ith these long, hot days of summer, it’s hard to imagine that Fall is just around the corner. Change is the theme of the upcoming season, and with that, the weather will start to cool and the leaves will begin to fall, so it is only fitting that OMB intends to make big changes when it comes to our Membership and Retention Plans.

October marks OMB’s Membership Month. This is the time of the year when we reach out to colleagues, business associates, friends and family to share the benefits of OMB and encourage them to join. It’s a fun month stuffed full of events and activities as well as prizes and incentives, but ultimately, this is our chance to share why we support and believe in OMB. There are so many great reasons why members join OMB, and the amazing benefits they receive with membership that keeps them rejoining year after year. As dedicated members of OMB, we look to you to act as mentors to new OMB members. Introduce yourself and commit to sitting next to a new member at your next meeting. Talk to them about WHY you are a member and the benefits that bring you back year after year. Encourage them to attend events or to join a Council. Help them see the perks behind involvement. ven though summer is prime time for the building industry, I hope you’re taking some time to enjoy the hot weather we’re having.

“ Each year when you pay your OMB dues, sponsor and or attend events or give your time to OMB (or your employee’s time), you are helping make it possible for OMB to advocate on behalf of the home building industry.
“
Because of your busy summer schedules, OMB’s event schedule has slow ed down just a little but many members have still been hard at work on behalf of OMB. I would like to specifically mention the Affordable Housing Council (TAHC) and the work they have done on behalf of the membership. TAHC Trustees have been reviewing questionnaires from candidates running in local races in our five-county area, interviewing candidates, engaging them on issues that affect the building industry, and making endorsements and monetary donations to campaigns. Come out to the General Membership Luncheon on Thursday, September 21st to meet the TAHC endorsed candidates and learn more about their views on the home building industry, and their plans to make the local economy thrive. Not only will you learn more about local candidates, but you will have a chance to catch up with other OMB members after the summer meeting break. During OMB’s “slow” summer we also held a fantastic Golf Classic and Member Appreciation Night. Both events were well attended, and a whole lot of
fun! I would like to personally thank all the sponsors and participants of these events. OMB is also gearing up for another fantastic Tour of Homes on September 16th and 17th, and for the second year in the row there will be a Chefs of Tour event on Friday, September 15th. If you didn’t attend the Chefs on Tour last year, make sure you get your tickets for this year’s event! There’s nothing better than checking out a few of the Tour projects while tasting great local cuisine! As you read through this issue of Chalk Line magazine, you’ll notice the advocacy theme. I wanted to point out, members are making this happen. Each year when you pay your OMB dues, sponsor and/or attend events or give your time to OMB (or your employee’s time), you are helping make it possible for OMB to advocate on behalf of the home building industry. So, not only are events like the Tour of Homes, Chefs on Tour, and Home Show outlets for members to showcase their companies, they help support OMB’s advocacy work. With summer winding down and Fall on the way, I would like to encourage you all to get more engaged at OMB so we can continue to build our influence, advocate for the industry and have fun along the way!

GOVERNMENT ADVOCACY:
GETTING DOWN AND DIRTY.
W
hile the housing market might be booming throughout OMB’s territory, it’s not hard to find jurisdictions which, from time to time, make things very difficult for home builders to create affordable housing for residents and even harder to run a profitable business. Unfortunately, many members like yourself are too busy to personally keep up with the decisions being made by jurisdictions that will affect the bottom line of your business and the affordable housing effort. That is why the OMB Government Affairs Program (OMBGA) is such a crucial benefit of being a member. OMB’s Government Affairs Program is actively working to stay on top of current issues and proposed regulations that

affect the building industry in Thurston, Lewis, Mason, Grays Harbor and Pacific Counties. The purpose of the program is to research development codes, ordinances and proposed regulations. OMB works with local city and county jurisdictions by developing closer relationships in order to effectively represent the industry and find solutions to your concerns. In order to preserve private property rights and promote the protection of business interests vital to OMB members, OMB’s Government Affairs program engages in the local legislative process in many ways. Government Affairs staff engage local officials to advocate on behalf of OMB members to ensure your collective voice is heard on issues. We track, research and analyze issues
and regulations affecting the building industry, and based on guidance from our Government Affairs Committee, attend planning commission, city and county council meetings to be able to keep OMB members updated on the status of these issues. We also testify at these meetings, and help brief OMB members if they wish to speak at one of these meetings, or wish to meet individually with an elected official. Cultivating relationships with building officials, politicians, and business and community leaders, can take a lot of time and effort, but OMBGA helps to build those meaningful relationships for you.
Recent Successes:
Examples of recent advocacy success included a series of government affairs meetings where OMB members and

staff sat down with Lacey city staff and elected officials to discuss their first comprehensive fee adjustment in 25 years for their building and planning departments. Members provided feedback and concerns to city staff, and over multiple revisions, Lacey staff accepted all of revisions requested by members and provided explanations for all of their adjustments. A thoughtful, comprehensive discussion like this between builders and the city would not have been possible without the assistance of the Government Affairs Committee’s input and relationships OMBGA has built with the City of Lacey. Another example of our Government Affairs team’s effectiveness would be progress on the Mazama Pocket Gopher. OMBGA has been monitoring the development of the Interim Permitting Process since its inception. Before the beginning of Gopher season, OMB scored a major victory when the Thurston County Commission voted to reduce the number of “Gopher Walk”
site visits from 3 to 2, a policy OMB has advocated for repeatedly, and dramatically increased the number of gopher review applications which can be processed by the county within a season. OMBGA is now pushing for the county to allow a private biologist to be hired by customers to conduct gopher reviews. This would also make a dramatic improvement to the county processing time, getting shovels in the ground weeks faster than they would have last year. Most importantly of all, The OMB Government Affairs program creates a single, united voice for the home building industry in this region. As an advocate for an entire industry, our government affairs team has the ability to deliver a message backed by a knowledge base and a credibility on building issues, that rightfully carries a greater weight than the opinions of any one individual. If you have interest in making your voice heard, please consider attending one our next Government Affairs meeting.
The new standards have greatly decreased the amount of impervious surface coverage on a site. Since adoption, a number of citizens, including OMB members, have come to the Commission because the new limits have prevented them building. The Thurston County Commission is asking anyone encountering issues with the new impervious surface standards to come forward with examples of the problems they are having. If you have any examples of issues caused by the new impervious surface limits, please email them to Joel Baxter at joel@omb.org, so he can pass them on to the county as OMB continues to work with the Commission to alleviate these issues.

LOCAL LEVEL
Whether an issue is about zoning, building codes or running a small business, the Olympia Master Builders works to protect the interests of our industry and our members. The objectives of the Olympia Master Builders is to be proactive in the legislative and regulatory process, make sure lines of communication are open between the industry and government, fight unfair and costly regulation, and help maintain a level playing field so our members can operate their businesses as effectively as possible. STATE LEVEL
BIAW's Government Affairs Program exists to defend affordable housing for the citizens of Washington state. BIAW's team of lobbyists work on members' behalf to pass pro-housing legislation and defeat bills harmful to the housing industry. BIAW and BIAW's political action committee, the Washington Affordable Housing Council, play an active role in Washington state elections, pouring a significant amount of time, energy and resources into ensuring the election of pro-small business and pro-housing candidates that support the building industry and the continued economic growth of the state. NAHB has the grassroots strength of over 235,000 members to defeat excessive regulations and defend affordable housing initiatives on Capitol Hill. EVERYTHING HIRST GRASSROOTS ADVOCACY
Government affairs specialists from the local and state level are working hard to lobby elected officials to FIX the HIRST decision. Grassroots advocacy can only support, and strengthen their case. As members of the Olympia Master Builders, or just concerned citizens that support economic growth, your voice matters! Grassroots advocacy starts with knowing the issue, informing your colleagues, clients and peers, and voicing your opinion to elected officials! Here is what YOU can do to help FIX HIRST!
1. KNOW THE ISSUE • Land will be de-valued because water availability is uncertain. Property taxes shift from rural properties to suburban and urban properties. This impact is not only to rural property owners but also rural economic development. • Thousands of jobs to be lost in rural areas due to no building or economic development: economic studies show that 2.97 full time jobs are created per new home built in the year of construction and 1.5 ongoing full time jobs in every year after the year of construction. • The water use in urban areas for annual growth in the Puget Sound region equals decades of new household wells. • Household (or exempt wells) account for less than 1% of the total water used in Washington.
• Lenders will not lend on an uncertain temporary basis – land use is far more than just a building permit – and a well has to be drilled before a building permit can be obtained, what reasonable bank would take that risk? • To the extent building can’t occur in rural areas will mean that more high density is required in suburban and urban areas • Department of Ecology, by design, sets instream flows higher than what has historically and naturally occurred. Mother Nature can’t even meet instream flow levels – even when snowpack is at record levels and the flows are at record levels. • Property owners throughout Washington who aren’t directly impacted by Hirst soon will be – property taxes will need to be redistributed to properties worth more due to plummeting rural land values resulting from Hirst.

Household wells will impact senior water rights (a specific amount of water for a certain place and time-seniority is based on the time right was declared-first in time, first in right).
Household wells will lower instream flows (a rule adopted by Ecology setting the optimal amount of water in a stream to support fish) and harm fish.
There must be "water for water" mitigation on household wells (domestic wells, limited to 5,000 gallons a day, but typically have a consumptive use of 10-50 gallons a day) for fish protection.
The vast majority of small household wells won't impact senior water users. Small household wells typically have a consumptive use of 10 to 50 gallons a day-far less than the amount used by senior water users. PLUS! Senior water users have remedies of other uses, including small household wells, diminish their water rights: • Senior water users can and do take legal action to curtail other uses • Ecology can and does close areas of the state when there are impacts; counties can and do impose restrictions on household wells
In stream flows, while an important tool in protecting fish, are set higher than what Mother Nature delivers in most years. • It is impossible to measure the small amount of water used by a household well and therefore impossible to prove the well does not lower the flow. • By design the flows levels are established not to be met most of the time
The actual use of a household well is so small that it is impossible to measure the impact and replacing the water becomes a token gesture. • Micromanaging replacement of small amounts of water to offset household uses will provide no meaningful improvements to instream resource. • The focus should be on actions that actually improve instream resources.
2. INFORM OTHERS
Talk about the issue and inform others. On the work site, at networking events, and when out with friends...talk about the issue. Inform those around you and in your community that may not understand how this issue effects them directly.
3. CALL TO ACTION
Make phone calls and send letters to elected officials! Send emails, sign standardized form letters, submit Op-ed letters to your local newspapers, and post your opinion on Social Media. Make your voice be heard!
