Welcome to the 106th Optimist International Convention in Niagara Falls, Canada! The Northeast & Great Lakes Region, consisting of six U.S. and Canadian Districts, is thrilled to have you. We hope you enjoy this fantastic opportunity to learn, network and have fun!
Did you know that the Optimist Club of Toronto was the first club chartered outside the United States in 1924? Since then, more than 500 clubs have been chartered across Canada. Join us in learning about and celebrating a century of Canadian Optimism during this convention!
The city of Niagara Falls is home to one of the wonders of the natural world, Niagara Falls! The three falls create an incredible waterfall rate, attracting 30 million tourists annually. The sheer volume of water rushing over the falls is thrilling and amazing. Don't miss the chance to experience this breathtaking site during your stay. You can go up to the top of the Skylon Tower, take the Journey Behind the Falls, sign up for a jet boat tour, or opt to just walk around the various viewpoints along the falls. Of course, if you’re lucky, you may also see the falls right out of your hotel room windows!
While you're here for the convention, please also take some time to explore the many restaurants, shops, museums, casinos, ghost tours and other attractions that Niagara Falls has to offer. The region is also surrounded by wine country, so you may want to do some wine tasting and tours. Just remember to be safe, imbibe responsibly, and bring a designated Optimist driver with you!
But let’s not forget the real reason you’re all here, to bring out the best in youth, your communities and yourselves. You'll accomplish this by attending the various training sessions, ceremonies, receptions, workshops, and other events planned during the convention. And, as you do, please take the time to meet new Optimists from around the world, share your ideas, and make new friendships and lasting memories. Have fun and enjoy the fellowship of being (as President Tracy Huxley would say) an Optimist with a capital “O.”

As your host Governor, I am deeply honoured to welcome each and every one of my fellow Optimists as we gather in the majestic surroundings of Niagara Falls.
The convention is not just a gathering; it’s a celebration of our shared commitment to Optimism and service. As members of Optimist International, we are bound by a common vision to bring out the best in the youth, our communities and in ourselves.
Niagara Falls, with it’s awe-inspiring beauty and power, serves as a fitting backdrop for our gathering. Just as the waters of Niagara flow ceaselessly so too does our dedication to making a positive impact in the lives of those around us. Take the time to see the sights of this wonderful city. There are many things to do: tours of the falls, Niagara Wine tours, museums and many fine restaurants that are within walking distance.
I encourage each of you to take full advantage of the opportunities there are at the various workshops that are offered, where you will have the chance to exchange innovative ideas and gain valuable insights to enhance your service efforts.

It is my privilege to welcome you on behalf of the International Convention Committee, our international staff and our Board of Directors.
Reconnecting with old friends and making new ones, attending the great training sessions, being part of the decision-making process. This is why you came.
Attend the "Taste of Canada" just prior to the Opening Ceremonies. (You can attend without a ticket; tickets are for food only!) Enjoy three wonderful keynote speakers who will motivate and inspire us: Sunjay Nath, Orlando Bowen and Rhonda Scharf! And dance the night away at the President's Ball with President Tracy and First Gentleman Nigel Small! This is the fun we will enjoy!
This year’s Convention in amazing Niagara Falls promises to be a Convention to remember! There are ABSOLUTELY too many choices for extracurricular activities to even attempt to list but I’m sure there is something for everyone! From zip lining over the falls to visiting the power station and butterfly conservatory and of course, about 100 wineries in the region, I know we’ll have fun!

One hundred years ago, Optimist International had the foresight to expand their horizons and become truly International. They chose Canada and brought us an incredible gift – OPTIMISM. When the first Optimist Club in Canada was formed on February 26th, 1924, in Toronto, Ontario, Canadians began their journey of providing hope and a positive vision for our children, our families, and our communities across our great nation. Through this past century we have grown to a truly international organization with clubs in 28 other countries across the world. Special congratulations to the Optimist Club of Hamilton, Ontario which celebrated their 100th Anniversary of June 4th, 1924.

1. The convention will be composed of accredited delegates.
2. A delegate is a member of an Optimist Club in good standing, who has registered at the convention and been certified by the Credentials Committee. "Good standing" means the delegate’s Club is not in arrears in payment of dues or other financial obligations to Optimist International.
3. The adoption of the convention rules shall be by a majority of the votes cast by accredited delegates. Subsequently, the convention rules may be amended, suspended or rescinded by two-thirds of the votes cast by accredited delegates.
4. Robert’s Rules of Order shall govern in all cases not covered by the Optimist International Bylaws or these Convention Rules.
Accredited delegates have the privilege and honor of representing their Club at this Optimist International Convention. This voting privilege is also a solemn duty.
It is the responsibility of each accredited delegate to attend all business sessions of the convention, to participate fully by listening, debating the issues within the framework of the convention rules, and to vote on issues.
The direction of Optimist International for the coming years depends, in large, on the measures decided by the delegates to this convention. A failure to meet this responsibility is a failure to represent your constituency.
1. If in doubt about any item of business under discussion, a delegate may rise to a point of information or parliamentary inquiry. A delegate, without waiting for recognition, may rise and say, "Mr./Madame Chair, I rise for information" or "I rise to a parliamentary inquiry." The chair will ask the delegate to state their point.
2. If in doubt about the results of a voice vote as announced by the chair, a delegate may call for a demonstrated vote. Without waiting for recognition, a delegate may rise immediately after the vote is announced and say, "Mr./Madame Chair, I call for a division" or simply call out "Division!" The chair will initiate a show of voting cards, the results of which can be verified by everyone in attendance. If the results are still in doubt, the chair will initiate a ballot vote.
A. Each Optimist Club in good standing with Optimist International shall be entitled to one vote for each 10 members or major fraction thereof based on the membership recorded in the International Office on April 30 immediately prior to the Convention. Clubs organized after this date and prior to the first day of convention shall be entitled to one vote for each 10 or major fraction of 10 charter members recorded in the International Office.
B. To be eligible to vote at the convention, delegates must have been accredited. To be accredited, a delegate must have registered and paid the registration fee for this convention, represent a Club in good standing (i.e., all obligations to Optimist International paid) and have registered at the Credentials Desk prior to the business sessions.
C. The number of accredited delegates and votes cast may equal, but not exceed, the voting strength. Delegates will be accredited by the Credentials Committee.
D. The Credentials Committee shall report at the first convention session and at each session thereafter, and at such other times as directed by the chair. The Credentials Committee report will include only those Clubs with properly accredited delegates and may be amended as necessary between business sessions.
E. An individual holding membership in more than one Optimist Club may be a delegate for each Club provided that individual has complied with the required registration procedure and paid the required registration fee for each Club.
F. A delegate who is unable to obtain credentials within the normal hours of registration specified in the official convention program may obtain such credentials within the one hour period preceding the beginning of the business session. The Credentials Desk will be open Saturday, June 22nd from 3 to 7 PM; Sunday, June 23rd from 8 to 8:45 AM, and 11 AM to 5 PM; Monday, June 24th from 8 to 8:45 AM, and 11 AM to 5 PM; and Tuesday, June 25th from 8 AM to 8:45 AM, and 11:45 AM to 12:45 PM. Each individual delegate who wishes to participate in the voting must register with the Credentials Desk and obtain appropriate credentials. Credentials will not be available for distribution during a business session. In the event of loss, the Credentials Committee may issue duplicate credentials during the times specified.
A. Any convention registrant who is a member of an Optimist Club may speak on any question provided they address the chair in the prescribed manner, is recognized by the chair, and state their name and Club affiliation.
B. Debate on a given motion will be limited to two minutes per speaker with a limit of 14 speakers, seven for each side of the issue. No one may speak a second time on a given motion, at the same sitting.
C. Debate may be limited, extended, or ended by a two-thirds vote.
D. The decision of the chair is final on all procedural matters. A decision of the chair may be reversed only upon failure of a vote to sustain the ruling of the chair.
E. There will be no amendments to the main motion to Adopt the Restated Bylaws of Optimist International as presented.
F. Following completion of debate, the Motion will be decided by a ballot vote.
(1) Delegates will caucus as Clubs, decide on the distribution of votes to which the Club is entitled and designate one delegate to mark the ballot reflecting the result of the caucus. A Club entitled to more than one vote may split its votes, except that only whole votes may be cast. Only one ballot per Club, reflecting all votes to which the Club is entitled, may be cast.
(2) At least four ballot boxes, with a teller assigned to each box, will be available in the business session meeting room for depositing of ballots.
(3) At the completion of balloting, the committee of tellers will remove the ballot boxes to a designated place, count the votes and tabulate the results. The teller committee chairperson will report the results, in writing, to the chair. All ballots will be destroyed immediately after the results of the balloting have been announced by the chair.
(4) A ballot vote once cast may not be changed.
G. The motion to adopt the restated Bylaws must be approved by a 2/3 majority vote.
A. Only resolutions presented by the Governance/Resolutions Committee will be considered by the convention. Resolutions declined by the Governance/Resolutions Committee and not presented to the convention are referred to the President-Elect and Executive Director for consideration.
B. No amendments can be made to the stated Resolution.
C. Any convention registrant who is a member of an Optimist Club may speak on any question provided they address the chair in the prescribed manner, is recognized by the chair and state their name and Club affiliation.
D. Debate on a given motion will be limited to two minutes per speaker with a limit of 10 speakers, five for each side of the issue. No one may speak a second time on a given motion, at the same sitting.
E. Resolutions will be adopted by majority vote. Resolutions approved by the convention delegates are referred to the International Board of Directors for consideration.
F. All actions taken on delegate approved resolutions will be communicated to the delegates at the following convention.
Campaigning for International Offices may take place between any sessions of the International Convention and in the designated candidate campaign area (if provided). No campaigning may take place during any scheduled session sponsored by Optimist International (general sessions, training sessions, break-outs, etc.)
Candidates who serve on Optimist International Committees, as Vice Presidents, as Officers, as Trainers, as Board Members or who are speaking or appearing in front of the delegates at any official Optimist function (including, but not limited to, general sessions, training sessions, workshops and meals) may do so, but may not campaign in any way during such a presentation. They shall not wear campaign buttons, stickers or other campaign material and shall refrain from campaigning at such events. All candidates for any International Office shall ensure that their campaign/support people are aware of all the requirements of Board Policies and that they will be strictly adhered to during and before the convention.
As stated by Board Policy and signed by all Candidates, literature or material soliciting support of or offering candidates for International or District office is permissible providing such is in good taste and is of a size small enough to be placed at tables or in the hands of delegates. However, nothing may be fastened to walls or other locations of like nature. Activities regarding any candidacy for International or District office shall be conducted in a responsible manner consistent with the importance and dignity of the office. Candidates shall limit or cause to be limited all expenditures made by themselves and/or on their behalf to a maximum of $5000 in cost in promoting their candidacy.
All convention activities are held in the Sheraton Fallsview Hotel unless specified it is being held at the Crowne Plaza Fallsview Hotel.

Golfers from around the world submitted an application, essay, current school transcript, most-recent grade report and test results for a chance to be selected to the Hugh Cranford All-Scholastic Team.
Those making the team exemplified an impressive balance of academics, golf and community service. After reviewing the qualifications of impressive applicants, the Optimist Junior Golf Committee selected the following exceptional student athletes for the team:
The All-Scholastic Team is named for Hugh Cranford, who served as executive director of Optimist International from 1967 to 1986. He was instrumental in starting the Optimist Junior Golf program and in 1978 led the efforts to co-sponsor the Optimist Junior World Golf Championships in San Diego, the forerunner to today's Optimist International Junior Golf Championships. Cranford passed away in August 2014.

For the first time, we are excited to offer the JOI Summit in conjunction with the Oratorical World Championship! Bringing these two signature programs together allows the participants of each to share their passion with each other, providing a unique opportunity to raise awareness of the JOI program with Oratorical contestants and their families.
Niagara Falls, one of the world's most awe-inspiring natural wonders, stands as a breathtaking testament to the raw power and unwavering persistence of nature. Millions of gallons of water cascade over its precipice every second, a relentless display of energy that has captivated onlookers for centuries.
Niagara Falls began to form more than 12,000 years ago as the glaciers that created the Great Lakes melted after the end of the last ice age. And the process isn’t over. The Niagara River continues to erode the cliff by about 30 centimeters per year, grinding away at the stone and earth that seeks to hold it back.
It’s fitting that this year’s Optimist International Convention sits in the shadow of those falls, because in many ways, they are the perfect metaphor for the equally powerful and persistent force of optimism.
In the Taoist tradition, water signifies resilience and adaptability. Water overcomes obstacles not through brute force, but through tenacity. Likewise, optimism allows us to overcome life’s challenges the same way.
And everyone will find their path blocked by challenges from time to time. Optimism is not about denying the existence of difficulties, but rather about embracing them as opportunities for growth and transformation. The path to success is rarely a straight line,
but rather a winding river, shaped by the landscape of our experiences.
To be an optimist is to recognize that setbacks are a natural part of life, just as rocks and rapids are a natural part of a river's course. An optimist simply learns to meet those setbacks with grace and flexibility, to bend but not break, and to find a new path when the old one is blocked.
Like the falls, carving through rock to reshape the landscape, optimism reshapes our lives, carving a path toward a better future. And just as a river ultimately finds its way to the sea, so too do optimists find their way to success, whatever that might mean for each person.
In the end, life’s difficulties may slow us down, they may divert us from our original path, but they can’t stop us. And we may learn to appreciate our mistakes just as much as our triumphs.
Afterall, the Niagara River is not even halfway to its goal of eroding the Niagara Escarpment into nothingness. It will take the falls another 50,000 years to etch away the remaining 58 kilometers to Lake Erie.
But when we see the oxbow of the Niagara River or the curve of Horseshoe Falls, we see beauty, not failure. Optimism is simply the ability to apply the same perspective to our own lives.

After seven years of planning and fundraising, the Brillion Optimist Club announced the completion of its project to install a new playground at Horn Park in Brillion, Wisconsin.
The playground equipment was installed in the spring of 2024. Designed to be inclusive for individuals of all abilities, the playground now features equipment not found elsewhere in the community, including a zip line, accessible apparatus and play areas and musical instruments.
The Optimist Club adopted Horn Park ten years ago and has steadily worked to revitalize it through various updates, including a disc golf course, new benches and garbage cans. The playground is the latest addition to the park and is expected to be a popular destination for families and children.
The club raised more than 75 percent of the project's funding through its annual "Walk Through Brillion" event, which draws hundreds of people every October to sample wine, craft beer and food along its downtown route. The club received additional support from the Brillion Area Endowment Fund and the Optimist International Foundation.
Mark your Calendars for Celebrate Community 2024. For the fourth year, Kiwanis, Lions, Optimist, and Rotary clubs are joining forces to make a difference as part of Celebrate Community, a shared initiative focused on serving our communities.
When we come together, our potential to do good has no limit. During the week of September 8-14, our clubs around the world will work together on service projects –community cleanups, food donations, fundraisers and more – to improve the towns and cities where we live!
How can you participate?
•Collaborate with other service organizations on projects that tackle environmental issues, support those in need, and improve your community's well-being.
•Meet and work alongside fellow volunteers from different organizations, expanding your network and fostering new friendships.
•Share your photos and experiences celebrating the impact of community service by using the hashtag #CelebrateCommunity on social media!

Congratulations to all Optimist clubs celebrating their 100-year Centennial Anniversaries across Canada and the United States.
Our sole Canadian club, the Optimist Club of Hamilton, Ontario is a member of this distinguished group. It was a privilege to award the club with a special citation on behalf of the Canadian Children’s Optimist Foundation in recognition of your outstanding centennial achievement.
This is just the first of many centennial anniversary celebrations to come as more Canadian clubs reach this achievement in 2025.
It is fitting that this 106th International Convention is being held in close proximity to Hamilton, which sits on the western edge of Lake Ontario. As well, it is also fitting that OI President, Tracy Huxley, comes from the Southwestern Ontario District, making this International Convention historic for all Southern Ontario Optimists.
We also look forward to the upcoming OFC – Optimistes Francophones Canadiens convention from September 6–8 in Drummondville, Quebec.
It is not too late to get your 35th Anniversary CCOF ‘Dime-A-Day’ pin!
Please reach out to your Secteur Foundation Representative or District Foundation Representative as soon as possible, as a second order of these unique Dime-A-Day pins was distributed to DFR’s/SFR’s this spring.
Félicitations à tous les clubs Optimistes qui célèbrent leur premier centenaire au Canada et aux États-Unis.
Notre seul club canadien, le Club Optimiste de Hamilton, en Ontario, est membre de ce groupe distingué. Ce fut un privilège de décerner au club une citation spéciale au nom de la Fondation Optimiste des enfants canadiens de reconnaître cette réalisation exceptionnelle qu'est le centenaire.
Ce n'est que la première d'une des nombreuses célébrations de clubs centenaires à venir. En effet, de plus en plus de clubs canadiens atteindront cette bar symboliques en 2025.
Il est donc logique que ce 106e Congrès international se tienne à proximité de Hamilton, qui se trouve à l'extrémité ouest du lac Ontario. Par ailleurs la présidente de l'OI, Tracy Huxley, vient elle aussi du district du Sud-Ouest de l'Ontario, ce qui rend ce congrès international symbolique pour tous les optimistes du Sud de l'Ontario.
Nous attendons également avec impatience le prochain congrès OFC – Optimistes Francophones Canadiens du 6 au 8 septembre à Drummondville, au Québec.
