Ed O. Bridgman is an Air Force veteran with a background in Electrical Engineering and an MBA. Ed has been consulting for the RV Industry preparing Feasibility Analyses, Business Plans, Site Design Layouts and Project Managing the construction of RV campgrounds. In 2021 Ed opened Homestead RV Community employing forward-thinking features, including automatic monitoring of both electrical and water use at every site, billing for every reservation (short-term and long-term), and automatic adjustment of the guest bill.

Jayne Cohen founded Jayne L Cohen & Associates in 2012 and has over 40 years of outdoor hospitality management and campground development experience. Jayne merged consulting firms with David Gorin & Associates in 2015. Continued growth, capabilities and focus prompted a name change to the Campground Consulting Group and Jayne serves as founder and President. Jayne has worked with hundreds of clients on new RV park developments and campground expansions, conducting market and comparative analysis, feasibility research and reporting for lenders and investors, and land planning and design. Her operational audits for RV park buyers, sellers, and operators have had great success reducing expenses, increasing revenues, and creating better guest experiences.

Randall Dally has worked in management with a national name-brand grocery store for 13 years. He has been the owner of Rayburn RV Hideout in Brookeland, Texas since 2002. His park has been a TACO member for 17 years. Randall has been actively involved with TACO in their legislative efforts for the past 6 years and currently serves as TACO President.

Ron Hinkle began his legislative career in 1983, working in the Texas legislature for a couple years. Hinkle was appointed Sergeant-at-Arms for the Texas House of Representatives by then-Speaker Gib Lewis. Two years later, while still serving as Sergeant-at-Arms, Hinkle was promoted to Legislative Division Director for the Texas House and served in that capacity until 1991. He has served as assistant government affairs director for the Texas Chamber of Commerce. Later, he served as Legislative Liaison for the Texas Public Utility Commission, where he assisted PUC Commissioners and legislators during major rehaul and deregulation efforts of the telecommunications and electric utility industries. Hinkle then opened his own legislative consulting business, where he has represented Fortune 500 companies as well as various associations and manufacturers.

April

Terry Munoz started in the outdoor hospitality industry while still a college student. In 1988, while looking for a part-time job, he heard about an opening at an RV Resort and applied for a part-time seasonal position. He quickly fell in love with the industry, and after graduation, accepted his first property management position. He has been in the outdoor hospitality industry ever since. Terry worked as a Regional Manager overseeing seven Texas RV Resorts for five years, before moving into his current role with The Signorelli Company as Vice President of Recreational Properties. In this role, he has developed The Retreat RV & Camping Resort, the company’s first luxury RV resort on Lake Houston.

April Richardson April Richardson is the Alternative Fuels Safety Director for the Railroad Commission of Texas, where she has served for 26 years. Prior to 8 years in this position, April was RRC’s Alternative Fuels Safety Specialist for over 2 years, after 5 years as their Damage Prevention Engineering Specialist. April served almost 11 years in the Safety Division. April is a member of four National Fire Protection (NFPA) technical committees relating to alternative fuels. She is also the infrastructure Liaison Officer with the Texas Department of Public Safety.

Brian D. Schaeffer is the President of Texas Advertising. Since 1996, Texas Advertising has served as the contracted management (acting Executive Director/CEO) for the Texas Association of Campground Owners (TACO). Under Brian’s direction, TACO has increased from 166 park members to over 400 park members currently. Brian’s marketing expertise has resulted in extensive marketing programs for the association, along with a signature annual convention that has shown exponential growth in attendance. TACO is currently the largest state campground association in the county with the largest consumer directory. Brian is extensively involved in Texas legislative efforts for TACO; the number one benefit for TACO members. Brian is also president of AGS Guest Guides, providing marketing & publishing for RV parks across the US and Canada.

Kathleen Walsh has been at the forefront of Outdoor Hospitality since developing her first award-winning resort in 2003. She has taken her highly-praised hotel management background and applied it to every aspect of the Outdoor Hospitality Industry. Her “Outside the Tent” thinking is leading the industry in innovative management services including the Revenue Management and Rate-Yielding Models. Kathleen has clients across the globe, including in the US, Canada, and Mexico. Kathleen has developed and managed at least 500 million dollars’ worth of park investments.

➢ Building standards for new and expanding RV Parks will enhance the local communities and provide more local tax revenues. Application of NFPA standards for new or expanding RV Parks provides guidance to RV park developers and to counties and municipalities.

➢ We are working on limited liability legislation that exempts Recreational Vehicle Park and Campground entities from certain liability for damages or injuries that result from risks inherent to camping. This limits assignment of blame by those persons experiencing time at an RV Park or Campground for injuries that result from the inherent risks that are beyond the control of the RV Park and Campground owner.

➢ Developments in Property Tax Reform: The Senate Committee on Finance met at the State Capital as part of their charge to discuss property tax relief. The committee examines and recommends ways to reduce Texans’ property tax burden. We will review and report on the proposals to use dedicated state revenue in excess of the state spending limit, to eliminate the school district maintenance and operations property tax.

➢ Water Billing - Providers of water to RV Parks should be subject to consistency across their rate structures. ALL commercial entities (residential, commercial, industrial, apartments, rental housing, irrigation, homeowner’s associations, builders, out-of-district users, etc.) should be treated the same in the rate structure. It’s a matter of fairness and consistency.
