On the night of May 11, around midnight, a UOPD officer entered the KWVA radio station in the EMU, identified himself as a police officer, and yelled for Baraquio to leave. The officer then entered the studio where Baraquio was sitting and told Baraquio to come with him.

After leaving, he drew his weapon, which was not pointed at Baraquio. The officer went to the door and called to Baraquio two more times to come with him and told him that he was “not fucking around.”

The officer told Baraquio that there was a possible suspect in the EMU and told him that he needed to go. Baraquio left the radio station in front of the officer with his hands up, and the officer told him that he was not in trouble and that he wanted to make sure Baraquio was not caught up in the K-9 search that was being conducted by the EPD. “Finally he tells me that I’m not being arrested or anything — he’s just escorting me out of the EMU just for precaution because they lost a suspect,” Baraquio said in an interview in May. The officer instructed Baraquio to leave outside the EMU doors (by the video panel) and apologized to Baraquio for “being gruff” and said that he did not want him to get hurt.

When Baraquio asked the officer where to go, he told him to go “as far away as he can get” and recommended that he go to another building and to come back in an hour or so.

Baraquio left the building, but the UOPD officer stopped short of the exit from which Baraquio exited. Baraquio said that he tried to re-enter the building to ask the officer a question, and then the EPD officers started to yell at him to get on the ground.

According to EPD spokeswoman Melinda, McLaughlin, EPD officers were not aware which side of the building Baraquio was exiting.

McLaughlin wrote in a statement that officers saw Baraquio come out of the building, go back in the building and then reemerge.

McLaughlin wrote the EPD officers approaching the EMU interpreted Baraquio’s movements as suspicious and drew their guns and shouted for Baraquio to get on the ground.

“Upon encountering an unknown person exiting a building, and who was moving in a way to draw their suspicions (coming out, going back in, coming out), and who could possibly be a suspect (and potentially armed), they drew their weapons,” McLaughlin wrote.

In a May interview with the Emerald, Baraquio described the interaction as “one of the scariest experiences of [his] life.”

“I have never been put in that situation before, or anything close to it,” he said. “Having weapons drawn on me, I didn’t know what was going to happen.”

According to a UOPD body camera recording, the officer waited about 17 seconds to radio the other officers from EPD that were outside the EMU and tell them that the student exiting the building was an employee.

The officer went back to the door and yelled to the EPD officers that Baraquio was an employee and needed to be let through. “You’re good go get past them,” the officer said.

EPD’s body camera footage shows the UOPD officer coming out of the EMU 10 seconds later to inform the EPD officers that Baraquio was not a suspect. EPD officers immediately told Baraquio to get up and leave.

In the EPD body camera video, the officer recording can be heard confirming on his radio that Baraquio is an employee and “not involved.”

Baraquio then asked the officer, “What am I supposed to do when you’re yelling at me?” to which the officer told Baraquio they thought he could have been a suspect.

“Well somebody broke in so we thought you were involved,” the officer said. “So just for now, boogie out of here man. We’ll get you back in once we clear.”

The officer then turned and walked away from the EMU, and 19 seconds later told the other officer, “That was interesting for a minute. He was turning and like running back in and everything.”

Following the incident, UOPD launched an investigation into the incident that found that the officer did not break any department policies or protocols. Despite not breaking any protocols, UOPD Chief Matthew Carmichael said that the interaction should have happened differently.

“The officer’s response was within the guidelines and the officer was intensely focused and the last thing we want to do is have students in that area with the dog,” Carmichael said. “We could’ve communicated a heck-of-a-lot better.”

Carmichael said he is working hard to rebuild trust with the community, Baraquio and the radio station.

“We’re playing catch-up, but we’re working to have a better relationship with them,” Carmichael said. “It’s our responsibility to be in a state of preparedness,” Carmichael said.

“We’re human and make mistakes, but we train to minimize mistakes.”

A NEWS TIMELINE OF THE PHI KAPPA PSI INVESTIGATION

BY RYAN NGUYEN AND MICHAEL TOBIN In May, the Emerald published a story revealing a defamatory document printed with the fraternity’s name and the names of many of its members, which the EMerald redacted for privacy. The document included anti-gay slurs, rape jokes, references to illegal drug use and derogatory language directed at women. The story sparked a joint investigation from the University of Oregon and Phi Kappa Psi national headquarters that concluded in July with the suspension and subsequent closure of the fraternity’s chapter.

Here is a timeline and explanation of the events:

May 2, 2018 The Emerald publishes its initial story of the existence of a document that contains strong language, rape jokes, homophobic comments and references to illegal drug use. The university places the fraternity on temporary suspension while they

perform a dual-investigation with the fraternity’s national headquarters. The suspension means that the chapter’s events and normal fraternity operations are suspended until the investigation is finished and the investigating parties decide on further action.

July 18, 2018 The dual investigation concludes, and the university suspends the fraternity for two years. The suspension means that the chapter is no longer recognized by UO and must cease all activities including those both on and off UO grounds, such as campus recruitment. The decision letter that determined the outcome of the investigation said the document violated the university’s hazing policy, defined as any activity that as “any initiation rites, recruitment and continuing involvement and belonging to an organization on or

off campus, involving any intentional action or situation that a reasonable person would foresee as causing mental or physical discomfort, embarrassment, or ridicule.”

To become a recognized campus organization, the fraternity must go through a re-recognition process with its national headquarters and the university. If Phi Psi national headquarters re-recognized the UO chapter, members of the fraternity would have to complete education each winter term for three years on the topic of gender-based bullying and bystander intervention.

July 25, 2018 The Emerald learns from the fraternity’s national headquarters that the Oregon chapter is closed and no longer recognized as an official chapter. In an interview with the Emerald, Katy Larking, the associate director of student conduct and community

standards at UO, said that to her knowledge, the house will not be occupied next year. “The facility is not owned by the university, so we’re unable to direct them on how to use their space,” Larkin said. “But our understanding is that they will not be living in that space.”

The Emerald does not at this time know if the fraternity will choose to undergo the re-recognition with their national headquarters, but will continue to report on this story if more developments occur.

UO ANNOUNCES AUTZEN FAN EXPERIENCE CHANGES, INCLUDING EXPANDED ALCOHOL SALES

BY BRAD MOORE • TWITTER @BRADFORDM128 The University of Oregon announced on Thursday that it will be making a number of policy changes to improve fans’ experiences at Autzen Stadium during the 2018 football season.

The changes include in-stadium beer and wine sales expanding to general concession areas, the stadium parking lot being open two hours earlier on game days, a clear bag policy to speed up and improve security checks and the elimination of stadium re-entry for fans who leave Autzen at any time during a game.

In past football seasons, stadium alcohol sales have been limited to the Moshofsky Center and the Club at Autzen. In 2018, alcohol sales will expand to include the general concession areas but will still be unavailable in student sections.

To combat underage drinking and overconsumption of alcohol, alcohol sales by “trained and licensed servers will provide more control over alcohol consumption and serve as deterrents to overconsumption.”

Additionally, more game day alcohol monitors will be hired to help with these issues. In a written response, Jimmy Stanton of the UO athletic department stated that they will be “more than tripling the amount of monitors in the stadium on game days, from around 30 to more than 100.”

The decision to eliminate re-entry to football games

is also aimed at reducing overconsumption of alcohol.

According to UOPD Chief Matthew Carmichael, fans who exit Autzen stadium at halftime in order to binge drink tend to cause problems when they return.

“They often return to the stadium and have the intoxication effects really hit them in the second half,” Carmichael said. “This leads to unruly behavior and medical issues that can easily be avoided.”

Stadium parking lots will now be open to the public six hours prior to kickoff, an increase of two hours from previous seasons. For games with early kickoffs, the parking lots will open no earlier than 7 a.m.

UO stated that they hope this will improve fans’ experiences by allowing more hours for tailgating outside the stadium and by easing traffic congestion in and around Eugene during game days.

The Eugene City Council unanimously approved UO’s proposal to extend stadium parking lot hours with the requirement that UO submit a comprehensive analysis by April 2019 related to the effects of the extended parking hours. The analysis will include information regarding how alcohol consumption and stadium traffic are affected by the changes in parking hours.

Both the expanded parking lot hours and alcohol sales are part of a one-year pilot program for the 2018 football season.

ONION MUSIC FEST: TRANSFORMING BACKYARD PERFORMANCES INTO A PREMIER D.I.Y. FESTIVAL

BY JORDAN MONTERO • TWITTER @MONTERO_JOR Three years ago, in the halls of Clackamas Community College in Oregon City, then 19-yearold music student and Onion The Man lead singer and keyboardist Ian Harris hatched an idea that would take advantage of his parents going out of town in the coming weeks.

“Dude, we can totally do some live music in my parents’ backyard and call it Onion Fest,” Harris remembers telling fellow Onion The Man band member Logan Adam. Weeks later, the band hosted its first Onion Music Fest in Harris’ parents’ backyard, what he called “a huge outdoor house show.”

Around 150 people attended to watch the six bands. “The intention of the festival was kinda created naturally that day because everyone was so happy,” Harris remembers. This “super blissful” weekend marked the first iteration of a festival founded on love and community.

Onion The Man, a fusion groove band that incorporates jazz, rock and soul, consisting of Harris, Adam, Keenan Hansen and Miles Spurgeon, are coming off their third annual Onion Music Fest, which took place July 28-29.

This year was their biggest yet, with a turnout of around 500.

The 2018 lineup produced mostly alt-rock variants: The band Wave Action performed poppy surf-rock that would enliven the crowds; The band Kulululu gave a theatrical performance, leaving the stage and acting out the “journey” of their performance; and a motif of live brass PA G E 6

instruments persisted through most of the festival’s lineup. The closer of the first night, Roselit Bone, performed an array of music from subdued, moody songs to mariachi-style sounds.

Over the last few years, Onion Music Fest has grown into something that the band takes pride in. They’re happy to have expanded the festival every year and want to continue the trend, but not so much as to compromise its community aspect.

In between sets, one can find groups of people, including the performing bands, jamming out at campsites and sharing stories and laughs among each other. “It all pays off when we get to share the event with so many people,” Harris says. “I like to call it a big family reunion.”

Fueled by passion and a relentless work ethic, Onion The Man has managed to grow Onion Music Fest into one of the most rapidly growing D.I.Y. festivals in the Pacific Northwest.

As the festival grows in size, now being held at Sunnyside Outdoor Events, a 5-acre venue in Washougal, Washington to accommodate the growing crowds, Onion Music Fest maintains the same values that filled the air in Harris’ backyard three years prior.

In addition to the 18 bands that took the venue’s amphitheater stage during the weekend, this year’s Onion Music Fest had yoga and meditation workshops to promote mindfulness. The festival also featured an art gallery containing pieces that Onion The Man curated themselves, a creative

space complete with an “outrageous” amount of canvas for patrons to create their own art, an herbal elixir bar where festival-goers can explore a variety of herbal concoctions and a side-stage that will be used for acoustic performances and open-mic sessions.

Onion Music Fest is entirely coordinated by the band and Harris’ organizing partner Sunbeam, who he met at the first Onion Music Fest, making it a team of five. Even though it’s a small organizing crew, the festival manages to offer an array of activities that near stack-up against bigger music festivals.

Despite loving the work, over the last six months Onion The Man’s respective lives have been “completely dictated” by putting on this year’s Onion Music Fest, according to Harris. “[Organizing Onion Music Fest] changed my life for sure, and it’s changed how I view work ethic and community and communicating,” Harris says, having sent out around 2,000 emails over the last few months trying to put the event together.

Between finding, reserving and insuring the venue, hashing out the logistics with the performing bands, renting all the necessary commodities, finding vendors and building a team of volunteers, Harris found himself in a role other than keyboard/vocalist: He’s now an entrepreneur.

And dealing with the logistics of it all forces Harris and the band to maintain their

H MUSIC keenest economical eye. “[The cost of putting on the event] adds up pretty quickly,” Harris says. In order to ensure the funds were met, Onion The Man embarked on a few fundraising endeavors. They played at John’s Marketplace in SW Portland, which donated a few kegs whose proceeds went directly toward funding the festival. At a fundraiser held at Mississippi Pizza, all door sales and a percentage of the bar sales were donated to Onion Music Fest. The band also had a few garage sales, further implementing the D.I.Y. ethos.

While the logistics of securing bands, vendors and volunteers teeter, throughout it all, Onion The Man must consider legal matters as they continue to grow, which is why they enlisted the help of Rational Unicorn Legal Services based in NW Portland, one of their biggest sponsors.

Michael Jonas, attorney and owner of Rational Unicorn, helps community-minded clients navigate the at-times challenging legal matters when chasing their dreams. Jonas cites the uncompromising inclusivity of Onion The Man as one of the main reasons he feels inclined to participate in the band’s pursuits.

“The common thread is they’re about peace and love,” Jonas says of the band. While all the logistical matters remain in the hands of Onion The Man, Jonas helps ensure that the band stays protected in the eyes of the law.

Beyond the many contracts Jonas drew up for the band — liability waivers, band performance

contracts, vending contracts, etc.

— Jonas helped Onion Music Fest obtain an LLC. The LLC business model allows for the festival to be its own entity, protecting the band’s individual assets in case, for example, the band gets sued for an injury that occurred over the weekend.

Although the work done at Rational Unicorn allows for Onion The Man to rest easy regarding legal considerations, a worry about progressing the band starts to rise.

“Honestly, because there was so much to organize this year… Onion Fest kind of took a priority a little bit over songwriting,” Harris says.

In order to combat this, Onion The Man is looking toward having a dedicated organizing team that can handle facilitating the event in future years. There’s no hard feelings, though, as Harris shows much appreciation for his band’s annual event and the community it builds.

“Music brings people together through community no matter what,” Harris says. “The world needs more community and more love.”

Onion Music Fest is the product of the core concepts integral to Onion The Man: love, inclusivity and community. But Harris recognizes that the band isn’t unique in being able to make their dreams a reality when passion meets hard work.

“To me, [Onion Music Fest] is a testament to what happens when you follow your dreams and follow your passions. Like, if you have an idea, just go for it, because dreams really do come true.”

Onion Music Fest carries a D.I.Y. quality that reflects its transition from a backyard party to a mini music festival.

MEET UO’S CAMPUS CRANE OPERATOR

Perched far above the claustrophobic PLC offices, looming over the infamous steps of Johnson Hall, sits a 172 EC-B Liebherr tower crane. Standing at more than 200 feet in the air, the view from the crane’s cab might be one of the best in town. On a clear day, one can see everything from Eugene’s east hills and Hendricks Park to the city’s tallest building, the Ya-Po-Ah Terrace.

Sitting atop the swaying beast is Ray McArthur, who is tasked with operating the crane for Nesscampbell, a Northwest-based crane and rigging company. McArthur, 63, has worked as a crane operator for more than 30 years and operated cranes for numerous construction projects on both UO and Oregon State University’s campuses.

In Eugene, McArthur operated cranes for the construction of Matthew Knight Arena, the EMU’s renovation, student housing, Autzen Stadium’s renovation, the Casanova extension, The Rec and the Jordan Schnitzer Museum of Art. He also worked on multiples projects at OSU including Reser Stadium and a science building. He is currently working on the Tykeson Hall construction project, which is scheduled to open in the fall of 2019.

McArthur, who lives in Pleasant Hill, Oregon, is a seasoned tower crane operator who portrays a surprising amount of calmness despite using such heavy machinery. But that wasn’t always the case.

“I used to seriously have to sit with two rags on my legs,” McArthur said. “I’d rub my hands on them just ‘cause I’d sweat that much.”

McArthur worked as a laborer in the construction industry for 10 years before he became involved in operating heavy machinery. He first started out operating boom trucks, then hydro cranes and continued to move into working with larger equipment as time went on. The first time he PA G E 8

operated a crane was when a construction site superintendent asked if he would cover for the site’s tower operator, who had gone on vacation for the week. “[The superintendent’s] operator in Portland was going to go deer hunting or something, so he wanted to know if I would cover for him,” McArthur said. “I had never been in a tower crane before so I said ‘Hell yeah, let’s do it.’”

There was no required training or necessary qualifications for operating tower cranes when McArthur first began operating in the 1980s. Now there is a five-year apprenticeship required to break into the profession.

On his first job, the site superintendent promised McArthur a week-long training session from the regular operator. After not finding time to go up in the crane on either Monday or Tuesday, the two finally made it up on Wednesday for a two-hour training session. The operator then told McArthur they would pick up where they left off the next morning, but that isn’t how it happened.

“Thursday morning, I’m waiting for the operator to show up to give me some more instruction,” McArthur said. “So I’m looking around, looking around and the son of a gun never came back in.

Two hours of training and then the thing was in my lap. Talk about being scared.”

McArthur was thrown into the fire on his first crane operating job, but even after two decades of experience, he still considers his profession stressful.

“It gets pretty intense sometimes,” McArthur said.

“I didn’t have grey hair before I started this job.”

The level of stress McArthur regularly experiences depends on factors such as the weather conditions, how much work there is and what type of work

needs to be completed.

McArthur says the best way to avoid those stressful situations is good communication.

Groundworkers communicate with the crane operator by using a combination of radio messages and hand signals. On large construction sites, operators work with a bellman who serves as eyes on the ground, but for smaller sites such as Tykeson Hall, McArthur is on his own.

In order to work safely and effectively, operators must build a trust with the workers on the ground, McArthur said. This is especially true when the crane is operating in a blind spot that McArthur can’t see.

“If I can see it, I don’t sweat it,” McArthur said, “but if I can’t see it, if I’m picking stuff out of the basement or way over there where I can’t see, then those guys are running the crane, basically. I’m just doing what they tell me to do.”

Luckily, McArthur knows most of the other workers on the Tykeson Hall site, which gives him insight on who to trust and who to keep a closer eye on.

McArthur thought that Tykeson Hall would be his last job before retirement, but he’s a motorhead and couldn’t resist making an investment in a classic Chevy Nova last fall. Instead of retiring, he will operate the tower crane for the Knight Science Campus construction project, which broke ground in March 2018.

But for McArthur, delaying his retirement plans isn’t such a bad thing. Despite the stress that can come with being a crane operator, he truly loves the work he has made a career out of.

“I like the guys I work with. I like the challenge because every day is a challenge,” McArthur said.

“Every day is something different. It’s not same thing everyday.”

RENOVATED BEAN HALL WEST WILL HOUSE STUDENTS THIS FALL, BEAN EAST WILL CLOSE

BY CECILIA SIAUW • TWITTER @CECSIAUW Wearing a white construction hard hat, a neon orange vest and glasses, David Opp-Beckman, facilities capital project manager for University Housing, described the lush greenery and rain water collector that will soon be at the entrance to Bean Hall. But not before he recalled living there in the 1970s “I lived here [in Bean Hall] in 1979... before the time that the hall began to get outdated and the negative talk started,” said Opp-Beckman.

Now he’s hoping that Bean Hall will become a more sought after dorm. At the beginning of fall term, Bean Hall West will re-open and Bean East will close for the remainder of the year to undergo its own renovations. The renovations started with a central goal in mind: to transform Bean Hall.

The renovations included gutting and refurbishing nearly the entire building and making the exterior more modern.

Previously, the dorm had eight entrance/exit doors but now has a centralized front door facing East 15th Avenue. There are two ADA-compliant sidewalk ramps parallel on each side of the main staircase that leads to the front entrance.

Through the front doors, what used to be UO’s catering kitchen, now opens up to the main community room. This area has academic spaces along the walls, large slide out white boards, a projector, speaker system and community kitchens.

A group of 5-10 students on the UO Housing Capital Construction team designed the academic spaces including the furniture arrangements and

furniture fabric. The students range in grade from juniors to graduate-level and work under OppBeckman to work on capital construction projects.

The renovations were guided in part by insights from students about what they like and dislike in the dorms. From the feedback, renovation planners chose to incorporate “cube furniture,” or furniture that is easy to move around and can be sat on, stepped on and stood on is used throughout the building.

“Students said they wanted fewer couches because students don’t frequently all sit next to each other,” said Opp-Beckman.

Each side of Bean Hall will have a community kitchen that includes a stovetop oven, multiple refrigerators and ADA-compliant countertops.

There will also be outdoor seating with lighting for night time and an awning for rainy days.

“The community kitchen concept was very popular in Kalapuya-Ilihi Hall and Global Scholars Hall, so we included it in the redesign of Bean,” said Opp-Beckman.

There are also community lounges on each floor that will be similar to the ones in GSH. To access these lounges, there are elevators and a large main staircase. The staircase will have seating underneath it that is similar to the staircase in Erb Memorial Union. This seating style has been popular with students in the past, said Leah Andrews, the director of marketing and communications for University Housing.

have been replaced, the bedrooms got furniture upgrades and the bathrooms are more private.

According to Andrews, Bean Hall offers only double-style rooms, and singles would just be a double converted to a single. Inside the bedrooms, the large wall-shelving units between the windows have been removed, the windows were redesigned and the furniture has been replaced and will feature chrome accents. Even the room numbers have been updated.

Security was a high priority, so there are three levels of security enforced. A secure point at the front door, a second secure point to access the door to residential halls and the third being the bedroom door lock.

The updated bathrooms are now similar to Earl Hall with a shower, toilet and sink in a lockable room. There are also sinks outside of these bathrooms to increase traffic flow for those who don’t need the full bathroom.

After knocking down the large 8-foot walls on the north side of Bean Hall, students will now have access to walk from the main entrance of Bean Hall straight to a door that opens to west entrance to Matthew Knight Arena. This path also makes the arena a straight shot from Global Scholars and Kalapuya-Ilihi halls.

After a scheduled powerwash on Aug. 20, the final touches will be completed and Bean Hall should be finished about a week before school begins.

“Students will no longer frown when they get assigned Bean,” said Opp-Beckman.

The new Bean Complex will feature a centralized entry with common areas and kitchen space.

THE EVOLUTION OF EUGENE

Rioters ran through the streets of downtown Eugene, blocking traffic and resisting arrest on June 18, 1999. The event had escalated from an international protest named “Carnival Against Capital” earlier that same day. People went to the nearest bank and started smashing windows according to John Zerzan, a prominent, Eugenebased anarchist thinker. Activist Rob los Ricos, who was present at the riot, ended up spending seven years in jail for hitting a cop in the shoulder with a rock.

“Nobody would have predicted that,” Zerzan said about the spontaneous downtown riot. “No anarchists were planning it, but it was called the ‘Anarchist Riot’ in the giant front page headline the next day.”

From the riot, two were hospitalized, more than 25 arrested and over a hundred left with minor throat and eye wounds caused from anti-riot tear gas, according to an Oregonian article published the day after.

It was around this time that the city of Eugene began to develop a national reputation for anarchist movements and activism. In 2000, the Chicago Tribune described the city as a “cradle to [the] latest generation of anarchist protesters.” That reputation may have since diminished, but traces of Eugene’s once bustling anarchist community are still alive today.

At the time, then Republican mayor Jim Torrey

labeled Eugene as the “Anarchist Capital of the United States.” He considered the protests to have a definite negative impact on the city.

“We had a substantial amount of anarchism going on in Eugene at that time,” Torrey said. He remembers anarchists “throwing rocks through windows, blocking traffic, attacking cars.”

Initially, these occurrences were tied to a larger anti-globalization movement, but in the years following, Eugene began to function as a hub for a broader range of anarchist activity.

A number of small, independent anarchist publications were produced and distributed in and around the area. A newsletter called “Break The Chains” focused on political prisoner support as well as critiques of the prison system. Another publication, “Disorderly Conduct,” featured general anarchist news, essays and information — along with its slogan, “Fuck the civil, let’s get disobedient!”

In the Whitaker district, Zerzan was airing a talk radio show on the pirate radio station Radio Free Cascadia. “It was kind of a lot different,” Zerzan said, speaking of the content on his early broadcasts. Since nobody could call in on pirate radio, Zerzan mostly read from his favorite texts and highlighted anarchist news stories.

RFC was eventually raided and shut down by the police, but Zerzan evolved his show into the still-running Anarchy Radio on KWVA, which

broadcasts every Tuesday at 7 p.m.

Zerzan now acts as one of the most prominent voices in anarcho-primitivism or green anarchy, a subset of anarchist thought that focuses on environmentalism and deindustrialization.

The philosophy critiques both civilization and technology.

Some of these ideas also gained national attention in the 1990s after the arrest and conviction of Ted Kaczynski — otherwise known as the Unabomber — who killed three people and injured many others during a bombing campaign that ran from 1978-1995.

Before his arrest, Kaczynski had written “The Industrial Society and Its Future,” an essay criticizing technology and industrialization as a detriment to society and human freedom.

Zerzan thinks the Unabomber and this essay had at least some influence on later anarchist protests in Eugene.

Zerzan himself visited Kaczynski before his 1998 conviction. “I could see that we have the same ideas,” Zerzan said. He made sure, however, to differentiate his methods: “Not the same tactical approach, to put something in mail that might blow up some secretary or mail carrier or whatever — that ain’t right.”

Zerzan has kept his radio show going since 2001, now having broadcast over 800 episodes. He is also an editor of “Black and Green Review,” an

E’S ANARCHIST MOVEMENTS anarcho-primitivist magazine currently in its fifth issue. The magazine’s main goal is to “deepen the anarcho-primitivist and green anarchist critiques through open discussion and debate.”

Despite Zerzan’s lasting relevance, he remains one of the few vestiges of Eugene’s once bustling and highly-visible anarchist community.

He admits that the anarchist scene in Eugene has certainly died down.

“By [2006] the whole thing was done,” he said. “It was just back to normal, quiet Eugene — and I love Eugene, but the anarchist scene… everybody had headed for the hills.”

Former mayor Torrey also admits to this shift, but recognizes the ways in which a Eugene anarchist culture still exists: “It isn’t nearly as prevalent as it was in the past. I think now [anarchist activities] are more socially-oriented activities.”

And that certainly rings true with the Neighborhood Anarchist Collective, one of the more recent developments within the Eugene anarchist community.

According to NAC’s principles, the collective bases its operation on a vision of social anarchism that emphasizes the ideas of mutual aid, autonomy and community support.

“The problem with our current system is that democracy isn’t real in it,” said Serra Joy, who helped found NAC just last year. “If everybody actually has a voice and actually gets to participate

in that system, then that is direct democracy.

That is anarchism in the sense that I see it — social anarchism.”

Joy did not always identify as an anarchist. In fact, she only recently became involved with it after a series of events caused her to lose faith in the country’s current political system.

“Bernie [Sanders] came along… and Bernie went as it did,” Joy said. “Before that, I could tell myself that we just need the right person, we just need enough people, but even having the right person and the right people and the right party, it still didn’t work.”

For Joy, the emphasis that social anarchism places on community is what gives her hope outside of a difficult political system. “If you can’t affect democracy, if you can’t vote for a change on the grand scale, then we have to just look more local,” she said. “Ever since I’ve done that, I feel more empowered.”

Part of NAC’s goal is to reconnect with the strong anarchist culture of Eugene’s past. “We were aware of that and we feel like we want to help that culture revive,” Joy said. “We want to help empower people, to see the power that they have within themselves and their friend group.”

One way NAC attempts to achieve that goal is through a monthly event called the Share Fair.

“We generally gather a bunch of resources and support from organizations and create a space

for people to come and receive those resources and find community connection,” Joy said. The event makes things such as medical care, haircuts, emotional support, food and clothes available to the community, all free of charge.

The Share Fair has seen over 100 people in attendance at each event over the course of its six month existence. “It’s a lot of fun and I feel like for me that’s the best project that’s come out of the Neighborhood Anarchist Collective,” Joy said.

In addition to the Share Fair, NAC organizes educational opportunities such as film screenings and radical reading clubs, as well as letter writing events to support political prisoners.

For both Joy and Zerzan, these anarchist ideas are still very much relevant and are necessary in order to regain a sense of community.

“Community is gone,” Zerzan said. “It’s been swallowed by mass society, so everybody wants it… but no, you don’t get that.” For this reason, Zerzan even says that society is likely due for another uprising.

Whether or not that’s true, it is clear that anarchist thought still holds its place within Eugene.

“It’s amazing how many people are really interested in the core, fundamental values of the anarchistic theory that we engage in,” Joy said.

“My hopes with anarchism in general is that its helping people find that community that we desperately need.”

PREVIEW: 20x21 EUG MURAL PROJECT BRINGS INTERNATIONAL ART TO EUGENE WALLS

In the upcoming week, Eugene will be transformed with a colorful array of new murals, street art installations and gallery walks during 20x21EUG Mural Project’s Eugene Walls, which is part of the Downtown Visual Arts Festival.

From July 27 to Aug. 3, artists from around the world will be creating murals and street art as part of 20x21EUG’s initiative to add 20 murals by international artists to Eugene by the year 2021. The goal of the 20x21EUG Mural Project is to showcase art from around the world when athletes converge on Eugene for the International Association of Athletics Federations (IAAF) World Championships in 2021.

The project began in 2016 with a goal of 10 murals to showcase international artists, and is well on its way to surpassing its new goal of 20 murals this year.

“Eugene has always been on the map for track and we’re having this great championship coming in the year 2021,” said Jessica Watson, EUG Mural Project coordinator. “We’ve always tried to be a place for arts and culture, so when the world comes to Eugene in 2021, they’re going to see world class artists.”

The Downtown Visual Arts Festival will be the first of its kind in decades, said Watson. During the

week, the City of Eugene will be hosting a plethora of gallery tours, walking public art tours and artist meet-and-greets.

Muralists this week include Alexis Diaz from Puerto Rico, AIKO from Japan, WK Interact who is based in New York but originally from France and Bayne Gardner from Eugene. Artists Kiran Maharjan “H11235” from Nepal and Shamisa Hassani from Afghanistan will be painting murals later this summer.

In addition, artist Matt Small from the UK has already created a mosaic-style street art portrait of Jesse Owens, the American Olympic track and field gold medalist, using recycled material found around Eugene, including pieces from the Hayward Field stadium.

Martha Cooper, a world-famous street art photographer from New York, will have a storefront street art photography exhibit and will be documenting the mural-making process.

Debbie Williamson Smith, director of communications for 20x21EUG, encourages people to watch the mural making process throughout the week. The 20x21EUG website has a map of each new and existing mural location. There will be refreshments and guides at new locations.

In addition, the Jordan Schnitzer Museum of Art is hosting an artist reception on Aug. 1 from 6-8:30 p.m. It will be an opportunity to meet the muralists and will offer a beer and wine garden in front of the museum. The event is free and open to the public.

“That will be your chance to see them one-on-one as opposed to you on the ground and them on a scissor lift way up tall,” said Williamson Smith. “We want the whole community to come out.”

Among other events, PeaceHealth is offering bike tours on Aug. 1 and 2. On Aug. 3, Lane Arts Council will host a First Friday Art Walk tour of several murals and art installations.

By the end of summer, 20x21EUG will have 18 out of 20 murals by both local and international artists completed to reach their goal. Local artist Bayne Gardner said it’s like a dream to be painting murals in a large-scale festival in his hometown. He’s keeping his project largely underwraps for now.

“Let’s just say it might get a little weird,” he said, “but not too weird.” He plans to incorporate “local imagery,” nature and a few messages into his mural.

Gardner is “a huge fan of public art,” he said.

“It changes the landscape, hopefully brightens someone’s day or makes them smile and makes them feel good [...] It turns the city into a gallery.”

OREGON FILLS 3 OF 4 HEAD COACH VACANCIES

BY MAVERICK PALLACK • TWITTER @MAVPALLACK Usually known as the final destination or “dream job” for coaches, Oregon has been used as a jumping-off point in the last year. Starting with football head coach Willie Taggart, Oregon has been forced to replace five head coaches. Four head coaches and numerous assistant coaches have left for head coaching positions since June. Three of the four vacant head coaching jobs have been filled. The lone head coaching vacancy is lacrosse’s Katrina Dowd, who surprisingly resigned on July 13.

Here’s a quick summary of the hirings: The first jobs vacated were on the track. Andy and Maurica Powell left to take over Washington’s program, leaving a major void for head coach Robert Johnson to fill. Former Virginia Tech coach Ben Thomas was named the associate head coach for crosscountry and track and field on July 16.

On July 23, Johnson added to the distance staff, hiring the University of San Francisco’s head coach Helen Lehman-Winters as associate head coach. Lehman-Winters will join Thomas in coaching the distance runners and look to rebound the program from its less than stellar season.

“She is a seasoned, smart, talented and proven coach, and a relentless recruiter,” said Johnson in the news release. “I am excited and confident in her ability to take our distance program to new and exciting heights.”

Possibly the most shocking exit was by softball head coach Mike White in late June. White went 435-111-1 in nine seasons as

head coach, winning five Pac-12 titles and earning five trips to the Women’s College World Series. Former Oklahoma assistant coach of 21 years, Melyssa Lombardi, was hired to replace White on July 8. Lombardi was brought in so the Ducks’ championship dreams would not be delayed. She expects to win immediately.

“My standard doesn’t change. I expect to compete every year for championships,” Lombardi said. “You see all the Pac-12 championships that have been won, and the trips to the World Series. But what I would like to do is to be able to enhance what is here.”

Oregon women’s golf coach Ria Scott, also a Duck coach for nine years, was the next to leave. Scott took over the program at Virginia and was replaced with Derek Radley on July 13. Radley was the associate head coach for the University of Arizona and will take over a program that has made 11 straight NCAA Regionals.

“I’m excited to come in and hit the ground running and do everything I can to help these young women reach their goals,” Radley said in Oregon’s news release.

Women’s tennis also obtained a new head coach after Alison Silverio left for the job at Notre Dame. On July 20, Oregon announced the hiring of former UO tennis player Courtney Nagle as the newest head coach. Nagle spent the last four seasons as the top assistant on the North Carolina staff.

The new coaches will be expected to further the legacy left by their predecessors, with the goal of championships in mind.

CHIP KELLY PRAISES OREGON FOOTBALL FANS AND AUTZEN STADIUM DURING PAC-12 MEDIA DAY

HOLLYWOOD, Calif. — November 3, 2018 is a date circled on many Oregon football fans’ calendars.

Chip Kelly, who led Oregon football to a Rose Bowl title in two appearances and a national championship game as head coach, will return to Autzen Stadium in charge of UCLA. He’s not sure what to expect when he gets there.

“If we don’t have any wins when we go in there [the fans will] be excited,” Kelly said. “If we’re undefeated they’re not going to like us.”

Kelly, who coached the Ducks to a 46-7 record as head coach from 2009-12, says that he doesn’t plan to try and make UCLA a newer version of Oregon.

Come November when the Ducks and Bruins meet, Kelly says he does not expect an easy trip.

— it’s a special place,” Kelly said. “It’s one of the real hallowed grounds of college football. If you’ve ever played a game in Autzen Stadium whether you’re the home or away team, you’ll remember it.”

Kelly’s success at Oregon led him to coach the Philadelphia Eagles and San Francisco 49ers in the NFL, but after unsuccessful bouts in the pros, he returned to the collegiate level with the Bruins this past offseason.

His memories of Pac-12 football brought him right back.

“I love the league,” Kelly said. “…

Everybody has a shot when you look at it. If you’re not ready to play every single week in the Pac-12 then you’ve got a shot at getting knocked off.”

That’s what could happen in November between Oregon and UCLA. But, the one thing the Ducks have on their side is the

crowd. Even though he’s familiar with the atmosphere at Autzen Stadium, it won’t be easy for his Bruins to battle the crowd noise.

“I know how difficult it is for opposing teams to go in there and win because that fanbase is unbelievable,” Kelly said.

“Even though it’s not the biggest stadium in college football, it’s the loudest stadium in college football. It’s going to be a difficult task.”

The chance to play against Kelly will be a unique experience for Eugene native and starting Oregon quarterback Justin Herbert, who would have dreamed to play for Kelly during his childhood as a Ducks fan.

“I grew up kind of in the Chip Kelly era,” Herbert said. “It’s definitely going to be interesting to see. I wish him nothing but the best to him at UCLA.”

HOLLYWOOD, Calif. — Oregon quarterback Justin Herbert never expected to be on Heisman Trophy watchlists. He never expected NFL scouts to be licking their lips at the chance of picking the local kid with the big head of hair and boyish smile in the NFL Draft. He never expected to be the starting quarterback for his local Oregon Ducks.

This wasn’t the plan.

“It’s something that I never imagined,” Herbert said. “I came into Oregon, and was excited to maybe play a down or two my junior or senior year. I was really just excited to be there.”

Despite missing five games during his sophomore season due to a broken collarbone, Herbert threw for 1,983 yards with 15 touchdowns to become the fastest Duck quarterback to reach 3,000 career passing yards.

“You find out how much football means to you, watching on the sideline,” Herbert said. “It wasn’t easy. I took a lot of the blame and I felt pretty bad for a long time.”

But now, Herbert is rolling again after finishing out last season last with a 38-28 loss in the Las Vegas Bowl to Boise State.

“I am sure it’s been on everyone’s mind like it’s been on my mind the past seven months,” Herbert said. “I am just excited to get back out there week one, and get back to playing.”

Last year at Media Day, Willie Taggart said Herbert added muscle over the offseason.

This year, the big change for Herbert is his leadership.

“He now is becoming a field general,” head coach Mario Cristobal said. “I think he was a quarterback last year, and now he’s becoming a field general.”

Herbert’s first game back from injury last year was at home against Arizona. He and the Ducks beat the Wildcats 48-28, with Herbert going 14-for-21 for 235 yards and one touchdown. On the other side of the ball for Arizona was Colin Schooler, who named Herbert when he was asked who he thought is the best quarterback in the Pac-12 other than Arizona’s Khalil Tate.

The confidence shown in Herbert is partly why he’s now considered a Heisman contender. Unlike some past Heisman-winning quarterbacks, Herbert is a reserved person and tends to stay quiet. Herbert’s much more like the first Heisman-winning quarterback from Oregon: Marcus Mariota.

Mariota comes into Eugene from time to time to check in on Herbert and give him pointers.

“I still have to pinch myself,” Herbert said. “A couple years ago I would read all the articles about Marcus and all those guys … It’s funny how things work out.”

Now, Herbert doesn’t read too many stories about the Oregon football team. In fact, he tries to avoid any of the Heisman hype, having deleted his Twitter account after getting to the university.

“It’s an honor for sure, but I try not to let it take too much from the team,” Herbert said. “I kinda think about those guys and they deserve my best, just like I expect the best from them.

[I] just try and make it all about the team.”

LOMBARDI HOPES TO CEMENT OREGON’S PLACE AS PERENNIAL TITLE CONTENDER

It will be hard to fill the void left by former Oregon softball head coach Mike White, but new-hire Melyssa Lombardi has a pedigree that might propel the Ducks into the national championship.

During her 21 years as Oklahoma’s pitching coach, Lombardi coached two USA softball pitchers-of-the-year and four national championship teams. She knows what it takes to win.

“The most important thing is to win and that [the pitchers] find a way to pick each other up,” Lombardi said. “If I have someone starting and they’re struggling a little bit, that the other one comes in and says ‘I got you. No problem. I’m going to get this done for you. I’m going to get this done for our team.’”

Lombardi’s first job will be to get the pitchers to buy into her distribution of innings, based on who she feels can win each inning for her team. Although she is inheriting three true aces in Megan Kleist (21-7 and a 1.32 ERA), Miranda Elish (25-2

and a 1.20 ERA) and Maggie Balint (7-1 and a 2.11 ERA), it shouldn’t be a problem to get them to buy in.

“You think of softball, what do you think of? You think of pitching,” Lombardi said.

“To have three number ones, you can go a long way with three number ones.”

Although all three pitchers have excelled mostly as starters in their careers, they do have some experience out of the bullpen. Balint has the most career relief appearances with 22, while having the same number reliefs as Elish last season with eight. Kleist has 16 in her career.

“One thing I want them to understand right from the start is don’t get caught up in numbers and innings and all that, get caught up in ‘What do we need from you in order to win the game?’” Lombardi said. “So if somebody starts and I need another to come in and close, and maybe get one out.

That one out is just as huge as the 6 and 2/3 innings that the other one threw.”

Lombardi is familiar with dominant staffs.

At Oklahoma, she coached one of the best of all time, winning national championships in 2016 and 2017. In 2018, starting pitchers Paige Parker (31-3 with a 0.82 ERA) and Mariah Lopez (14-0 with a 1.56 ERA) and relief-ace Paige Lowary (10-2 with a 1.09 ERA) helped Oklahoma lead the NCAA with a 1.12 ERA. “I think that’s really important that we brought in somebody who’s really good with pitching, catching, knowing the game and just having a résumé like she has,” Kleist said. “That way it keeps girls not only for this year, but years on.”

Although it will be hard at first to move on from the Mike White era, Lombardi seems to be the right coach to not only carry on that legacy, but further it.

“I think to get to Oklahoma City, you’ve got to have great athletes and they’ve got to be able to work together and understand the season,” Lombardi said. “To me, usually the last team that’s standing is the team that really knows how to be mentally tough.”
