The Texas Association of Campground Owners (TACO) will have its annual Spring Meeting and Tradeshow from April 25-26 at the Lone Star Convention & Expo Center in Conroe, Texas.

Park Owners Expect Higher Occupancy in 2023!
By: Brian Schaeffer – Executive Director/CEO, Texas Association of Campground OwnersCampground operators anticipate even higher occupancy levels in 2023 than last year, according to recent surveys by campground associations in Texas, Florida, Alabama, and New York.
“We’re encouraged by the consistent feedback we received from independently owned and operated campgrounds in different parts of the country,” said, Don Bennett, from Campground Owners of New York. “This means that the increasing demand we are seeing for campsites is not limited to a single state or region of the country.”
About 400 campground and RV park operators responded to the survey, which was jointly conducted by Campground Owners of New York, the Florida and Alabama RV Park and Campground Association, and the Texas Association of Campground Owners.
Among the survey’s key findings from campground and RV park operators:

• 54% said they anticipate better occupancy in 2023 than 2022; 39% about the same.
• 60% said they are basing their answers off advanced reservations for this year; 44% off inbound calls and inquiries.
• 60% said guests are booking at about the same time as they were in 2022; 25% said earlier than in 2022.
• 59% said they anticipate their cabin, cottage and glamping business levels to be about the same in 2023 as 2022; 38% said better in 2023 than 2022.
Texas Association of Campground Owners Executive Director and CEO Brian Schaeffer said he
was not surprised by the survey findings.
“We had anecdotal information based on calls, emails and requests for our state camping guide indicating camping was on the rise, but the survey really confirmed that for us,” he said, adding, “We still have an issue of not enough campsites for the overall number of RVs that are on the road, particularly with the huge spike in RV sales due to COVID. But many parks in Texas are adding sites as fast as they can. It is a good time to be in the camping business!”
Entrepreneurs in Florida are also building new RV resorts and adding campsites to existing parks in response to rising market demand. “There have been over 30 RV parks built in Florida and Alabama over the past three years, and thousands of RV sites added,” said Bobby Cornwell, president and CEO of the Florida and Alabama RV Park and Campground Association. “The newer parks and parks that have added newer sites and more amenities are doing very well,” he said.
New York campground owners are also seeing rising demand for campsites this year. “Reservations have been coming in very strong, much like the past couple of camping seasons,” said Bennett of Campground Owners of New York. “We have some parks being built and some just coming online for 2023, so this is very encouraging. Additions, expansions, and improvements have also been taking place at existing campgrounds. The independently owned campground sector seems to be very healthy.”

Texas Association of Campground Owners Legislative Report MARCH 2023
By: Ron Hinkle, TACO Legislative ConsultantThe 2023 Texas Legislature is in full swing, and several TACO members and staff are hard at work tracking bills and testifying in committees in Austin. Here are the bills TACO is working on:
• HB 1286 - The bill would provide RV Park owners either expanding or building new RV Parks higher building standards that will enhance and coordinate with local building codes through the NFPA 1194 standards. Higher building standards for new and expanding RV Parks will enhance the local communities and provide more local tax revenues.
By applying NFPA 1194 standards for new or expanding RV Parks the bill gives guidance on building world-class RV Parks and provide enhancements to counties and municipalities. NFPA 1194 is the National Fire Protection Association that under 1194 provides guidance to RV Park construction.
• HB 1612 (S.B. 594) - Clarifies and adds that a water supply corporation will determine its rate for water supplies to a RV Park as it does to other commercial entities they serve. Other providers of water to a RV Park are subject to the same consistency in its rate structure; that is treating ALL commercial entities (residential, commercial, industrial, apartment, rental housing, irrigation, homeowner’s association, builder, out-of-district, etc.) the same in its rate structure. It’s a matter of fairness and consistency.
The bill clarifies that a Water Supply Corporation will not charge an RV Park an administrative fee for services.
• HB 2636 - yet unfiled. The bill will create a new section 75B, Civil Practices and Remedies Code, that exempts Recreational Vehicle Park and Campground entities from certain liability for damages or injuries resulting from risks inherent to camping by those persons experiencing time at an RV Park or campground and who attempt to assign blame for injuries that arise from the inherent risks that are beyond the RV Park and campground owner’s control.
Camping like any other outdoor activity has its inherent risks when a person encounters a variety of factors in nature (uneven
terrain, natural bodies of water, etc.).
It is important to note: The bill does not exonerate or shield recreationalvehicle parks and campgrounds from all liability. This bill is not about protecting RV Park and campground owners from negligence on their part; the bill is designed to shield them from injuries or damages that may occur as a result of a guest or camper encountering risks that exist in the natural world. This bill was unanimously voted for in committee on April 29, 2023 and will be scheduled for a vote in the House.
• HB 1895. This bill will amend the Tax Code by adding a new section for recreational vehicle parks. The bill states that in determining the market value of the real property of a recreational vehicle park, the chief appraiser shall use the cost method of appraisal.
• This will be an important legislative session, especially due to the $33 billion surplus in the state coffers. The Texas Comptroller in his testimony in the Senate Finance Committee recently stated that this surplus “is unprecedented” in Texas history for the state, or any state, to have the abundance Texas has in its collection of tax revenues. A surplus of this magnitude has motivated many agencies and entities to request either funding or tax breaks. The bigger issue is how state leaders and the legislature believe the money should be spent. There have already been statements by Governor Abbott and Lt. Governor Patrick, proposing set asides of at least $15 billion for property tax reduction and a portion for raising the homestead exemption to $70,000.

Douglas Arion, executive director of Mountains of Stars, co-founder of Galileo Scope and professor emeritus of physics and astronomy at Carthage College, spoke on the upcoming 2024 eclipse and the need for park owners to be prepared for the event during a free webinar hosted by Campspot on Wednesday March 22.
Titled “Solar Eclipse Webinar Part I: What Your Campground Needs to Know About the 2024 Solar Eclipse,” Arion dove into several topics on how park owners can take advantage of the rare event.
“All of you take advantage of the fact that you’re in environments where people go to do things that they don’t do at home,” he explained. “Campgrounds are out in nature in one fashion or another. You want people out there checking out wildlife or fishing or camping, hiking, having bonfires, and all of these great outdoor experiences.
One of the outdoor experiences that people get to have when they come to your campground is the night sky; to be able to look up because 80% of the world’s population can’t see the sky and can’t see stars, and it’s one of those very special parts of being outdoors while camping,” Arion added. “It’s a great, great thing. It is a big draw for people. There are events all around the country that people spend a lot of time at. There are actually even books about it, and this is the material we’ll dig into in a big way in our next event. But the big thing is that this represents a major revenue opportunity for you.”
He noted that the eclipse coming in 2024 is not something that is going to happen on a regular basis.
“Two huge events are coming up,” Arion said. “This October 14 the moon’s shadow is going to cross from Oregon to Texas. Now on that occasion, the moon is going to be a little bit too far away to cover up the whole sun. It is going to hold a ring of fire eclipse or an annular eclipse. It truly will be a spectacular sight to see and if you are in an area where this will be visible, people are going to want to come and see it.
“But the really big event is going to occur on April 8, 2024, because this time the deep part of the shadow is going to hit the ground,” he added. “The entire disc of the sun will be covered up and if you are within an area that offers a good spot to see the event people will travel and spend a lot of money to see it. It is absolutely mind-boggling, and people are brought to tears seeing this. Seriously.”
Arion noted that the next time this is going to happen will be in 2045. “This is not an opportunity to be squandered because these do not happen very often and it’s very rare that you have one that crosses a major populated country like the United States,” he explained.
Arion said that it is estimated that April 8, 2024, will be the biggest single travel day in the history of the United States. “If you have a facility that’s in the path, that’s fantastic. If you have a facility that’s near the path, that’s almost as good because people will stay with you and then make the drive into the path because not everybody, the 20-plus million people who want to be in that path, will be able to stay within the path,” he explained. “They’re going to need to stay somewhere nearby. That’s a great opportunity for you and even if you’re not in the path or near the path, somebody is going to watch it as a partial eclipse.
“Even if you’re in North Dakota and you’re far from either of those paths, there’s still an opportunity to get people out and to recruit them because you’ll have these two partial eclipses to see in October and April,” Arion added. “Right after the August 2017 eclipse, there were already reports and documents that came out from Fortune about how hotels and other kinds of

Everybody lived through 2017, so there’s an even bigger demand coming up in 2024. Travelocity was already setting you up to make your plans for 2024 right after the 2017 event.
He told park owners that they should go to Eclipse.AAS.org to see more resources on the eclipse, as well as detailed maps.
“With these maps, you can see the path and even know how long it is going to last in your area down to the nearest 10th of a second,” Arion noted. “There are materials you can download and utilize. There are royalty-free images. If you want to build a banner or an announcement or a brochure, you can download pictures and use that. There are announcements of different kinds and vendors for getting in equipment and information.”
Arion noted that park owners are going to want to obtain eclipse glasses and other gear, and he noted that there are links to websites where owners can purchase that gear on the Eclipse.AAS.org website as well.
He also said that the resources included community planning documents that will help communities handle the crowds of people that may be coming in. It will cover a lot of things that you need to know,” Arion explained. “For example, eclipses are like football games. People wander in slowly and they’ll spend the day. As soon as the eclipse is over, they’re all going to want to leave. We’re very concerned about that here in New Hampshire, for example, when we have limited roads and we might have tens of thousands of people come up toward our northern region, but there are only two roads, so we can’t have 30,000 people trying to leave on a two-lane road all at the same time.”
“All of these different issues and topics are addressed in these planning documents,” he added. “There are also these posters for the eclipses. They can be downloaded. They can be printed. You can start putting those up now and telling people, ‘Hey, this is coming. You want to come to our facility. You want to be our guest for the eclipse.’” He also noted that the website includes links to eclipse planning workshops that park owners can take part in.
In terms of things that parks can sell, Arion said that eclipse swag is going to be hot.
“Cleveland, Ohio, has already put out a hat that has been on sale for over a year,” he noted. “There is other merchandise like beer glasses that feature the ‘You Survived The Great American Eclipse’ moniker. In New Hampshire, we have already generated an official logo for the event that we are using.”
He mentioned that t-shirts and pins are going to be hot items. Along with eclipse glasses, viewers and guides. “Eclipse glasses will probably be sold out by September or October, so I would order them today,” Arion said.
He also told attendees that building partnerships with local astronomy clubs and other groups could help park owners take full advantage of the eclipse and also build programming for the rest of the year too. “It is important to get your promotional programs going for the eclipse,” he said. “You need to get this out now and take reservations now for next April. That’s cash flow. Look at complimentary events in your region. If you’re in the eclipse path, go participate in planning things like a speaker series, a farmer’s market, a big barbecue, post-eclipse fireworks, anything that’s going to spread the word.”

RISE IN CAMPING CONTINUES
The camping and leisure travel sectors continue to trend upward during the early part of 2023. January and February both had increases in camping with an additional 2.9 million camping households getting outdoors verses 2022, and spring break is looking up as well with 26.1 million households anticipating trips in March and April. Travel planning overall is in full swing for 2023, as 74% of campers last year plan to get out again this year. For campers not planning to get out in 2023, 24% indicate this is due to financial reasons and another 12% say they just do not know where to start with some looking for advice from more experienced campers. The two-thirds of campers already working on their travel plans are prioritizing the summer months with July and August taking the lead. Women who are head of household are driving the decision-making process with 61% making the key decisions on where to go and what to do. It’s also no surprise that Spring Breaks will focus on locations with sunshine. This year 40% of Spring break trips including some form of beach destination.
Camping remains an affordable way to travel, as stated by nearly half of all campers, when compared to other forms of travel. A third of campers say that even if the economy worsens, they will continue to camp over other vacation types in 2023. Some RV owners (31%) are even planning on camping more this year if the economy declines.

Now Isn’t the Time to Ignore the Competition
By: Michael Moore - General Manager, AGS PublishingOne of the hats we wear around here is managing the Texas Association of Campground Owners (TACO). TACO has 400-plus member campgrounds in Texas and a handful in bordering states. Overall, our members are expecting a good year. In fact, in a recent survey we helped to conduct, over half of the responding campgrounds indicated they were expecting a better season in 2023 compared to 2022. Another 40% expected about the same amount of business. These respondents are basing their predictions on advanced reservations, calls to the park and more.
So, what do you do if you find yourself in that 10% or so that doesn’t expect business to be as good? Or, maybe you are part of the 40% that thought business would be just as good, but you have already seen a decline in your January business? I’ve talked to a few park operators in that category who have been in business for decades, which means they know what they’re doing.
But, when I started investigating why that could be, it didn’t take long for me to find one, two or more new RV parks arriving in close proximity. It could be a brand-new resort — Texas is one of the states that still sees plenty of new construction — or new owners that are beefing up a tired operation. Either way, it’s another option for the RVer to choose from, and this has a way of sneaking up on you as you are busy dealing with a full park.
If you find yourself in this predicament, you’ll have to beef up your operations, your marketing or both. Are your amenities on par with your competitors? It’s not enough for consumers to have standard Wi-Fi or a pool for the kids. They’re going to want more by way of things to do or conveniences, like EXCELLENT Wi-Fi. This is especially true if your pricing is the same or higher as your neighbor’s. Think about it — will your customer remain loyal if your
prices are similar but there is a newer option with newer amenities? This brings up another topic worthy of repeating and exploring. When we survey established parks and ask for their No. 1 source of business, the answer is always the same — repeat and referral. Great! Now, what have you done to demonstrate an appreciation for your customers beyond providing sparkling clean restrooms, which are a good barometer of a well-run operation? Is it the same as offering a re-booking discount? Or handing out a premium incentive —a little appreciation gift — that is branded and keeps your name in front of YOUR customers? Do you and your staff literally thank your customers for choosing you at every turn, including an exit survey?
Finally, there’s a topic that’s near and dear to my heart — marketing. Any new operation, no matter what industry, will need a significant marketing push to get the word out. You probably did it if you were a new park or new owner, and there are so many platform options out there now that it can seem suffocating to try and have a presence in all of them. But, as an existing campground, you may need to ramp up your marketing efforts while offering a different message.
Remind RVers why they originally chose you and should continue staying at your park. Advertise your upgrades or specials. Don’t be afraid to try a new strategy.
Assuming your repeat and referral customers will always stay with you isn’t a great strategy. Attracting some new campers is necessary and inevitable.
