On Rice Importation The decision of Agriculture Secretary Proceso Alcala not to import rice this year is commendable. It speaks not only of a strong political will on the part of the Secretary but likewise that of the President. It should be recalled that the government does not need to import rice as there is a surplus production based on the first to third quarter production reports. As an aftermath of the last two typhoons Pedring and Quiel, nonagriculture officials recommended to Pnoy the immediate importation but the good secretary intervened. If only for this, Alcala is a Secretary who got balls between his legs. Importation drains the dollar reserves of a country that the government decided that instead of it, those farmers heavily devastated should be assisted to ensure that the target on selfsufficiency in rice will be attained by 2013. Worldwide, climate change has affected agricultural productivity and with this, Filipino farmers are advised to start planting a month ahead to ensure that all crops are already harvested before the typhoon months. In the Cagayan Valley region, while the Department reported some 57,778 hectares damaged crops, the region has still a surplus production sufficient to feed the people until the next cropping season. The “people� here is not confine only to residents of Cagayan Valley but likewise those of Metro Manila and other regions as we are the second biggest producer of the staple next to Central Luzon which was likewise devastated by previous calamities. The government may have earned the ire of some sectors who constantly push for rice importation but it will come as a blessing to the country's producers who, time and again, have to struggle if only to feed the nation. Never mind if some sectors will be disgruntled. Never mind if rice cartels will be richer by a few millions.
