LAND PLANNING AND DESIGN Without exaggeration, we have reworked and redrawn at least twenty land plans this past year. Why? Mostly because developers of parks have used landscape architects or civil engineers unfamiliar with the industry. The sins are many and varied. Angles wrong, sites set up as blind back ins, and lengths too short or too long. Often widths are not correct, resulting in guests being too close for comfort, or density sacrificed to the detriment of revenue. We have found patio pads in

See the problem? Operationally, you must think through the ifs, ands, and buts of the guest experience. Just last night at 10 PM my MOD (Manager on Duty) for AOS texted me because guests who booked a CATV site at one of our Colorado parks were without CATV. These calls, texts, or emails cannot be ignored. Who will reply at your park?
TECHNOLOGY One of the most important decisions you will make at your park is the purchase of your PMS (Property Management System), aka your reservation system. Do not skimp on this purchase, or it will cost you real dollars in the end.

When I started 20 years ago, there were about three systems in the space. Two were one step above pen and paper, and 20 years later, they still exist and are still as antiquated. Other players have entered in the past 10 years, and they are bringing features we only dreamed about 20 years ago.
AT AOS, OUR PMS SYSTEMS MUST HAVE THESE THREE COMPONENTS: • The online booking system must be easy for guests to use, and easy for the park to edit reservations. • The system must make it easy for us to manage rate and revenue (dynamic pricing) and add things like MLOS (minimum or maximum length of stay,) stop sells, or CTA (Close To Arrivals). • The system must connect to all popular US OTA (Online Travel Agencies) such as Air BB, Expedia, Booking.com, Book Outdoors, and the like. When you are vetting a PMS system, make sure you look for these three items. Other important features are high end reporting, guest apps, automated check-in processes, and POS (Point of Sale) integrations for retail, food, and beverage. There are many more items for new owners, operators, and developers to consider. Things like sewer treatment and the options available, how to manage rate and revenue, ancillary revenue streams, staffing in these tough times, and the on-site guest experience. These are all key components to opening a park that meets the guests’ expectations and your goal of a solid ROI. H

T
he winter season brings some unique and potentially serious issues to an RV Park that should be addressed before freezing emperatures arrive, especially if we get another blast like last February. The following are things to think about to ensure you are prepared.
Assuring 100% availability of electricity and water is probably the most important aspect of winterizing your RV park. To a lesser degree, having sand or salt available for slick, icy spots on walkways and steps. Think about having extra propane tanks available during winter months; or, if you refill at your location make arrangements with your propane company to have a plan to ensure extra propane will be available to you on short notice. It’s a good idea to walk around your park to identify any tree limbs that might be close enough to the lines to warrant trimming before winter. Call the electrical company to request they trim the limbs away from your lines. Inspect surface service lines and junction boxes; if you see degraded conditions here, evaluate the equipment for repair or replacement. If you have a backup generator, make sure you test it prior to winter. Ensure you have plenty of fuel for the generator. If your generator uses diesel, make sure you have anti-gel additive on hand, so that the diesel fuel doesn’t gum up like Jell-O and make your generator unusable and costly to fix. In the past, many methods have been used to prevent freezing of water supply hoses, lines, and faucets. Some folks insulate these areas, and often do not use enough insulation. Heat tape and heated hoses use expensive electricity; worse, if FALL 2021

you lose electricity your pipes and water lines will still freeze and may burst. Frost-free yard hydrants are expensive; and, if they are not installed properly will freeze and break. The drip method, leaving a faucet running, wastes water. How fast should it run? You may tend to turn it on way before you need to, then leave it on longer than you should! A new product called the Freeze Miser was introduced over three years ago. It has proven to be a very effective and economical method of freeze protection for outdoor faucets, hoses, water well pumps and float valves. Installation is super simple. Thread by hand (no tools) on the end of your faucet or hose (of up to 150’ in length.) The Freeze Miser works by releasing water to flow only if it senses the water inside the hose or pipe is lower than 37 °F. The Freeze Miser will not release water at warmer temperatures. The Freeze Miser is all mechanical and does not require batteries or electricity. It does require a minimum of 10 psi water pressure. The Freeze Miser is only used in outdoor applications. In some scenarios, it can be coupled with a ‘Y’ valve. With the ‘Y’ valve threaded to an outdoor faucet, and one of the legs fitted properly with a Freeze Miser, the other leg is available to use at any time. This method may be utilized to protect a hose from a faucet to an RV. The Freeze Miser is made in the USA and comes with a 2-year warranty. KOA MONTHLY RESEARCH REPORT OCTOBER EDITION Following the release of KOA’s Annual North American Camping Report in spring of 2021, KOA has continued to track camping incidence and behavior of ALL CAMPERS throughout the US and Canada monthly. This special report evaluates the camping market from both a look-back at previous months as well as a look-forward to show the trends for how the market continues to evolve. SNOWBIRD CAMPING ON THE RISE The 2021 summer camping season saw unprecedented growth and this month’s research predicts snowbird camping to finish strong too. Nearly one-third of campers consider themselves to be snowbirds (traveling to southern locations during the colder months and camping for extended periods), though most are considered snowbird vacationers since they are typically camping for 1 to 2 weeks at a time. Looking ahead to snowbird season, about 17% of all campers who have historically taken trips to the southern states plan to do so again this year, while 9% of campers plan to snowbird for the first time. It is estimated that 2.4 million active camping households will spend three or more months snowbird camping this year, while another 9.6 million plan to take a snowbird vacation for 1 to 2 weeks. Many snowbirds are departing early this year, with one-fourth leaving prior to the Thanksgiving holiday. In addition to active snowbird campers, 6.9 million camping households plan to take at least one winter camping trip before the year ends.

In September 2021, the RV Industry Association convened a meeting of select leaders from the RV and campground industries to discuss how, working together across industries, they can find common ground and synergies to significantly improve the consumer’s camping and RVing experiences. The meeting, held outside Denver, Colorado was a kick-off for future discussion and provided a forum where attendees shared ideas on opportunities and challenges, and thoughts on how the group can work together more effectively. The group agreed they need to learn more about these new consumers, as well as what opportunities and resources were available in the marketplace. The
group discussed how the overall size and scope of the campground ecosystem is not clearly defined, and that the RV Industry Association has partnered with CHM Government Services to field the industry’s largest-ever campground study. The study will examine the campground inventory and facilities available at private campgrounds, as well as at public campgrounds at the federal, state, and local level. “This meeting kickstarted engaging conversations on how we can work as partners on the crucial issues that impact all of us,” said National Association of RV Parks and Campgrounds President & CEO Paul Bambei. “I’m excited and optimistic about what can be accomplished.” “Having state campground associations is critical to these discussions. This provides the framework to consider important state and local regulations regarding RV parks and campgrounds, and the capability to better scale approaches and programs to a regional level,” said CampCalNow President & CEO Dyana Kelley. “Coming together in this forum was an incredible opportunity to learn more about our respective organizations, to share information, and to discuss opportunities and challenges,” said Sun RV Resorts Senior Vice President Nick DiBella. “We were all encouraged by the progress in this inaugural meeting to create a unified industry approach to deliver a high-quality camping experience.”H

How to Evaluate Credit Card Processing Companies
T
he merchant services industry is an integral part of any business. In today’s world, accepting credit cards as a form of payment is almost a must for business owners. However, not all companies are made the same. There are a few things to watch out for when choosing the merchant service provider that is right for you. One of the first things to watch out for is pricing. How a provider

portrays pricing to you can be misleading. They may quote what they charge directly, but not inform you of all costs associated with the account, specifically interchange rates. These are rates charged to every merchant account. Another important tip is to understand the difference between having a merchant account with a Merchant Identification Number verses an account setup with an email where payments are accepted through. There are many differences between these two accounts that you should be aware of as an owner. Impeccable customer service is crucial to your business. Do you have a direct representative for your account you can contact, or do you have to call a 1-800 number and sit on hold for an hour? This is very important because that time spent on the phone is time that you could be taking care of something else. When it comes to Point of Sale systems and equipment, some companies may have limited options, and other companies have a range of options for all business types. Not all systems will work for everyone, so it is good to determine what you need for your business, and find a company with different options that fit your needs. Companies may advertise and offer plans allowing credit card fees to be passed on to the customer rather than to you as the merchant. This program may be referred to as surcharging and cash discount. Both options are growing in popularity and are offered by many different providers. Some companies will advertise this as free credit card processing; keep in mind that nothing is free. When deciding on your merchant service provider ask questions about different programs, how you are billed, and ask to see a sample of a statement. Other important questions to ask are: “When do I get deposits?” “How does customer service work?” And, “How do I file disputes? Ask questions, research, and seek out reviews before deciding on a provider.H

AGS has been providing face shields to medical volunteers performing life-changing work in other countries.
AGS Provides Face Shields to Help Medical Missions by: Jeff Crider, Woodall’s Campground Magazine
AGS, a supplier of guest guides to campgrounds and RV parks, is providing face shields for U.S. healthcare professionals working on medical missions in South America, according to officials at AGS. Crowley, Texas-based AGS has provided customized face shields for over 100 IMAHelps volunteers who are working on medical missions
in Ecuador. “We are grateful to AGS for their generosity in providing face shields for our medical mission volunteers,” said Jeff Crider, a longtime campground industry publicist and writer who also serves as communications director for IMAHelps. AGS provides customized face shields for campground and RV park operators across the U.S. and Canada. Rancho Mirage-based IMAHelps resumed its international medical mission work in October after a year-long hiatus due to the COVID-19 pandemic. IMAHelps sent a team of 45 volunteers to Eugenio Espejo Hospital in Quito, Ecuador to provide life-changing surgeries, acupuncture and pain management treatment, dentistry, and leg prosthetics for impoverished patients from the greater Quito area. The group’s patients included 33-year-old Blanca Marina Murillo, whose face was crushed in a motorcycle accident in 2013. Dr. Christopher Tiner, an IMAHelps plastic and maxillofacial surgeon from Pasadena, Calif., provided Murillo with reconstructive surgery, using one of her ribs to create a new nose for her. He also reopened her nasal passages, which were crushed in the accident. Murillo said the surgery would enable her to begin a new chapter in her life. AGS face shields were provided to IMAHelps volunteers before their mission to Quito. Additional shields will be provided to the entire IMAHelps team of 120 volunteers prior to their next mission to Ecuador in July. Founded in 2000, IMAHelps has provided free healthcare to over 100,000 impoverished patients in nine countries, including more than 2,500 life-changing surgeries. IMAHelps has no paid staff, and all its volunteers cover their own travel expenses. The group solicits donations which it uses to purchase medicines and supplies for its humanitarian medical missions. H

Special legislative sess for tourism, travel, and
The third Texas Session ended October 19, 2021, after a long and difficult summer of back-to-back Special Sessions to fulfill TRAVEL INDUSTRY SUCCESS The Travel Industry had great success in regards to the American Rescue Plan Act (ARPA) funding and in the end was able to capture $180M for the Trusteed Programs within the Office of the Governor: Travel, Tourism and Hospitality Grants. The much-needed funding will help lift a burdened industry to regain a foothold for more future growth in jobs and revenue. Some examples of other ARPA fund successes include: the TPWD Texas State Aquarium received $3M for wildlife research; $5M for Brazos County beach and dune repair; $20M for capital improvements to the Washington-on-the-Brazos historical site project; $40M to the Texas Parks and Wildlife education and outreach grants. The grant program that will disperse the $180M will be organized within the Governor’s office. Details on how travel industry entities might apply for grants will be provided as more information is known. REDISTRICTING The main agenda item for the past third Special Session was Redistricting. Republican legislators have dominated in numbers in both the House and Senate for several decades and the Republicans did not intend to give up much ground up for the next decade to come. Wrapping up their work, the Senate and House each approved a negotiated, final version of the congressional map, which will go to Republican Governor Greg Abbott for his signature. The Redistricting map also incorporates two additional Congressional House seats the state gained, the most of any state in this year’s reapportionment. For State House and Senate seats, the Republican majorities in the House and Senate signed off on new political maps for the opposite chamber, sending them to Governor Greg Abbott for his signature. The votes were largely procedural as neither chamber made any significant changes. By a vote of 81-60, the House granted approval to a Senate map that would draw safe seats for Republican incumbents who were facing competitive races as their districts diversified over the last 10 years and the Senate gave an 18-13 vote to a House map that would fortify the Republican majority of the 150 districts. HEADLINE NEWS LEGISLATION Legislation that made big headlines throughout the Regular Session and the Special Sessions made its way through the process, but not always with success. HB 25 by Swanson, R-Spring, requiring public school students to compete in interscholastic athletic competitions based on biological sex passed both chambers. SB 51 by Hughes, R-Mineola, (similar to HB 155 by Oliverson, R-Houston) relating to prohibited COVID-19 vaccine mandates and vaccination status discrimination and to exemptions from certain vaccine requirements relating to prohibited COVID-19 vaccine mandates and vaccination status discrimination and to exemptions from certain vaccine requirements did not pass. Interestingly, and due to the national debate on vaccine mandates, the bill was overwhelmingly opposed by many business FALL 2021

groups and associations. Their reasoning is that, in part, “We believe strongly that legislation dictating how employers must deal with their employees in the face of this unexpected public health issue represents an unprecedented and unwarranted intrusion into the ability of employers to operate their businesses as they see fit. Texas’ successful business climate is premised upon businesses being allowed to continue to enjoy this fundamental liberty from excessive governmental intrusion into their decision-making ability. Furthermore, legislation placing employers in an impossible position between federal and state mandates exacerbates the problem. General liability insurance covers injury and property damage resulting from tortious activity, while legislation creating a cause of action related to compliance with federal vaccine mandates does not fall within any traditional theory of liability. As a consequence, employers are exposed to potentially crippling litigation costs at both the federal and state levels with no ability to protect themselves against the risk. We therefore believe that these proposals can do extreme damage to the economic recovery currently under way and to the state’s ability to attract new businesses in the future.” Needless to say, the legislation did not pass, but the Governor’s

l Governor Abbott’s legislative agenda and to work on legislation that did not pass during the Regular Legislative Session. Executive Order regarding vaccine mandates is still in place. SB 9 by Hughes, R- Mineola relating to increasing the criminal penalty for the offense of illegal voting did not pass as Texas House Speaker Phelan believed a similar law passed during the Regular Session sufficed to address illegal voting penalties. PROPERTY TAX RELIEF The House Ways and Means Committee took testimony on a few property tax bills, HB 90 by Oliverson, R- Cypress and SB 1 (SJR 2) by Senator Bettencourt, R-Houston. House Bill 90 by State Rep. Tom Oliverson (R–Cypress) would use surplus state dollars to replace some of the local tax dollars that pay for school districts’ maintenance and operations (M&O). Rep. Oliverson’s plan provides permanent property tax relief by applying 90 percent of each year’s state surpluses (if any) to reduce school M&O taxes. In the final hours of the session, the Legislature instead passed SB 1 that provides about $176 of property tax relief to Texas property taxpayers going forward, in the form of increasing the amount of the homestead exemption from $25,000 to $40,000. The bill also is a resolution that passed both chambers and will be a Constitutional
amendment for voters to decide if the homestead exemption should be raised to $40,000. VACCINE MANDATE Governor Abbott issued an Executive Order on COVID-19 vaccine mandates banning any entity in Texas, including private businesses, from requiring vaccinations for employees or customers. Governor Abbott had also called on the Legislature in the third Special Session to pass a law (see SB 51 above) with the same effect, promising to rescind the executive order once that happened. The Legislative timeline did not allow the bill in the third Special Session given the current House and Senate legislative agendas, timelines and, therefore, sets the stage for a possible fourth Special Session to address the COVID-19 mandate ban. A FOURTH SPECIAL SESSION? It has been reported by the media that Lt. Governor Patrick expressed there may be a need for a Fourth Special Session to address two election-related issued regarding penalties for illegal voting and vote auditing. However, other state leaders did not seem warm to the idea. H
