he neighbourhood of Morgan Heights is outlined with the boundaries as follows: south of 28th Avenue, east of Highway 99, west of 164th Street and north of 24th Avenue. These boundaries have been established and designed by the City of Surrey to promote the development of this area using the Morgan Crossing shopping centre as a centre point to increase density in the area. Through the NCP of Morgan Heights, the area has gone from largely being zoned RA to a variety of denser zoning, including, RF- 12, RM- 15, RM 30, and CD zonings. These changes in zoning have led to mixed use and retail locations being built to accommodate the growing numbers of families in the area. Since Mayor Watts took office as the City of Surrey Mayor in 2005, the City of Surrey has been seen as a pro-development city with the opportunity to have the same population of Vancouver by 2041. The Morgan Heights neighbourhood, specifically, has seen a radical change from being basically complete bare land in 2007 to seeing hundreds of homes built; recently completed projects such as The Brownstones and Skylands located just south of the

identified project. This has brought on almost all new supply in the area making the neighbourhood in a stage of growth with a pro-development atmosphere. In Morgan Heights there are currently four development applications and a further 40(+) more development applications alone in South Surrey supporting this pro-development attitude by the City of Surrey.

he South Surrey Region has a total population of approximately 84,000 with nearly a quarter of these residents being over the age of 65. This age band is expected to grow over the next 15 years to nearly 30% of the population as the area is becoming more popular with this age demographic. . The average age of residents in the region is 45.4 years old establishing that the majority of these residents have reputable careers with more disposable income. Over the next five years the population of the region is expected to increase 7.7% to a total of approximately 90,000 people. South Surrey is blessed with a consistently falling crime rate since 2004 and this can be directly related to the education level of residence, the highest in the Fraser Valley. 56% of South Surrey residences have at least completed a university degree or a trade which can be directly correlated to the average household income, also the highest in the Fraser Valley. The average household in the Fraser Valley earns $70,695 where at residence in South Surrey earn over $16,000 more a year with an income of $86,824 meaning that more people owner their property and there for have equity for other investments. The residence that do live in South Surrey, 82% of them list that English is there mother tongue with 92.6% of the public reporting that they speak English at home; the next closest minority is Chinese representing only 2.2% of the population. 80% of households have a stable lifestyle having married couples and 14% of residences have moved in the previous year showing that these people do look at other real estate.
