History

Early Belleville Arriving from Canada in 1842, John Frederick and family settled near Madison. In 1845, he located an ideal “mill site” on the Sugar River in Montrose Township, acquired 240 acres including “water rights,” and built a dam and saw mill. A hamlet in section 34 began to develop around the mill and prompted “Yankee” settlement with a hotel/tavern, blacksmith, harness maker and general store. Early land abstracts show that Daniel Webster, noted eastern orator and land speculator, invested in a significant number of village parcels. In 1847 an octagon-shaped school was erected followed by the formation of Baptist, Methodist and Presbyterian congregations. In 1851 the village was platted and named for Frederick’s native place, Belleville, Canada West. A post office was established in 1852. In the 1850s and 60s Swiss, Irish and French groups acquired adjacent farm lands. The 1870s and 80s brought new growth with a library (one of the earliest in the state), opera house and railroad. By 1900, a fire department, high school and the Ladies Utopian Band were part of this flourishing village.

Library Park The 1851 surveyed plat of the village designated this square as “public ground.” Before the days of pioneer settlement an early Indian trail crossed this parcel, leading from a Winnebago camp in Green County to another camp near Lake Waubesa. Originally this square was used for picnicking and occasional grazing of residential milk cows. In 1887, a “tent city” was erected here for laborers working on the new railroad. After village incorporation in 1892, a two-story brick building was built in 1894 for use as a village hall and library on second floor, and fire house and jail on ground floor. The village constable allowed “hobos” to spend the night in the jail portion of the building. Bands of gypsies also camped on the grounds according to early newspaper accounts. By 1915, a bandstand and fountain were added to the grounds. Park events included holiday celebrations, fairs, political rallies, concerts and free summer movies. Village offices and the fire house were relocated in 1923. The library remained until 1978. The first floor was renovated into a meeting room and museum. The building and park grounds were placed on the National Register of Historic Places in 1981.

Railroad & Stewart Tunnel
In 1886, the Chicago, Madison, and Northern Railroad (later Illinois Central) started to construct a route between Madison via Freeport, Illinois. This new line would allow western business expansion into Wisconsin. Grading between these cities was nearly complete by late 1887, except for the largest project on the company’s line, the tunnel. Located between Monticello and three miles south of Belleville, a tunnel was to be cut through a blue limestone ridge in Exeter’s section 20. The tunnel was started in late 1886, with construction crews working on each end. Hand and compressed air drills were used to make holes in the rock for explosive charges. Many local farmers were part of the crews that worked day and night shifts. During construction, contractor James Stewart was killed in a buggy accident while following the surveyed route. The tunnel was named Stewart Tunnel in his honor. On December 1, 1887, the two headings came together. The tunnel was 930 feet long and constructed on a curve. In February 1888, the first train made its run from Freeport to Madison. 1888 also saw work started on Belleville’s prairie-style depot. Two passenger trains along with local and through freight trains carrying grain, livestock and other freight became daily occurrences. Occasional freights continued until 1997, when the state DNR converted the former rail line into a bike trail. Today, Stewart Tunnel is a highlight of the Badger State Trail. Make sure you bring a flashlight!

Belleville Fire Department
The Belleville Police Department was established in 1953. Officers participate in various training programs during the year.
The Belleville Fire Department was established in 1912. The Fire District includes the Village of Belleville, townships of Montrose and Exeter, and small parts of the townships of Brooklyn and Oregon. Currently there are 35 volunteer firefighters headed by a volunteer Fire Chief. The fire station, located at 33 East Main Street was originally constructed in 1961 and expanded to its current size in 1991.

The Belleville Police Department participates in county-wide drug and gang task forces, a financial crime investigator’s network, a county-wide criminal information exchange network, Safe Community Coalition, and Dane and Green County Crime Stoppers. The Department is a member of the Belleville Chamber of Commerce. The agency participates in traffic and safety initiatives, including drunk driver enforcement, underage alcohol enforcement, pedestrian safety projects, and improved child safety in school zones.

Annually the department responds to 110-120 calls including grass/brush fires, structure fires, and EMS assists. Helping keep our community safe is our number one priority.

Community Park is nestled between the northern and southern portions of the residential districts, and is nearly completely surrounded by Lake Belle View, providing a spectacular setting for all types of activities. Enjoy a quiet walk, observing wildlife or taking in breathtaking sunsets over Lake Belle View. Recent improvements have been made to the ball field, backstop fencing, and new lighting. The park hosts many family picnics, weddings and family reunions and also becomes the focus of the community each year as we celebrate our traditionrich Community Picnic weekend in August.

Blaser Park is a neighborhood park on the north side of town that features two soccer fields, a shelter, and playground equipment.
Library Park is beautiful, located in the center of town amongst large, mature history-filled oaks. It features a gazebo, fountain, and National Landmark “Old Library� building, which hosts public meetings. The park also hosts Fall Festival, a unique opportunity for the entire family to celebrate the end of the growing season.
Paoli Park
Paoli Park is located on the grounds of the Paoli Mill (circa 1864), between the historic stone mill and the peaceful Sugar River. This scenic spot is full of charm. Rent this private park for a business meeting, family gathering, wedding or any special occasion.
Green View Park, at the southeast end of the village, is a neighborhood park with a shelter and play structure.
The Shamrock Parks are great places for hiking, snowshoeing, hunting, and fishing. Located along the Sugar River, this area marks the future home of the Riverwalk, coming in November 2014.
Sugar River Park
Sugar River Park is a 14-acre parcel on the east side of town. It features two soccer fields and a small ball diamond that provide needed athletic facilities for our growing youth athletic programs. Playground equipment, a shelter, restrooms and picnic tables provide a great place for family picnics and reunions.

New Riverwalk--Coming Soon!
In summer 2014, a short trail connection between the Badger State Trail and Community Park pedestrian bridge will be built to encourage people to visit our downtown and other recreation facilities. This Community Development Authority and DNR-grant funded project will restore degraded riverfront shoreline, clean up a blighted area behind the Village’s public works building, and improve the view from the historic railroad bridge over the river (which is part of the state trail). It will also provide a safer crossing of busy state highway 69/92 to enter into the park.

Fitchburg to the Illinois Border www.badger-trail.com The Badger State Trail is part of the Ice Age Trail System and extends from Fitchburg, Wisconsin to the Illinois border. One highlight is the Stewart Railroad Tunnel (Exeter Tunnel) just south of Belleville. The tunnel is 930 feet long and a flashlight is recommended. The Village of Belleville caters to bikers and there is plentiful parking and shopping opportunities.

The elementary school houses Early Childhood, 4-Kindergarten, Kindergarten and First grade students. With low student to teacher ratio in kindergarten and first grade, our staff is able to give all children the attention they need to learn and grow at their own pace in a warm and caring environment.
As the educational home to students in grades 7 and 8, Belleville Middle School shares a campus with the high school yet is still able to provide a separate sense of identity and belonging that is key to developing adolescents. Our goal is to help all students achieve in all content areas with an emphasis in the areas of reading and math.
The alma mater to generations of graduates who have gone on to successful lives and careers, the Belleville High School is big enough to offer progressive educational programs that challenge all students and provide a smooth transition into the next stages of their lives, including advanced placement offerings. Belleville High School offers a full range of academic and athletic extracurricular opportunities, and has a long tradition including winning numerous state championships.

As early as the 1850s and 60s, Methodists in the village held services in members’ homes, and later shared a structure on Church Street with the Presbyterians and Adventists. In 1895, the congregation purchased a lot where the Grace United Methodist Church stands today on the corner of Pearl and Harrison streets, and began construction of a “church of their own.” It is shown here as it stood in 1908.

The Village of Belleville has three departments and a community-owned utility, and is a collaborative partner in shared EMS and fire districts. If you are unsure about where to direct a question or comment, feel free to give us a call at (608) 424-3341 or stop by Village Hall. You can also email us at info@villageofbelleville.com. The Board of Trustees meets the first and often third Mondays of the month at 7:00 pm at Village Hall, 24 West Main Street. The board has seven members called “trustees,” one of whom serves as Village President. All trustees are elected at large for two-year terms annually in April, on a rotating basis. Agendas are typically posted on the web site the Friday before the meeting, and are posted around the Village. Everyone is welcome to attend.
How Can I Get Involved?
The Village of Belleville is seeking residents interested in serving on village committees or Village Board or as election inspectors or volunteers. This is a great way to share your abilities and become more involved with your community.
