Osceola County in line for billions from state road program

Osceola County, FL – Osceola County leaders praised a state initiative announced Monday that will provide approximately $2.8 billion for needed transportation improvements in the County that will benefit commuters and businesses.]0

“Osceola is already on the move with $2.4 billion dollars being invested in transportation and infrastructure but this additional support from the state will advance critical transformational projects,” said Osceola County Commission Chairwoman Viviana Janer. “Connecting the Poinciana Parkway to I-4 is a significant step in creating a beltway system around the county and relieving gridlock throughout Osceola. Transportation is important to residents and our businesses. The improvements to I-4 as part of “Beyond the Ultimate” are guaranteed catalysts to a vibrant future and economic growth, while easing some of the stress commuters face daily.”

The projects that will impact Osceola and Polk for a total of $3.4 billion are:

Poinciana Parkway extension connector from C.R. 532 to S.R. 429: A new stretch of roadway will extend about four miles from the Osceola/Polk County Line Road/C.R. 532 to north of the Interstate 4 (I-4) at S.R. 429 interchange in Osceola and Polk Counties.

I-4 from ChampionsGate to Osceola Parkway to reconstruct I-4 to accommodate three general use lanes, auxiliary lanes, and two special use lanes in the eastbound and westbound directions from west of County Road 532/ChampionsGate to east of Osceola Parkway. Reconstruction of existing interchanges is also part of this project.

I-4 from U.S. Highway 27 to ChampionsGate to reconstruct I-4 to accommodate three general use lanes, auxiliary lanes, and two special use lanes in the eastbound and westbound directions from west of U.S. 27 to west of County Road (C.R.) 532 / Champions Gate.

THE OSCEOLA BOARD OF COUNTY COMMISSIONERS SEEKS VOLUNTEERS TO SERVE ON THE FOLLOWING ADVISORY BOARDS:

Affordable Housing Advisory Committee (2 Positions)—Category “Member” and “Member of the Osceola County Planning Board Commissioner” —Not less frequently than every three (3) years, the advisory committee shall review the established policies and procedures, ordinances, land development regulations, and adopted local government comprehensive plan of the appointing local government and shall recommend specific actions or initiatives to encourage of facilitate affordable housing while protecting the ability of the property to appreciate in value.

Board of Adjustment (1 Position)—At-Large—Members of the Board of Adjustment shall be knowledgeable in comprehensive planning and shall be familiar with the Osceola County Comprehensive Plan, the Osceola County Land Development Code, and other applicable regulations. Members of the Board of Adjustment serve at the pleasure of the Board of County Commissioners. The Board of Adjustment shall have the authority to grant or deny, wholly or in part, any request for a variance from the specified regulations and grant conditional use requests pursuant to the appropriate findings and further that it is not contrary to the public interest and the health, safety, comfort, convenience, and welfare of the citizens of Osceola County, or that the request conflicts with provisions of this Code. Must live in Osceola County. Typically meets the 3rd Tuesday of each month. Terms are four (4) years unless it is to fill a vacant position. Code Enforcement Board (2 Positions)—Category “Realtor”—Category “Businessperson” (current term expires 3/3/2023) The Code Enforcement Board shall be empowered to hear and adjudicate cases presented before them on matters involving codes and ordinances adopted by the Osceola County Commission. It is the intent of the Board of County Commissioners, by adopting Chapter 7 of the Osceola County Code of Ordinances, to provide an equitable, expeditious, effective, and inexpensive method of enforcing the County’s Code and Ordinances. Examples of some of the Codes the Code Board hears would be occupational license violations, building code, fire, mechanical, electrical, and plumbing codes, zoning and sign ordinance violations, and other various codes and ordinances. The Code Board is comprised of seven (7) members who shall be residents of the County and who shall be appointed by the Board of County Commission based on experience or interest in the subject jurisdiction of the Board. Pursuant to Florida Statute, the membership of the Code Board shall, whenever possible, consist of the following: Architect, Businessperson, Engineer, General Contractor, Subcontractor or Realtor. The Code Enforcement Board typically meets the third (3rd) Wednesday of every month at 3:00pm in the Board Chambers located on the fourth (4th) floor of the Administration Building. Library Advisory Board (2 Positions)—District 3, District 5—The Osceola County Library Advisory Board is a citizen’s advisory board organized primarily for the purpose of providing assistance to the Board of County Commissioners to advise them regarding various aspects of the Osceola County Library system. Requirements for Membership: The Osceola County Library Advisory Board consist of seven members. Each County Commissioner may nominate one member from his/her respective district for membership to the Advisory Board. The Board of County Commissioners shall also appoint two (2) at-large members. When practicable, one (1) of the members shall be a member of the Friends of the Library group and one (1) of the members shall be a member of the Osceola County Bar Association. An affirmative vote of a majority of the quorum of the Board of County Commissioners shall be required before a nominee is appointed. Must reside in County Commission District 3 or 5. Meetings Time and Location: The Library Advisory Board meets quarterly, usually on the first Tuesday evening in the months of March, June, September, and December. Meetings rotate between the five full-service library branches, with the meeting locations announced on the County website.

Metroplan Orlando Community Advisory Committee (1 Position)—Background and Membership: The Community Advisory Committee ensures the public has the opportunity to review and evaluate all proposed transportation plans and programs. About half the Community Advisory Committee members are appointed by local governments, and the other half by the MetroPlan Orlando Board. The committee membership includes multimodal transportation advocates, as well as representatives from under-served communities and business interests. This composition encourages diversity of many kinds, including geographic, demographic and modal. Meeting Time and Location: CAC generally meets on the fourth Wednesday of the month at 9:30 a.m. at the MetroPlan Orlando office (250 S. Orange Ave., Suite 200, Orlando, FL 32801). All meetings are open to the public and include opportunities for public comment.

Planning Commission (2 Positions)—District 2, District 3—Members of the Planning Commission act as the Local Planning Agency, a state mandated review board. Commissioners shall be knowledgeable in the field of comprehensive planning and shall be familiar with the Osceola County Comprehensive Plan, the Osceola County Land Development Code, and other applicable regulations. The Planning Commission reviews proposed land development regulations and codes as well as the Local Comprehensive Plan and makes recommendations to the Board of County Commissioners. Must reside in County Commission District 2 or District 3. Typically meets the 1st Thursday of each month. Terms are four (4) years unless it is to fill a vacant position.

SunRail Customer Advisory Committee (2 Positions)—The SunRail Customer Advisory Committee was created in 2014 to provide customers of Central Florida’s Commuter Rail Transit service with an advisory voice in all aspects of SunRail’s operation. When SunRail service opened in Osceola County in July of 2018, The Osceola County Board of County Commissioners was tasked with appointing two representatives to the 10-member committee, joining representatives from Volusia, Seminole and Orange Countries as well as the City of Orlando. Criteria for membership: Residents must live in Osceola County, ride SunRail at least three days a week during a typical week, attend a minimum of 4 public meetings annually, represent Osceola County in a professional and courteous manner, coordinate information with Osceola County as requested, adhere to all “Government in the Sunshine” laws. Meetings and Location: The SunRail Customer Advisory Committee meets every quarter, on the first Thursday of the month, at 5:00 p.m. - LYNX Central Station in downtown Orlando.
