In his remarks, the Chairman of the 9-man committee, who doubles as the Acting Vice Chancellor, Bola Ige University, Osogbo, Professor Oguntola Jelili Alamu, commended the state government for continuously repositioning education, most importantly, the basic education in the state. He also said the current government under the leadership of Governor Rauf Aregbesola has created a wider platform of making education more interesting, attractive and relevant to the people within the state and beyond. Professor Alamu, who pledged the committee’s commitment towards the realization of its aims and objectives, said every member of the committee would not rest on his oars at ensuring total reformation, restructure and transformation of all the state owned tertiary institutions. Professor Alamu, who bemoaned over what he regarded as poor orientation of parents, identified examination fraud, as one of the

This has predictably resulted in the drastic drop in the allocations to the states from the domineering centre in Nigeria’s skewed and lopsided federalism. Let us recall that Aregbesola was the first governor to draw the attention of the world to the drifting state of the economy under Jonathan. This far sighted forewarning took place at a time when the immediate past minister of finance under Jonathan Ngozi Okonjo Iweala was busy feeding Nigerians with lies about the state of the economy. The dire consequences of the high level financial mismanagement that took place under Jonathan is what we are witnessesing now across the nation. The state of Osun is not the only one affected or in fiscal difficulties.
Those blaming Aregbe would have had a point if the federal allocation had remained the same. It has demonstrably not! Indeed it would have been worse if Aregbe had not taken some pro-active decisions. For example, as soon as he was sworn in Aregbe realised that to make a difference he had to redirect funds from humongous and suffocating recurrent expenditure into capital votes. This strategy is straight out of the manual of Chief Obafemi Awolowo whose imaginative administration transformed the political economy of the Western region positively and irreversibly. During Awo’s trend setting tenure at no time was recurrent expenditure above 28 per cent. If we seek to know the efficacy of the intervention of Aregbe we should look around Osun State. The transformation of the physical and social landscape is
breathtaking. The solid foundation for positive sustainable economic and social development has been laid. There is still a lot to be done and concluded in a very difficult climate. It will be done. For Aregbe has the indomitable courage and the tenacity of purpose to continue to punch above his weight and reach. For when the going gets tough the tough get going. There can however be no gain without pain. As the state streamlines its processes everyone will have to contribute in order to protect and indeed extend the gains made so far under Aregbe. All of us must support the efforts of the state government by paying our taxes. This is fundamental at a time of declining statutory allocations from the centre. Such an effort confirms the age old aphorism - that heaven helps those who help themselves.

The Timely Masterstrokes Are Within the space of the past one week, lots have happened in the Education SubSector of the State of Osun, such that if our attention had not been focused to the sub-sector before, events would have switched it in that direction automatically. Apart from the reforms that stormed the local government system of the state, the public school system, the institutions of higher learning in particular, witnessed massive revolution, especially in the area of rebranding. In this edition, NIYI OLASINDE changes direction in the documentary analysis of revolutions in the sub-sector, as he concentrates efforts on the most recent waves of change witnessed; alongside the promises the reforms hold for the state and its forward march educationally.

URING the just-concluded week, superlative waves of change which hold strong promise of charting the course of development and progress for the state and its people (generations yet unborn inclusive), stormed the State of Osun. The waves of change, like any other kind of tsunami, attracted to itself; and was greeted with diverse thick and shades of reactions (mostly uncomplimentary) from residents, indigenes and others outside the state alike. It is noteworthy how in this part of the globe, any step, programme or policy action of government is greeted with resistance, recalcitrance and pessimism; as people are often held spell-bound to loyalty to the past, to the extent that the stark reality of change fills them with nausea, much so that they feel that anything that represents change could not have come to stay. We shall have to trace the antecedents of this fact as far as the State of Osun is concerned. When, following the justice delivered through the judgment of the courageous judges of the Federal Court of Appeal, Ibadan, Oyo State on Friday, November 26, 2010, Governor RaufAregbesola of the defunct Action Congress of Nigeria (ACN) became the governor of the state, the development was greeted with lots of pessimism by a considerable cross-section of residents who believed that even though administrations may go and come, administrators, and politicians in particular, remain the same. In other words, they believed that any reform or change packaged or promised by the nascent administration was just an enticement or a product of sugar-coated mouth, reeled out in the heat of passion. To some, the entire package of [promises rolled out by Aregbesola and his political party during the election and electioneering campaign of 2007 was an effort made on the spur of the moment; and as such they saw the renewed promises of 2010 as promises borne of euphoria of eventual victory. Upon his coming on board of governance of the State of Osun on Saturday, November 27, 2010, many people viewed the new administration of OgbeniAregbesola as just one of those administrations already experienced here or

elsewhere, with lots of sweet promises at the outset but never fulfilling much of the promises. To some, most of the promises were mere delusions. Some felt that the promises were too sweet or too good to be real! Let us take for instance the State of Osun Youth Empowerment Scheme (OYES). Many people viewed the programmeas an utter impossibility; asking where twenty thousand unemployed youths could be fixed up within the economy of the state. The fact of the matter is that the conviction of many concerning the State of Osun, traditionally is that it is a civil service state. In view of this, any talk pertaining employment prospects or opportunities had the tendency to be viewed against the spectrum of civil service engagement. ne of the first surprises with which the administration of OgbeniAregbesola demonstrated and asserted itself as a “Government Unusual” in actuality was the manner in which the first batch of twenty thousand (20,000) youths was recruited and absorbed, with as much as a monthly sum of TwoHundred Million Naira (N 200 Million) injected into the economy of the state. During the first quarter of year 2011, precisely in the month of February that year, the administration opened a new chapter in translating its lofty promises into achievable action. That was done in the Education Sub-Sector. Needless to say, education is one of the most veritable and vital sectors of life of a people. The State of Osun can never be an exemption. During the contest for the space and reins of governance of the state in years preceding the 2007 Gubernatorial Elections, Engineer RaufAregbesola endeared himself, his party and his candidature to a large chunk of the people, the electorate in particular, through his laudable programmes and policies contained in a blueprint, tagged: “My Pact With the People of Osun State”. If for the purpose of reminder, it becomes pertinent once again to make reference to the contents of the pact, as contained in the document. This will help in substantiating the claims we are going to make concerning bold steps taken by the administration, virtually in all sectors and sub-sectors; especially, in the Education SubSector.

Before taking recourse to the programmes and policies of the Government Unusual packaged into the blueprint tagged My Pact With the People of Osun State; and before we beam our searchlight once again on the giant strides made by the administration so far, OSUN DEFENDER Magazine feels high sense of obligation in reporting the most recent of the strides. During the combined convocation ceremony for the graduates of the Osun State University (UNIOSUN) for the 2013 / 2014 and the 2014 / 2015 acdemic sessions, held during the just concluded week, at which a total of about fiftyone (51) students of the institution graduated with First Class Honoursthe Visitor to the institution, OgbeniRaufAdegbesola announced certain monumental changes that were to change a lot of things concerning the landscape of higher education in the state forthwith. ccording to the changes as announced by the governor, the Osun State University (UNIOSUN) was henceforth to be known as Bola Ige University, Osogbo, being named after one of the most illustrious sons of the state; unarguably a founding father of the state, former governor of the old Oyo State (1979 to 1983) and former Attorney-General and Minister of Justice of the Federal Republic of Nigeria, Chief James AjibolaIge, who was assassinated by yet-to-beidentified killers on December 22, 2001. The colleges of the institution, located across the state were equally named after some illustrious sons of the state (living or dead), as follows: The College of Social Sciences at Okuku was named after the immediate past governor of the state, under whose administration the university was founded about ten years ago, Prince OlagunsoyeOyinlola. Therefore, the Okuku Campus of the institution is now to be called OlagunsoyeOyinlola Campus. The College of Agriculture at Ejigbo was named after the first civilian governor of the state and a serving senator of the Federal Republic, representing Osun West Senatorial District, AlhajiIsiakaAdetunjiAdeleke; hence, the Ejigbo Campus of the University is now to be called IsiakaAdeleke Campus.

n furtherance of the rechristening, the Ifetedo College of Law of the institution is now to be called KayodeEso Campus, being named after late Justice KayodeEso, a top legal luminary of his time and an indigene of the state. The IpetuIjesa College of Education of UNIOSUN now bears Hezekiah Oluwasanmi Campus, named after the late Professor Hezekiah Oluwsasanmi, pioneering Vice-Chancellor of the University of Ife (now Obafemi Awolowo University, Ile-Ife). The College of Arts and Humanities of the institution situated at Ikire now answers as EniolaAtanda Campus. Also in the line of change, the institution hitherto called Osun State College of Technology (OSCOTECH), Esa-Oke, has been changed to BisiAkande College of Technology, EsaOke. This institution, one of the four first generation state-owned institutions of higher learning in the state is being named after Chief AbdulkareemAdebisiAkande, the second civilian governor of the state (2000 to 2003), the former National Chairman of the All Progressives Congress (APC) and National Leader of the Party. The state-owned polytechnic at Iree, hitherto known as Osun State Polytechnic (OSPOLY), Iree now bears Sunday Michael Afolabi Polytechnic, Iree. It has been named to immortalize the life and memories of former Deputy Governor of the old Oyo State and former Minister of Internal Affairs, Chief Sunday Michael Afolabi, who died on May 10, 2004. The two state-owned colleges of education also witnessed rechristening. The Osun State College of Education (OSCOED), Ilesa is now Lawrence Omole College of Education, Ilesa; while the Osun State College of Education (OSC OED), Ila-Orangun now becomes AdeyemiOyedotun College of Education, Ila-Orangun. This is as far as the rechristening went. For the meantime, we turn to recapture the election promises of the enigma, RaufAregbesola as contained in his pact with the people of the state. An integral part of the pact was the Six-Point Integral Action Plan, epitomizing the entire package of goodies which the man, Aregbesola had in stock for the people of his indigenous state.

We shall: · Develop State of Osun tourism potentials to its fullest to promote employment and wealth among people of the State of Osun. · Encourage development of Yoruba museum and world heritage centre at Ile-Ife. · Encourage programmes that nurture and promote arts and talent. · Enhance the image of traditional rulers and institutions. · Mobilize our traditional rulers to showcase the state’s tourism potentials to Yorubas in the diaspora (e.g. Brazil, Cuba and West Indies). ROADS Vision: Roads to and in all towns and villages in Osun. Road construction and maintenance shall be used to generate employment for the indigenes of the State of Osun. · Community based road maintenance units will be established to ensure timely repairs and deduce overall maintenance costs. · Development and regular maintenance of urban and rural roads to get top priority. · Access roads to evacuate agricultural produce shall be constantly improved and expanded. · Create partnerships with the private sector on road development and provision of infrastructure. State of Osun is of great concern to us. We shall: · Reduce to the barest minimum, road traffic accident within 6 months on all roads starting with Federal roads. · Create a motorized division of the Osun troopers to patrol roads to prevent accidents on the highways and organize rescue and recovery operations. INNOVATION urope, Japan, Korea, Malaysia and now China have made life for their people permanently comfortable through innovation, research and development, thrift and hardwork. We Africans especially the people of the State of Osun are thrifty (a ki se oninakuna) and hardworking (atiagbe at oniseowo lo kaimelesiaidanile Yoruba) but we have been backward in looking forward. We have not been innovative enough, we have not invested enough in research and we have not developed the fruits of innovation and research. In other words we remain backward, poor, unscientific and losers (eniigbehin) among the family of nations. It is a matter of concern that our leaders do not car or worry enough about these issues. I care and I’m deeply concerned. he uniqueness of the State of Osun came to
the fore once again recently, when the governor came up with some far-reaching decisions of his executive council; which no doubt will send signals to the whole world that indeed, there is in place a government unusual that other states have as reference point in the Federal Republic of Nigeria. Many will wonder however that such and such steps were considered at such a time like this. Indeed, no one is left in doubt about the reality that the state is going through the most difficult period in her almost twenty five years of existence. It is noteworthy all the same that the governor and some of his close aides have come up with some explanations that are worth some consideration. It is no longer a secret that our State of Osun today earns the lowest disposable income among all the states of the federation. Some belt-tightening measures are therefore required to be put in place if Osun must survive as an autonomous unit. One effect that is likely to reflect immediately is the ability to downsize recurrent expenditure at the local government level. The reporting system being put in place now is capable of rejigging the operations of that level of government to revolutionize income generation that will not only make Osun more sustainable; it will put those saddled with the task of administration to be more inwardlooking, so as to be self-reliant as the tier of government nearest to the grassroots. Two weeks in succession, the governor, State of Osun, Ogbeni Rauf Aregbesola, made some landmark reforms that will remain reference points for a long time to come. Apart from the newness of the reforms, the fact that some of the reforms will be capable of assuaging some long-standing grievances is enough to be applauded. Like every change however, some believe that respite is still far-fetched in the political landscape of the state. It is however generally believed that some of the steps will stem financial recklessness that has constituted a serious cog in the wheel of progress in the state over a long period of time. The renaming of the erstwhile UNIOSUN campuses put paid to long-standing conjecture that the governor intended to cancel some of the campuses and merge some others. As it stands today, UNIOSUN is now known as Bola Ige University, Osogbo. Okuku campus of the university is now named after the immediate past governor of the state, Prince Olagunsoye Oyinlola. The College of law in Ifetedo is named after late Justice Kayode Esho; the first Executive Governor of Osun, Senator Isiaka Adetunji Adeleke has the Ejigbo campus named after him; Ipetu-Ijesa campus has been named after Hezekiah Oluwasanmi; while the college of humanity situated in Ikire is named after Eniola Atanda. the interest in rural habitation by building state of the art teachers’ quarters in the rural areas all over the state. Many civil servants till date attest to the fact that it was during Bisi Akande’s era that most of them have personal roofs upon their own heads; while the artisans also lent credence to Bisi Akande’s era as the time their daily wages increased remarkably. It is therefore a good step to have had a state-owned institution named after him. Considering the role played by late S.M. Afolabi in the establishment of the State Polytechnic, Iree, it is not out of place to have the institution named after him. Although, many have argued that the man in his lifetime did not represent the state well at the national level. The fact that he didn’t belong to the same party with Aregbesola pointed to certain reasons beyond our understanding before considering him for the honour. By and large, he played active roles in transforming Osun to a state that was then active in national politics. enator Adetunji Adeleke, the first Executive Governor of Osun State changed the political equation of the state. The notable role played by his father in Yoruba politics notwithstanding, Senator Adeleke took everyone by surprise, when he forced his much-touted superior to capitulate. He has since remained relevant in the political arrangement in the state. The fact that he has given hope to many in place of hopelessness and despondency makes him eminently qualified for the honour done him. We cannot wish away the positive roles played by Chief Lawrence Omole in the business world to project the image of the state in good light. Decades after his demise, he still remains a reference point till date. Late Kayode Eso remains an enigma in the grave. He made his impact felt beyond the shores of Africa, while alive as incorruptible Judge and peacemaker. The renaming of the law college would therefore not have been more appropriate. Adeyemi Oyedotun and Eniola Atanda may not be known to many; their silent contributions to human development also qualified them for the honours. In summary, the fact that some of these people are being honoured while still alive makes the exercise a unique one. We should not always wait until people die before we think of honouring them. Again, the governor has demonstrated a uniquely exemplary human trait by not thinking about himself. There is virtually nothing else to rename; leaving Ogbeni Aregbesola at the mercy of any future leader to also built a monument, which Aregbesola can be immortalized with. If this spirit can be exhibited by everyone, Nigeria will be a better place to inhabit.

Afolabi, a native of Iree in his lifetime, who has the State Polytechnic in Iree named after him; Chief Bisi Akande, Ila-Orangunborn governor of the state between 1999 and 2001 and also the first National Chairman of the ruling-All Progressives Congress, has his name attached with the State College of Technology, Esa-Oke; the State College of Education, Ilesa is now named after Lawrence Omole from Ilesa, while its counterpart in IlaOrangun is now known as Adeyemi Oyedotun College of Education. Another sweeping change was the redeployment of civil servants from Grade Level 15 and above to the core ministries, while managers on Grade level 14 have been appointed to head the local council areas and the local council development areas on temporary basis. The wage bill of all the redeployed officers from the local government may therefore
become the responsibility of the state government on the long run. Another additional advantage is the art of administration that the new helms people will be exposed to; being the first time they will operate at that highest level of governance. It is also hoped that the redeployment of officers to their new places of engagement will not cause any unhealthy rivalry with those already in place. ooking at the personalities considered schools’ rechristening, we will all agree that all these people have made their marks in fields of human endeavour. Chief Bisi Akande distinguished himself as a visionary leader that brought innovation into governance. He proved to be well scholarly rooted in the philosophy of the sage, Obafemi Awolowo (of blessed memory), who was adjudged one of the best administrators of African descent. Chief Akande conceptualized and built what is today considered as the best state secretariat in the whole country. He equally initiated
