Shoebury Common Flood Defence by Peter Lovett

I

was born and bred in Southend, but retired & moved to Shoebury in 2010 and have fallen in love with the uniqueness of Shoebury Common & the tranquillity along the promenade. When Ray Bailey informed me that Southend Council want to build a 2 metre high secondary sea wall through our Common, starting October 2012 with completion in March 2013, I was shocked. What a surprise that this coincided with removal of soil from the Cliffs?

The more I investigated the answers, the more questions evolved and the more I wanted to find the truth. Why was there no transparency? Why was the information not consistent? Why are only certain questions answered? Why are the facts different on other projects? I joined with Ray & Peter Grubb (Uncle Toms) in August 2012 and the first question raised was “Where are the 500 homes at risk of flooding”? They gave us their flood map showing about 80 homes, but with no further comment since. It became clearer later when we were told about a developer who wanted to build 450 homes on a level 3 flood plain, but needed this flood defence to obtain planning permission. They apparently offered a six-figure sum subject to planning approval. (Echo 24th April 2013).

I tried to attend the consultation meeting at the Yacht Club, but could not get near the displays. I downloaded details from Southend Council’s website and was surprised by what I saw. I thought I would obtain facts to support future flooding on the Common, but all I could find was Predicting sea level rises between 200mm & “predictions”. 950mm is difficult, but at least history proves that 1953 was the worst Storm for over 300 years, causing 58 deaths on Canvey, 7 at Great Wakering & 2 in Southend. Shoebury Common had minor flooding and as all roads run uphill, even breaches in sea defences at Gunner Park contained on the flood plain, with no damage to the Common or Uncle Toms. Nobody can predict major storms in the future, but although the council have £4.6m to invest in Shoebury, you would think they would consult the residents / businesses and find a JUNE 2013

defence wall, but surely you should include the total cost, including the maintenance over 50+ years and the repairs / replacement of the existing sea wall? Compassionate requests from an 11-year-old girl saying “Please stop them building this wall on my Common” or a widower who said, “I paid for a bench because my loved-one enjoyed the views”. None of the 19 questions have been answered.

compromise, but despite intelligent concerns, nobody is listening to them. Like the councillors, we care about our neighbours, but this must also include consultation not dictatorship. When the preferred option was first made public, we queried “common sense” issues about disabled access, security, crossing the road through a floodgate / cycle path, reversing boat trailers through floodgates at the slipway and the 1.8 metre high wall being extended to St Augustines Avenue, where the promenade is two metres higher. We were amazed when all these concerns were included in the councils “revised” preferred option 2013 shown on their website. They even used our design by sloping the wall away from the cycle path, next to the sea wall with separate foundations, but we have not been paid over £80,000 in consultation fees.

We offered an alternative design, which included raising the promenade and constructing a new 700mm wall in front of the existing. Supported by APS Designs, we created a set of drawings that depicted greater detail & clear graphics, with accurate views from all directions. We thought this would reduce public costs by eliminating very expensive floodgates, walls, disabled ramps, lighting & landscaping the soil from the cliffs, but the council said our alternative scheme was £6.8m.

The support we have had is unbelievable and with over 2,000 emails in 3 months, it has been a full time passion. Intelligent questions like “We know it is £4.6m to build the secondary flood Apparently, this included beach re-charge at £3m, six disabled ramps at £270,000, £60,000 for new shelters, £820,000 for the soil, £100,000 for gas modifications, £172,000 for lighting & £100,000 for repairing the existing storm drains. Think About Lighting Hallway lighting is often forgotten, but this is one way to really create ambience. Pendant lights give good functional light - and are a great way to add decoration to a hallway. Think about a period-style chandelier or striking modern light fitting to create an eye-catching feature. If your ceiling is low, recessed ceiling lights are a great alternative. If you have space for a console table you could add a lamp which gives a really inviting homely feel almost immediately. A few well chosen pictures, a vase of flowers or other decorative items will complete the look.

ast month we explored the exterior of our home. Now we are taking a step into the hallway, the spine of the house. This is the starting point for creating the mood and tone of your home.

Finally, If you have an understairs cupboard, use it wisely. Add coat hooks and shelving to remove all the day to day items that can clutter this area. Less is most definitely more when it comes to a welcoming Hallway.

Setting the scene Don’t be afraid to experiment with paints and papers in the hallway. Use sample pots, paint onto some card and place your samples around various points of the hallway, paying attention to the darker areas. Stand back and assess the colours at different times of the day.

For a modern classic consider walls in Hardwick White (Farrow&Ball), with Shirting Eggshell woodwork (Little Greene) and Slaked Lime (Little Greene) on the ceilings. Add some black picture frames and a deep red stair runner if you’re bold enough and you’ve got an immediately glamorous hallway that will be the envy of your visitors .

Using lighter shades on the long walls and a darker colour to complement on the far wall that will make the space appear wider, but not as deep. These are challenging times for local councils. Over the last 6 years the Conservative Administration has delivered over £50M of year on year savings from a net budget of £139M whilst at the same time driving up service performance and being recognised as “Council of the Year”. The next few years do not look like being any easier as we will need to continue to deliver substantial savings whilst dealing with increased demand on our services, inflationary pressures and balancing the need to invest in social care, education, our parks and libraries, highway maintenance and our other core services. opefully the last few weeks media coverage of Chelsea has fired your imagination or at the very least coerced you into sorting out what is now, and for the next few months, the best room in the house. A good landscaper will be required for any construction but gardening is open to all so here’s some tips on buying and planting.

few pots of organic compost and a small handful of chicken pellets (or other fertilizer) and mix in some of the topsoil. Hold the plant down into a bucket of water until no more air bubbles appear. Tease some of the roots out thus breaking the circular shape and position the plant in the hole ensuring its best side is on show.

Check the leaves – they should be a rich green (unless indicated otherwise on the accompanying picture) and unblemished. The stems should be sturdy and spread evenly around the central stem. The compost on top of the plant should be free of moss and liverworts but don’t worry too much about the odd weed seedling. The root system of any plant is the key indicator of its health, so don’t be afraid to remove the pot and have a good look. Thick, plentiful roots should encircle the compost. Don’t worry if some roots protrude from the bottom but don’t buy any plant if its pot is distorted from excess roots as this indicates neglect.

Check the top of the rootball is level with the surrounding soil and firm it in with the remaining soil. Level and tidy the area and spread a few inches of compost around the plant to keep in the moisture. Water the plant either early each morning or night for the next few weeks until it has settled in. Final tip – shop around as small nurseries will often stock plants and trees you won’t find in the larger garden centres. Enjoy.

Quarter each short crust pastry sheet and use to line 8 x 10cm loose bottomed tart tins. Place the tarts in the fridge or freezer to chill.

2. Meanwhile cook the peas in a saucepan of salted boiling water for 3-4 minutes until tender. Drain then add the knob of butter and a pinch of sugar, cool slightly and then blitz half in a food processor or with a hand blender until you have a smooth puree. Place in a bowl with the remaining peas then add the egg, egg yolk, chopped mint and cream. Beat well with a wooden spoon to combine and then add three-quarters of the goat’s cheese. Season with salt and freshly ground black pepper and set aside.

3. Place the tarts on a large baking sheet, lightly prick the bases with a fork, then line with baking parchment and baking beans or rice. Bake blind for 10 minutes in the oven, then remove the beans and paper and bake for a further 3-5 mins until just dried out.

Ensure your pension pot lasts as long as you do by Jacqui Moyies

O

nce in a blue moon your local newspaper salutes a local resident who has reached the grand-old age of 100. Yet by all accounts, local papers may soon have to devote an entire weekly page to people living to 100 because we are living much longer. It will lighten many moods to learn that the total number of centenarians is projected to rise from 14,500 in 2012 to 110,000 in 2035. It’s estimated that 13% of males and 18.2% females aged 50 in 2012 will reach their landmark 100 year birthday. And of your new born children, around one-third of babies born in 2012 in the United Kingdom are expected to survive to celebrate their 100th birthday (Source: Office for National Statistics, March 2012). Of course, people living longer will have an impact on our pensions and long term care systems and, perhaps more importantly, it will greatly affect your own plans. Many people will have an assortment of different pension schemes having worked for different employers, while many will have also made the most of their Pep, Tessa and Isa tax allowances of the years. They need to turn this non-pension money into an income stream that might be needed for another 30 to 40 years. There are also tax implications to consider, be it capital gains, inheritance tax or income tax liabilities. Investors need to ensure they are using all their available tax-free allowances and ensuring they are paying as little tax as they need. After all you work hard, paying your taxes all your

life, you don’t want to be needlessly paying HMRC after you have retired. The traditional ways of planning for retirement are past their sell-by date. How lavish, comfortable or tough your retirement years will be is going to be down to you. You simply cannot afford to rely on the state or your employer any more generous final salary schemes are fast disappearing. That’s why it is important to get planning early. There is nothing stopping you from getting a clear view of your current position by establishing what your likely state pension entitlement would be. Examine whether you are on track or whether you may have to consider making extra contributions. Many companies that have replaced final salary schemes with defined contribution pension schemes contribute far less now, putting the onus on the employee to boost their pension pot. It is great to think that we have a higher chance of living longer, but it means that we have to make our money work harder while we can – and the sooner you start the better.

ith the success of the England cricket team over the last few years and the introduction of 20/20 games all around the world, you would think that cricket would be on the up in the local area.

Shoeburyness’s Stunning Students Celebrate Success Throughout the year students receive recognition for effort and achievements in a s eries of dynamic assemblies. The highlight of the year, however, is our series of Awards Evenings celebrating outstanding achievement, each of which has a slightly different flavour, ranging from Year 7 where winners receive their awards in front of junior school teachers, parents and other supporters, to the sophisticated Year 12 and 13 celebration. We are justifiably proud of our Gradu8 scheme. All Year 8 students enter our Gradu8 programme where they work towards a degree classification. Progress towards their personal targets across all subjects makes up their final classification and involvement in extra-curricular activities contributes to them graduating ‘with honours’.

All year 8 students wear a Gradu8 pin badge on their blazer and record achievements on a Gradu8 card. At the end of the year every student in the year group is invited to the Gradu8 Awards Graduation Ceremony and amazing after-show party. It is a truly memorable event for the students, as they receive a framed photograph of themselves in cap and gown.

Pupil Progress is Paramount! Academic mentoring and Cross Phase Progress Leaders: Year 7-11 Every student at Shoeburyness High School is entitled to receive support from both their form tutor and their learning tutor. Our own version of academic mentoring - the ‘Learning conversation’ is an opportunity for students to meet regularly with their learning tutor to discuss their academic progress and set targets for further improvement. There is always a real buzz as the day gets off to a learning-focused start. Cross Phase Progress Leaders monitor the progress of individual students and groups of students by year group. Where students are performing in line with, or exceeding, their personal targets, we

Cross Phase Progress Leader – Post-16 I support and guide students through their further education choices, offering advice and helping them apply for the best combination of subjects out of the over 40 course choices we offer. I monitor student progress against targets and offer individual support to those who need extra help to ensure they succeed before moving on to their next steps in education or employment. Our Post-16 students access individual academic mentoring each term with a Learning Tutor and in subject areas. The advice and guidance they are given is based on individual needs. Parents are informed regularly of how best to support their son or daughter through the challenges of the Post16 curriculum. Our links to local universities and agencies have helped our University applications increase year on year. The achievements of our students are recognised through regular progress assemblies. This recognition has enabled our students to increase their pass rates and average point score for the last 3 years.

This Saturday the team travelled to Chelmsford Crown Court to compete in the regional finals, ending as runners up to Farlingaye High School. Both teams will now compete in the Final which will be held in Nottingham in June. It’s all in a day’s work at Shoeburyness High School, where our students experience support, success and celebration!
