Feasibility Study Before one considers taking the risk of establishing a business one should consider the following guideline – a feasibility study What is a feasibility study? A feasibility study is the collection of ideas and information on a particular project involving a product(s) and or service to determine how profitable it would be and whether one is prepared to take the risk involved A feasibility study can be considered a planning tool. When one is about to go into business, one has to decide from the beginning :• • • •

What Can I Can I Can I

to manufacture or what service should I provide ? do it ? successfully market it ? make money out of this activity ?

In order to answer these questions, one needs to study a lot of facts about the environment. The environment can be looked at from two angles : •

The internal - which would involve things within the organisation. An example is the availability/cost raw material to produce the product

The external - which would involve the things outside the organisation. An example is government regulations towards a particular industry.

A systematic way to undertake getting information to answer these questions is referred to as a " FEASIBILITY STUDY ."

Based on this study an entrepreneur can work an initial business plan which would assist in making/taking investment decisions. It would also allow for an assessment of the viability of the project, an important factor particularly where finance is concerned. Besides specialised requirements related to the product or service, the essentials of a feasibility study would be :

1) Demand study : What would the demand for my product/ service be like? In order to arrive at a successful demand, the following needs to be considered : • • • • • •

What is the product ? What is the end use ? What resources are needed ? Is the product or service totally dependent on skills of workers and machinery? Are the requirements for the particular industry very high ? What machinery/raw materials are needed ?

To estimate demand, the following steps can be taken : • • • • •

Determine the size of the market Find our how the present demand is satisfied What quantity is required and at what price Where it is manufactured and how it reaches the market Project future demand changes considering : 1. Increase in population 2. Increase in standard of living 3. Possible changes in pattern of consumption Market share What channels of distribution are in practice

Capital requirements : 1. Fixed purchase assets etc. 2. Working capital to purchase material Costs Fixed cost is always there and does not vary with production

Break even point - the total costs, that is , fixed and variable equals total sales realisation at a particular production level

Cash flow - what/how will money come into the business and how will it flow out of the business

Financing the project - total cost, the estimation has to be very realistic

Loan repayment for loan funds obtained

Profitability - on total capital (owned and borrowed) - on own capital

SMALL ENTERPRISE DEVELOPMENT UNIT The Small Enterprise Development Unit is a government Department within the Ministry of Commerce, Industry and Consumer Affairs, charged with the responsibility of servicing Micro and Small Businesses operating in St Lucia. This Unit started operating in St Lucia in 1994. What do we mean by Micro and Small Business? According to the Micro and Small Business Act #19 / 1998 A Micro Business Enterprise A business a) b) c) d)

In which not more than five (5) persons are employed; Whose annual turnover does not exceed one hundred thousand dollars; Whose net assets do not exceed seventy five thousand dollars; and Which is locally owned.

A Small Scale Business Enterprise A business a) b) c) d)

In which not more than fifty(50) are employed; Whose annual turnover does not exceed one million (1,000,000) dollars; Whose net assets do not exceed half a million (500,000) dollars; and Which is locally owned.

Why was the SEDU Unit established ? The importance of the Small Business Sector in contributing to economic and social development especially in small states is widely recognized. Small and

Micro businesses have the potential to create and expand employment opportunities, develop entrepreneurial skills, enhance market opportunities and encourage export promotion and import substitution. However, the full potential of the Small Business Sector has not been fully explored. The establishment of the Unit will therefore provide an avenue for the strengthening and expansion of the sector in St Lucia. SEDU will provide guidance and technical assistance and prospective entrepreneurs in the three broad areas : •

Consultancy & Training Identify viable business opportunities; Conduct technical and economic feasibility studies Conduct market research; Organise entrepreneurial development programmes; Design and conduct training programmes in business operations and management; Identify potential entrepreneurs and provide counselling for existing ones.

Coordinating & Networking Function Develop and establish linkages with specialized agencies; Help small business obtain special concessions, subsidies and fiscal incentives; Disseminate information on the operations and functions of agencies/ institutions involved in development assistance; Provide general support services

Monitoring & Extension Services Help in the preparation of business proposals to obtain finance;

Selection and identifying potential companies to purchase equipment/ machinery and raw materials; Help in accounting and costing methods; Help in market development; Monitor the operations of enterprises and assist in expansion, diversification programmes.

MICRO & SMALL BUSINESS ACT Micro & Small Business Scale Business Enterprise Act (Number 19 of 1998) This Act is to provide a legislative base for micro and small scale business enterprises, to make provision for development support and financial relief with respect to micro and small scale business enterprises and related matters. Note : locally owned enterprise means a company which is not under alien Control within the meaning of section 6 of the Aliens ( Landholding Regulation) Act , 1973. Relief under the Act 1) The Minister responsible for Commerce may recommend relief to a micro or small scale business enterprise under the Fiscal Incentives Act 1974, No. 15.

2) Relief granted in respect of income tax shall be in accordance with Section 68 of the Income Tax Act 1989. Qualifications for relief: Where the Minister is satisfied that the enterprise may qualify for relief specified in the Act and has met three (3) of the following : •

Has in the immediate preceding year made serious efforts to become More efficient, as measured by financial ratio indicators;

Has achieved significant growth in the last two years of its operation as measured by:

Production levels Revenue performance Increase Market Share Other growth performance indicators Has combined with the enterprise to share the cost of relevant services or with respect to the bulk importation of raw materials; Has created additional employment with that enterprise.

No enterprise shall entitled for relief if it is not engaged in environmentally sound operations to the satisfaction of the Minister responsible for the environment.

The Minister shall from time to time issue policy statement identifying the priority sectors for the establishment of micro and small business enterprises.

Disqualification for relief No micro or small scale business enterprise shall be entitled to apply or qualify to receive any relief under the what's outlined in the Relief Section of the Act if it is in receipt of Fiscal Incentives Act 1994, No.15. 6. St Lucia Employers Federation The Federation consists of ordinary, associate and affiliated members. An application form is available for registration. Ordinary Owners or lessees of agricultural properties, owners of commercial or other businesses or industries employing not less than three workers on a permanent basis. Associate These are managers and departmental heads who work or employment includes the supervision of workers whose employers are members of the Federation.

ACCOUNTING SERVICE CENTRE The Centre is located at the National Research & Development Foundation. The main purpose of the Centre is to assist small and micro business persons in proper record keeping. Clients will be expected to: • • •

Keep a record of business transacted in the record keeping book issued; Make available this record keeping book to the Foundation On an agreed time basis; Pay a fee for the use of the service.

Note : Upon request clients can arrange to have copies of their financial statements issued and explained to them.

Import Consumer Affairs Unit Ministry of Commerce, Industry & Consumer Affairs The External Trade Act, Number 5 of 1968 makes provision for the importation of classes of goods into St Lucia by obtaining an Import License. The application takes forty eight(48) hours for processing. Once the application is approved the importer is given three months to order goods; During that period the importer would have received documents (invoices) related to the goods to be imported. The documents along with the copy of original application must be submitted to the Ministry of Commerce, Industry & Consumer Affairs. This process takes twenty four(24) hours. Note : if application submitted is rejected it means the importer is not granted permission to import.

a) The Small Enterprise Development Project - SEDP Note : Loan funds oversubscribed. Is a project of the Small Enterprise Development Unit, Ministry of Commerce, Industry and Consumer Affairs. TRADE AGREEMENTS Ministry of Foreign Affairs & International Business Ministry of Commerce, Industry & Consumer Affairs There are special benefits to be derived from regional and international agreements. Some of these agreement are:

CARICOM Under this agreement local manufacturers have preferential access to a regional market comprising fourteen (14) countries with a population of over five(5) million. Locally manufactured goods can be imported duty free into any of these countries subject to CARICOM rules of origin.

Caribbean Basin Initiative -CBI Specified products made or assembled in St Lucia are allowed to enter the United States duty free. Criteria

:

35% local value added ( this may include the value of US raw materials not exceeding 15%); substantial transformation of the product is required.

Exempt from this agreement are: Garments / apparel Petroleum & petroleum products Sugar/syrup/molasses Tuna - prepared or preserved Watches and watch parts Leather items : footwear, hand bags, luggage, work gloves, and wearing apparel.

TSUS 807/ 807A Goods are cut in the United States and can be sewn in St Lucia with duties paid only on the value added in St Lucia. When cut goods are of United States origin, special access levels are negotiated with the United States.

Caribbean/Canada Trade Agreement ( CARIBCAN) For trade investment and industrial co operation for the Commonwealth Caribbean countries. The main feature is unilateral extension by Canada of preferential duty free access to the Canadian market for almost all imports. In order to qualify for duty free entry under the CARIBCAN agreement goods must be certified as being grown or manufactured in the Commonwealth Caribbean.

LOME Agreement Qualifying goods are those agricultural goods wholly produced in the African, Caribbean and Pacific state exported to the European Union. These goods are granted duty free status.

CARICOM / Venezuela Trade Agreement This agreement is to strengthen the economic and trade relations between CARICOM and Venezuela. This agreement will provide The promotion and expansion of the sale of goods originating in CARICOM through the inter alia, one way duty free access to the Venezuelan market; The stimulation of investments aimed at taking advantage of the markets of the parties and strengthening their competitiveness in world trade; Facilitation of the creation and operation of regional joint ventures; The encouragement of mechanisms for the promotion and and protection of investments by nationals of the parties. St Lucian exports can be exported to Venezuela without attracting any customs duties. Goods should be wholly produced in St Lucia or at least 50% of the export value of the product should be local value added or should have to undergo a process of substantial transformation i.e the final product is classified under different tariff heading from that of the material input used to manufacture the products.

CARICOM / Colombia Trade Agreement This agreement is on trade, economic and technical cooperation between the Caribbean community and Colombia. The fundamental objective of this agreement is to strengthen economic relations and technical cooperation between CARICOM and Colombia.

Inland Revenue Department • Pay As You Earn ( P.A.Y.E.) is payable by the 15 th of the following month during which income was earned; • There is a late penalty fee for late payment of P.A.Y.E.; • Annual filing by an individual is to be done by 31 st March annually; • A company is required to file at the end of the company's financial year. Note : A three month grace period is granted to the business following the end of its financial year. Corporation Tax Inland Revenue Department This tax is levied on all income received by a corporation from Sources in and out of St Lucia . The due date of submission of a corporation's Income Tax Return is three months following the end of the financial year of the corporation.

Property Tax Inland Revenue Department These taxes are levied and collected by the Inland Revenue Department on all lands and houses which are situated outside the limits of any town and village.

St Lucia Electricity Services Limited (LUCELEC) Application form has to be completed - forms available from the company's office. A written request can also be made to the company. Two types of services are offered: • •

Three(3) phase Single phase

For the three(3) phase service the following obtains: 1 The phase of transformer for heavy equipment has to be known; 2 The electrical work has to be done by an electrician 3 Premises has to be inspected by the Ministry of Communications & Works Electrical Department for certification. 4 The Certificate from Ministry of Communications & Works is then taken to LUCELEC 5 An estimate is given on the service to be undertaken 6 A deposit is required 7 Service is provided within seven(7) working days
