EGYPT'S MINISTRY OF PETROLEUM AND MINERAL RESOURCES:
A YEAR OF STRIKING SUCCESS Covering local market needs and securing fuel supply for electricity and industry sectors are Egypt’s Ministry of Petroleum and Mineral Resources’ north when it comes to purchasing a modernized oil and gas industry. Under the Ministry’s Modernization Program, an integrated strategy to transform Egypt into a regional energy hub, the country has witnessed major achievements throughout 2017, which pushed ahead the oil and gas sector’s activities into wider horizons, taking into consideration all the industry’s requirements.
In order to manage licensing and distribution, the law established a Natural Gas Regulatory Authority, which further grants autonomy to the gas market and opens the way for eventual imports of natural gas by private companies. The legislation represents a bold move to encourage private investment and participation, as the measure allows private companies to ship, transport, store, market, and trade natural gas through Egypt’s pipelines and additional infrastructure.

Repayment of Arrears for IOCs
The issue of a new natural gas market law to regulate Egypt’s natural gas sector is a milestone achieved by the petroleum industry on its attempt to promote the liberalization of the market and attract investments. Signed by President Abdel Fattah El Sisi in August 2017, the new legislation enables any operating company to apply for a license to distribute natural gas.
Its commitment to promote a sustainable investment environment further led the ministry to pay a significant amount of arrears to international oil companies (IOCs) in 2017. After the payment, the country reduced its obligations with IOCs to around $2.4 billion in June, its lowest level since 2013. Continued in page 3

As a direct result of the Ministry’s efforts and the economic reforms, IOCs increased their investments in Egypt, which reflects the IOCs’ trust in Egypt as a reliable and efficient partner, opening the way for greater opportunities.
Looking at new discoveries, the Ministry of Petroleum launched in 2017 two major projects to collect geophysical data in the Red Sea and Upper Egypt. Total investments reached more than $750 million.
New Gas Discoveries Coming Online The country’s fruitful business environment was further reflected on the outstanding number of E&P agreements signed in the past years. Between November 2013 and December 2017, the country counted with 83 E&P agreements, with minimum investments of $15.5 billion, which included massive discoveries that promoted a game change on the Egyptian oil and gas market.
Experimental operations at Sumed Co. liquefied natural gas (LNG) terminal, as well as its accompanied facilities, were further launched at the Ain Sokhna port in the Red Sea. Total investments reach about $415 million as a first stage for receiving the regasification unit, petroleum products and LPG takers, in addition to accelerating the establishment of a number of gas oil and fuel oil storage tanks. Households Connection
During 2017, Egypt succeeded in bringing many of these discoveries online. Late December, the country launched the preliminary production from the first phase of its giant Zohr natural gas field. With Zohr’s initial output, as much as 350 million cubic feet per day (mcf/d) of natural gas was added to the National Gas Grid. Representing the biggest discovery in Mediterranean waters, Zohr’s output is expected to gradually increase upon finalizing all phases of the project by the end of 2019. In the first quarter of 2017, Egypt equally witnessed the implementation and operation of the first phase of natural gas production from the West Nile Delta. First gas production was achieved in Taurus and Libra fields eight months ahead of previous expectations, reaching about 700 mcf/d. Additionally, experimental operations were launched at Atoll gas field in North Damietta, with production reaching about 200 mcf/d. The country further completed the development of Nooros field in the the Nile Delta, which resulted in the increase of total production to more than 1 bcf/d, in addition to 10,600 barrels of condensates, and 230 tons of liquefied petroleum gas (LPG) per day.

Moreover, Egypt witnessed the experimental operation startup of its latest storage tank for petroleum projects storing, exchanging, and shipment. The project is established by Misr Petroleum Company in Badr City, and storage capacity is designed to reach 30 million liters of all gasoline types and gas oil.
In order to meet its commitment to secure energy demand, the ministry further announced the connection of 580,000 residential units in different governorates to the national grid during FY 2016/2017, which includes conveying gas to 27 cities, villages, and new areas. Egypt’s total number of residential units receiving natural gas currently stands at 8.3 million since the beginning of activities in 1981. Increasing gas delivery rates to households is part of the country’s plan to reduce allocations on butane subsidies, further decreasing the burden on Egypt’s import bill. Boosting Petrochemical Production
Mineral Resources
In line with Egypt’s master plan to improve its petrochemical industry, Egypt took a step forward toward efficiency with nine new petrochemical projects, which were designed to secure the country’s needs of gasoline, diesel, and butane gas through increasing production capacity of petrochemical and refining projects.
In addition, the Ministry took outstanding steps to develop non-oil activities in 2017, as it announced the results of the first gold mining international bid round carried last year. The tender included exploration and exploitation of gold and its associated minerals in five blocks in the Eastern Desert and Sinai. Mining rights were awarded to four companies, including two foreign firms.
As one of the most important refining schemes currently being implemented in Egypt, the first phase of Middle East Oil Refinery (MIDOR) was successfully concluded. MIDOR’s expansion is projected to increase production capacity of highoctane gasoline, diesel, butane, jet fuel, coal, and sulfur by as much as 15%.
Parallel to oil and gas activities, the ministry considers the development of mining resources to be a priority in its task to turn the sector into a core pillar of the country’s economy. In this line, Egypt established Al-Wadi Company for phosphate fertilizer, aiming at marketing, selling, and exporting the Egyptian phosphate with fair prices.
Additionally, the country equally started trial operations for butane and naphtha production at the Assiut Oil Refinery Company (ASORC). The ministry further launched executive steps for constructing two refining and petrochemical complexes at the Suez Canal axe and El Alamein region, and established procedures of the polybutadiene plant, which counts with total investments of $100 million of Ethydco Company. In Alexandria, outstanding progress was recorded from new projects at Alexandria National Refining and Petrochemicals Company (ANRPC) to maximize high-octane gasoline production levels.

Storage Capacity Expansion
With the striking achievements recorded by the Ministry of Petroleum and Mineral Resources in 2017, Egypt starts 2018 with a business-friendly environment to attract new opportunities and solid prospects for the future, which include reaching self-sufficiency in natural gas production, launching exploration bid rounds on the Red Sea, and improving contract terms to facilitate future oil and gas agreements. As such, Egypt welcomes foreign investors to the country with a new scope of incentives and facilitations to promote the economic growth of both Egypt and its partners.
As production is expected to grow, the ministry implemented a series of projects to expand Egypt’s storage capacity. The LPG storage tanks capacities in Sohag received total investment of EGP 120 million to reach 6,400 tons of LPG, including operations tests of Assiut-Sohab pipelines.

HALLIBURTON TACKLING MATURE FIELDS WITH TECHNOLOGY AND COLLABORATION Mature fields account for more than 70% of the world’s oil and gas production. Their recovery potential is enormous with 80% of estimated reserves found in the Middle East and North Africa regions. Increasing recovery from mature fields involves extending the life of the well or field beyond the decline curve through secondary, improved and enhanced recovery (EOR) methods. Halliburton has deep and broad experience operating in the Middle East and North African regions, which began more than 70 years ago. Our mission is to collaborate with customers to engineer solutions that maximise their asset value. Whether the challenge is well intervention, reservoir recovery or optimising drilling time, Halliburton brings global experience, reservoir knowledge and comprehensive solutions tailored to the local market to reduce costs and increase production. The Acoustic Conformance Xaminer® (ACX™), which helps identify and pinpoint costly wellbore leaks by analysing sound waves that describe flow patterns in the formation and casing, is one of the technologies boosting production in mature fields. The ACX service was designed to be part of a full suite of diagnostic services to provide greater well insight so operators can intervene to remedy declining production. In Egypt and other parts of North Africa, we find operators are interested in technologies that also drive new levels of efficiency. Halliburton’s SPECTRUMSM Real-Time Coiled Tubing Services, combines intervention and diagnostic services to help operators monitor and optimise job performance in real-time, resulting in greater efficiency, increased reliability and higher returns on investments. Spectrum services are conveyed on a coiled tubing unit where data is transmitted through a wireless signal to minimise uncertainty, assess reservoir performance and monitor wellbore conditions to significantly improve well intervention operations and increase production. The service recently helped an operator in the region avoid work-over costs and allowed for a rig-less execution of coiled tubing. Halliburton’s ability to position itself strategically and collaborate with customers to find new ways to lower costs and increase production is a significant market differentiator. Each of our two major divisions and their respective product service lines has specific strategies for their area of expertise, operations and customer requirements. The purpose is to address regional challenges and closely align our work with the customer’s objectives to maximise efficiency and productivity. Vice President of ExxonMobil Lubricants: Egypt's socio-economic reforms encourage continued success ExxonMobil has been on the forefront of lubrication technology and innovation in the Egyptian energy industry, building a strong portfolio over 115 years. Russ Green, Vice President of Finished Lubricants for ExxonMobil Fuels and Lubricants Company, spoke with Egypt Oil & Gas about the prospering opportunities in the energy sector, his views regarding the fast growing Egyptian market and providing the best-in-class products and experience to the Egyptian customers. Where do you see growth opportunities in Downstream fuels and what is driving growth? Globally, growth in fuel demand is highest in Non-OECD countries. Our Energy Outlook predicts that over the period to 2040, demand for liquid fuels in these countries will grow 1.7% per year, while demand in OECD countries will be slightly down by 0.3% per year over the same timeframe. At almost 60% of liquid fuel demand, the transportation sector will continue to be the largest component of demand for liquid fuels, followed by the Industrial sector at 30%. Global demand in both of these sectors is expected to grow around 1% p.a. Within the transportation sector, there are differences between the Light Duty sector, i.e. personal vehicles that mostly use gasoline, and the Commercial sector, i.e. heavy duty vehicles, ships and planes that mostly use distillates or diesel. Demand for fuels in Light Duty transportation is expected to be essentially flat as vehicle efficiency improvements offset an increase in vehicle ownership in developing countries. In contrast, we expect Commercial transportation energy demand to grow in all regions as economic growth stimulates demand for trucking, aviation, marine and rail. The largest driver of Commercial Transportation demand is heavy-duty vehicles and we expect most of this increase will be in the Non-OECD. Given these changes in global and regional demand, ExxonMobil’s strategy is to grow value by selectively investing in our world class manufacturing assets and brands to upgrade lower value products into high-value fuels, lubricants and specialties. To name a few, we have invested in refining projects in Northwest Europe, at Antwerp and Rotterdam, to increase production of ultra-low sulphur diesel and premium lubricant basestocks. We are progressing investments at our refining facilities on the Gulf Coast of the US, including projects to expand light crude oil processing to take advantage of increasing domestic production. ExxonMobil has also been expanding our marketing presence in Non-OECD countries like Mexico and Indonesia to better serve growing fuel demand in these markets. Overall, our global presence and integrated manufacturing assets allow us to maximize the value of every molecule we produce.

GIUSEPPE RICCI, CHIEF REFINING & MARKETING OFFICER ENI SPA With a career at Eni spanning 30+ years, can you share with us your views on the future direction of the downstream industry? Will we see further integration and diversification across the oil and gas value chain as we move through 2018? In my view, the coming years will see important changes in the downstream industry, particularly in Europe.

We see potential in supporting the country’s downstream through co-operation in the area of the refining technologies, particularly in the upgrading of the bottom of the barrel.
The come into force of the IMO regulation in 2020, imposing a Sulphur cap of 0,5% on marine fuels, will represent a disruption for the refining industry, but at the same time will offer smarter refiners a great opportunity. A likely scenario foresees an increase of the sweet/sour crude oil differential in the medium and long-term, an upward stress on distillates-HSFO spreads and the reduction of HSFO quotation. This is a great opportunity for refining operators with highly complex refineries processing sour crudes, as they will squeeze exceptional margins from the barrel and make more profits. On the other hand, simple refineries processing sweet crudes will experiment weak refining margins putting at risk their survival unless they invest in bottom of the barrel upgrading technologies. Another important challenge is the new European legislation to encourage the use of biofuels to cut greenhouse gas emissions in transport. The Renewable Energy Directive (RED II), still under discussion, will see an increasing role of advanced biofuels and a gradual phase out of 1st generation ones. The refining industry is among the main protagonists in this challenge both in terms of new technologies and in terms of sustainable feedstocks. Eni has had an active presence within Egypt’s upstream industry since 1954 and most recently great success with the Zohr discovery. Do you envisage furthering your strategic partnerships in the areas of refining and petrochemicals? How can Eni further support the country’s downstream potential? Egypt is a key market in Africa as it has the largest oil refining capacity and is the largest petroleum products consumer. Population growth will contribute to expand further the downstream sector. Some of the Egyptian refineries need revamping and upgrading. New refining capacity is needed to cope with the growing demand. We see potential co-operation in the area of the refining technologies particularly in the upgrading of the bottom of the barrel. Eni has developed and industrially proved a world-class technology (EST) to convert fuel oil into middle distillates. In my view, this technology fits into the Egyptian refining upgrading plans. At the same time, we are open to initiatives that might arise from the participation at EGYPS.

DEA: AMBITIOUS PLANS IN THE PIPELINE AS IT GEARS UP FOR

Libra and Taurus were among five fields that commenced production in March 2017. The agreement on partnership is expanding to include three more fields in the project on stream, Giza, Fayoum, and Raven.
