The Blaschkes had to turn off the water to different sections of their park at different times to repair a total of “six or seven” pipe breaks, but as of yesterday (Feb. 21), they had not experienced any power outages. Power outrages have been widespread across Texas, however, although the duration of the outrages has varied widely, even in the same city. In Burleson, just south of Fort Worth, the North Texas Jellystone Park experienced both short and long periods without power, according to General Manager Steve Stafford. However, he said the park has been able to open some of its cabins for local residents who do not have power at all. “We have been doing the best we can to keep our guests comfortable during their time with us,” said Marcie Purviance, the park’s events, operations and marketing manager. “We do have propane on-site but did run out because (delivery) trucks were delayed. We expect more check-ins due to folks needing a place to stay, for an extended period, while repairs are done in their homes. We currently have campaigns going to let people know we have extended stay options in the park. We also opened our Kountry Kreamery during the week, with a limited menu, to accommodate staff staying in the park and guests who do not want to venture out.” One of the local residents who rented a cabin during the worst of the blackouts was Lisa Rhodes, member services director of the Texas Association of Campground Owners (TACO). “My family and I were experiencing NO electricity here in north Texas for a couple of days,” Rhodes told Woodalls.com in an emailed statement. “So, I was able to get a cabin at North Texas Jellystone for a couple of days until our power came back on. They had rolling blackouts where the power would be out for about 30 min. then on for 45 min to an hour. We were able to stay very warm, and so thankful to be there at a really nice cabin for a very reasonable rate.” Brian Schaeffer, executive director and CEO of the Texas Association of Campground Owners, said the rolling blackouts made it difficult for park operators to run their linen and sanitation departments. Some park operators said they have gotten through the worst of the cold reasonably well, however. “I have to say that we have been pretty blessed at our property,” said Christy Coker, manager of Texan RV Ranch in Mansfield. “We did have some areas (where) the water froze, but luckily the main water (line) to the park was never lost,” she said, adding, “Power outages also did not affect us as we are located near a hospital. We have our fully stocked general store that is kept open to the public for supplies. Our biggest issue is not having propane to sustain everyone.”+
The record cold weather that has brought snow, single-digit temperatures, and power outages to many areas of Texas has also disrupted travel and sent park operators scrambling to repair frozen water lines. Teri Blaschke, who co-owns Hidden Valley RV Park in Von Ormy, near San Antonio, with her husband, Mark, said she’d never experienced anything like it during her more than three decades in the Lone Star State. “This is the worst I’ve ever experienced and I’m a transplant to Texas from back in 1985,” she said. “My 36 years here have only seen one deeper snowfall and two other small snow events. Nine degrees for several nights and never going above freezing for over 100 hours is a new one on us San Antonians.” The record cold weather and the ensuing blackouts prompted many travelers to postpone their plans and forced others to stay put. “We have had many cancellations and several postponements,” Blaschke said. “Since the weather is so extreme we have been issuing refunds if we can’t arrange to credit their deposit to a future date. We have also had many guests who have needed or wanted to stay over their intended dates because road conditions are pretty hazardous.” Mark Blaschke, meanwhile, has kept busy repairing frozen faucets, even though they were insulated, and making repairs to

By: Tony Kindelpire, January 2021 RVPRO Despite most of the country having settled well into winter, interest in purchasing an RV appears not to have waned, according to data from RV Trader, an online marketplace for buying and selling RVs. In December, the number of search result pages the company was displaying was up 76 percent over what it had shown in December of last year. For the fourth quarter, the number of pages was up 88 percent over the same period a year ago. As for vehicle detail pages, where searchers go to look up details of a particular RV, the number for December was up 65 percent over last year and for the quarter it was up 75 percent. “I think it’s going to continue into 2021,” said Paige Bouma, executive vice president of RV Trader. “I think it’s going to continue to be something more people want to be involved in. When you think about it, you had a lot of people that already got into it, and now I feel like we’re in kind of that second wave of more people wanting to get involved in it. I don’t see it slowing down right now by any means.” Connections, too, are way up. That’s where a potential buyer reaches out and makes some kind of contact with a seller, whether it’s via email or a direct message. Those contacts are up 75 percent over December and 79 percent quarter over quarter. The majority of listings on RV Trader are dealership listings, although the site does allow for private party sales. Of the motorized coaches, Class B’s are attracting the most attention, and of the towables most of the activity surrounds truck campers. “(RVing) gives people an opportunity to come up with a really good way to have a vacation, and have fun, and get out there without jeopardizing the safety of their families,” Bouma said. “As soon as we started getting into this pandemic, we saw quickly that people were interested in getting into RVing for the safety and for the fun of it. It’s a perfect reason to get into it.” “And then, as we’ve been seeing, this has not slowed down over the last nine or ten months; it’s been picking up this big momentum. We’re seeing much more of a spike (now) than we saw back then. I don’t think we’ve ever seen some of the numbers we’re seeing in terms of supply and demand. This is huge for our industry right now. You’re seeing so many people who never thought about RVing, getting into an RV.” And as the pandemic keeps climbing ever-higher, thanks to cold weather keeping people indoors, where COVID spreads faster, and hiccups in getting the vaccine widely distributed, the work-from-home movement is continuing for many. Remote schooling has been a preferred choice for many families. “It opens up the opportunity to say, you know what? This may be the only time in our lifetime that we will have this flexibility in our work and our school schedules to get out there and experience this, so let’s try it,” Bouma said. “Let’s do it this year.” Bouma said she and her family typically spend about 30 weekends out of any given year camping in their RV, and this year they ran into issues getting a campsite some weekends – something they had never encountered before. And she can testify first-hand to the number of first-timers that are enjoying the RV experience, she said. + WINTER 2021

Kelly Jones, of Great Escapes RV Resorts, has been awarded the 2020 Herb Strauss Educational Impact Award from ARVC. This award recognizes someone who is currently or has previously been involved in the outdoor hospitality industry and has made a significant impact on all aspects of ARVC’s educational mission. “Jones has been a constant presence at ARVC educational events, including the Outdoor Hospitality Conference and Expo and National School of RV Park and Campground Management. Her teachings and lessons reverberate throughout the industry, providing key insight for those new or experienced. She possesses an infectious attitude and humor that allows her pupils to gain the necessary information while also enjoying themselves. We are honored to have her involved with our events and truly couldn’t do it without her energy, care and effort,” said Paula Horwitz, Executive Director of Education and Events for ARVC. The 87th Texas Legislature began its 140-day session on January 12, 2021 in a time like no other. With the COVID issue still at the front of everyone’s mind the agenda and operations of the Texas Legislature have become quite different than any other time. There is a new Speaker of the House. Rep. Dade Phelan, R-Beaumont, who was overwhelmingly elected by the 150 members of the Texas House on January 12, 2021. Speaker Phelan is in his 4th term of office and it is expected that his past legislative experience and his personal business success will prove an exceptional guide for members of the House to follow. The Texas Senate changed very slightly in his makeup. There is one additional Democrat elected that changed the balance to an 18 Republican to 13 Democrat spread. While this seems somewhat innocuous it was a change that made the Senate rules change. During the debate on Senate rules, the Texas Senate approved a fundamental alteration of its rules, diminishing the minority party’s ability to block legislation before it can be considered on the floor. On a party line vote of 18 Rs – 13Ds, Senators approved a measure to lower the 3/5ths vote threshold of support that legislation needs to become eligible for floor consideration, in favor of a 5/9ths support standard. As a practical matter, a bill needed 19 votes (3/5ths) and now only needs 18 votes (5/9ths). That is significant for Republicans who want to push more of their conservative legislative agenda. COVID is making things interesting at the State Capitol. For now, it is not mandatory that a member of the public take a COVID test before entering the State Capitol. However, there is a military-style tent at the north side of the State Capitol (the only entrance to the building at this time) where a person can receive a free COVID rapid test and, if negative, can receive a color coded sticker on the top of the hand to signify you are negative of COVID. This then demonstrates to legislative offices that you are not affected by the virus and are safe to conduct business and have conversations. However, each individual legislative office can have its own protocol. Regardless of a visitor’s negative COVID test, each office can decide how or if they want to conduct business with the public. Some offices are having one-on-one or group meetings either in the office or in the hallways. Others are not allowing persons within the legislative offices and prefer a conference call or zoom call. Some offices require masks, others do not. However, wearing a mask is “encouraged” but not mandated to wear within the State Capitol. This makes for some challenges to carry out the state’s business, but so far there have not been too many problems with this practice. It is the hope of all that as time goes on, people will continue to wear masks...as well as receive a vaccination. These actions will cause COVID infections to flatten out and one day cause fewer cases of severe disease. TACO legislation is at the forefront of TACO legislative activities. At this point, legislators are still filing legislation. TACO is monitoring 13 bills (and counting). Many of the bills deal with broad business legislation such as paid sick leave; minimum wage increases; unemployment claims; non-discriminatory ordinances. There are broad travel-related bills WINTER 2021
such as sustaining the funding for the travel promotion marketing program in the Governor’s office; full summer school calendar and HOT fund use. More specifically, TACO is worked directly with Rep. John Cyrier, R- Bastrop, on a top priority bill that directly affect operations of an RV Park. HB 1478 was filed on January 29, 2021 and provides liability protection to RV Parks and campgrounds. This bill, will put into law much-needed liability protections for the park owner in the Texas statute. In addition, TACO is working with three legislators, Senator Paul Bettencourt, R-Houston, Rep. Cecil Bell, R-Montgomery and Rep. James White, R-Woodville on 2 bills that would put limits on increases in the appraised value of a commercial real property or ad valorem tax purposes (HB 528 and HB 1053, respectively). There is a bill that is anticipated to be filed that will clarify in statute the methodology by which water supply corporations bill for nonsubmetered master-metered utility service. The bill will require water supply corporations and utilities to bill RV parks at the same rates that they bill other commercial businesses. Because of the COVID issue and the near shutdown of many businesses in Texas, some legislators are filing bills that would provide some kind of relief for businesses adversely affected by the economic shutdown. For example, SB 372 by Sen. Hancock, R-Richland Hills, will ensure those businesses that received PPP loans will be able to deduct those revenues from their federal income tax. Rep. Charlie Geren, R-Ft. Worth filed the House companion bill. Sen. Hancock is also expected to file legislation that will provide legal protections for businesses when it comes to liability for someone who contracted COVID-19. Sen. Paxton has filed legislation that would provide a credit against the ad valorem taxes imposed on the property of certain businesses, i.e., those that have fewer than 100 employees, which are required to close by a qualifying official order, and would not be capable of engaging in normal business activity during the period the business is required to be closed. This has to do with situations like COVID or a disaster scenario whereby the state would require a small business to shut down. Lastly, despite the slowdown in the Texas economy, the Comptroller of Public Accounts, Glenn Hegar, prognosticated last summer that the Texas state budget would have a deficit of approximately $5 billion. This was due to slowdowns and shutdowns in businesses due to COVID and the drop in oil prices. However, his recent report noted that the state budget deficit will only be approximately $1 billion. This surprise was due to unexpected increase in sales and use taxes, especially online sales tax collections and a slight uptick in oil prices. The filed state budget means that there will be less of a need to seek to raise taxes, but that need still remains to be seen as the months go by. + 12

Your Pre-Season Emergency Plan “To Do” List

It’s time! As hopefully, summer season approaches, your property should prioritize reviewing your emergency plan completely. This is not only because of the upcoming 2021 Hurricane Season, but because a general state of readiness is essential for any kind of disaster. Here is what you should be doing between now and June 1st.
• May 1 – Inspect your Emergency Equipment. This is more than just taking it out and wiping the dust off. All equipment should be properly turned on, tested, and put under real conditions. Disaster First aid kits (not the ones you use regularly) need to have all supply expiration dates reviewed, and all disaster food and water should be inspected and replaced.
• April 1 – Review your Emergency Response Plan. If you don’t have one, get one! Make sure your plan has updated COVID-19 protocols, as well as revised names and phone numbers for staff. Your disaster plan is more than just a “Hurricane Plan” and a COVID list. You should have an Emergency Response Plan covering the 5 major disaster scenarios, as well as evacuation, shelter-in-place, and lockdown. It needs to also address crisis communication, utilities, activity areas and recovery of critical business processes.
• May 20 – Train and drill the staff! Now is the time just before your season starts to train your staff members in the plan and the equipment. The training should run at least 120 minutes and cover all the topics in your plan sufficiently. Then run a disaster exercise that challenges the group and gives adequate feedback on your plan. PS – A Fire Drill isn’t going to cover it.

Hancock is also expected to file legislation that will provide legal protections for businesses when it comes to liability for someone who contracted COVID-19. Sen. Paxton has filed legislation that would provide a credit against the ad valorem taxes imposed on the property of certain businesses, i.e., those that have fewer than 100 employees, which are required to close by a qualifying official order, and would not be capable of engaging in normal business activity during the period the business is required to be closed. This has to do with situations like COVID or a disaster scenario whereby the state would require a small business to shut down. Lastly, despite the slowdown in the Texas economy, the Comptroller of Public Accounts, Glenn Hegar, prognosticated last summer that the Texas state budget would have a deficit of approximately $5 billion. This was due to slowdowns and shutdowns in businesses due to COVID and the drop in oil prices. However, his recent report noted that the state budget deficit will only be approximately $1 billion. This surprise was due to unexpected increase in sales and use taxes, especially online sales tax collections and a slight uptick in oil prices. The filed state budget means that there will be less of a need to seek to raise taxes, but that need still remains to be seen as the months go by. + 12

Your Pre-Season Emergency Plan “To Do” List

It’s time! As hopefully, summer season approaches, your property should prioritize reviewing your emergency plan completely. This is not only because of the upcoming 2021 Hurricane Season, but because a general state of readiness is essential for any kind of disaster. Here is what you should be doing between now and June 1st.
• May 1 – Inspect your Emergency Equipment. This is more than just taking it out and wiping the dust off. All equipment should be properly turned on, tested, and put under real conditions. Disaster First aid kits (not the ones you use regularly) need to have all supply expiration dates reviewed, and all disaster food and water should be inspected and replaced.
• April 1 – Review your Emergency Response Plan. If you don’t have one, get one! Make sure your plan has updated COVID-19 protocols, as well as revised names and phone numbers for staff. Your disaster plan is more than just a “Hurricane Plan” and a COVID list. You should have an Emergency Response Plan covering the 5 major disaster scenarios, as well as evacuation, shelter-in-place, and lockdown. It needs to also address crisis communication, utilities, activity areas and recovery of critical business processes.
• May 20 – Train and drill the staff! Now is the time just before your season starts to train your staff members in the plan and the equipment. The training should run at least 120 minutes and cover all the topics in your plan sufficiently. Then run a disaster exercise that challenges the group and gives adequate feedback on your plan. PS – A Fire Drill isn’t going to cover it.

Special SBA Loans During COVID If you are planning to buy, build, expand, or refinance an RV park/campground, Uncle Sam is ready to help. Congress recently enacted COVID relief legislation with economic stimulus objectives for new SBA borrowers through September. The 2.5% SBA fee is being waived, and the borrower receives a grant to make their first 6 months payments. The SBA 7(a) federal loan program is available nationwide for financing RV parks and campgrounds. These loans have lower down payments and longer repayment terms than conventional bank loans. SBA small business loans are available up to $5 million per borrower.
