prologue Every year, celebrities such as Katy Perry, Pharrell Williams, Madonna, Alex Rodriguez and Jennifer Lopez grace the red carpet at the “Met Gala,” a benefit for New York City’s Metropolitan Museum of Art. The star power helps the organization raise up to $300 million annually.

Since 2009, however, the Met has received federal grants totaling $1.2 million from the National Foundation on the Arts and Humanities (NFA-H). The Met can’t argue that it needed the money – it has more than $3.7 billion in financial assets.

Our OpenTheBooks Oversight Report – The National Foundation on the Arts and Humanities found that well-heeled, public charities such as the Met take hundreds of millions of dollars in public funding annually. Particularly, charitable organizations that had at least $1 million each in assets received $143 million last year. Those organizations included universities with billion-dollar endowments including Harvard, Yale, Northwestern, Notre Dame and University of Michigan.

In the arts community, there is a stark contrast between the haves and have-nots. We found 71 charitable organizations – with at least $1 billion each in assets – received nearly $120 million in federal funding since 2009. Then, there were the “starving artist” organizations – 1,027 organizations with assets under $1 million – that received just $41 million in federal grants (FY2016).

President Donald Trump’s budget seeks to eliminate federal funding of the arts. Conversely, supporters of the arts, such as Hollywood actor Robert Redford, seek increased funding (see Sundance Foundation case study, page 7).

This report raises several questions that should elevate that debate: • Why are taxpayers funding nonprofits that have assets of at least $1 billion? Do charities have a right to public funding no matter how strong their balance sheet?

• If the public purpose is to fund the starving artist, then why are small organizations (less than $1 million in assets) receiving just $1 of every $4 in NFA-H nonprofit grant-making?

• Should prestigious universities receive arts and humanities funding despite their billion-dollar endowments?

• Who can explain the public purpose in forcing working-class taxpayers to fund arts organizations that obviously don’t need the money?

The National Foundation on the Arts and Humanities (NFA-H) is the umbrella organization over three sub-agencies: 1. The National Endowment for the Arts (NEA) 2. The National Endowment for the Humanities (NEH) 3. The Institute of Museum and Library Services (IMLS)

Established by Congress in 1965, the NEA is an independent federal agency whose funding and support gives Americans the opportunity to participate in the arts, exercise their imaginations and develop their creative capacities.

According to NFA-H disclosures made possible through The Federal Funding Accountability and Transparency Act of 2006, a total of 3,163 total entities received $441.1 million in grant funding (FY2016). The NFA-H conferred these grants via 4,257 individual transactions.

top 10 takeaways 1. The NFA-H granted $441.1 million to 3,163 entities in 2016 including nonprofit organizations, higher education institutions, other government entities and government-labeled “Indian Tribes.”

2. Nearly half of all grant dollars – $210 million – went to recipients in just 10 states (FY2016). A total of $6.1 million in grants flowed into U.S. territories such as Puerto Rico ($3 million), Guam ($841,403) and American Samoa ($791,784).

4. Higher education institutions received $45 million in NFA-H grants (FY2016). These 258 institutions had existing assets totaling $428.3 billion, including their affiliated foundation or endowment.

5. Grants totaling $146.2 million went to 2,099 nonprofit organizations – outside of higher education (FY2016). These organizations control existing assets of $64.2 billion with annual revenue of $20.7 billion.

6. Ballets, operas, orchestras and symphonies received $5.4 million in grants (FY2016) despite holding $5 billion in financial assets.

These recipients included the country’s most renowned musical organizations and venues such as the Boston Symphony Orchestra, the Lyric Opera of Chicago and the New York City Ballet.

7. Since 2009, world-renowned institutions received grants including the Adler Planetarium in Chicago ($1.7 million); the Art Institute of Chicago ($1.4 million); the Boston Museum of Fine Arts ($2.5 million); the Ford’s Theatre Society in Washington, D.C. ($722,166); the Metropolitan Museum of Art ($1.2 million); and Robert Redford’s Sundance Institute in Park City, UT ($3.3 million).

8. Grants totaling $157.2 million flowed to other government entities (FY2016) – spanning public agencies at the state and local levels nationwide.

9. A total of 432 public employees working for NFA-H earned $41.8 million in salary and bonus annually. The average salary was $96,500 (FY2016) total taxpayer cost, and adding 31 percent (est.) in benefits increased the average cost to $126,415 per employee.

10. NFA-H gave grants in the amount of $4.8 million to 226 government-labeled “Indian tribes” (FY2016). The vast majority of these funds were used for library services and literacy programs.

Broadway Grants – Lincoln Center for Performing Arts, New York City – Four Nonprofit Organizations with $1.07 Billion in Assets The National Endowment of the Arts (NEA) gave $4.25 million in grants to four organizations at the Lincoln Center for Performing Arts in New York City (since FY2009). These nonprofits have combined assets exceeding $1 billion.

Since 2009, the NFA-H awarded the Metropolitan Opera Association $1.8 million (assets – $429.5 million); the Philharmonic Symphony Society of New York $1.3 million (assets – $242.1 million); the New York City Ballet $730,000 (assets – $226.6 million); and the Vivian Beaumont Theater $475,000 (assets – $170.8 million).

The Vivian Beaumont Theater has received $475,000 since FY2009. Over the years, news accounts reveal NEA awarded grants to the productions of Rodgers and Hammerstein’s The King and I, South Pacific and War Horse. Additionally, in 2009, the NFA-H gave the Vivian Beaumont Theater a “Stimulus Grant” of $50,000 to “support the preservation of jobs that are threatened by declines in philanthropic and other support during the current economic downturn.”

Headlining Broadway performances received at least $1.49 million from the NEA. The New York Stage and Film Company’s “Powerhouse Season” received $30,000 to work on developing new stage performances, one of which was the Broadway blockbuster Hamilton, written by Lin-Manuel Miranda. Hamilton was an immediate success, with projected revenue over $1 billion in its first year according to The New York Times.

The Metropolitan Museum of Art, New York City – $551,028 (CY2016)

Total Assets: $3.73 Billion | Annual Revenue: $660.9 Million | NFA-H Grants (FY2009-FY2016): $1.22 Million The Metropolitan Museum of Art is a public charity with $4 billion in assets. Yet, the Met received $1.22 million in grants and contracts from the NFA-H (FY2009-FY2016). Calendar year 2016 was the biggest year of NFA-H grants to the Met, which received $551,028.

During the period when the Met received hundreds of thousands in NFA-H (taxpayer) dollars, the museum’s asset base grew dramatically – by nearly $1 billion. In FY2009, the Met disclosed $2.9 billion in assets. Five years later, the Met’s FY2014 IRS Form 990 showed $3.73 billion in assets.

Publicist Paul Wilmot calls the Met’s annual gala an “ATM for the Met.” On May 1, the annual gala starred co-chairs Perry and Williams and welcomed A-list celebrities such as Katy Perry, Pharrell Williams, Madonna, Alex Rodriguez, Jennifer Lopez and more.

The Met raised $300 million in annual revenue, according to its latest available IRS Form 990 informational return.

Borderlands Theater, Tucson, AZ – $10,000 (FY2016)

Total Assets: $34,912 | Annual Revenue: $228,461 | NFA-H Grants (FY2009-FY2016): $90,000 The Borderlands Theater received $10,000 from the NFA-H to support a series of site-responsive performances celebrating the saguaro cactus. First, attendees stand or sit with a saguaro cactus for an hour in the middle of the desert. Participants are encouraged to see what the cactus can teach them during this hour and share their experience on social media using the hashtag #IStandWithSaguaros. After spending quality time with the saguaros, attendees can learn more on a radio podcast at KXCI Community Radio, The Saguaro Minute. Then, there’s a site-responsive theater experience and cactus celebration – “Day at the Park” – blending story, song, poem and dance.

The director of the Saguaro Experience, artist Kimi Eisele, “swears that a saguaro speaks. Or at least whispers,” according to the Tucson Weekly.

The zoo planned to use the grant to engage with the public and encourage people to promote these environmental ideas through social media. Total Assets: $42.1 Million | Annual Revenue: $37.7 Million | NFA-H Grants (FY2009-FY2016): $3.3 Million The Sundance Institute received $3.3 million in NFA-H grants (FY2009-2016). The Institute also received grants from the Utah state government ($2.7 million for FY2013-FY2015). The U.S. State Department under Hillary Clinton contributed a $5,000 grant in 2010.

Founded by Hollywood actor Robert Redford, the institute supports the annual Sundance Film Festival. In March 2017, he wrote “The NEA Must Survive – And Thrive,” for a post at Sundance.org. In the piece, Redford disclosed only a $25,000 NEA launch grant given to Sundance in 1981.

New York Shakespeare Festival, New York City – $25,000 (FY2016)

Total Assets: $53 Million | Annual Revenue: $40 Million | NFA-H Grants (FY2016-FY2016): $630,000 The New York Shakespeare Festival (NYSF) has received $630,000 from the NEA since 2009. The NYSF is the parent company to Shakespeare in the Park, which recently put on a controversial production of Julius Caesar. The play featured an on-stage assassination of a Trump-like Julius Caesar. “He looks like Donald Trump ... moves like Trump ... is knifed to death on stage, blood staining his white shirt,” according to NBC News.

Despite being cash-flow and asset-rich, the NYSF has received $30 million in taxpayer grants since 2009. State and city agencies contributed the largest amounts. Since 2010, New York City gave NYSF $23.5 million to build and renovate its public theater and funded an additional $5 million as “payments to cultural institutions.” Council on the Arts – a New York state agency – chipped in $310,000 during the past three years.

These entities are among their field’s most prominent institutions. The Metropolitan Opera Association in New York City received $260,000 despite total assets of $429.5 million. The website describes The Feminist Porn Book, as “bring[ing] together producers, actors, consumers and scholars of feminist pornography. Addressing the fraught history of pornography, the rise of the anti-porn movement and the ubiquity of porn in society, this comprehensive collection identifies the importance of porn made for and by feminists.” The Feminist Press also offered an option for teachers to request books for their classrooms.

Key Facts about the NFA-H Grants to Higher Education Institutions • Just 20 colleges received a total of $23 million in NFA-H funding – accounting for slightly more than half of NFA-H grant funding into higher-education institutions (FY2016).

• However, $21.1 million in grants flowed to 69 institutions with endowments or asset-bases greater than $1 billion (FY2016).

Mike Crist, then the interim dean of the university’s College of Creative Arts and Communication, who is now the president of the Ohio Music Education Association, characterized the grant saying that “receiving a grant from the National Endowment from the Arts is like winning a top prize in a funding contest.” Crist added: “This project is not limited to the creation and distribution of art but will act as an exploratory arm for community, economic and cultural development.” The purpose was “to support a storytelling program, planning activity and public art commission for the Youngstown Arts District.” Funding went toward the creation of INPLACE, an organization pursuing five themes: Wayfinding, Parking, Lighting, Technology and Green Infrastructure. Kennesaw State University used taxpayer dollars to fund the creation of “Fake Grass,” which resemble hanging strings of light. The school received $20,000 to create a visual art project called “Ipomoea,” which consists of “interactive theater” sets. Audiences are invited to walk through and draw inspiration from an “urban garden meant to evoke grass in an inverted field.”

“This is what we call grass,” said one of the designers, referring to the hanging strings.

NPR interviewed the creators who described these strings “like the tentacles of some incandescent jellyfish or something.” Xbox Kinect motion sensors hidden behind the strings set off recorded sounds of birds when people wave their hands.

Michigan Technological University, Houghton, MI — $20,000 FY2016 NFA-H Grants (FY2009-FY2016): $285,882

Michigan Technological University received $20,000 for a project called “Listening to Parks.” This project records ambient sounds of public parks with the hope of inspiring composers to produce orchestral pieces. The recordings took place in Keweenaw National Historic Park, Isle Royale National Park and the Apostle Islands National Lakeshore. The project is part of the National Park Service’s “Imagine Your Parks” initiative.

SALARY AND BONUS STUDY OF NATIONAL FOUNDATION on the ARTS AND HUMANITIES (NFA-H) Today, the NFA-H average employee salary is $96,500 (FY2016). Total taxpayer cost – adding an estimated 31 percent in benefits – increases the average cost to $126,415 per employee. There are 35 individual job classifications at NFA-H. Two of the top three most highly compensated employees are auditors: Ronald K. Stith ($179,700) and Laura M. Davis ($177,822).
