Councillor’s Corner with Councillor John Hart

Join the fight against speeding drivers! I’m building an army to help make our roads safer. Road safety is one of my biggest priorities – not as a councillor, but as a Dad. One of the first things I did when I was elected was to have anti-speeding road surfacing and markings installed throughout the Tow Law division. More recently I’ve arranged for stopping restrictions outside the Co-op in Tow Law and on Billy Row Bank, increasingly visibility for motorists and pedestrians. You might also have seen the new signage on the way into Billy Row, Stanley Crook and Sunniside, reminding drivers they are entering places where people live and children play. I’m also working a lowering the speed limits in a couple of areas too. A lot of people ask me if we can have physical traffic calming measures. I wish we could, but frustratingly it’s not that simple. Traffic calming measures on B roads – like the B6299 through Stanley Crook and Sunniside – are against Department of Transport regulations. Other places – like Billy Row Bank - the steepness of the slope and the sharpness of the corners means they could actually make our roads more dangerous. Speed matrixes – the light up signs which tell 6

you how fast you’re travelling - are something I’ve looked at a lot. But there are issues here too. Firstly, the evidence suggests they only work for a short time, before becoming part of the scenery. Secondly, it would be very difficult to raise enough money to have them everywhere there’s a problem. Or would it? I take part in Community Speedwatch, where volunteers monitor traffic speeds with a radar gun, alerting road users to their speed and referring speeding drivers to the police for action. I’ve seen firsthand how effective it can be at making people slow down. So I’m buying a radar gun for exclusive use in Tow Law, Roddymoor, Billy Row, Stanley Crook and Sunniside. This way we can have regular, targeted anti-speeding action which won’t just fade into the background. We can stop speeding in the places we need to and at the times we need to. But here’s where you come in. Some wonderful people have already signed up to get involved. But the more volunteers we have, the more we can do. Together we can prevent accidents and injuries on our roads and improve the quality of life of our neighbours. I Predict a Riot Story by Aaron Cowen

County Durham is currently controlled by the Labour Party, however it only came into existence in 1900. Prior to this the country had two main parties, the Liberals and Conservatives. In 1874 there was a General Election. The then Conservative Party with Benjamin Disraeli in charge defeated the Liberals lead by William Ewart Gladstone. The Liberals were favoured in this area and Crook came under the South Durham Constituency at the time. Presumably many Liberal Crook men feared a defeat. However it was the Liberals Joseph Whitwell Pease and Major Frederic Beaumont which won the election for the constituency in the end beating Lord Castlereagh (late Marquis of Londonderry). That year a riot broke out in Crook and another in Hetton-le-Hole, and the police handling of events was heavily criticised. So much so that it caused the Superintendant in charge at the time (James Oliver) to be removed from the force and several officers to be moved to other districts. People who were in Crook on the 11th February described the riot as a “terrible affair”. At 5 o’clock on the afternoon it appears that a large crowd of people began yelling and shouting in front of the Queen’s Head Hotel. Supt. Oliver, Inspector Spence, Sergeant Fleming and four constables attended the scene. A number of men were seen to be striking and jostling with Mr Maw, a solicitor who had quietly been coming down the street. The Police managed to get Mr. Maw into the Queens Head to safety and the crowd dispersed. It was estimated that there were 800 men in the crowd. John Clarkson and George Kell seemed to play a major role in inciting the trouble. The violence did not 12

end there however. A horse drawn cab showing Conservative colours with Mr. Laws in it was hurriedly travelling down Hope Street. A large crowd followed shouting and yelling. The cab made it to the Surtees Hotel with Emerson Street being densely packed with people. The cab was then thrown onto its side and the windows smashed with stones. A red haired man by the name of Thomas Tarn was described as standing near one of the hind wheels. The cab was taken a little further and the Police formed between the cab and the crowd when a large number of stones were hurled over the Policemen’s heads at the cab. The Police manage to drive the crowd back to the Green when stones were thrown at the windows of the Surtees Hotel and Mr. Bell’s (draper) premises. The Queens Head also had windows put out. John Clarkson was attempting to force open the window shutter downstairs of the establishment. Again the crowd was driven back to the Market Place. The Conservative Club (now Bargain Booze) had stones thrownat it. The crowd then moved onto Greathead’s public House (The Horse Shoe) yelling and breaking glass. Supt. Oliver yelled to the crowd to “desist at once” and stones were thrown at the officers. Oliver then shouted “Every man leave the streets, or I shall charge upon you at once.” The crowd ignored the officer and pushed towards them and continued to throw stones at the Police. The officers’ truncheons were drawn and fighting went on for around 15 minutes before the police managed to break through the front of the crowd. Over 200 people threw stones through the windows of the Police

Station, which at that time was at the bottom end of Hope Street. 100 Police officers arrived as backup from Bishop Auckland and it was nearly 8.30pm before the situation was brought to an end with 2 magistrates to reading the Riot Act. The Police were heavily criticised for using excessive force on innocent bystanders at a meeting of 800 people at the Mechanics’ Hall (Behind the Factory Shop). Local thoughts on the EU vote One of the biggest lessons you learn as a councillor is how often you have to take decisions where there isn’t a “right” and “wrong” answer, just a judgment on how to get the best possible result for Tow Law and the surrounding villages. I’m no fan of the European Union. To people who are, the benefits of our membership speak for themselves. But I don’t think they do – which is why I’ve always supported a referendum, so we can talk about what we gain from being part of it and whether it’s in our interests to stay in. Here’s my story. I went to University thanks to the European Social Fund. I’ve worked on a project creating high-tech high-skilled jobs across the North East financed by £4m from the European Regional Development Fund. Now I’m a councillor in a region where 160,000 jobs rely on trade with the EU and where £800m of funding comes from the EU. Even Tow Law Community Centre was built with money from Europe too – check out the plaque above the door if you don’t believe me! And I think: Can Tow Law risk losing that? Then I hear local businesses tell me how much of their trade is with Europe. Local farmers say food prices might go up if they lose European subsidies. Then it’s clear to me. It is in the best interests of Tow Law and the Hilltop Villages that Britain remains in the European Union. John Hart, Durham County Councillor It is very difficult to decide on membership of the EU. One side of me says “independence” while the other screams “collective good”. Realistically I have only ever known membership of the Common then the EU.

I don’t think that many things would change that much. True there would be no more total free for all shopping trips across the channel - but then those are severly limited by HMRC rules in any case and we would have the old “200 fags” rule back, but at duty free rather than duty paid rates. VAT would be replaced by purchase tax so no change there. Freedom of movement would be negotiated and so again little change there. We would stay as members of various intergovernmental agencies, Human Rights etc… so again little change. What would change if we come out is our RIGHT to a voice, a right to at least influence EU wide decisions. Leave and you leave the right to a voice behind and the right to move and the right to trade. BUT if you stay - well then you sign up for the common good and you have to be prepared to stand by your friends when they need help just as you require them to help you - so if the harvest is poor in France then their farmers need more help, you give it. What you are entitled to expect is that they all play to the rules, all the rules as we do (or seem to). Where I’m going to vote I dont know. I would like the collective but....... is paddling your own canoe really so bad? At least we would only be able to blame ourselves when it all goes wrong.....again!
