Owner representation is a person or team that represents a client who is interested in or engaged in the development of a building or facility project. As trusted advisors, owner representatives work to ensure the project needs and scope are well defined. We then work to deliver the project on time and on budget while building and maintaining successful relationships with internal and external project stakeholders.

Vancouver Clinic Expansion Projects

With over 121,000 square-feet added across a three-site expansion including Ridgefield, Camas / Columbia Palisades, and Salmon Creek, the Vancouver Clinic would grow its ability to provide healthcare services for communities across Southwest Washington. Close coordination with city and agency stakeholders helped navigate complex site challenges and a compressed schedule to completion ahead of schedule and under budget. As owner’s representative, Otak managed project delivery in the development of the new multi-specialty medical facilities.

Utilizing a Lean Integrated Design / Design Build approach, the Vancouver Clinic expansion designed all three facilities concurrently. The design processes were augmented by full-scale mock-ups to confirm functionality while leveraging the experiences of clinical staff and medical consultants to prioritize patient care with optimal clinic workflows. An established governance process including the Vancouver Clinic’s executive sponsorship team and two physician board structures led to efficient approvals while maintaining a high degree of integration with Vancouver Clinic operational leadership. In providing a full scope of owner’s representation across each expansion, the Otak team managed planning and design, medical equipment coordination, construction management, as well as move in and close out. For the Salmon Creek expansion, the team guided the project through various jurisdictional approval processes, including a full Certificate of Need application in Washington state. After a change in financing brought on by the pandemic, the team’s role shifted to become a strategic advisor through the completion of construction. This effort helped the client convert the project from an owner financed and constructed project to a turn-key build-to-suit with Pacific Medical Buildings, retaining all original design-build team members.

NW Primary Care Tenant Improvements

In 2019, Otak CPM provided project management services to Northwest Primary Care on an 11,000 SF tenant improvement The project supported consolidation of a primary care clinic and a sleep medicine clinic into one new location.

Otak CPM was hired to facilitate an aggressive value engineering and cost reduction effort. The project had to be completed and open within a strict timeframe due to lease expirations at existing facilities. The project was successfully completed one week early and $88,000 under budget.

Post-occupancy, Otak CPM also coordinated all project documentation required to obtain tenant improvement reimbursement from the landlord.

Trios Health Southridge Medical Center

Trios Health, formerly Kennewick General Hospital, is a multi-faceted healthcare system located in southeastern Washington, primarily serving the Tri-Cities area—Kennewick, Pasco, and Richland—and surrounding communities.Today, Trios Health is anchored by its new Trios Southridge Hospital and remains deeply connected to its community roots, but with the ability to offer a lifetime of care across a broad spectrum of healthcare specialties and services.

Otak CPM was retained by Trios Health for owner representation, project and construction management services for the new 40-acre greenfield Southridge Hospital campus. This project included a 74-bed replacement hospital and development of 175,000 SF of acute care facilities. The campus was established as a public/private partnership as part of an overall replacement hospital campus and used a P3 design-build delivery method.

In addition to program management, Otak CPM’s involvement covered site development, land use development, permit and plan review, medical equipment, and IT technology integration oversight. Otak CPM also performed additional master planning support for future hospital expansion and additional outpatient medical office facilities.

Otak CPM was tapped to facilitate all training required to ensure a safe and efficient "go live" for the new hospital. This included fire/life safety, orientation, medical equipment, and IT training as well as hospital-wide workflow exercises. We also created protocols for patient move prioritization and coordinated essential equipment moves to coincide with patient needs. Our team also coordinated the transfer of equipment for 72 patient rooms, 8 operating rooms, Central Sterile, and many other clinical areas throughout the facility.

Swedish Medical Center, Issaquah Campus

Otak CPM provided comprehensive project management services for the Swedish Medical Center Issaquah Campus. The new full service, 630,000 SF campus is home to a five story hospital supporting several primary and specialty care clinics, an emergency department, Swedish Cancer Institute facility and accompanying pharmacy, laboratory, and imaging center programming. The 175-bed inpatient facility also included a healing garden, a mini-shopping area with eight retail stores, a Starbucks coffee shop, and full service restaurant.

Otak CPM provided project management including medical equipment procurement, FF&E, IT system procurement, budget management, and cost estimation.

The Swedish-Issaquah campus features full integration of advanced technology throughout its facility. The environmentally friendly design incorporates many components to lighten its impact on the environment. The landscape uses native plants and a 16,000 square foot green roof to minimize water requirements. The interior makes extensive use of recycled wood products and the exterior includes brick and energy efficient windows. The environmentally friendly design earned this project an award in 2013 for being the most energy efficient hospital in the United States, using 43% less energy than a typical hospital.

PeaceHealth Sacred Heart Medical Center at RiverBend

Otak CPM served as the owner representative for this multi-phase, multistakeholder project for PeaceHealth. Sacred Heart was built as a state-of-the art regional medical center in the Willamette Valley along the 160-acre riverfront providing spectacular views in patient rooms. The center is centered on evidencebased hospital design, patient-centered and healing environments with a focus on patient safety. The 1.8 million square foot, 432 bed replacement hospital includes a 1.2 million SF acute care tower, the Oregon Heart and Vascular Institute, central utility plant, two 120,000 SF medical office buildings, and two parking structures with more than 1,000 spaces.

Native landscaping, pedestrian and bike paths, green roofs and broad use of natural daylighting contributed to this project’s recognition of being one of the nation’s greenest hospitals.

Otak CPM provided comprehensive project management services including program administration and oversight; budget, schedule, and construction management; and land use and building permitting oversight. The vast scope of this project required creation of detailed management systems to facilitate seamless coordination of the complex client and construction schedules. We closely managed $75 million in medical equipment and furniture, fixtures and equipment (FF&E) purchasing and led vendor negotiations and management.

In support of the medical campus, Otak CPM also coordinated development of necessary infrastructure consisting of new public roadways, site utilities, landscaping, and off-site development to the I-5 freeway interchange.

Edward C. Allworth Veterans' Home, The Place Where Honor Lives

Otak CPM had the privilege of representing the Oregon Department of Veterans' Affairs (ODVA) with the Edward C. Allworth Veterans’ Home—a successful project honoring the design intent for providing a healing environment for our veterans. Organized around the idea of an intentional community or neighborhood, this veterans' home offers residents a way to maximize normal living environments and routines, provide autonomy, a sense of community, and quality of life.

The 154-bed campus was designed using the small house model for skilled nursing facilities. The campus contains four neighborhood clusters of small residential buildings connected by a shared program space. There are 14 private bedrooms and baths in each of the 11 housing units, with one designed for memory care residents. The small house model serves as a place where residents can receive assistance and support with activities of daily living and clinical care as an earned benefit to honorably discharged veterans, their spouses, and parents whose children lost their lives while serving our country.

Otak CPM worked with the architect, contractor, and additional vendors to oversee all facets of the design/construction process and meet the Oregon Department of Veterans Affairs’ objectives. We leveraged our experience and expertise on behalf of ODVA navigating contracting challenges and delivered the project ahead of schedule and over $1 million under budget. Otak CPM was so successful, we have been hired to deliver another ODVA Veterans' Home in Roseburg, OR.

Two years after opening, the new veterans' home in Lebanon reached full occupancy and was awarded the 2019 Silver National Quality Award by the American Health Care Association and National Center for Assisted Living. The Lebanon facility was one of only three in the state of Oregon to receive this distinction from the AHCA/NCAL, which spotlights providers nationwide who have demonstrated a dedication to improving quality of care for residents and patients in long-term and post acure care.

Robertson Collaborative Life Sciences Building (CLSB) & Skourtes Tower

Otak CPM provided comprehensive project management services for the first new construction on OHSU’s South Waterfront Campus—a complex, largescale, multi-site project with ambitious design, equity, and sustainability goals spearheaded by a partnership of three universities. The complex supports an interprofessional, multi-institutional program for medicine, nursing, allied health, dentistry, and undergraduate sciences, as well as pure research. The building contains approximately 185,000 SF of teaching space and 85,000 SF of advanced biomedical research space, including 400-seat interactive lecture halls, classrooms, wet labs, simulation labs, facilities for the School of Dentistry, and offices for health professionals and faculty from Portland State University and Oregon State University. The project also included 16,000 SF for building support, and underground parking.

The CLSB had three separate owners—OSU, OHSU, and PSU. Each had their own financial processes and procedures, procurement rules, and consituents. Competing goals included interest in laboratory spaces and research areas while balancing the desire to creat a modern architectural landmark for this unified campus. Our skills and teaming sessions identified where priorities aligned and where they needed to be reconciled. We were able to find an optimized solution that met all three agencies needs and wants within the budget and schedule. And we implemented rigorous financial tracking and reporting protocols to keepall grant funding streams in compliance and transparent to stakeholders.

The project utilized integrated project delivery with public and private financing with minority subcontractors providing 14.9% of the contracted work under Otak CPM’s management and achieved LEED Platinum certification. Sustainability strategies included energy savings, green roofs, rainwater harvesting, materials reuse, regional and recycled content, and construcion waste recycling.

Using Target Value Design (TVD), the team was able to review and model costs in a virtual 3D BIM model and make decisions on building systems with realtime immediate cost feedback, saving the project in excess of $24 million and approximately 10% of the construction budget.

MultiCare Health System

An IDIQ contract is a contract of indefinite duration and quantity during which staffing augmentation is provided on either a workorder basis or when a client needs an experienced project management consultant supporting their work full time as a member of their team. Presently, Otak CPM provides staff project management services for MultiCare Health System in Tacoma, Washington.

The first project completed by Otak CPM was for MultiCare’s Executive Business Support Center. This 7-story concrete building from 1979 was renovated so that MultiCare could fully occupy three floors and partially occupy the others. The 1st floor serves as a common lobby, new café, and upgraded parking. Off-site work required by the City of Tacoma was completed concurrently. The building was kept fully operational for existing tenants during construction.
