t last month’s Membership Luncheon we had four excellent member panelists talk about the industry, their successes, what keeps them up at night, and what they feel the future will bring for the building industry. I wanted to personally thank the panelists, Kellen Mangan of High Definition Homes, Scott Bergford of Scott Homes, Inc., Andy Gruhn of Gruhn Homes, and Bob Connolly of Skillings Connolly, Inc. for their willingness to be frank and honest as they shared with the audience. For those of you that missed it, it was a great meeting! We regularly offer members access to these types of speakers and programs, and I am personally thankful for them. lympia Master Builders (OMB) offers members the ability to advance professionally through the National Association of Home Builders (NAHB) professional designation program. To earn a designation, participants take a variety of courses in a given area of expertise. Each course is designed to improve skills and advance knowledge. Once a designation is earned, continuing education is required to maintain the designation. See below to learn more about each designation! Certified Aging-In-Place Specialist (CAPS) The CAPS designation program teaches the technical, business management, and customer service skills essential to competing in the aging-in-place market. Certified Graduate Associate (CGA) Learn about the home building business from the best source possible: builders and remodelers with years of field experience. Certified Graduate Builder (CGB) CGB is an exclusive professional designation designed to emphasize business and project management skills. Graduate Master Builder (GMB) Graduate Master Builder (GMB) courses are more advanced with in-depth instruction geared for experienced building professionals. Graduate Master Remodeler (GMR) The Graduate Master Remodeler (GMR) program includes advanced and updated courses geared toward experienced remodeling professionals.
Housing Credit Certified Professional (HCCP) The Housing Credit Certified Professional (HCCP) is a specialized designation for developers, property managers, asset managers, and others working in the affordable housing industry. Master Certified Green Professional (Master CGP) The Master CGP builds on the Certified Green Professional (CGP) designation and expands into the mechanics of green building. Exclusively for experienced builders and remodelers, this designation comprises a more in-depth study of green building science and methods. Master Certified New Home Sales Professional (Master CSP) This designation acknowledges the continued educational achievements of graduates of the CSP program. Master in Residential Marketing (MIRM) The MIRM designation is the top-level achievement for professionals in new home marketing. A designation is a great way to stand out next to your competition! City of Lacey
Thurston County
Lacey Fee Adjustment
Fire Impact Fees
Staff from the City of Lacey will return to OMB on February 23rd to discuss their revised Building Fee Adjustment Proposal after receiving comments from the GA committee back in December. The City of Lacey has not adjusted its building fees since 1992.
A public hearing was held at Rainier Town Hall on February 14th, 2017 for a proposal by the SE Thurston Fire Authority to create a $0.36/square foot fire impact fee. The proposal to assess this fee was adopted by the Thurston County Commission and the Yelm City Council in August.
Lacey Transportation Benefit District Lacey City Councilmember, Lenny Greenstein, Mayor Andy Ryder, and City Manager Scott Spence requested that OMB endorse the Lacey ballot measure to create a Transportation Benefit District. The committee voted unanimously to endorse Prop 1, a measure on the February 14th ballot, to approve a .2% sales tax to be collected for 10 years on behalf of the TBD to pay for preventative repairs and maintenance of the cities roads and sidewalks.
City of Olympia CAO in Olympia The City of Olympia held a public hearing on January 24th for a proposal to establish a Critical Area Ordinance for the Great Blue Heron. If approved, the CAO would establish a 200 foot year round buffer around established heron rookeries and an additional 300 foot buffer during the nesting season (February 1 – August 31). Development within the year-round buffer would require mitigation and noise levels within both buffers would be restricted during the nesting season. An abandoned rookery would be protected for 10 years before restrictions would be lifted. OMB staff provided public testimony and written comment opposing the adoption of the CAO, requesting more research be conducted on the necessity of protecting the Great Blue Heron as well as the fiscal ramifications to tax payers. The Olympia Planning Commission has currently tabled the issue until more research can be conducted.

Residents of these three entities fall under the protection of the SE Thurston Fire Authority and would be subject to this fee. OMB staff testified at the Rainier Public Hearing and on multiple other occasions, encouraging the city to reject the proposed fee. The three government entities will still need to establish an inter-local agreement before the Fire Impact Fee can be enacted. OMB will continue voice opposition to this fee and propose alternatives. Thurston County Septic Fees With the election of John Hutchings and Gary Edwards to the Thurston County Commission, it now appears likely that the $10 annual fee for owners of septic systems championed by Cathy Wolfe and Sandra Romero may be flushed down the drain. In addition to the overwhelmingly negative comments received at its public hearing, Commissioners Blake, Hutchings and Edwards have voiced skepticism of the necessity of the fee to protect clean drinking water. The Commissioners also asked for the resignation of the Director of Public Health on January 3rd, signaling the desire to take the department in another direction. OMB staff will continue to monitor the situation.

BIAW is tracking multiple bills that have been created in the state legislature to remedy the recent Supreme Court decisions on exempt wells and stormwater vesting. This list is current as of February 15, 2017. Vesting/Hirst: HB 1885 (Springer) - Clarifying the roles of state and local governments in the regulation and mitigation of water resources in House Ag and Natural Resources. BIAW HAS TAKEN NO OFFICIAL STANCE. Exempt Wells: HB1918 (Stanford) – Hirst fix addressing treatment of groundwater under state water codes to support rural development while protecting instream flows in House Ag and Natural Resources. BIAW IS OPPOSED.

OBAMACARE: REPEAL, REPLACE, OR REPAIR? How an association health plan is already the answer.
T
he Trump administration and the Republican controlled congress have been behind closed doors for weeks now trying to figure out how to live up to their campaign promises of scrapping the Affordable Care Act. Like so many things in the healthcare system, the multiple layers of regulations and intertwined financial components of the Affordable Care Act make tackling the 1,000-plus page law a daunting task. The health care industry is watching these debates closely, but for now it is anyone’s best guess on what may happen. However, there are a few items that seem likely to happen: 1. There are many parts of the ACA that many agree are beneficial including the elimination of pre-existing conditions, allowing adults up to the age of 26 to remain on their parents plan and expanded services being covered as preventive care. These are unlikely to disappear regardless of what comes of the ACA.

2. The individual mandate requiring all Americans to have health insurance is, and always has been, the lynch-pin of the law. Should the Republicans try to undo the individual mandate, the entire individual insurance market, including the staterun “exchanges,” may lose many of their enrollees, become unsustainable and fail. Don’t expect the individual mandate to be repealed. 3. A much more likely method for the new administration to implement change is to pull

back the subsidies that individuals receive to buy coverage on the state-run “exchanges”. Without robust subsidies to help people afford insurance, many people will look for other options such as employer coverage, short term policies, or “bridge” policies to help cover only catastrophic claims. Interestingly one of the common themes from the “think tanks” exploring various ways to repair the ACA is to allow employers to band together to purchase insurance through large, aggregated pools leveraging their collective size. That is the essence of what the BIAW Trust has been doing for over 30 years. The BIAW Health Trust has over 600 participating companies and 10,000 employees. This size and leverage provides employers with stability in an increasingly unstable healthcare environment. f you’re thinking that OMB events are just another fun thing to do on your “free” night or weekend, you’d be wrong; because they are much more than that! Most people don’t think of our events as a member benefit, but that’s exactly what they are. One of the best perks of attending our events is that it offers an opportunity to connect with potential new clients who you may not have met otherwise. It also provides a chance at enhancing relationships that you have already established. Some of our events are great for member to member networking in a more “intimate” atmosphere – like our Auction, Golf Tournament, Tour of Homes Awards Night, Tacoma Rainier’s Game, and the Christmas Party. Our two largest events, the Big Home and Garden Show and the Tour of Homes/Chefs on Tour, lend our members the chance to promote to the general public on a larger scale. At last year’s Home Show, we had over 3,000 attendees over the course of the weekend. That’s a lot of prospects! All of our events provide sponsorship opportunities as well – which is another way for you to get your name out there.
