Dear Friends, The times that we’re living in provide constant challenges as well as very exciting opportunities. When we reflect on 2018, we can’t help but appreciate that we saw more of the latter — new opportunities, new programs and partnerships, and a shift in the statewide political landscape that will resonate for years to come. Construction began on our new Corning Health Center, which will expand access to reproductive health care throughout the region. Also in the Southern Tier, our staff piloted new programs that promoted creativity and self-love in youth group participants, and our Sexual Assault Resource Center continued building connections and providing a safe harbor for those who need us. In Ithaca, we were delighted to host a Pride Block Party! The day featured performances, games, delicious food, and a lot of fun. Our Teen Council brought peer led sex ed to more local classrooms, and Generation Action student activists spearheaded remarkable successes on local college campuses. Across our region, our dedicated health center staff provided more than 9,400 people with compassionate and non-judgmental care, including sexually transmitted infection tests, cancer screenings, contraceptive and abortion care, and transgender care. We are truly inspired by all of the phenomenal staff members, advocates, volunteers, and donors who make all of this possible. At the state level, we saw key pieces fall into place to ensure the passage of the Reproductive Health Act and more. It was exciting to be there in Albany to see this historic legislation enacted in early 2019. Also at the state level, you may have heard that we will be merging with four other New York State Planned Parenthood affiliates — Planned Parenthood of Mid-Hudson Valley, Planned Parenthood of Mohawk Hudson, Planned Parenthood of Nassau County, and Planned Parenthood of New York City. Through this process, we’re poised to become stronger than we’ve ever been, with access to more resources over a greater area, and a goal of expanding services for even greater reach to those who need us most. As we grow and improve, we appreciate the support of our community more than we can put into words. Over time, and no matter what we face, our friends and volunteers keep us going — providing the energy, enthusiasm, and inspiration to continue our work. Patient Services Our five health centers provide sexual and reproductive health care services in four counties, including visits for birth control; testing and treatment for STIs; cancer screenings like Pap smears and breast exams; diagnostic testing such as colposcopy; well-person exams; provision of hormone therapy for our transgender and non-binary patients; and first-trimester medication and in-clinic abortion. As part of our commitment to making our services accessible, we provide most services on a sliding fee scale and continue to expand our online appointment system. Throughout last year, we educated patients about extended use for Long Acting Reversible Contraceptives like implants and hormonal IUDs; implemented a new, instant-read HIV test with more accurate results; launched our abortion access project, increasing access to procedures and decreasing the time that patients spend in our centers; and undertook clinical service improvement projects. We were thrilled to break ground on our new Corning Health and Education Center, where we plan to expand our surgical abortion service, and look forward to serving patients in a facility that reflects the high quality of care that we provide. We continue to see growth in our transgender services, with just under 500 patients seen in 2018 for hormone therapy. This essential and life-affirming service, a collaboration between Patient Services and Education, helps patients arrange for care and educates other area providers about the need for respectful and affirming care for transgender communities. Additionally, we invested in dedicated training resources for clinical staff. Our Training Coordinator and Clinical Support Specialist made a huge difference for their colleagues by developing a more comprehensive training program and providing ongoing support for staff. We expanded our Centralized Follow Up team, a critical part of the continuum of care for patients. Our team is compassionate and tenacious in making sure that patients get the information and care that they need. Finally, as part of our ongoing commitment to improvement, we instituted the Press Ganey Patient Experience Survey. Any patient who agrees to be contacted via email receives a comprehensive questionnaire, giving meaningful data on where we have opportunities for improvement. It has been heartening to read the overwhelmingly positive comments from patients.

Education & Outreach It was an extraordinary year for our Programming and Communications team. We saw growth in events, staff, systems, and publications. The Sexual Assault Resource Center strengthened partnerships with 10 local coalitions and task forces. Staff hosted three lunch & learns and an open house and participated in community events including Strong Kids Safe Kids, World AIDS Day, Corning Youth Center’s Resource Fair, the Fund for Women Annual Gathering, and more. In addition, we joined The Enough Abuse Campaign, held monthly support groups at New Dawn treatment center, and developed our Enough is Enough program on local college campuses. We received a $20,000 grant through the Community Foundation of Elmira-Corning and the Finger Lakes to expand campus programming and host a Pride Festival in Corning in 2019. ProjectCAP provided evidence-based programs in 7 schools. In October, we held a community breakfast in Elmira to learn about healthy sexual development in the #MeToo age. In the same month, a new effort titled “Lovesome: A Self-Love Youth Project” showcased art created by the Chemung County LGBTQ+ youth group, all centered around the theme of self-love and acceptance.

Ithaca Teen Council continues to grow and is a sought-after resource in our schools. Through the hard work of our members, we scheduled first- ever birth control and consent lessons for a local rural high school. Five members attended Day of Action and spoke face to face with their representatives about the need for comprehensive sexuality education. Teen Council’s impact in 2018 was tremendous. Between tabling, education programs, and conversations with peers, our members reached 1,640 people in Tompkins County, providing an average of 108 volunteer hours each and holding conversations with 315 of their peers and family about sexuality topics. Our LGBTQ Health and Wellness program Out for Health saw a growing demand for more transgender and non-binary cultural fluency training and resources. Our team collaborated to train the staff of sixteen organizations, including five other health care/mental health facilities — reaching over 450 local professionals. Other highlights were holding our first annual Pride Block Party in Ithaca, fulfilling orders for over 500 copies of our Teaching Transgender Toolkit, and hosting over 40 meetings of our Tompkins County LGBTQ Youth Group. Another example of collaboration between patient services and education, our PrEP Coordination Program was established in all our health centers. In 2018, 55 unique patients, half of them first time patients, started on PrEP. Our PrEP Coordinator provided outreach and education across a ten county region and in-service trainings around HIV prevention and identifying patients to mental health and substance use agencies. Additional outreach has included provided tabling and programming to college campuses and participating in Youth HIV/AIDS Awareness and World AIDS Day events.

Public Affairs Our Public Affairs team works to empower patient advocates and members of the community to advocate for their health and rights. Our Generation Action college advocacy organizations at Cornell University, Elmira College, and Ithaca College have nearly 60 active members. In February 2018, PPGA at IC won their #Fight4BC campaign, securing a commitment that birth control would be available for students and staff, regardless of restrictions set forth by the Trump-Pence administration. A Campus Campaigns Grant allowed 15 college advocates to attend the Power of Pink volunteer conference in Detroit. IC’s PPGA President Tatiana Jorio was selected for PPFA’s Student Leadership Cohort on Race, Equity, and Inclusion where she has been working with a mentor on professional development skills and other organizing skills. “Honestly, the program has been life-changing In April, our two volunteer teams became official! The ~25 members of Team Tompkins and Team Southern Tier meet monthly to discuss outreach, advocacy, and ways to protect and expand access to reproductive health and rights. Members tallied over 100 volunteer shifts in 2018, tabling with information, canvassing at busy events to collect comments against the Gag Rule, and more. Volunteers also knocked on 1,155 doors across Ithaca, Elmira, and Corning through our Healthy Neighborhood Canvassing Program. We added four new members to our Speaker’s Bureau in 2018 — a group of patient-advocates who speak on the impact PPSFL has had on their lives.

Our volunteers and college advocates registered 225 voters and collected 411 pledge to vote cards through tabling, crowdcanvassing, and hosting non-partisan voter registration fairs on their campuses. Since the Gag Rule announcement, we rallied with over 70 activists and collected over 800 comment cards against the Gag Rule. PPSFL had nearly 100 advocates attend our Day of Action 2018 where we showed up in Albany to rally for reproductive rights and lobby our state legislators for the Reproductive Health Act, the Comprehensive Contraception Coverage Act, and more! Many of the bills that we fought for during Day of Action 2018 and several years before have now passed at the beginning of the 2019 legislative session.

The Cervical Cancer Prevention Fund subsidizes the cost of colposcopies for un- and underinsured women. This life-saving procedure is a critical tool in the prevention of cervical cancer.

The Annual Fund is a pool of unrestricted donations secured on a yearly basis to support the greatest needs and operations of PPSFL. Gifts also support programs including patient services, programming, education, public affairs, and our Sexual Assault Resource Center.

The Maurer and Kelly Transgender Health Fund supports low-income individuals to offset the cost of transgender health services. This includes, but is not limited to, clinician visits and health services provided at PPSFL.
