very once in a while we need to identify someone “Outstanding,” be it by criteria, a nomination or even a reward. The objective, other than PR, is to imprint branding. “Most Outstanding,” however, celebrates good, better and best from all perspectives.
Foreword
Branding is all about the product and service deliverables: it must be with absolute consistency. If a brand fails, excuses can only be blamed on oneself and on no other party. Excuses are neither necessary nor acceptable. Addressing inevitable issues head-on is a matter of strategy, and thus, optional. Strategic management and control in brand management, however, dictates forthright consistency. Only with consistency can integrity be developed. There is a dire need to generate awareness for brands that are established over years of service to our country. While there are multiple award-giving bodies in the Philippines, there is a dearth of global brand arbiters to identify and celebrate our local executives. Enter SMI A mayor has already generated a mandate from constituents. That mayor has already achieved the brand as Good, and for “Outstanding,” already enjoys the Better amongst the Good. But with “Most Outstanding,” the nomination is for successes achieved. The Most Outstanding Mayor Award The MOMA is the first of many annual events that will be staged by SMI. The objective is to promote the work of the many Mayors given the mandate in our cities and municipalities for their singular or collective efforts toward nation building. This is the objective of this award and the effort to cite them, their achievements and their information to promote their communities, their success and contributions in local governance that painstakingly piece together what we enjoy in our country today. These awards and citations have a singular purpose—to educate and inform the publication’s readers. We hope the award, in at least a small way, will encourage these individuals to continue their good work and to inspire others to do likewise. Unlike many of today’s publications that criticize but offer no solutions, we look for the good. We hope the publication demonstrates that good deeds, with adequate exposure, can spawn even more good deeds. If that comes to pass, we will have succeeded. S
he is a MOTHER of love, a VOICE of empowerment and a SYMBOL of the youth…
Jennifer Austria Barzaga, fondly called Jenny by her family and friends is a Dasmarineño at heart, came from the roots of the Narvaez and Austria clans of Dasmariñas. She spent her childhood years in Barangay San Simon where she attended primary education and graduated as first honorable mention and with a leadership award. She then attended high school at Immaculate Conception Academy wherein she excelled in academics and as a varsity volleyball player. After earning her degree in Bachelor of Science in Nursing at De La Salle University Dasmariñas, she decided to serve as staff nurse at De La Salle University Medical Center. She set out her public service journey at a young age as an elected Councilor of Barangay San Simon wherein she ranked number one. Seeing the people’s struggle in their life’s condition, she unquestionably decided to dedicate herself to Dasmariñas and her country. With her qualification and training as a registered nurse, her vision of a crowning Dasmariñas encompasses the entire range of health providing and giving; including great care to the elderly, senior citizens and the marginalized sectors such as persons with disabilities and children with special needs. Come 2007 she ran for the mayoralty seat and won. The first woman-mayor empowered the strong force of womanliness by establishing the Kababaihan ng Dasmariñas sa Bagong Milenyo (KDBM) while she was the wife of then Mayor, now Representative of the Lone District of Dasmariñas, Atty. Elpidio F. Barzaga, Jr. This big leap gave more financial independence to her constituents through livelihood programs bestowed to the KDBM members.
She believes that when you do good and you have a selfless mission in mind, everything will take place at the right time. Indeed, Mayor Jenny redefined impossibilities to possibilities. B
orn in Manila, Alfredo S. Lim became a police patrolman at age 22 (twenty-two) and rose to Superintendent of the Philippine National Police Academy (198485), Director of the Northern Police District (1985-86) and Western Police District (1986-89) and the National Bureau of Investigation (1989-92). He was elected Mayor of Manila in 1992 and after two terms he joined the Cabinet of President Joseph Estrada as Secretary of the Interior and Local Government (Jan. 2000- Jan. 2001). After that, Alfredo S. Lim was elected Senator (2004-07) during which his being a lawyer (University of the East, 1963) served him well. But he became restless as a lawmaker so he returned to the scene of action, to the Manila he loves, He ran again for Mayor in 2007, won a second incumbency by landslide and with the second highest majority in the city's electoral history. The highest ever majority was his re-election in 1995 with two hundred fifty-five thousand (255,000) lead votes. Mayor Lim is a firm believer in the rule of law and good governance. He makes sure that the money of the people is returned to the tax payers through an 11-point agenda that comprises education, health care and services, facilities for senior citizens, orphans and the indigent, urban rehabilitation and protection of the environment. Also included is awareness of history and culture through the proper commemoration of heroes and milestones in the nation's saga. He has made Manila more conducive to local and foreign investments as well as the growth of small and medium enterprises. When he first became Mayor in 1992, Manila had only one republic hospital, the Ospital ng Maynila in District 5. Since then Alfredo Lim has establised five other hospitals, one in each of the five remaining districts. These are the Ospital ng
Sampaloc, Ospital ng Tondo, Gat Andres Bonifacio Memorial Medical Center, the Jose Abad Santos Mother and Child Hospital and the 10-storey, fully-air conditioned Santa Ana Hospital with quality orthopedic care and CTScan equipment. In all these hospitals, indigent Manilans can avail of doctors and specialists, laboratory tests, accommodations and medicines for free. Mayor Lim has opened 57 health centers, a "Health on Wheels" service aboard 2 (two) well-equipped buses and a weekly "Lingap" program with the Manila Barangay Bureau. Mayor Lim believes in continuity, rare in Philippine politics, so his administration continues to provide the Pamantasan ng Lungsod ng Maynila with a hefty subsidy even if it was established by another Mayor in the 1960's. The Pamantasan is where public schools in Manila send their valedictorians, salutatorians and honor students to receive higher education on a scholarship basis. Non-Manilans have to pass an entrance exam and pay a token enrollment fee. Concerned about non-honor students, Mayor Lim established the City College of Manila in 1995 which is also free and completely subsidized by the city. The Mayor has also rehabilitated all the city libraries and reading rooms. "Education is primordial because if you are poor, education is the only passport to a decent, better life; education is the key to poverty alleviation." The Mayor always speaks from experience. Complimentary to the Mayor's education program is the task of the Manila Historical and Heritage Commission (MHHC) which he formed by Executive Order. For the benefit of his Manila constituents, specially the student population and barangay officials, the Mayor had monuments built in honer of Gat Andres Bonifacio, Emilio Jacinto, Gens. Vicente Lim and Macario Sakay. He has kept "People Power" alive by enshrining icons of democracy like 10
Pres. Corazon Aquino, Sen. Benigno Aquino and Jaime Cardinal Sin at the Luneta. He experience as Police General and National Bureau of Investigation director, as criminologist and lawyer, has led him to be strict enforcer of the rule of law. The Mayor demands discipline and excellent performance in, and even beyond, the line of duty from the police and other enforcers of peace and order. He has focused on police training and value formation. For effective law enforcement, Mayor Lim provided the Manila Police Department with sixty (60) police cars in 2007. This inspired the FilipinoChinese Federation to donate twentytwo (22) more. Encouraged, other civic groups have donated fire-fighting trucks and equipment, ambulances, rubber boats and other equipment that help in keeping peace and order, specially during times of emergency. The Mayor's "Justice on Wheels" program aims to de-clog Manila's courts and give special attention to juvenile detainees. The Mayor strictly applies the law to all and tolerates no graft and corrupt practices in lawenforcement agencies and other parts of the city government. The Mayor affirms that government services should be brought closer to the people so he established "satellite" offices in every district. You no longer have to go to the City Hall for the issuance of business permits, community tax certificates, birth certificates and other basic services. Significantly, the Mayor goes out of his way to personally deliver wheelchairs to elderly citizens. "How can they go to City Hall to get a wheelchair if they can no longer walk?" the Mayor explained. Street children are fed and bathed in the Rescue Action Center and Boys Town and Girls Home. There are a number of playgrounds to the delight of both young and old. The oldest and most diverse zoological garden in the country is proudly owned by Manila.

A man of boundless energy, Mayor Lim starts the day by jogging in the Manila Bay area at five o'clock in the morning after which he has hearty breakfast with friends and family. If there are no appointments outside of City Hall, he is already in his office
by 7:30. He is a sticker for punctuality and expects the heads of departments and offices to be just as strict with daily attendance, answering correspondence on time, cutting bureaucratic red tape and arriving punctually at citysponsored events. "We keep our cell 11
phones on, all the time, in case the Mayor calls." said Chief of Staff, Ricardo de Guzman. The Mayor is a workaholic, they have to keep pace. Manila is fortunate to have a dedicated statesman like Mayor Alfredo S. Lim at its helm.

MAYOR BENJAMIN S. LIM
CITY OF DAGUPAN, PANGASINAN, PHILIPPINES “OUR CITY, OUR SHARED RESPONSIBILITY”
T
he City of Dagupan was founded in 1947 by virtue of Republic Act No. 170 and popularly known, in the country and the rest of world, as the record-holder for the Longest Barbecue Grill. Aside from the famous Bangus Festival, the City of Dagupan is also known for its dynamic and avant-garde leader, Mayor Benjamin Saplan Lim. Known as “Mayor Benjie” or more commonly as “BSL” to Dagupeños, he transformed Dagupan City into one of the Philippines’ most competitive cities for doing business and most environmentally aware under the leadership of its proud and honorable son. Mayor Benjie first became mayor of Dagupan City in 2001 and was rewarded by the Dagupeños by retaining the post until 2007. When he ran again for Dagupan City's mayorship in 2010, he won against the then incumbent mayor. Mayor Benjie's secret to success in governance can be traced to his extensive experience as a successful businessman. By applying the same principles of discipline, strategy, and management in his private capacity, he was able to transform and empower a city as public servant. He also served as the Representative of the 4th District of Pangasinan in the House of Representatives in 1998 to 2001. Mayor Benjie also served as General Manager of Duty Free Philippines (DFP) during the term of President Fidel V. Ramos; under his term, DFP was the fourth largest revenue source of the national government. The Department of Interior and Local Government (DILG) recently hailed Dagupan City for its transparency and exemplary performance in rendering public service. Under the helm of Mayor Benjie, the DILG awarded Dagupan City with the Seal of Good Housekeeping, a testament to the proper management of the city under its current administration. The city government of Dagupan continues
to receive various awards because of the numerous projects and activities being implemented by Mayor Lim. For public safety and security, Mayor Benjie has instituted systems that make Dagupan City a very safe and peaceful community. Dagupan City has a very good campaign against illegal drugs and closely coordinates with the Philippine Drug Enforcement Agency. With the strong partnership of Mayor Benjie with law enforcement agencies, big time illegal peddlers involved in prohibited drugs in the city are being caught and stopped. Mayor Benjie conducts regular meetings and consultations with the different leaders of the 31 barangays in Dagupan City; this approach concretizes the shared responsibility principle being espoused by the honorable mayor. For health and wellness, Mayor Benjie properly maintains the barangay health centers in Dagupan City. He also has programs to assist lessfortunate patients of the city. One of BSL’s brainchild was to create the Barangay Nurses Program, wherein each barangay in the city will have at least one registered nurse that will respond to medical emergencies in the barangays. The first-ever wellness center in Dagupan City was also an initiative of Mayor Benjie. He also has constructed and repaired childfocused day care centers, and is in the process of building a maternal and children's lying-in clinic to serve the less fortunate citizens of the city. For the economy and opportunities, Mayor Benjie aims to raise the standard of living of Dagupeños. He has set-up livelihood programs and conducts activities that will attract new investments and businesses that will provide employment opportunities for the people of Dagupan City. Mayor Benjie believes in investing on human development. He has also established a socialized livable shelter program for Dagupeños, aptly named Bangusville, and more recently, the Red Cross 14
Village. Many Dagupeños, being a city criss-crossed by seven river systems, rely heavily in aquaculture as their source of livelihood. Thus, for the environment, Mayor Benjie has worked on clearing the rivers of fishpens and other illegal structures through the implementation of his River Rehabilitation Program. This project paved the way for the launching of the city's own version of a river cruise as a tourism come-on and for the people of the city to learn to appreciate, nourish, and protect the environment from degradation as a way to combat the effect of global warming. It also paved the way for the mayor to launch the oyster farming programs as well as the aquaculture of high-value fish species. The efforts of Mayor Benjie were not unnoticed, the River Rehabilitation Program earned the Likas Yaman Award in Region III and a Bronze Award in the 2011 International LivCom Awards in South Korea. Throughout his enduring and excellent public service career, Mayor Benjie has received numerous citations and awards, including the following: Ten Most Outstanding Dagupeños; Local Government Leadership Award from the Senate of the Philippines; Outstanding City Mayors of the Country; Dr. Jose Rizal Award for Excellence – Outstanding ChineseFilipinos in the Field of Public Service; and Outstanding Alumnus Award from the Adamson University. Dagupan City has also earned numerous awards and recognitions under the tutelage of Mayor Benjie, among it are: Apolinario Mabini Award for Services Rendered to Persons with Disabilities; Best Practices Award from the League of Cities of the Philippines for the Bangus Festival; Asian Insititute of Management Award for Most Competitive Small Cities in the Philippines; National Kalasag Award for Disaster and Risk Reduction Management from the Office of Civil

Many have heard Mayor Benjie say that the best thing about him is his beautiful, charming and witty wife, the former Celia Adversalo Chua. Mayor Benjie and Celia have two children – Brian, now an elected city councilor, and Irene. Celia and Benjie make a great team. She plays a quiet but vital role in her husband’s work –whether in business, government, or civil society. She sees her primary job as keeping Mayor Benjie organized, prepared, and healthy. Sometimes that means being the shock-absorber to the stresses of being a public servant,

H
ers is an unequivocal and progressive success. In 1998, Mayor Len who was only 23 years old then ran for the Municipal Council and emerged on top of it. It was replicated in 2001 when she ran for re-election as Councilor and landed on the top spot among an allmale field. With what she started as the youngest and first female member of the Municipal Council, the Biñanense had a forestate of what she would become - a public servant at heart. Her first and lasting advocacy is championing the children and women. Out of her penchant for the welfare of these two sectors, she co-authored the creation of Biñan Scholarship Board now called Iskolar ng Biñan, with the conviction of bringing the program into a new dimension in the future. She also organized the kababaihan Unlad Biñan during her first term as councilor. As years progress the number of its members rose from 200 to more than 10,000 members. She worked in partnership with different local and international organizations all geared towards empowering women. In 2004, pitted against a lawyerpolitician, she won the Vice Mayoralty race by a remarkable edge. And in 2007, she was elected Municipal Mayor. In 2010, she ran for re-election without opponent, pulling up her entire party from Vice Mayor to all the eight councilors into the winning post. HER OUTSTANDING HUMANITARIAN EFFORTS Right after receiving a recognition from Laguna Governor ER Ejercito for elevating City of Biñan into Pabasa Sa Nutrition Hall of Fame on August 6, 2012, Mayor Len has to face once again the sheer anger of Mother Nature which left many parts of the city inundated and more than 3,000 families helpless. Confined in 16 designated evacuation centers, these families were rationed by Mayor Len herself with their basic needs.
With the length of the confinement of the evacuees in public schools, the problem of sanitation has become increasingly detrimental. After a month, Mayor Len launched "Basurang Iniligpit, May Biyayang Kapalit" campaign among the evacuees. For every sack of garbage that they acquire, they get a pack of relief items. There are three garbage collections in a week from the designated dropping points accessible to the evacuees. When the seat of government was transferred to the New City Hall Building in an uptown area of the city, the long distance has been a major concern for the city hall employees. Ditto PUP students who are burdened by the distance of the university. Mayor Len provides for them two shuttle buses that would bring them to the City Hall and PUP and back to the pick up points. For the taxpayers and guests who go to and frequent the City Hall, Mayor Len has "Libreng Sakay" to offer them from 8AM-5PM daily. One can save as much as fifty to eighty pesos on a roundtrip from this program. As the Christmas season draws nigh, a special kind of cheer and joy shall be made affordable by Mayor Len. From her personal funds, she's giving special gifts to selected letter senders through "Wish Ko Lang" Christmas request section of her lenalonte.com website. ayor Edgardo D. Pamintuan was the Local Chief Executive of Angeles City after it was devastated by the eruption of Mt. Pinatubo. Edgardo Dizon Pamintuan, known as Ed to family, friends and Angeleños, was born on February 23, 1949 in Angeles City. A true and proud son of Angeles City, Mayor Ed grew up in the same city where he is currently serving. When Mt. Pinatubo erupted in 1991, it changed Angeles City's landscape from a bustling urban center to a virtual ghost town. In 1992, Mayor Ed challenged the incumbent Mayor at that time and won by a landslide. Upon getting elected, he successfully rallied the people of Angeles City towards recovery and progress with the battlecry “Agyu Tamu” or We can do it! Mayor Ed's sterling leadership in the devastated city was recognized by various regional and national organizations. During his term, Angeles City was the recipient of awards in employment generation, environmental protection, law enforcement, children’s protection, cooperatives, sports and health. These achievements of Mayor Ed was affirmed when he got a reelection in 1995. Mayor Ed continued his relentless efforts for Angeles City and worked on the development of the former Clark Air Force Base as convenor of the Move Clark Now Movement and chairman of the Metro Clark Advisory Council-Clark Development Corporation. After helping Angeles City recover from the debacle of the Mt. Pinatubo eruption, Mayor Ed got various positions in national government offices; a clear and bold testament to his exemplary leadership and management skills. He served as the General Manager of the National Housing Authority from 2001 to 2004 and as a Board Member of of the North Rail - Bases Conversion Development Authority (BCDA) in 2002. From
2004 to 2006, Mayor Ed was the Presidential Adviser for External Affairs, Office of the President and he also was appointed as Chairman of the Subic Clark Alliance Development Council (SCADC) in 2006. He also had a stint as the Development Champion of the Urban Luzon Beltway (ULB) and the Chairman of the Northrail Corporation. After long years of being away as head of his beloved City, Mayor Ed went back to Angeles City with impeccable credentials and the people embraced him by a landslide victory in 2010. Continuing his stellar public service track record, Mayor Ed led Angeles City to getting a citation from the Department of Interior and Local Government (DILG) for its consistent delivery of high-standard public service to its constituents. Mayor Ed also helped Angeles City to be awarded with the “Seal of Good Housekeeping” from the DILG for its exemplary performance in transparency and full disclosure. Mayor Ed's implementation of his plans for Angeles City is clearly evident. In his current term as Local Chief Executive, he has already put a Renal Care/Public Dialysis Center for Angeleños. Ensuring that the people of Angeles City will get proper medical attention, Mayor Ed has also instituted the Barangay Days, a project that involves holding a once a week to twice a week medical mission in the various areas in the city. He also is currently undertaking a massive Feeding Program to combat the malnutrition problem in Angeles City. Mayor Ed is also helping the women's sector with his Gender and Development Program; he also initiated the establishment of the Barangay VAWC (Violence Against Women and Children) Desk. oung and vibrant, Mayor Jonathan D. Tan is paving the way to a brighter and better Pandan, Antique. Armed with his enthusiastic and untainted leadership, Mayor Tan easily won the 2010 elections for the mayoralty position in the Municipality of Pandan, located in the Province of Antique.
Immediately after winning the elections, Mayor Tan set his target on fulfilling his goals and ambitions for the people of Pandan – create more jobs and improve ecotourism. In 2 years of public service, Mayor Tan was able to source out more than 250 million worth of projects from different government agencies, senators, and the provincial government. One of his major accomplishments was making Pandan a recipient of Pantawid Pamilyang Pilipino Program or 4Ps, an anti- poverty project of Department of Social Welfare and Development, with 1,325 families enjoying the benefits of 1,400 pesos monthly conditional cash transfer for 5 years for Pandan. Also, there is the Kalahi CIDSS Project or the Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services aimed to create infrastructure and livelihood projects identified by the community themselves. Ana as a catchment area for barangays in the hinterlands. Furthermore, the municipality of Pandan increased its Philhealth beneficiaries to 4,178 under Mayor Tan’s administration. The municipality now has better classrooms and more facilities for learning because of the efforts of Mayor Tan. He also initiated campaigns about proper waste management to instill discipline among his constituents to keep the environment clean. Recognizing Mayor Tan’s efforts for Pandan, the municipality is a recipient of the “Seal for Good Housekeeping Award” given by the Department of Interior and Local Government or DILG. This award confirms the local government’s exemplary performance 31
in terms of transparency in managing the finances and appropriate allocation of its funds. Pandan was included at the Road Map Project of the Department of Tourism as one of the 77 tourism development area identified by DOT. Mayor Tan worked on enhancing activities like river rafting and boating at the Bugang River and swimming at Malumpati Health Spring and Tourist Resort.

B
iodiversity, the variety of life essential to sustaining all life on earth, is faceless and unknown to many. Despite biodiversity’s crucial role in providing food, medicine, shelter, livelihood, and other goods and services, only a small fraction of the population in the ASEAN region and elsewhere in the world understands biodiversity’s meaning and significance. It is often seen as too abstract for the man on the street. With people having little or no awareness of biodiversity, there is insignificant public support for efforts to conserve plants, animals, and other species. While the ASEAN region is home to 18 percent of all known plant and animal species, it is losing biodiversity at alarming rates. This loss poses a significant threat to the ASEAN’s over 500 million people’s well-being and the world’s overall capacity to provide for the needs of present and future generations. Unfortunately, this threat has not attracted enough leadership, public and media attention to generate a concerted effort to halt the rate of biodiversity loss. This lack of awareness may be attributed to the dearth of information campaigns and materials on the values of biodiversity. Increased awareness is needed to create a groundswell that will catalyze all sectors of society to promote biodiversity conservation. It needs people who can inspire others. Clearly, biodiversity is in urgent need of champions that people from various sectors can identify with. It is against this backdrop that the ASEAN Centre for Biodiversity (ACB), the ASEAN Foundation (AF) through the Japan-ASEAN Solidarity Fund, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the European Union (EU), the Secretariat of the Convention on Biological Diversity (SCBD), the United Nations Educational,
Scientific and Cultural Organization (UNESCO) and the Asian Institute of Journalism (AIJC) launched the ASEAN Champions of Biodiversity in 2010-2011. The 2012-2013 is being supported by GIZ. The ASEAN Champions of Biodiversity is a recognition program for outstanding projects on biodiversity conservation and advocacy in the ASEAN region. The award is aimed at generating greater leadership, public and media awareness of the problems facing the region’s rich but highly threatened biodiversity and the need for a concerted effort in biodiversity conservation and advocacy. The bank is helping the government of Brunei establish a “Heart of Borneo Center” which will oversee the implementation of “Heart of Borneo”-related activities in the country. Focusing on climate change, HSBC also committed US$330,000 to support research being conducted by the Centre of Tropical Forest Science (CTFS) of the Smithsonian Tropical Research Institute. Through the support of HSBC, the University of Brunei and international research partners established a 25-hectare longterm forest research plot in Kuala Belalong. The research will provide critical information on the impact of climate change on the forests of Brunei, one of the most biodiverse forests in the world. PTT Public Company, Ltd. In the heart of Pak Nam Pran in Thailand’s Pranburi District lies a vast expanse of 34
land covered with lush mangroves. The area has been attracting over 100,000 visitors a year who want to learn more about mangroves and its importance to biodiversity. The 126-hectare mangrove forest was developed in 1997 by PTT Public Company, Ltd., Thailand’s premier oil and gas producer. From a once-abandoned shrimp farm, the area has been transformed into a healthy mangrove forest. In honor of Her Majesty the Queen, PTT also built the Sirinath Rajini Mangrove Ecosystem Learning Center within the mangrove forest in 2004 to promote a greater appreciation of mangroves. To further improve its mangrove conservation program, PTT joined hands with the IUCN to raise the potential of the Sirinath Rajini Committee in their studies on using proper waste water management, harnessing the local wisdom of the Pranburi fishing community, and developing sitespecific biodiversity management. Chevron Philippines, Inc. The Philippines is home to Danajon Bank, the only double barrier reef in Southeast Asia. Danajon Bank, which straddles the provinces of Cebu, Bohol, Leyte and Southern Leyte, is one of the world’s six double barrier reefs – very rare geological phenomena built by coral growth. A known breeding area for fish, Danajon Bank is the main source of food and livelihood for many communities living along its coastlines. It also protects nearby islands from typhoons and storms. Like many rich marine ecosystems, however, Danajon is a target of illegal fishers. To save Danajon Bank, Chevron Philippines, Inc. joined hands with the Project Seahorse Foundation for Marine Conservation, Inc. in 2007 to establish the “Sustainable Marine Protected Areas as Catalysts to Enhancing Inter-Sectoral Collaboration on Marine Resource Conservation.” The initiative resulted in the creation of the Minantaw Marine Park and Sanctuary, a
pioneering 214.6-hectare innovative multi-use marine zone. Youth Category Green Community. This is a study group focusing on the conservation of biodiversity and wildlife habitat. The group’s vision is to promote the sustainable management of natural resources and save biodiversity through simple but high-impact activities. Composed of 50 members who are between 19 and 26 years old, Green Community seeks to involve students in conservation initiatives. Members are expected to form a cadre of environmentalists who will spread the word of conservation. Believing that children should be introduced to conservation at an early age, members of Green Community conduct environmental education activities among school children in Semarang City. Field trips and games are employed to ensure that the children will enjoy the learning experience. Facilitators from Green Community introduce the kids to various animals, the importance of gardening, the role of birds and butterflies as pollinators, and the life cycle of plants. Using their knowledge and skills as students of biology, members of Green Community periodically conduct “Flora and Fauna Inventory” activities. Information gathered is used to develop a database of plants and animals. Sahabat Alam. After witnessing flood waters ravage her hometown, 12-year-old Adeline Tiffanie Suwana decided to be an environmental advocate. After learning the importance of mangroves in preventing floods and other natural disasters, Adeline invited 150 friends to plant 200 mangrove saplings at Wisata Angke Kapuk during a long school holiday. That day, July 6, 2008, Sahabat Alam (friends of nature) was formed. Today, Sahabat Alam has 2,000 members conducting activities to generate awareness of biodiversity conservation through school seminars, events, talk shows, films and various activities to encourage young people to save and protect the environment. Apart from planting mangroves, Sahabat Alam conducts activities such as freeing turtles into their natural habitat, teaching fellow youth not to
pollute the ocean, gathering trash from rivers, holding story-telling sessions about the importance of maintaining the river’s cleanliness, and launching a “no styrofoam” campaign that aims to reduce trash being thrown into seas and rivers. ASAPHIL-UP. In the Philippines, a group of university students are using the concept of green architecture in their campaign to promote wetlands conservation. Known as critically important ecosystems, wetlands provide significant ecological, economic and social benefits. To contribute to wetlands conservation, the Architectural Students’ Association of the Philippines – University of the Philippines Diliman Chapter joined hands with the Society for the Conservation of Philippine Wetlands, Inc. for a competition dubbed “Designing the Lumban Delta as an Ecotourism Site.” The pioneering design contest created awareness among college students on sustainability in the fields of architecture, tourism, and the environment. The winning entries were turned over to the Municipality of Lumban for implementation. By promoting the Lumban Delta as an ecotourism site, it is expected that there will be an increase in economic activity in its catchment area, alleviating the local inhabitants’ poverty and increasing the capability of the community to help preserve, protect, conserve, sustain and limit stress on the catchment area. Media Category GMA-7’s Born to be Wild. Every Wednesday night, millions of Filipinos tune in to GMA-7, one of the Philippines’ largest television networks, as they eagerly watch Born to be Wild, a TV show that features biodiversity. The weekly program showcases various species and habitats found in the Philippines and other countries in Southeast Asia. The show has aired stories on the predicted depletion of marine resources, drought, climate change and other current issues. To ensure accuracy of information presented in the show, the program researchers seek the expertise of scientists. It is often lauded for 35
bridging the gap between scientists and the general public. One of the TV’s hosts, Dr. Ferds Recio, regularly visits wildlife centers which are in need veterinarians. He offers his services to treat endemic or endangered animals being cared for in these centers. He has also participated in a number of wildlife rescue missions, responding almost on-call to wildlife-saving missions. The show’s annual “Born Project” has drawn many volunteers for various projects – from caring for rescued and injured animals at the Protected Areas and Wildlife Bureau to gathering pledges from communities to safeguard their forests and marine reserves. The Brunei Times. Stories about biodiversity rarely make it to the front page of newspapers. While news on politics, crime and disasters get the prime spaces, news about animal and plant species, conservation, and the web of life are often buried in less prominent pages. Only a handful of newspapers see the value in giving biodiversity the space it deserves. One such paper is The Brunei Times, an independent English-language newspaper. The newspaper’s focus on biodiversity and other environment-related issues is not treated as a project. It is upheld as a priority. This focus is manifests in the way the newspaper gives front-page treatment, even top-story space, to biodiversity conservation and related stories. Apart from regularly featuring news on biodiversity, The Brunei Times has been supporting biodiversity protection through its environmental campaign to get more Bruneians to refrain from the heavy use of plastic bags. Over the last two years, the newspaper has carried numerous inhouse ads encouraging the public and the government to stop supermarkets from giving free plastic bags. Busi ne s sM i r ror. Stocks, economic indicators, insurance, trade and finance – these are the usual topics headlining business papers. Because of this, many editors do not see how biodiversity fits into their pages. With BusinessMirror, a Philippinesbased daily newspaper, biodiversity is considered a crucial business issue. Bringing out the business angle in

biodiversity issues, the newspaper features stories on the economic value of biodiversity, the impact of biodiversity loss on livelihood, as well as the equitable sharing of biological resources. The BusinessMirror’s editorial policy gives premium attention to biodiversity stories. Its reportage allows its readers to understand how biodiversity loss impacts on health; how progress affects biodiversity; the economic value of biodiversity; and how biodiversity could mitigate climate change. The newspaper also uploads in its web site, articles that tackle the issues and problems, solutions to these and initiatives on biodiversity conservation.
Emulating the champions “The global target of significantly reducing biodiversity loss remains unmet. However, rather than dwell on this grim reality, the best approach is to move forward and continue to take action. Now more than ever, biodiversity is in urgent need of champions that people from various sectors can identify with – modernday heroes who can inspire them to take action and conserve biodiversity. Through the ASEAN Champions of Biodiversity, we were fortunate to be acquainted with individuals and organizations who are working to conserve the web of life,” Mr. Rolando A. Inciong, ACB’s 36

was an operational c o r p o r a t e executive for most of my professional life but I am not a good writer and this article will be no exception. Dieter Bruckner The intention of this contribution is to communicate some of my thoughts and to motivate the reader to think about the present social situation in his/her vicinity and to dare to imagine a similar picture in twenty years from now. Early on after the Industrial revolution, companies were founded by entrepreneurs with a strong faith and will to produce their dreams. They grew and after one or two generations, many of them just disappeared, forgotten. Their business model was not sustainable… Since then the successful entrepreneurs transformed themselves into philanthropists, unfortunately, too few and for too long apart. The principles they applied was simple, be concerned about your neighbor, share some of your wealth, and to have the initiative to create foundations to use and structure funds for social projects including maintenance and protection of your environment. Many decades back Philip Kotler coined a philosophy; “Societal Marketing” which is an enlightened marketing concept that holds together a company to make good marketing decisions by considering consumers' wants, needs, the company's requirements and society's long-term interests. It is closely linked with the principles of Corporate Social Responsibility / CSR and of sustainable development”. Business managers are still focused in generating corporate profits measured in financial terms. And to produce
for the short term - good results but sustainability is planned for one or two generations. Their concern for the society is limited. The strategy was dictated only by compliance implementing established laws for doing business and nothing beyond. So to speak, to milk the consumers and society at large for your own corporate benefit.

Only in the mid Fifty’s (1950) did the CSR initiative begin to flourish. “Give back to the society” from which your business has profited for years. “A drop in the bucket”! “A small token of appreciation”? Possibly a good beginning but this is not enough to ensure long term sustainability. For centuries, it was good practice for those who have shared with the ones who didn’t have. Putting this into context, the reality is that the rich are get richer as the poor remain poor but their numbers grow at a much faster rate. It is only a matter of time and it will no longer be a social responsibility but a survival necessity. Please do the math and you will find we are in a conflictive and difficult socially polarized society. Time is running out because of fast growing pressing global concerns like pollution, degradation, global warming as main priorities. It would be unfair to expect governments ‘to do it all” the business community has to step up its efforts and with their research and innovative approaches become leaders of their social projects. Are there tax benefits from the Government? Yes there are but there is a need for more. I doubt that any legislator would oppose such a proposal. 37

As sanctioned by the UN Global Compact platform’s there are ten principles in the areas of human rights, labour, the environment and anti-corruption which enjoy a universal consensus. It is the world’s largest CSR initiative and it provides the basic framework for corporations for CSR. It presents the bare minimum that responsible corporations must relate to. Members of the UN Global Compact commit to align their operations and strategies with the 10 universal principles in the areas of human rights, including core labour rights, the environment and anti-corruption. For one, diverse businesses are learning the benefits of corporate sustainability. Take for example wellknown companies such as Starbucks, Wal-Mart, Staples, Bank of America, GE, Home Depot, Anheuser-Busch, Honda, and Dell. Factoring these, the impact into their overall balance sheets will make these companies even more successful because it delivers greater efficiency, makes them more competitive and sparks innovation which are all drivers of profitability. I want to call it the "survival exercise". What is the use of having accumulated resources (as profits) when they cannot be put to productive work? For responsible citizen, less is more. Signalizing that less accumulated material wealth by persons and groups can bring more to the less privileged ones. If an individual or a corporate group can plough some of the resources into supporting infrastructure projects for the community which in the end will generate new consumers for products, why would they not like to do that? It may be the competitive advantage you were searching for! A portion of the Corporate profits needs to be channeled into the society at large to build, establish and maintain the infrastructure to allow them to progress with the supply of basic needs-shelter, health, education and employment. What portion then of profits should be devoted to the Foundation CSR projects? The suggestion is for those who profit more to include CSR, as expenses for the cost of doing business for the long term. Such an orientation will ensure commitment from employees and continuity of the projects. Funds should be sufficient to ensure; that these investments prepare and produces customers for my products in the future in whatever scale the Corporation can afford. Only then can the business cycle be considered sustainable. Let’s assume the Corporation reaches the one million

When will Corporations realize that they are missing out on such a unique opportunity to continue enriching their corporate culture? What is it going to be – the greenhorn versus the senior citizen? CSR also needs to consider and hopefully include the ever growing new sector of society; the Senior Citizen. Today reaching 60 or 65 years old makes retirement a must. How is it that few organizations allow these business people, to share their 38

Intuitively, doesn’t it just make sense?

Rotary Watch
A National Project by Philippine Rotary Clubs for Peace & Order
I
n June 2009, the Rotary Clubs all over the Philippines entered into an alliance with the Philippine National Police (PNP) to jointly implement the Rotary Watch project. In a Memorandum of Agreement signed by PNP Chief Jesus Verzosa and Philippine Rotary Watch Chairman and Chief Administrator Albert M.G. Garcia, the national civic organization composed of 21,490 Rotarians volunteered to assist the PNP with the delivery of peace and order in the country. A milestone undertaking, Rotary Watch aims to advocate and increase the level of consciousness by citizens that peace and order is as much the community’s responsibility as it is the duty of the country’s police force. Another goal of Rotary Watch is to promote the need to reduce the level of tolerance of citizens against those who break the law. In line with these objectives, the project adopted the motto “Obey the Law Rotary Watch”. “Our vision is to engender a community spirit where laws are obeyed and the environment is protected,” says Garcia. “We would like to increase awareness and raise community consciousness of peace and order issues, decrease community tolerance of violations and improve enforcement.” Rotary Watch is expected to improve road safety that in turn will reduce loss of life, injury and property damage. It should also result to the reduction in pollution that will improve community health and create a better environment for children. Other foreseen benefits are improved quality of life, improved discipline and increased respect for authority. Working towards achieving these results, set as the measure of the project’s success, are the 21,490 Rotarian volunteers nationwide who act as the “eyes and ears” of the police
in the civic society. Of these volunteers, 4,856 are women Rotarians with specific female concerns who have the potential to contribute solutions on women issues in matters of peace and order. All Rotary Watch volunteers provide their services for free. These include the 10 Rotary District Governors and 804 Rotary Clubs. (Note: Rotary Watch was a 10year old project of the Rotary Club of Forbes Park in alliance with the Makati City Police when it was adopted as a national Rotary project given the significance of its community service contribution.) An alliance with the Philippine National Police The huge potential of Philippine Rotary Watch is the fact that all 10 Rotary Districts are engaged and involved in the project – Rotary Districts 3770, 3780, 3790, 3800, 3810, 3820, 3830, 3850, 3860 and 3870. The alliance provides a major boost to the police force. The volunteers assist authorities in identifying and reporting infringements. They also conduct public awareness campaigns, recommend improvements to legislation and participate in resource generation and development. In assisting the PNP in the identification and reporting of nominated offences and infringements, the critical contribution of the volunteers is the fact that Rotarians are mobile, have immediate access to communication facilities, and largely remain anonymous.

Sending incident reports to PNP via Rotary Watch is as simple as texting RW space and then the incident report to 9988. “The Rotary Watch & PNP alliance aims to communicate the importance of eradicating the community’s tolerance to traffic and motoring violations, for the community to be conscious of the correctness of obeying the laws and generally for Filipinos to be part of the solution to creating peace and order in our country,” says Garcia. “It is a dynamic concept that will be continuously tested and streamlined as appropriate,” he adds. Implementing Rules and Regulations
Philippine Rotary Watch Volunteers are tasked to identify and report to the PNP matters relating to reckless driving, smoke belching, drug abuse, crime as it occurs, traffic infringements, mulcting and other matters as identified by the PNP.
The alliance between the Philippine National Police and Rotary Watch is guided by a set of Implementing Rules and Regulations (IRR) signed in March 20, 2010 by PNP Chief Superintendent Atty. Ernesto Heredia and Rotary Watch Chairman and Chief Administrator Albert M.G. Garcia. The formal signing held at Sofitel Hotel was witnessed by District Governor Sid Garcia, Rotary Watch Club Officers (RWCO) and Rotary Watch District 3830 Administrator (RWDA) Ces Singzon.

At the same event, the PNP presented a Plaque of Appreciation in recognition of the efforts of all Rotarians represented by Rotary Watch Chairman and Chief Administrator Albert M.G. Garcia who accepted the award. According to the Implementing Rules and Regulations, The Rotary Watch shall be the lead implementing agency of the Rotary Watch Philippines which refers to the 10 Rotary Watch Districts of the Philippines. Among its functions is to “assist the PNP in crime prevention and public safety programs by providing information in any of the following areas of concerns - anti- criminality, internal insurgency operations, anti-terrorism, values formation and community assistance, and communication and media support as to sustain the peace and order situation in the country.” It also states that the Rotary Watch Program, referred to as the community service alliance between the PNP and the Rotary, “shall be administered by the joint PNP-Rotary Watch Philippines National Secretariat chaired by the Director, Police Community Relations Group and the Assistant Chief of the newly integrated and renamed Chief, PNP Complaints Unit (formerly Office of the Chief PNP Complaints Unit 09178475757) as Vice-Chairman and the Chief of the Complaints Referral and Action Center (CRAC) together with the Chairman of the Rotary Watch Philippines as members. “ It also lists down the extent of community service or civic-minded activities that Rotary Watch volunteers are expected to perform to assist the PNP – “report incidents of reckless driving and other traffic-related offenses, smoke-belching vehicles, cases of drug abuse, any incident of graft and corruption involving law enforcement agencies and crimes as it occurs; act as a “watchdog” to supplement the capabilities of the PNP; conduct a public awareness campaign to support the activities and operations of the PNP; strive for the generation and development of resources to help and supplement the initiative

Under the concept of implementation, training or seminars shall be provided for all Rotary Watch volunteers. Areas covered include an overview of the community-oriented policing system (COPS), drug awareness, an awareness course on bomb/explosive incident emphasizing on improvised explosives devices, an overview of criminal profiling and their various modes of working (modus operandi), an overview of the five pillars of the Criminal Justice System, identification and detection of vehicle theft and crime prevention techniques.
The RRI also specifies that in order “to facilitate police responses on cases reported by the Rotary Watch Program and Rotary Watch specified community facility, Rotary Watch volunteers shall utilize the PNP NHQ Integrated SMS Center and the Integrated Walk-in Complaints Center as the primary means of reporting and referring all illegal activities to the PNP, other government agencies and other entities not within the mandated of the PNP who in turn shall provide feedback to Rotary Watch volunteers on the actions taken. All information received through these venues will be treated with utmost confidentiality.”
The trainings or seminars are to be provided by the Philippine National Police which shall be in active support role to the Rotary Watch Program. The PNP is also expected to act on the report of the Rotary Watch, as well as, assist and support the Rotary Watch Philippines in terms of resources within its capability during the implementation of its specific activities. It is also the PNP’s task to maintain and updated the Complaint Management Information System (CMIS) as the central database of the integrated complaint centers both SMS and walk-in. As part of its support to the Rotary Watch program the PNP is also assigned to conceptualize a massive information campaign, with the active participation of partner agency and community representative/s and nongovernment organizations. Its purpose is to engender popular awareness, appreciation and patronage of the Rotary Watch Program. It was also agreed that the PNP shall offer additional effective and efficient alternative means to reach and communicate with the Rotary Watch volunteers in a 24/7 basis. This is to serve the needs of the Rotary Watch volunteers for adequate and appropriate attention, action and more importantly, feedback. In order to preserve law and order of the state against lawlessness and other serious internal threats, 41

The volunteer is identified to the PNP only by his ID number and verified by a security code supplied by the volunteer. The owner of the security code will only be known to the Rotary Watch Chairman and Chief Administrator. Under no circumstances will the volunteer’s name and ID number be released or made public. “ Included in the final provisions contained in the RRI, “the PNP National Headquarters Integrated SMS Center and Integrated Walk-in Complaints Center shall submit their monthly accomplishment report not later that the first week of the following month to the joint PNP-Rotary Watch Philippines National Secretariat.” “As to enhance coordinative functions and activities, the Joint PNP and Rotary Watch Philippines National Secretariat shall meet at least once quarterly or as often as may be deemed necessary in order to review existing Rotary Watch procedures and the effectiveness of its complaintaction-feedback-monitoring system and propose remedial measures to rectify the same.”
