun marketing its "Maurin Road Industrial Site 1" for new industrial development. It's a 30-acre property less than a mile from Exit 74 on I-5, with a 17-acre buildable pad with the option of rail being extended to the property.

CURRENT EVENTS IN CONSTRUCTION COUNTY E-PERMITTING
Mason County launched a new e-permitting system, using software called SmartGov, in January to decrease permitting time. E-permitting systems can create efficiency in processing permits and help outline all the requirements associated with a specific permit. However, the implementation of such systems often has a steep learning curve for builders and citizens. OMB has been working the county leadership to address this concern and has offered to consult on best practices. OMB helped coordinate a Builders Breakfast on April 9th at Builders FirstSource with the County, Commissioners and approximately 30 builders to get information on the new system, ask questions and share their concerns.
PLANNING FOR THE KENNEDY GOLDSBOROUGH WATERSHED (WRIA 14)
In 2018, the ‘Hirst Fix’ was passed by the legislature and allowed residential construction in rural areas to continue. As part of the Hirst Fix, many watersheds are required to establish Watershed Resource Enhancement Committees under the supervision of the Department of Ecology. These committees are composed of city, county, tribal, PUD, agriculture, environmental and construction representatives. The goal is to find projects that will help offset water consumption from rural wells so that new homes can continue to be built.
SHELTON FEE INCREASE
In early 2019, Shelton began considering an increase in several building-related fees. However, since his hiring, new city manager, Jeff Nitten, has committed to reexamine the entire fee schedule and hopes to restructure it so that building-related fees are clear and concise for builders and citizens alike. He plans to work on updating and consolidating the fee structure, development code and engineering standards throughout 2019 to create a friendlier building environment in Shelton.

VETERAN’S TINY HOME VILLAGE
Shelton City Council is considering granting a lease to the nonprofit organization Panza to establish a 30unit tiny home complex on 13th Street near Olympic College Shelton. The proposed project would seek to house homeless veterans with a $3 million grant from the state to help fund the village.

Grays Harbor County is in the early phase of a software system implementation for Planning, Building and Environmental Health that will make our approach to development more efficient. Once this software system is in place, the county’s online process will help builders know where they are every step of the way. It will also help the county implement new pro-development programs and processes like an over the counter permit process (expedited process) for smaller projects.
OCEAN SHORES DUNES PROTECTION ACT
Ocean Shores has had to re-establish and restore its Ocean Dunes Protection Act after it was taken out of the city’s recently adopted Shoreline Master Plan update, temporarily leaving the dunes with virtually no regulations on overnight camping, vehicles, commercial business or other previously prevented activities.
HERON STREET BRIDGE REPLACEMENT

WSDOT has opened public comment for the ongoing plans to remove and replace the Heron Street Bridge. They are looking at a range of alternatives for the bridge, including building a new bridge in the same location, building one that connects to Heron Street to Wishkah Street, or options to replace both Heron Street Bridge and the Wishkah Street Bridge. One of these options would replace the 2 bridges with a single 4-lane bridge. Most of the options would impact Zelasko Park and local businesses. *2018 data is from Jan-Oct 2018. CURRENT EVENTS IN CONSTRUCTION COUNTY SHORELINE MASTER PROGRAM UPDATE: Shoreline Master Programs (SMPs) are local land-use policies and regulations that guide use of Washington shorelines. SMPs apply to both public and private uses and the state requires periodic update of these plans. Pacific County recently went through the process, with an updated SMP adopted in December 2017; which became effective in January 2018. The updated Shoreline Environmental Designations maps and County-wide Highest Astronomical Tide (HAT) maps can be found online on the Pacific County Community Development website.
