Oh Dam! How can we help the Bay The Conowingo Dam is set about 10 miles upstream from Havre de Grace, Maryland, in the northern part of the Chesapeake Bay, linking Cecil and Harford Counties and spanning the meandering Susquehanna River. Now more than 80 years old, the dam is suffering from major sediment buildup in its reservoir, which could potentially destroy the bay’s ecological system unless a solution is found. “Addressing the sediment behind the Conowingo Dam and its impacts on the Chesapeake Bay is one of Maryland’s highest priorities,” says Bruce Michael, director of the Maryland Department of Natural Resources’s Resource Assessment Service. The dam was constructed between 1926 and 1928 by the Philadelphia Electric Company (PECO), which hired 3,800 employees to complete the project. It was built

to produce hydroelectric power, a low-cost way to provide power to rural communities in the early 20th century. In June of 1972, Hurricane Agnes dumped more than 20 inches of rainfall on the regions surrounding the Susquehanna River and caused major flooding. As a result, about 20 million tons of sediment poured through the Conowingo Dam into the bay, killing marine life such as rockfish, American shad, and oysters. After the hurricane, the dam needed major repairs. Doug Myers Originally built as a gravity dam that was held in place by its own weight, the facility was anchored into bedrock via wire tendons post-Agnes. This provided the additional support the dam needed to continue producing power. The dam currently generates 1.6 million megawatt hours of electricity annually, powering about 159,000 households and prevent-

ing an estimated 6.5 million tons of greenhouse gas emissions from entering the atmosphere each year. But even with the upgrades that have been made to the dam, sediment buildup continues to be a major concern. The Conowingo Dam can only hold 200 million pounds of sediment, and is currently at nearly 85 percent of this capacity. Sediment from construction sites, farm waste, and roadside runoff all winds up in the dam’s reservoir. An increase in catastrophic weather events over the past decade has caused the river to surge more often than it historically had been, and because there is so much sediment built up behind the dam, the sediment gets churned up and eventually pours through the dam gates into the Chesapeake Bay. Nitrogen and phosphorous from farm runoff bind to sediment particles and help feed the algae blooms that kill much of the plant and animal life in our waters. Currently, the Conowingo Dam is operated by the Susquehanna Electric Company, part of Exelon Energy Corporation of Chicago. Exelon’s current license with the Federal Energy Regulatory Commission (FERC) expires on September 1, 2014, and they are negotiating a new 46-year license that includes a sediment management plan. “The Chesapeake

Bay Foundation supports strong water-quality protection measures in the relicensing of Susquehanna dams,” says Doug Myers, Maryland Senior Scientist of the leading advocacy group the Chesapeake Bay Foundation. “It will take local efforts by all sectors and jurisdictions to address the Chesapeake’s water quality problems. When that job is done, the bay will be clean. Pointing fingers at another state or sector just delays success for everyone.”

A three-year, $1.4 million dollar study is currently being conducted by the Lower Susquehanna River Watershed Assessment. “The state, in partnership with the Army Corps of Engineers, is nearing completion of the assessment, exploring sediment management options and costs,” says Bruce Michael. “The results will provide decision makers with a framework for maintaining a healthy Bay once the watershed jurisdictions have met their nutrient and sediment load allocations. A draft report should be available for public comment during the summer of 2014.”

And they taste great. In Maryland, there are over 50 oyster farms and growers ready to provide delicious, local food choices. By supporting these local businesses you give back to the Bay.

2. Recycle oyster shell. Help oyster restoration by recycling your oyster shells. If you are serving oysters at home (and we hope you are) please bring your used shell to one of Oyster Recovery Partnership’s (ORP) public drop off facilities. They are posted at our website. For such a seemingly humble creature, oysters throughout history have held in their rugged shells the balance of life and death, love and war, passion and seduction, wealth and ruin. Chesapeake Bay oysters have provided a food source for Americans from Colonial times until today, feeding hungry families during the Great Depression, even inciting bloody battles during the Oyster Wars of the 1800s. They provided a reliable income for generations of watermen, yet later forced many off the water as overharvesting and oyster diseases devastated their once expansive populations. While rumored to have aphrodisiac qualities, oysters are mostly loved for their delicate flavors, imparting a kiss of the estuarial waters in which they are grown. Oysters have existed for millions of years, filtering our planet’s waters, providing habitat for masses of other marine species, and protecting coastlines from aggressive storms and ocean surges. As filter feeders, oysters are the “kidneys” of the Chesapeake Bay, cleaning waters by consuming algae and nitrates and sifting out silt

and sediment. One adult oyster can filter up to 50 gallons of water a day, so when oysters were plentiful the quantity of water in the Chesapeake Bay could be filtered in a matter of days; now this process takes years. At the height of the oyster production and consumption in the Bay, oyster harvests exceeded 10 million bushels a year. However, after years of overharvesting during the last century and further damage from disease, habitat loss, and poor water quality, the current population hovers at one percent of its historic peak. With that in mind, twenty years ago the Oyster Recovery Partnership (ORP), a Maryland non-profit, was commissioned as a coalition of allies dedicated to restoring the Chesapeake Bay oyster. Since 1994, the ORP has been actively working to reverse the downward trend of the oyster population by leading large-scale restoration projects to plant hundreds of millions of oysters into the Chesapeake Bay. ORP plans, promotes and implements science-based and sustainable shellfish restoration, aquaculture, wild fishery activities, and a large network

of shell recycling to protect our environment, support our economy and preserve our cultural heritage. As a result of this successful partnership, nearly 5 billion oysters have been planted on 1,600 acres of oyster reefs and 30,000 bushels of shell have been recycled to provide homes for new oysters. Years ago, oyster shell was used to make roads and mortar for homes, but oyster shell is now a vital part of the restoration process; scientists need recycled shells to raise hatchery oysters to plant on oyster reefs throughout the bay. The shells provide the best material for baby oysters to attach to as they grow. Given the importance of and shortage of shell, the organization started a Shell Recycling Alliance to help restaurants, caterers and seafood distributors from the mid-Atlantic region recycle oyster shell. ORP conducts weekly shell recycling routes to reclaim and reuse oyster shells from restaurants in Baltimore, Washington D.C., Annapolis and the Eastern Shore and the public can drop off shell at many county landfills. The program has grown from 21 restaurants in 2010 to more than 200 in 2014, becoming the largest shell recycling program in the nation. In 2013, ORP helped the State of Maryland pass legislation to incentivize shell recycling by offering a $1 tax credit to Maryland-based business and citizens for each bushel of shell recycled. To date the Shell Recycling Alliance has recycled over 30,000 bushels of oyster shell, enough for homes for 150 million oysters. ORP’s restoration impact has exponentially increased in recent

years. ORP is currently working on the largest oyster restoration project ever attempted. Restoration efforts are underway on 200 acres (goal is 370 acres) in the Harris Creek Oyster Sanctuary on Maryland’s Eastern Shore. In 2013, the University of Maryland Horn Point Laboratory Oyster Hatchery produced a record 1.2 billion native oysters (spat) in Maryland, the first time that any hatchery in the nation has produced more than one billion Eastern Oysters in a single season. Beyond sanctuary restoration, Oyster Recovery Partnership is actively assisting and promoting Maryland-based shellfish aquaculture. Farm-raised oysters are a restorative product providing consumers with a sustainable and local seafood option. ORP has training programs to support watermen in producing and raising their own oysters on leased Chesapeake Bay bottom. Ultimately however, it is citizens that have the biggest impact on improving the health of the Chesapeake Bay. We need help to restore an often overlooked but ecologically vital invertebrate: the oyster.

Martin State Airport’s New Fleet By: Olivia Schleicher After 44 years of continuous service, the Maryland State Police Aviation Command located at Martin State Airport in Middle River has upgraded their helicopter fleet. The state of Maryland purchased ten AW-139 helicopters for $126 million. The ten new helicopters will replace the current 20-year-old fleet of 11 Eurocopter 365N Dauphin helicopters. The AW-139 is currently used throughout the world in Ireland, Canada, Norway, Italy, the US Customs Border Patrol, the Los Angeles City Fire Department, and the New Jersey State Police. "The AW-139 helicopter provides state-of -the-art equipment combined with the modern safety features and improved cabin area, allowing enhanced patient clinical treatment," states Lieutenant Walter Kerr, Helicopter Operations Commander of the Maryland State Police Aviation Command. The Maryland State Police medevac program started back in March of 1970 and has since flown over 140,000 patients to one of Maryland's network of trauma and specialty care hospitals. Some of the missions that new AW-139's have taken part of is the Naval Yard Shooting in late 2013, along with the Columbia Mall shooting in January 2014. They were on "stand by" and used their protection equipment to help clear the mall after the event. They also used the hoist for a rescue at Patapsco State Park earlier this year. also has a dynamic automated flight control system which will ensure a safer and more efficient flight. How The Conowingo Dam Impacts The Chesapeake Bay

In 2014, two key events could lead to eventual improvements at the dam. The first is the conclusion of the three year study entitled the “Lower Susquehanna River Watershed Assessment”. Part of this study is the identification of sediment management strategies. These strategies could become a part of the second event. The Excelon power company, owner of the dam, has applied with the Federal Energy Regulatory Commission for re-licensing to continue to operate the power plant. State and Federal input into the process could result in Excelon’s participation in the sediment strategy.

Janet M. High October 11, 1952 - October 21, 2013

blossomed at the age of 13 when her family bought Baltimore Boating Center in 1965. Janet was an avid boater and brought her 35-year RN nursing degree to the water. She cruised the waters performing physicals for many of the boat races along the Bay. Her free spirit and commitment to her family, career and love for the water will remain with us forever.

Janet was the eldest of the five children of Jim and Doris High. Her love for the Chesapeake Bay waterfront

June 30, 1941 - November 23, 2013 Lou Markel owned and operated Markel’s Boat Yard off of North Point Creek in Edgemere. His parents, Louis and Dorothy Markel, opened the boatyard in 1941. Lou worked for the US Defense Department until 1982 when he then took over full operations of the boatyard. He was a licensed charter boat captain and had a great passion for boating and fishing.

Lou served as the Millers Island-Edgemere Business Association secretary for 10 years. His hard work ethic and love for the boating community will never be forgotten.
