Why Osun PDP Approached Tribunal On Gov Poll •It Is Necessary To Keep Our Members Intact And Give Them Hope - PDP By KAZEEM MOHAMMED
F
RESH facts have emerged on the basic reason why the Peoples Democratic Party (PDP) and its candidate in the August 9 governorship election in the State of Osun, Senator Iyiola Omisore, approached the state Governorship Election Petition Tribunal for the nullification of the election result. The incumbent governor A reliable source within the PDP leadership in the state and the All Progressives revealed that the petition Congress (APC) candidate filed before the tribunal was at the election, Ogbeni Rauf defeated aimed at ensuring that Aregbesola, members do not leave the Omisore with 387,257 votes party, having lost the to 285,925 votes, as the former won in 22 local election.
government council areas, while the latter won in only eight council areas. It was gathered that at the post-election meeting of the PDP leaders, there was a division, as some of the party leaders suggested that they should approach the tribunal for redress, while some countered the suggestion on the basis that there was no justification for it. One of the party leaders at the meeting reportedly conceded that Aregbesola
defeated their candidate gallantly and there was no reason to go to court because there would be no evidence to back such case up. He suggested that instead of wasting time in the court, the party should go back to the drawing board to prepare for 2015 general elections, and plan on how it would have a certain percentage of PDP members in the House of Assembly that would be frustrating Aregbesola.
Another party leader however, disagreed and said that if something urgent was not done to boost the morale of members, the party might lose a very large percentage of its members, especially to the APC. He reportedly said: “Don’t forget that we have assured our followers that we would win this election by all means and if something urgent is not done, nobody would believe us again. “There is nothing wrong in going to court, even if we don’t have a case, at least, to tie our members down by giving them hope that something is in the offing”,
he said. At the end, it was unanimously agreed that the party and its candidate should file a petition before the tribunal against the election to tie the members down. It was also agreed that the leadership of the party should go further by finding ways of compromising some staff of the Independent National Electoral Commission (INEC) who are in charge of the election materials used for the election. This officials would assist them to void some of the votes of APC and add more to the PDP, with a view to misleading the tribunal to arrrive at a decision that would favour the PDP.

How Ex-APC Leader Was Cajoled To Join PDP By KAZEEM MOHAMMED
F
RESH fact have now emerged on how a former leader of All Progressives Congress (APC) and strong supporter of Governor Rauf Aregbesola in Ikire Federal Constituency was deceived to join the Peoples Democratic Party (PDP) ahead of the August 9 governorship election, with a promise that he would be appointed a Military Administrator should there be any necesity for President Goodluck Jonathan to declare a state of emergency in the state. It was gathered that when the compensate him with a former APC leader was being senatorial ticket under the wooed by the PDP platform of the PDP. The retired colonel was governorship candidate, Senator Iyiola Omisore, he was made to understand that his convinced that nothing would defection or otherwise would change the victory, as all not change the original plan of arrangements had been the Presidency to take over the concluded to take over the state state for the PDP, but it was only aimed at creating an from Aregbesola by all means. In case his fraudulent force the party leaders to declaration as winner of the poll
failed as expected, the PDP candidate allegedly boasted that he would use his influence to mandate President Goodluck Jonathan to declare a state of emergency, as all arrangements to that effect had been concluded. Once the emergency rule is declared, he also allegedly boasted that he would use his influence to arm-twist the president into appointing the retired colonel as the Military Administrator, who according to him, would rule the state for a minimum of six months. This plot, the retired colonel was convinced, would eventually guarantee the success of Omisore’s governorship ambition. It was gathered that the retired colonel was so convinced that he could not resist the offer, as he immediately started preparing
ground for his defection to the PDP and eventually joined the party few weeks to the August 9, 2014 election. Subsequently, all the billboards he had earlier erected to support Aregbesola started changing faces, as the retired colonel directed that they should be repainted to support Omisore. It would be recalled that it was reported in some of the previous editions of this medium that the PDP leader, having realized that they could not win the poll, plotted to cause mayhem in the state, with a view to prompting a declaration of state of emergency. This, according to the reported plan, would mandate the President to appoint a Military Administrator, who would be in the saddle when the election is eventually conducted to guarantee victory for the PDP.

Election Petition: Omisore, PDP ‘ll Shoot Themselves In The Leg - Lawyer By ISMAEEL UTHMAN
A
legal practitioner, Mr Biodun Olaide, has said that the Peoples Democratic Party (PDP) and its governorship candidate in the August 9, 2014 governorship election in the state, Senator Iyiola Omisore, would end up shooting themselves in the leg on their petition against the declaration of Governor Rauf Aregbesola by the Independent National Electoral Commission (INEC) as the winner of the election. Olaide, who spoke with “Though, the PDP and OSUN DEFENDER in a Omisore are exercising their telephone interview on constitutional rights of Monday said Omisore and appeal, but they have no his party do not have any good case at hand and they genuine ground to protest would end up exposing their the results of the own atrocities they gubernatorial election, committed during the which was widely-adjudged election,” Olaide declared. free and fair. According to Olaide, the
PDP and Omisore know that they have a bad case but they believe they could influence and compromise the judiciary and some staff of the Independent National Electoral Commission (INEC) to do some illicit things. Olaide said: “PDP are evilminded. They do not have a credible case but they believe they could make unthinkable things to happen. If you see the kind of lawyers they have engaged for the petition, you would know that they themselves know that approaching the election
petition tribunal to challenge Aregbesola’s victory is a waste of time. “Some of their witnesses have decamped to the All Progressives Congress (APC). The PDP State Legal Adviser, Prince Abidoye Bolarinwa, who was the party agent for the PDP in Boripe Local Government Council Area during the election, has joined the APC. Some of the PDP witnesses would still come because they know that nothing would come out of the tribunal’s Nazareth. “What the PDP plans to do by approaching the
tribunal is to compromise the judiciary and INEC. The PDP may want to compromise INEC officials to falsify some of the ballot papers used for the election for the tribunal to cancel the election. “The PDP had done that when Wole Oke challenged the result of the National Assembly election for House of Representatives in 2011. Oke challenged the victory of Nathaniel Agunbiade, who won the election. The PDP compromised INEC staff and they falsified some ballot papers. The tribunal however, discovered that the falsified ballot papers
were different from those used for the election. “The PDP may still want to do that for this tribunal. In fact, that is their plan, but we would give them close watch. Governor Rauf Aregbesola has also warned INEC not to tamper with the election materials used for the governorship election. I also warned INEC not to compromise, as the tribunal activities go on.” Olaide maintained that the results of the governorship election reflected the feelings of the people, adding that no Jupiter would upturn Aregbesola’s victory on the election.

Osun and 2015: The game changer Continued from pg1
Overwhelming presence The overwhelming presence of security men in the state in the days ahead of the poll did not impede the electorate from exercising their will on who governs them. That indeed, is a reassuring sign for many Nigerians and the international community that the 2015 election could be a free and fair election. Indeed, ahead of the polls last weekend, the APC and its flag bearer, Aregbesola, had in the face of the strong presence of security men around the state betrayed clear signs of unease. The APC’s national spokesman, Alhaji Lai Mohammed in statements painted the impression of the determination of the presidency to rig the election in a clear determination to reshape the political configuration of the Southwest ahead of the decisive 2015 election. Such panic caused the opposition party to summon all its elected office holders and political appointees from across the country to show presence in Osun State from last Tuesday as a way of boosting the morale of its supporters in that state. The PDP’s candidate was also lifted by the presence of strong detachment of the security forces whose presence helped to suppress whatever advantages the incumbency factor would have given to Aregbesola. Omisore also had his friends from the Senate including Senators Enyininnya Abaribe, Ehigie Uzamere and some others to lift his heart. But the most decisive factors were the
voters on ground who at the end of voting on Saturday showed their preference for the incumbent. The outcome was, however, not a rout as the Aregbesola camp had predicted it would be without rigging. That underscored the agitation among some PDP loyalists who had sought for an alternative candidate. Omisore, a former deputy governor of Osun State had before this election been on the winning side of all the gubernatorial elections conducted in Osun State. He was deputy governor to Chief Bisi Akande, strongly supported the immediate past governor, Prince Olagunsoye Oyinlola in 2003 and 2007, but, however, came short in delivering himself into an office he had in the past helped others to enter. Though a very lively man with sound education, the factors against Omisore were mostly fanned by perceptions about him arising from his trial for the murder of Chief Bola Ige, a former attorney general of the federation. Omisore who was acquitted of complicity in that murder, however, did little to clear that perception. Besides, his political foes helped to fan the negative perception about him. Oyinlola, the immediate past governor of the state who himself had a grudge against the PDP rubbed in the Ige wound on the people when he questioned why President Jonathan had surrounded himself with all those who were questioned over the murder of Ige. “The candidate of the PDP was arrested for killing Ige. He was arrested and detained. “The national secretary of the [PDP], Professor Wale Oladipo, was also detained in connection with the killing. The Minister of Police Affairs, Jelili Adesiyan, was also detained. “The chairman of the party in this state, Ayobami Olaoluwa, was also arrested. So, why
is everyone who was in detention given appointment or put in a position of authority? We need to ask the government,” Oyinlola said. Great minus Linking anyone or party with the death of Ige was a great minus especially given the adoration that Ige continues to draw from most parts of the state. The election was also an opportunity for political enemies in the Southwest to hit at him. Tinubu had by every indication mounted the platform of political leadership of the Southwest with the dominance of his party in five of the six Southwest states. After the loss of Ekiti, his political empire was trimmed to four states and the prospect of losing Osun, had in the last weeks of the campaign become an exciting lure for Tinubu bashers in the region. Internal dissent It was especially so, given that Aregbesola was generally considered the closest of the APC governors to Tinubu. The internal dissent to Tinubu in the Southwest was especially fanned by vestiges of Afenifere, the socio-political organization through which Tinubu, himself emerged as governor of Lagos State in 1999. But the former governor’s alleged role in splintering Afenifere after his emergence as governor helped to create animosity that today irks many Yoruba leaders. Even though many Afenifere leaders did not come out openly to antagonise Tinubu and Aregbesola ahead of the election, some of them were enthusiastically waiting to celebrate the downfall of the APC in Osun. Celebrating the downfall APC leaders who learnt from their laxity in Ekiti were well prepared for Osun and went out of the way to woo known and unknown enemies. PDP on the other hand did not help its candidate with the clear animosity towards rebels in the party. The treatment of Oyinlola and another former

Y choice of your medium for airing these opinions of mine is hinged on your progressive stance, evidenced in your view on issues of societal significance. I trust that whatever view I communicate shall be accorded a space in your highly reputable and widely-read newspaper. Permit me a little time and space to comment briefly on your auspicious role played in making frantic efforts at correcting the numerous and multifarious ills, odds and malaise plaguing our existence and collectivity. I urge you to forge ahead in your role aimed at bettering the lots of the society and its residents; most especially, making a better place for the upcoming generation. The patriots are solidly behind you and by the grace of God, your untiring efforts shall fruitionize in transforming the society into the enviable status of a free, just and egalitarian society of the dreams of our forebears. I wish greater grace to your elbows. The efforts of the incumbent administration at improving the status, quality and pedigree of infrastructure of the State of Osun in its entirety since its assumption of office have caught my attention. Most especially in this regard, the infrastructural rebirth ongoing within the metropolis of Osogbo, the state capital under the aegis of the State of Osun Urban Renewal Project is worthy of commendation. The project has come under serious appraisal by well-meaning
indigenes and residents as well as visitors and passers-by who spared no means to drum support and accolades for the development which have been adjudged unprecedented in the annals of the state. Prior to the creation of the State of Osun in 1991, much effort had been made to change the outlook and rating of Osogbo among its equals in Nigeria and yonder. Unfortunately, much of these efforts and attempts were either too spurious or superficial, hence, they lacked the necessary will-power to get them through, As a matter of fact, none of the efforts made so far had been as proactive
and resolute as those made by the incumbent administration. Following the demise in 1987 of our political giant, father and legend, Chief Jeremiah Oyeniyi Obafemi Awolowo, the stretch of main road entering the city from Ikirun axis at Stadium / Omo West end, through the Onisekere / Ayetoro Junction to somewhere at Boorepo / Igbonna area was named as Obafemi Awolowo Way as mark of honour to immortalize the name and legacy of the social avatar. Thank God that in spite of various bouts of socio-political storms and billows which the state has witnessed
within the space of its almost twenty-three years of existence, nothing has occurred to alter this arrangement. As far as our state capital is concerned, the sage lives on. The naming of that stretch of our major road was so effected in those days of our existence as part of the old Oyo State by the military administration of the time. This was against the backdrop that military regimes were notorious for their anti-democratic postures! As a people, we shall forever remain grateful for that right step taken in the right direction. Deserving of greater measures of gratitude is the recent development being witnessed on that entire expanse of road which is currently undergoing total reconstruction towards its Ikirun / Ila-Odo / ErinIle / Kwara State Boundary and the Old Garage / City Centre of the metropolis. The reconstruction initiative, among other things include widening of the road, its dualization, the building of elaborate street divide, defining of set-backs as statutorily appropriate and provision of street lights. Other measures include provision of well-defined drainage channels, construction of junction links and trafficfriendly U-turn points, clear markings for the road and proper and adequate provisions for pedestrians on the road. •LANRE SIYANBOLA, Oja Timi Area, Ede, State of Osun.
governor of the state, Senator Isiaka Adeleke subsequently proved to be one of the major problems for the PDP on Election Day. Though Oyinlola did not muster enough votes to win his booth, Adeleke’s grip on Ede, one of the largest towns in the state helped to firmly deliver the town to the APC. After being lured into the PDP gubernatorial contest, the former governor was allegedly forced out by what he claimed to be impediments put on his way. That was the beginning of his defection to the APC, a move the PDP would now regret not to have stopped. One APC source revealed that Adeleke was the candidate the party feared most could trouble Aregbesola. But even after he withdrew, the PDP hierarchy in the state failed to soothe him giving him room to defect. Tinubu, the APC national leader and the many presidential aspirants in the party would be very gleeful with the outcome of the polls. Yesterday, a source said Tinubu was himself very bouncy as he saw the result as a vindication against the aspiration of his internal foes in the Southwest. For the presidential aspirants, the outcome of the election gives hope that their permutations of forging a Southwest and Northern alliance against the PDP remains feasible. For President Jonathan, the permutation may have been that whatever loss of support he may have suffered in the North would be gained in the Southwest. Now, it is back to basics. The Ajagungbade Of Yorubaland over the fortunes, AS I ruminate misfortunes and wars fought by Ogbeni Rauf Adesoji Aregbesola as a politician, I surmise that I do not envy him. His political struggles, trials and triumphs truly qualify him in the mould of our late sage, Chief Obafemi Awolowo. He is also a very qualified candidate for the stool and title of Ajagungbade of Yorubaland, if various political wars he has fought and won are to be given true value. Why do I say this? I have had very scanty information regarding his antecedent career as a political office holder in Lagos State, when he was Commissioner for Works and Infrastructure, but somebody told me that Rauf would always be on his seat office till 3.00am in the morning. And God bless you if you were his visitor in the office, because it is only at this rather odd hour that he would attend to you. And I was also told he was a rallying point of political maneuvers, such that his Alimosho constituency, as well as the whole of Lagos State progressive population rely on his ideas and inputs in matters of great political import. Under Commissioner Aregbesola, Lagos roads had it so good. They were not only quantitative in terms of kilometers, but also qualitative in beauty and durability. But as a loyal party man and office holder, Ogbeni remained at the background, of course, not to outshine the ultimate boss. What a strategist. I have also heard fables of him being a major determinant of the emergence of a prominent governor in the South West. The fable adds that the Oracle himself seeks his advice in matters of importance as they concern the party and whom to put where. These fables are not surprising, as the late sage himself, whom Aregbesola has as personal hero and mentor of sorts, had fables surrounding his personality. A very well-loved politician, Chief Jeremiah Oyeniyi Obafemi Awolowo, would be “seen” inside the bright evening moon with his trade mark smile, staring at us innocent youths destined to believe any fable; we were often told by the village elders how Awo holds the keys to Nigeria’s treasure trove. If not elected, then the nation is doomed! It was only when the opportunity presented itself in 2007 for a strong contender, who could wrestle power from an incumbent with a military background that this man stood to be counted. And it was only then that most watchers got to know his state of origin. This was because he served Lagos with all his heart. Of course, not many distant observers took him serious liking him to some other “I too contested” individuals. He was underrated as a feeble framed ‘mere’ commissioner, with little means. And, of course, many saw a disadvantage in his been a ‘foreigner’ of sorts from Lagos, coming home to wrestle power from the home-boys. And in fact, this was used as a campaign toy by his opponents. Well, he won the party primary and the battle-royale began. As a candidate with activist background, Rauf did not find it difficult to mobilise. He knew the importance of market women,

workers, students and even civil servants in electoral success. Oranmiyan is the tactical tool for his popular movement. He was able to consult widely to get to know the voters’ true aspirations and demands. He went to town to sell his manifesto, which contains these aspirations and demands and even more. The Oranmiyan title: Oranmiyan Omoluabi, King of the Yoruba, also known as Oranmiyan, was a Yoruba king from the kingdom of Ile-Ife and heir to Oduduwa. According to Yoruba history, he founded Oyo as its first Alaafin at around the year 1170, and one of his children, Eweka I, went on to become the first Oba of the Benin Empire. Choosing this rather historical title was tactical in the sense that all Yoruba, not only Osun indigenes, would invariably identify with this name, and it pays off in the end. Rauf’s Oranmiyan would later be transformed into a movement that draws inspiration from this great forebear in the quest for the renaissance of the great Yoruba political past. The group’s symbol relates to this great historical figure and draws his inspiration therefrom among others. Oranmiyan as a name, stripped of its histo-political link with legendary ancestor, is an affirmative statement acknowledging to God’s favours. Alhamdulillah, All praises to God. This is the Islamic rendition of praises
to the Almighty. “Oran Mi Yan” in the deep Yoruba self appraisal means “My Issues have been resolved”. Oro Gbogbo Wa Lo Ma Yan O. May all our issues be resolved. Amen. As a socialist in inclination, the grassroots is Aregbe’s real constituency. Aregbe became his brand name like Awo, IBB, Zik, etc. He chose Oranmiyan as his group’s political name, a smart politician. No true Yoruba son who will not identify with Oranmiyan, the name which his political group tactically chose. The battle was fierce, indeed. He was dealing with an incumbent warlord, whose pedigree and taunted qualification was being a past military governor of a cosmopolitan Lagos. How dare a ‘mere’ commissioner in the same Lagos challenge him to a fight over the throne he has been sitting on for the past four years?, was the query. The 2007 election was held and despite the popularity enjoyed by Aregbesola among the voters, who seemed to be fed up with the incumbent rival, he was declared defeated. The battle line was drawn and the struggle commenced. This battle raged for three and a half years during which his supporters were maimed, murdered and properties belonging to his supporters were razed. His mother was even reportedly harassed. He himself was charged for various trumped-up offences by the police and was almost
murdered. Sherifat, his beautiful wife, was even quoted as crying to high heavens, weeping and asking why God would allow her lovely husband to toe this dangerous and seemingly shaky path. But Aregbe would not let go. He fought for and won his mandate. It was a rare victory. Aregbesola mounted the throne, so to say, on the 10th of November, 2010. But he had a terrific task ahead of him. This task partially was to justify his years of struggle before the populace of Osun. It was no mean task. This was because he needed to prove a point; a point to his teeming supporters, who voted him into office but whose votes were not allowed to count in the very first place, if not for the struggle. He also needed to also prove a point to his opponents, who didn’t want him to be their governor, or who believed not in his capability. The need to prove the former right and the other wrong was probably responsible for the superlative performance. The Osun people are the better for it in all sense and ramifications. The performance in his first term was so acknowledged by friends and foes alike, such that one would have thought that Aregbe may not need too rigorous campaigns for a second term ticket. But we were wrong. Even if this was truly so, the recent Ekiti experience would not allow him a good confidence. Governor Kayode Fayemi had delivered all known dividends of democracy to Ekiti people, or so he thought. But other extraneous factors, which are today subjects of intellectual and beer parlour conjectures were brought to bear, robbing Fayemi of his well-deserved victory in his second term bid. This was what gave the Osun progressives very sleepless nights in the days and weeks preceding the August 9, 2014 gubernatorial election in the state. The need not to be over-confident and to not give any chance made Aregbe and his team to take the battle with all seriousness it deserved. And the battle was over-fought. It almost turned to killing an ant with a sharp cutlass. He himself confessed that he campaigned and prepared, as if he was not an incumbent. You may not have to blame the All Progressives Congress and the governor’s team if the reported invasion of the state by hooded men of the Department of State Security, DSS, was anything to consider. The election held and despite the reported victory, which was viral in the social and traditional media, the umpires were reportedly dilly-dallying with the announcements. But when Osun agitated voters were reportedly ready for a showdown, should the will of the people be thrown to the gutters, the umpires had no choice than to respect the popular wishes and declared the true winner, Ogbeni Rauf Adesoji Aregbesola, the Oranmiyan of our time. Who says Aregbe is not a warrior, an Ajagungbade of Yorubaland! •Akinola is a social and political commentator.

INTERVIEW
OSUN DEFENDER Thursday, September 4, 2014
Jonathan Will Lose In 2015 - Adekilekun Pharmacist Musiludeen Adekilekun Tijani is the Convener of SMATCO, a political campaign organization and an aspirant for the seat of Ede Federal Constituency in the Federal House of Representatives on the platform of All Progressives Congress (APC). He discussed key issues that determined the victory of Governor Rauf Aregbesola in the August 9, 2014 governorship election and the chances of APC in future elections in this interview with reflected in their character. If you look at their KEHINDE AYANTUNJI Excerpts: manifesto, there is nothing serious rather than There were intrigues before and O SDF: during the just-concluded August 9, 2014 governorship election. Holistically, what is your take on the election? TIJANI: Most importantly, we give glory to God in Osun that the election was reasonably peaceful, contrary to the expectations of some people, who were calling for bloodbath. We thank God that the election was conducted without loss of life. I also commend the Independent National Electoral Commission (INEC) for doing a very good job. The election materials arrived on time, the security agent were also up and doing, especially the Nigeria Army and the Police, contrary to what we experienced in Ekiti and Anambra states, where there were serious security lapses. To a large extent, the process allowed the wish of the people to prevail. The result of the election testified to the fact that Governor Rauf Aregbesola is popular with the number of votes he scored at the poll. Ordinarily, we expected more than this figure, but at the same time, someone cannot completely agree with the results turned in from Ife Zone by PDP. There were reports of voters’ harassment, intimidation and massive rigging in Ife, which gave them the advantage they recorded during the poll. I am however very proud that our party won in 22 local government council areas, which is even more than the 25 percent of the 2/3 in the 30 local government council areas required by the Constitution to become a governor. That alone is a vindication of Aregbesola’s popularity. I am also very surprised that PDP said they are going to court, but we are very confident of our victory and not in any way scared of the election tribunal. I thank the people of the state for standing firm despite humiliation and provocation from PDP. I am very confident that the governor will not disappoint them. In no distant time, people would be coming from within and outside Nigeria to see wonders in Osun like Dubai, as the governor always say. OSDF: As you are complaining about the result from Ile–Ife, PDP are also criticizing the results from Osogbo and Ede, where your party won massively. How do you justify the results? TIJANI: I am very happy that in Ede, Osogbo, Ilesa and other cities where we won, it was so clear and transparent. All their party agents in these areas attested to that fact. The observers, both local and international, also acknowledged the transparency of the results, including the media; you will recall that across the globe, media attention was shifted to Osun. The votes were counted and supervised by everybody. You will recall that after 7.00pm, they were still awaiting the results from Ile-Ife, while results from other local government council areas had been counted and collated by that time. The question is: What happened to the results from Ife as at that period? I am not in any way convinced with the results from Ife. The votes from Ife did not justify our popularity in that area. I can comfortably say that nothing tampered with the votes we got in Osogbo, Ede, Ila, Ilesa and Iwo axis. In Ile-Ife, our party structure was so solid and the majority of the people are supporting our party. It is very important to really diagnose what really happened in Ife. I accept the fact that the candidate of PDP is from Ife, but if you look at what happened in other parts of the state like Ilesa, APC led, but the votes were balanced, even in Iwo, which is our traditional stronghold, the figure is still balanced, so where they did they get such unimaginable figure in Ife compared with the general turnout of voters across the state ? OSDF: What do you observe in the security arrangement and INEC preparation before the election day? TIJANI: The police and the military discharged their duties professionally, but the men and officers of the DSS disappointed the people of Nigeria with their conduct. In the first instance, I don’t know what they are doing with civil matters. I don’t know what officers and men of the Federal Road Safety Corps, Nigerian Customs were doing with election matters. I will say and repeat that the police did very well, compared with DSS, who were harassing the electorate. That is why I will recommend that they must not be allowed in any election again. We have been conducting elections in this state and Nigeria at large. No government has introduced hooded security agents. Nigerians have the right to know the security agents that will protect them and I don’t know when the hood or mask became part of the security dress. Apart from this, it is even not wise to have deployed such security apparatus for the election. When you deployed 70,000 Customs, Immigration and soldiers for election in one state out of 36, what then happens to our boundaries and other areas, where we are having security challenges, especially in the northern part of the country. It means those areas
•TIJANI will be at serious security risk and the lives of the people would be in danger. OSDF: It seems your party and DSS were at logger-heads even before the election, why? TIJANI: DSS have been so partisan and conducted themselves in a manner that represents the security wing of PDP. If you listen to their spokesperson, Marilyn Ogar, after the election, you will see clearly through her utterances that they were working for PDP. She even alleged that a political party offered them bribe, but as a security agency, it only shot herself at the foot. If truly they were offered money, why did they not mark the money, arrest the suspect and prosecute such person, but as at today, she failed to mention the name of the person, who offered the bribe. These are ridiculous issues that the DSS as a body is taking against us and as a party, which believe in democracy and the wish of the people, we cannot accept such conduct. That is the basis of our grouse with DSS. If they do their job as expected in accordance with the law of the land, we are going to commend and support them, but as long as they conduct themselves in a manner that violates the fundamental rights of the people, we may continue to have problems with them. We started this democracy since 1999, it is no more nascent and it will be an insult for any security agency to undermine the principle of democracy and its dictates. DSS officials did a very bad job in Osun in the just-concluded governorship election. OSDF: With the result of the election, PDP fought a serious battle, don’t you see that as a serious challenge for future elections? TIJANI: I will not agree that PDP can pose any serious challenge to APC in Osun in future elections. The just-concluded election was Aregbesola versus Presidency. Many things played out and you cannot use that as a yardstick to rate their performance. It was reliably gathered that the presidency raised about N18 billion for PDP to prosecute the election. The money played a key role, as they cashed-in on the current level of poverty in the land . In my own polling unit in Ede for instance, PDP members were distributing N2,500 to induce each of the voters. This is the fourth election we are conducting since 1999, people are still selling their votes. It is regrettable, what PDP is doing is carrot approach; you abandon the people and when it is election period, you give them food and money. It is really shameful. All these factors assisted PDP, but one thing that is certain is that the people of this state are with APC. OSDF: The opposition also alleged that your party distributed rice and money? TIJANI: That is not true, I will not like to join issues with PDP gubernatorial candidate’s “APC rices” (laugh). Our party never induced voters at all with rice. It is quite unfortunate that the election coincided with Ramadan festival. Our government has been celebrating every festival with our people, perhaps that was the reason they said we were distributing rice. Distributing rice or any item to induce voters is not true and not in our culture at all. OSDF: Governor Rauf Aregbesola’s re-
election is a new responsibility, what are the areas you think the governor should focus more? TIJANI: Well, Yoruba will say yinni yinni ke ni se mi, the governor has done a lot in the state and the level of progress so far could not in any way be quantified, but the most important thing is that the governor must work hard to complete all ongoing projects. The road networks, the gigantic schools in all the local government council areas, complete the renovation and building of new heath centers. Also most importantly, the governor should strive hard not to stop the welfare package of the aged people, continue to pay bursary to the students in higher institutions, school feeding among others. The governor has been performing and I will urge him to double his effort in transforming the state. You hardly think of any other thing that he has not done. The only thing is to complete the projects. The transformation trough O’YES, O’YES-TECH, O’REAP among others will boost and improve our economy. OSDF: In the last two years the shot-fall in the federal allocation to the state has been a serious challenge to Osun government, how do you think the government can survive the financial challenge? TIJANI: I agree with you, it is a headache for some of us, who are friends of development in Osun and other parts of the country. I will say this is the worst Federal Government we are having since independence, when there is a standing agreement that from the federal purse, certain amount should be given to a state on monthly basis and because a governor of a state belongs to the opposition party, you deny him what statutorily belongs to him. Which type of democracy are we practicing? Because Aregbesola is an APC governor, you decided to punish the teachers, civil servants, school children among others. Because of politics, you ground every other sector at the detriment of the survival of the people. That is very bad from the Federal Government. The Federal Government up till date has not been able to do anything about the billions of Naira stolen in NNPC, which according to them is responsible for the shot-fall in the federal revenue allocation. This is worrisome and grossly unfair, but by God’s grace, we are going to survive it. It will not deter the government from doing whatever it is doing. The most important thing is that everybody must understand the challenges we are facing now. For instance, before the election, Senator Iyiola Omisore gathered some pensioners together, telling them that they would not get their pension, boasting that he was the one behind the delay. He told them that he knew how the allocation was increased as the Chairman, Senate Committee on Appropriation and he was also behind the reduction in the allocation to ground the state government. Although it is a lie, but if that is Omisore’s thinking, are they saying there is no pensioner in his immediate family or what? Or no pensioner in Ile-Ife. These are issues they don’t think about. If you intend to sabotage a working government, by extension, you are sabotaging the people, but that insensitivity
gba lowo e, ko mo lo, all sort of rubbish. Is that what he is going to do for the people. It is total rubbish. I am sure and convinced that Aregbesola will survive the threat and want to assure the people that the governor would not stop any ongoing project in Osun, that is why we are advocating for true federalism; to spend our resources to satisfy the yearnings and aspirations of our people. Already, the allocation coming to Osun is not enough and you are now reducing the money that is not enough. It is grossly unfair and I know my party is working to stabilise the system. If Balyesa is getting its money, why must Osun not get its own as and when due. The power is over-concentrated at the federal level and those at the helms of affairs are abusing it. OSDF: Apart from the federal allocation, where do you think the state government can derive more revenue? TIJANI: It is important for the government to sustain and improve its commitment on agriculture and food production. The major area to generate fund is agriculture. We are endowed with natural fertile land. Even without fertilizer, if you plant corn, you will see something coming out. What we need to do is to harmonise our programmes on food production and it will improve the revenue of the state. Also, there is a free trade zone, where people can sell without government taxes. As at today, Lagos can survive without federal allocation. They did not start in a day. We are also going to get there soonest with the visionary leadership of Aregbesola. OSDF: With the current political trend in Nigeria, what are the chances of your party in 2015 the presidential election? TIJANI: I wish to congratulate my party, the All Progressives Congress (APC), for winning the election. I am confident to say that Jonathan will lose next year’s presidential election. By next year, it would be recorded in Nigeria history that PDP is the first ruling party to hand over to a democratically-elected candidate from the opposition party. I don’t know what Jonathan will use to campaign in the South West or any other part of Nigeria. You will remember that in Ekiti, Jonathan said: “Vote Fayose and I will develop Ekiti.” We are looking for that development. He also said the same thing in Osun that if the people of Osun voted for Omisore, he would develop Osun. That is an insult to the people, that because the people of a federated unit in a republic presided over by elected president did not vote for his party, they don’t deserve the attention of the federal government. Maybe he has forgotten that he is the President of Federal Republic of Nigeria and not President of PDP. Another pertinent question is that what has he done in Akwa Ibom, Rivers, Ondo among others, where he was voted? He has done nothing, and that was why I said he would lose if the votes of the people count in next year’s presidential election. Coming back to State House of Assembly and the National Assembly election, APC will win convincingly. The representatives of our party, especially the governor, has represented us well and you cannot diverge APC from this success. Aregbesola and others contested on a platform and that platform is APC, which has secured the confidence and trust of the people. That trust, confidence and performance of the governor will surely give us headway in any election. OSDF: What are the strategies you are putting in place to stabilise your party ahead of next year’s general election? TIJANI: We have to commend our party leaders across the state. They are not relenting even after we have won the governorship election. They have continued to mobilise electorate and party members for the challenges ahead. On our own part in Ede Federal Constituency, we have a campaign organization called SMATCO, which focuses mainly on empowerment and mobilisation. The motto of the organisation is: “It is possible” the focus as I said is empowerment through education, empowerment through job creation that will make life more abundant for the people and to offer best of these services is by winning election. As the convener of the organisation, I am aspiring as a member of the Federal House of Representatives from this federal constituency. we also have those aspiring for the House of Assembly among others. it is an organisation of like minds, who believe in progress and development. We are so formidable, we understand the politics and challenges of our people in the four local governments and we believe that with such opportunities, we are going to offer our best by ensuring that APC wins election and our party representatives at all levels deliver to the expectations of the people.

Worst Ever Ebola Outbreak Occurring In West Africa
T
HE largest Ebola outbreak since the discovery of the virus in 1976 is currently occurring in Western Africa. So far this outbreak has spread to 390 people in Guinea, 158 in Sierra Leone, and 58 in Liberia. Collectively, 338 of these patients have died from the disease, and this number continues to grow. The spread of the Ebola virus in this region has quickly outpaced any previous outbreaks, the worst of which occurred in Uganda from 2000-01, where 425 cases were reported with a fatality rate of 53%. On March 21, the Guinea Ministry of Health reported an illness among 49
individuals characterized by flu-like symptoms. Ebola was confirmed in these patients by specimens given to a laboratory in France. By March 30, the disease had been reported in neighbouring Liberia, and Sierra Leone in May. In late April it appeared that the outbreak was slowing, but it had a resurgence in late May. Ebola is an aggressive viral disease with symptoms that mimic the flu, making misdiagnoses common. The symptoms, such as nausea, fever, headaches, and muscle pain can occur 2-21 days after being exposed to the virus. Some outbreaks have reached a fatality rate of up to 90%.
Outbreaks occur when the virus has been introduced to human beings through contact with the blood or secretions of animals in Africa such as infected fruit bats, monkeys, or forest antelopes. Once infected, human to human transmission occurs through contact with blood or other bodily fluids. People who have recovered from the disease can still transmit the virus for up to 7 weeks after recovery. Ebola is classified as a Risk Group 4 Pathogen, which requires research of the virus be done in a Biosafety Level 4 laboratory to prevent exposure to researchers and the environment surrounding the facility. This is the highest
level of protection, and only a handful of facilities worldwide meet the criteria. Unfortunately, this means research of the disease is very limited. No vaccines, treatments, or drug therapies are available for Ebola. Supportive care can be provided to sick patients, but the only way to reduce human infection and death from the disease is to raise awareness of symptoms and infection control methods. WHO released awareness poster on how to stem the spread of Ebola. This is the first time that Ebola has broken out in West Africa, and a lack of understanding of the disease is contributing to suspicion of health care facilities. Also, traditional funerals are still heavily practiced, where the body is laid out for an extended period of time and mourners often physically touch the deceased. This puts attendees at great risk of contracting and spreading the virus. The general lack of knowledge and mistrust of western medicine has contributed highly to this outbreak. To combat the spread of the disease, the WHO recommends that educational public health messages should focus on reducing contact with infected animals, not eating raw meat, avoiding direct or close contact with ebola patients, and informing the public about the importance of prompt burial of the dead. Médecins Sans Frontières (MSF) has stated that the situation in Western Africa is “out of control”, and that the organization has reached its limits in its ability to help fight the spread of disease. The Global Outbreak Alert and Response Network is requesting additional support to help prevent transmission. Regional and International cooperation is required to coordinate infection control measures. No current trade or travel restrictions are recommended for the affected countries at this time.

Osun: Suspense As PDP, APC Re-ignite Fireworks
•AREGBESOLA
T
HE battle over the outcome of the August 9, 2014 governorship poll in Osun seems far from being over as the two major political parties: the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) shift their power tussle to the Osun State Governorship Election Petition Tribunal. Many had thought that the declaration of Governor Rauf Aregbesola, the standard bearer of the APC in the poll, as the winner of the August 9, 2014 poll by the Returning Officer, Professor Bamitale Omole, would finally lay to rest all contentious matters. However, the PDP made good its threat to head for the tribunal, when it filed a more than 815-page petition, challenging the result. Aregbesola had polled 394,684 votes to defeat the standard bearer of the PDP, Senator Iyiola Omisore, who garnered 292,747 votes, while the candidate of the Labour Party (LP) trailed behind with over 8,000 votes. The filing of the petition by the PDP came 20 days after the conduct of the poll, fueling initial speculations that the opposition lacked the evidence to back up its allegations that the election was marred by fraud and irregularities. Indication that the party may reject the results emerged in the early hours of August 10, 2014, when the PDP’s agent at the !NEC final collation centre, who is also the Publicity Secretary of the party, Prince Bola Ajao withheld his assent to the final result sheet, citing alleged flaws and irregularities for his action. Some observers are of the view that the new twist to the post-election matters may throw up some fresh issues, when proceedings being at the tribunal, especially on the conduct of the poll. One of the major issues that will be subjected to scrutiny before the Election Petition Tribunal, headed by Justice I.M Bako, is the allegation of massive rigging raised by the PDP in its petition. Apart from
•OMISORE By OLUWOLE IGE, Osogbo
accusing the INEC of allegedly colluding with the APC to use members of the Osun Youth Empowerment Scheme (OYES) as adhoc staff for the poll, the PDP claimed that massive rigging were perpetrated in 17 local government councils to shore up the victory of the APC. Addressing a press conference shortly after the PDP filed its petition on Thursday, the head of the legal unit of the party in Osun, Mr S.L. OjoWilliams alleged that “with the connivance of INEC officials, the APC in some areas, impersonated agents of other political parties to perpetrate acts of rigging, undercounting of PDP votes, disenfranchisement and intimidation of the electorate.” He listed local councils, where rigging were allegedly perpetrated to include, Ilesa East local government, Ilesa West local government, Atakumosa East Local Government, Atakumosa West Local Government, Ayedaade Local Government, Boripe Local Government, Ede North Local .Government, Ede South Local Government, Ejigbo Local Government, Osogbo local government, Olorunda local government, Ila Local Government, Irepodun Local Iwo Local Government, Obokun Local Government, Oriade Local Government. Similarly, Investigation indicated that when the election tribunal began sitting last Wednesday, the APC, through its
lead counsel, Mr Kunle Adegoke, also got the relief of the panel to inspect electoral materials to wit, Forms EC8A, EC8B, EC8C, EC8D; EC8E, EC4oA, EC4oB, EC4oC, EC4oF, EC4oG, EC2S, EC2SB, ECtA, EC60, INEC list and codes of the polling units, wards Wards and Local Government Areas in Osun State. The party also secured the reliefs of the tribunal to inspect the list of all adhoc staff engaged by the INEC and all polling documents, as well as materials used for the poll in Atakumosa East Local Government, Atakumosa West Local Government, Ayedaade Local Government, Ayedire Local Government, Boluwaduro Local Government, Boripe Local Government, Ede North Local Government, Ede South Local Government, Egbedore Local Government. The other local councils included Ejigbo, Ife Central, Ifedayo, lie East, Ifelodun, Ife North, Ife, Ila, Irepodun, Isokan, Iwo, Obokun, Odo-Otin and Oriade Local Government. However, as tension and excitement build up ahead the full proceedings of the election petition tribunal, pundits submit that the two major foes in the contest are in the familiar terrain, having been locked in a longdrawn legal battle in 2007 when Justice Thomas Naron-led panel began sitting on the fallouts of April 14 governorship poll that pitched the then governor of Osun state, Prince Olagunsoye Oyinlola of the PDP, against the incumbent governor, then candidate of the Action Congress, (AC).
“The filing of the petition by the PDP came 20 days after the conduct of the poll, fueling initial speculations that the opposition lacked the evidence to back up its allegations that the election was marred by fraud and irregularities.”
The matter; after getting to Appeal Court, Ibadan, when Aregbesola appealed against the ruling of the Naron panel that upheld the re-election of Oyinlola, was returned back to the tribunal by Justice Victor Omage, citing “improper trial” and most importantly, over the failure of Naron panel to admit in evidence police report on the governorship election presented by the then Action Congress; Justice Alii Garba re-trial panel constituted in 2010, again in May that year, ruled in favour of the PDP candidate, declaring him the winner of the 2007 governorship poll. The verdict was again appealed and the matter went to the Court of Appeal, Ibadan Division for the second time, and was dispensed with by the Justice Clara Ogunbiyi-led panel on November 26, 2010, who upturned the verdict of the re-trial tribunal and sacked the then Governor Oyinlola, declaring Aregbesola as the validly elected governor in the April 2007 election. But, Omisore has hired seven Senior Advocates of Nigeria (SANs), led by Mr Afolabi Fashanu, to handle his matter before the tribunal concerning the August 9 poll. Reacting to the PDP and Omisore’s recourse to the election tribunal over the result of the poll, APC’s Director of Publicity, Research and Strategy, Mr Kunle Oyatomi, cautioned them against alleged fabrications and unsubstantiated claims. The party, which hailed the resolve of the PDP to approach the tribunal, to seek redress over perceived irregularities at the poll. In press statement, he stated: “We heartily welcome the decision by the PDP to proceed to the tribunal to seek redress for its perceived irregularity during the August 9 governorship election in which its candidate, Iyiola Omisore, suffered a comprehensive defeat. THURSDAY, SEPTEMBER 4, 2014 ONE Yoruba famous proverb that says, “if a thief is not caught immediately, he may turn around to arrest his victim”’ seems to have concisely captured the drama of absurd being played out in the State of Osun after the just-concluded governorship election. Quite interesting, the candidate of the Peoples Democratic Party (PDP) in the election, Mr. Iyiola Omisore, who was doubly sure that he would send the incumbent governor, Ogbeni Rauf Aregbesola, back to Lagos State, where he once served as Commissioner for Works and Infrastructure, in the August 9, 2014 governorship election; premising his conviction on an innuendo that Aregbesola had no root in Ijesa land, adding that the governor’s claim that he is of Ijesa stock was false and that the Ijesas would puncture the claim for him through the election, is now praying the election tribunal to declare him the winner of the election where he came second or have the election cancelled for a rerun poll. It would be recalled that two weeks to the election, Omisore appeared on Channels Television on the platform of a programme tagged: POLITICAL UPDATE anchored by Seun Okinbaloye and assured his audience that Aregbesola would be defeated in all polling units including his (Aregbesola’s) own, asserting that his party had done its homework very well and that he would be waiting for the governor to congratulate him after his victory at the poll. However, before he went for the interview, Omisore, while addressing his supporters in Ifewara situated in Atakunmosa-East Local Government Council Area said that he was sure that he had already won, because according to him, all the chieftains of the APC, particularly a member of the House of Assembly representing the constituency, Mr. Babatunde Komolafe, would be arrested and have their houses sacked. Whereas it was a chest beating some months before the election by the PDP candidate that he would not accept any election conducted by the then Resident Electoral Commissioner (REC), Ambassador Rufus Akeju, for Omisore alleged that he had a familiar relationship with the national leader of the APC, Asiwaju Bola Ahmed Tinubu and that soldiers must be deployed to provide him “level play ground”. As a matter of fact, he drew attention of those who cared a hoot to what obtained in Ekiti State as touching the militarization of the state, insisted that such scenario would be doubled up in Osun. As expected, close to 73,000 security operatives from different formations were deployed in Osun against the 36,000 operatives deployed in Ekiti State a week before the election and almost half of the men wore mask, particularly men from Department of the State Security (DSS); they were menacingly parading the streets in the state capital and other cities and towns with a show of force, while some were wasting bullets into the air. Instructively, chieftains and supporters of the PDP were happy and jubilating that their faithful partners had arrived; while the APC loyalists responded with broom-wielding peaceful resistance and chatting of party’s slogan. The election was keenly contested, the opposition parties threw up different jokers, they whipped up different sentiments against Aregbesola’s government. Both pretenders and contenders chose the bandwagon approach; they started with unsubstantiated debt profile of the state, moved against education policy and other spheres of influence, particularly the delayed payment of salaries caused by the epileptic allocation sharing by the Federal Government, it was used sufficiently against the government to the extent that the demographic data of the election reflected the

Osun 2014 Governorship Mandate: Genuine Or Stolen?
•AREGBESOLA damage done to the psyche of some civil servants, who vowed to punish the governor for the salary delay, no matter the adjustment. As if the election was programmed to favour the runner-up, the REC, Akeju, was redeployed, and the man who conducted Ekiti election was brought in alongside two others to come and oversee the election and on the eve of the election, the security operatives in mask began to deliver on orders from Aso Rock men on ground. As the Minister of State for Defence, Musiliu Obanikoro, was dishing out order to the Army, the Minister of Police Affairs, Jelili Adesiyan, was allegedly issuing directive on the police. As boasted earlier by Omisore, men of DSS went full blast at the unholy hour of the election day, as they arrested over 700 APC members and leaders across the 30 local government council areas; some homes of selected chieftains of the APC were turned to battlefields, for sporadic shootings raged on for hours. All in a bid to scare the daylight out of the people, with a view to creating apathy, so that alleged already thumb-printed ballot papers in favour of the PDP would be used generously for those who chose not to come out to vote. Unfortunately, the antics of militarization, brutalization and the ultimate siege visited on the state turned counterproductive for the PDP, as it welled up anger of the electorate, who defied the siege as people, women in
majority, poured to the polling booths in legions for accreditation and voting proper. Reports from the field indicated how money and rice were deployed at the polling booths by the agents of the PDP with impunity, while APC agents, who were found with money, as much as five thousand naira were whisked away. For instance, some amateur video clips had shown how the PDP agents were giving promissory notes, when the money brought to Isokan Local Government Council Area was exhausted! Interestingly, subtle violence and intimidation were employed in some villages of Ife-South Local Government Council Area, as voters were threatened to either vote for Omisore or lose their farm lands, while there was no election in some densely populated villages like Omi Funfun, Mefoworade, Garage Olode, kere and some other villages, because the sentiment of “our son must not be humiliated at home” was sold to those who attempted to raise a finger of protest. In a related development, Obanikoro, Chris Uba and Adesiyan were moving round in a convoy during the election, while some Niger Delta warlords like Asari Dokubo, Tompolo and others were in Ile-Ife, allegedly hatching a plot to supplant the process, according to a credible source. Another interesting dimension to the drama was that, it was very easy to recognize how voters voted, for the APC supporters folded
their ballot papers in line with Aregbesola’s instruction, while the PDP supporters folded as instructed too. So, that made the counting and sorting easy for the presiding officers. At the dusk, the internet facilities through social media platform had obtained and pasted results of the 3,012 polling units across the state, that obviously rattled the PDP camp, which responded with a weak fist that those results on the web were false, but when the returning officers and electoral officers across the 30 local government council areas began to submit their results, they were the same with what everyone already had. At dawn of the following day, President Goodluck Jonathan had congratulated Aregbesola and expressed his desire to work with him, followed by the Ooni of Ife, Oba Okunade Sijuwade, Musiliu Obanikoro, Femi Fani-Kayode and hundreds of others who stormed the state for Omisore. But to the PDP candidate, losing the election was a nightmare, quite unthinkable and ego deflating. Thence, the outcome of the election must be challenged at the election petition tribunal. Of course, Omisore reserves the right to approach tribunal after election, if he feels any injustice was done during the process, but his moral ground appears steep, for questions would be asked: who was meant to benefit from 73,000 security operatives deployed to lay siege to the state by the federal power controlled by his party? Whose mission was the likes of the Minister of State for Defence, Obanikoro and the Minister of Police Affairs, Jelili Adesiyan, Asari Dokubo, Tompolo, Chris Uba and armed masked men, genuine and counterfeit came to champion? Were the PDP polling agents not at the polling booths? Which party lost over 700 supporters and leaders to wanton arrest and humiliation the night before the election? Who pays the bill of INEC? Who pays the NYSC members who served as presiding officers and clerks? These questions and many others are begging for answers. To belabour the obvious, the PDP candidate was programmed to be the prime beneficiary of the instrument of intimidation unleashed on Osun, it was just that the people of the state defied the siege by hugely turning out to vote for their choice and the deployment of technological devices made it practically impossible for open manipulation. So, the content of the 815-page petition of Omisore to be prosecuted by seven senior advocates promises to be dramatic. Interestingly, the winner had also sought tribunal order to inspect the ballot papers of the 23 local government council areas for forensic analysis, first of its kind in the history of Nigeria election tribunal, expressing his readiness to probe the figure appropriated to the runner-up. Indeed, it promises to be a legal battle royale. It would be recalled that Aregbesola brought the ‘stolen mandate’ slogan into the political lexicon in 2007, when he dragged the PDP and the then Governor Olagunsoye Oyinlola to the tribunal after the governorship election, where he fought for three and a half years before he was declared as the winner of lawful votes and returned the governor in 2010. Now, Omisore has bought political coinage, as he claims that his mandate was stolen, compelling him to approach the election tribunal. The poser is: Is there any mandate for the runner-up, whose leaders had congratulated the winner? The election petition tribunal will determine the answer?
